So why is it so important to get perspectives from what is happening on the ground? Journalists such as Alice are inevitably confronted with corruption-related issues locally – let's hear what she shared: Actually in my career, I've been quite lucky or unlucky rather, to live in countries that have significant problems with corruption. Firstly, Malta, which is one of those countries in the EU, which is often not mentioned along with sort of Poland and Hungary, but has significant issues with corruption and the rule of law. And then I moved to Albania, which again, sadly, has a very poor record when it comes to corruption, organised crime, and the rule of law. So I seem to have found myself consistently in the center of places where these are our issues. So as a journalist, obviously, it becomes a part of your beat whether you like it or not, because this corruption is pervasive in every aspect of society from the government down to, you know, your taxi driver not giving you a receipt cuz he's not declaring the income. And this can be a powerful reality check when contrasted with various high level solutions designed to fight corruption – here is Alice again: Oh, well, my experience in Albania is very… everything here is done over a coffee. So it can be anything from, you know, you're wanting to buy a house, to hire a lawyer, to apply for a residence permit or anything, you know? Okay. Yeah. The German government wants 500,000 a year installed between 2024 and 2030, resulting in a total of six million- bold numbers that require additional consideration to nurture the budding market/ “In the electricity price brake, we will create a special allowance for heat pumps that were installed in 2022,” explained Germany's Robert Habeck, the green minister of economy and climate action, on 16 November following a heat pump summit in Berlin. Faced with record energy prices, the German government is planning to ease the burden on households – which threatens to disadvantage the 230,000 heat pumps already installed. While the exact details are subject to last-minute deliberations in Berlin, a block tariff of €0.4 per kilowatt-hour of electricity from January and €0.12 per kWh of fossil gas from spring applying to 80% of consumption in the previous year appears guaranteed – the entire consumer support scheme has a price tag of approximately €66 billion. Households that switched to a heat pump would miss out on the gas government support, despite their greater efficiency, while consuming more electricity than in previous years. “If you installed a heat pump, saving and consuming correspondingly more electricity, then, according to the logic, you would be punished for what is actually politically intended behaviour,” Habeck explains. The finer details of when the government energy bill support should come into effect are not yet known due to ministerial disagreements, but the exception appears to be guaranteed. “For those people, that is for the [new] 230,000 heat pump owners, for them there will be a special provision in the Act that takes that into account,” Habeck stressed. One figure making the rounds in Berlin is a €0.27 tariff per kWh, adding to the favourable conditions the government created to foster the nascent heat pump industry. Germany is already the country with the “most favourable” subsidy landscape in Europe, Jan Brockmann, of heating industry association BDH, noted, speaking alongside Habeck. Boost for Germany's heat pump makers as industrial policy meets climate action The heat pump industry, the new darling of the German government, must grow rapidly to achieve the 2024 target of beginning the installation of 500,000 pumps a year, which Berlin is happy to assist in. With the Serbian general elections just two months away, Alice Taylor spoke to academic, researcher and human rights activist Flora Ferhati-Sachsenmaier about her years of research into the "administrative ethnic cleansing" of ethnic Albanian Serbian citizens in the Presevo Valley in southern Serbia. Over the last ten years, Ferhati's work shows that almost 4000 ethnic Albanians have been removed from voter lists due to so-called address passivization. The Serbian government says they no longer live there, but the citizens say this is not the case. As a result, they can no longer work, access healthcare, sell or buy property, or send their children to school. They are, de facto, stateless. All of this has taken place under the nose of the EU and other international organisations who have so far, failed to respon.
This week our podcast focuses on the rise of the suicide rates amongst Europe's youth, the increase of depression among EU citizens, what has been done and what can we do better. To shed some light on how European countries are facing these issues, I spoke with EURACTIV's editor, Alice Taylor and Laura Marchetti, policy manager at Mental Health Europe. We are also talking about the new EU taxonomy, what it includes, the teething issues, and why we have had reactions from climate activists such as Dominika Lasota and Louisa Neubeur from Fridays for Future.
