Alaska's proposed Ambler Road is back on the table, and Americans are once again asked a fundamental question about what we value and what kind of world we will pass on to our children. We covered the Ambler Road controversy in Episode 168 of the podcast, and a quick re-listen to that episode will be handy for getting the information we need to make informed decisions in this coming time of decision and consequence. Here's a quick breakdown of the issue: The proposed Ambler Road is a proposed 211-mile industrial corridor through public lands along the southern flanks of the Brooks Range and one of the last and largest protected roadless areas on earth. The road would be built from the Dalton Highway at Mile Marker 161 to the Ambler Mining District on the Ambler River, passing through the Gates of the Arctic National Park and Preserve, bisecting the migration route of the embattled Western Arctic caribou herd and crossing nearly 3,000 streams and 11 major rivers including the Kobuk and Koyukon. Our guest today is Seth Kantner, who was born in a sod igloo on the Kobuk River in the 1960's and has been hunting, trapping, fishing and making a life on the land there ever since. He's a renowned wildlife photographer and a commercial fisherman, best known for his extraordinary novel Ordinary Wolves, his non-fiction books Shopping for Porcupine, Swallowed by the Great Land and A Thousand Trails Home: Living with Caribou, and a children's book, Pup and Porcupine. We thought that, with all the controversy over the Ambler Road, we should find a person who could speak to what was there in that country now, and what is truly at stake if the road project goes forward. We'll have Seth back to talk about subsistence hunting and trapping and life in the Arctic, but for now, let's address this pressing issue of the Ambler Road.

Carbapenemase producers are a nightmare for clinicians. Not only are they resistant to carbapenems, a last resort β-lactam antibiotic, they are notorious for developing multidrug and pandrug resistances resulting in limited to no treatment options. In this episode of Communicable, hosts Angela Huttner and Thomas Tängdén sit down with Dr. David Paterson (National University of Singapore) and Dr. Souha Kanj (American University of Beirut Medical Center, Lebanon), two ID physicians from regions where carbapenem-resistant Enterobacteriaceae or CRE, and carbapenem-resistant Acinetobacter are widespread. The episode begins with the history and emergence of CRE and reviews current epidemiology, diagnosis (including the Ambler classification of β-lactamases) and treatment options. Patricia Gallagher is Professor Emerita of Civil, Architectural, and Environmental Engineering at Drexel University. She earned bachelor's degrees in civil engineering and geological sciences from Rutgers University, a master's in civil engineering from Ohio State University, and a Ph.D. in civil engineering from Virginia Tech. Her research expertise centers on geotechnical and geoenvironmental engineering and sustainability. At Drexel, Trish taught courses in civil and environmental engineering, geology, and sustainability. Her course in sustainability, titled “Incorporating Sustainability Principles in Design” was inspired by her desire to teach design from a holistic, regenerative perspective that restores ecological balance and health in communities and ecosystems. The course explores how the concept of sustainability is fundamental to the planning, design, construction, operation, and renewal of resilient and sustainable infrastructure. Trish believes we need to work in our own communities to restore functional ecosystems in urban and suburban areas. She began volunteering with the Abington Township Shade Tree Commission (STC) in 2019, became an acting commissioner in 2021 and was officially appointed to the STC in 2022. Currently, she co-chairs the STC. Trish is happiest in nature and spends her free time hiking and backpacking around the globe. Since 2011 John Kennedy has been volunteering with the Abington Township Shade Tree Commission (STC) as an appointed commissioner and currently serves as co-chair. He has been an active Pennsylvania Horticultural Society Tree Tender since 2008. John regularly takes on a leadership role in formulating and delivering STC programs. His volunteer emphasis has been on park and public space tree planting with the Tree Vitalize - PHS Tree Tenders bare root tree program. Leading community volunteers to plant over 300 trees in parks and other public spaces in Abington Township. John's commitment to the treescapes around us has inspired him to educate others on the importance of trees in our environment. Conducting hands-on training through demonstration and coaching on how to plant, prune, and care for trees. While employed full-time in the food service profession, John returned to school in 2006 as a part-time student to study horticulture. In 2015, he completed his degree at Temple University's School of Environmental Design in Ambler, Pennsylvania. This is: End Single Family Zoning by Overturning Euclid V Ambler, published by Maxwell Tabarrok on July 27, 2024 on LessWrong. On 75 percent or more of the residential land in most major American cities it is illegal to build anything other than a detached single-family home. 95.8 percent of total residential land area in California is zoned as single-family-only, which is 30 percent of all land in the state. Restrictive zoning regulations such as these probably lower GDP per capita in the US by 8 36%. That's potentially tens of thousands of dollars per person. Map of land use in San Jose, California. Pink is single family only (94%) The legal authority behind all of these zoning rules derives from a 1926 Supreme Court decision in Village of Euclid v. Ambler Realty Co. Ambler realty held 68 acres of land in the town of Euclid, Ohio. The town, wanting to avoid influence, immigration, and industry from nearby Cleveland, passed a restrictive zoning ordinance which prevented Ambler realty from building anything but single family homes on much of their land, though they weren't attempting to build anything at the time of the case. Ambler realty and their lawyer ( a prominent Georgist!) argued that since this zoning ordinance severely restricted the possible uses for their property and its value, forcing the ordinance upon them without compensation was unconstitutional. The constitutionality claims in this case are about the 14th and 5th amendment. The 5th amendment to the United States Constitution states, among other things, that "private property [shall not] be taken for public use, without just compensation." The part of the 14th amendment relevant to this case just applies the 5th to state and local governments. There are two lines of argument in the case. First is whether the restrictions imposed by Euclid's zoning ordinance constitute "taking" private property at all. If they are taking, then the 5th amendment would apply, e.g when the govt takes land via eminent domain, they need to compensate property owners. However, even government interventions that do take don't always have to offer compensation. If the government, say, requires you to have an external staircase for fire egress, they don't have to compensate you because it protects "health, safety, and welfare" which is a " police powers" carveout from the takings clause of the 5th amendment. The other line of argument in the case is that zoning ordinances, while they do take from property owners, do not require compensation because they are part of this police power. Police Power Let's start with that second question: whether zoning laws count as protecting health and safety through the police power or are takings that require compensation. A common rhetorical technique is to reach for the most extreme case of zoning: a coal powered steel foundry wants to open up right next to the pre-school, for example. Conceding that this hypothetical is a legitimate use of the police power does not decide the case, however, because Euclid's zoning ordinance goes much further than separating noxious industry from schoolyards. The entire area of the village is divided by the ordinance into six classes of use districts, U-1 to U-6; three classes of height districts, H-1 to H-3, and four classes of area districts, A-1 to A-4. U-1 is restricted to single family dwellings, public parks, water towers and reservoirs, suburban and interurban electric railway passenger stations and rights of way, and farming, noncommercial greenhouse nurseries and truck gardening; U-2 is extended to include two-family dwellings; U-3 is further extended to include apartment houses, hotels, churches, schools, public libraries, museums, private clubs, community center buildings, hospitals, sanitariums, public playgrounds and recreation buildings, and a city ha...

During World War II, Ambler contributed his talents to the British War Office and the Ministry of Information, leveraging his expertise in propaganda and psychological warfare to aid the war effort. Post-war, he continued his literary journey with acclaimed novels like "Journey into Fear" and "The Schirmer Inheritance," both of which were successfully adapted into films. Ambler's distinctive writing style was characterized by meticulous attention to detail and the creation of multifaceted, realistic characters. His narratives often incorporated elements of political and social commentary, earning praise for their authenticity and relevance. In addition to his novels, Ambler ventured into screenwriting, contributing to notable productions such as the 1953 film "The Cruel Sea" and the iconic 1960s TV series "The Avengers." The proposed Ambler Road is a proposed 211-mile industrial corridor through public lands along the southern flanks of the Brooks Range and one of the last and largest protected roadless areas on earth. The road would be built from the Dalton Highway to the Ambler Mining District on the Ambler River, passing through the Gates of the Arctic National Park and Preserve, bisecting the migration route of the embattled Western Arctic caribou herd and crossing nearly 3,000 streams and 11 major rivers including the Kobuk and Koyukon.
