Banka Slovenije je znova poslabšala napoved gospodarske rasti, po najnovejših ocenah bo ta letos znašala 1,9 odstotka, inflacija pa se bo okrepila na 3,6 odstotka. Dans le sud du Nigeria, le delta du fleuve Niger est une éponge à pétrole, mais c'est aussi un désastre écologique. Ce mardi 19 mai, les ONG veulent profiter de l'assemblée générale des actionnaires de la compagnie pétrolière Shell, qui se tient à Londres, pour alerter sur les dangers de cette marée noire. Kathryn Nwajiaku-Dahou, chercheuse britannique d'origine nigériane, enquête sur ce fléau depuis trente ans. Aujourd'hui, elle est l'une des cadres du think tank ODI Global, basé à Londres.  Les ONG veulent profiter de l'assemblée générale des actionnaires de Shell ce mardi à Londres pour alerter l'opinion sur la pollution du delta du fleuve Niger. Mais est-ce que les actions de dépollution, de nettoyage, n'ont pas quand même commencé à produire leurs effets ces dernières années ? Kathryn Nwajiaku-Dahou : J'ai eu l'occasion d'être à la tête d'une commission d'enquête qui, pendant cinq ans, a cherché à documenter le problème et a fait des recommandations il y a deux ans pour que Shell et d'autres compagnies nettoient avec des coûts assez précis. Depuis la publication de ce rapport-là, pour ce qui est au moins de l'État de Bayelsa, un État qui produit au moins un quart du pétrole au Nigeria, rien n'a été fait. Donc, je crois que les ONG, elles ont raison d'alerter, surtout à un moment où les compagnies comme Shell notent des profits incroyables à la suite de la guerre récente en Iran. Et je crois qu'il est temps de commencer réellement le nettoyage qu'il faut.  Alors, vous dites que rien n'a été fait dans l'État de Bayelsa, est-ce que quand même des actions ont été faites dans d'autres États comme l'État de Rivers ?  Certainement, à Bodo, suite à un accord à l'amiable entre certaines communautés vivant à Bodo, il y a eu le début d'un processus de nettoyage. Mais l'État de Rivers et la région du Bodo représentent un pourcentage infime de l'échelle du problème.  À l'origine des marées noires, il y aurait dans 83% des cas des fuites provoquées par les voleurs de pétrole, dit l'agence Nosdra, qui est l'agence fédérale chargée d'identifier les fuites de pétrole. Qu'est-ce que vous en pensez ? Je crois que ces chiffres-là sont des faux chiffres, tout simplement, et j'ai des preuves. Parce que la manière dont Nosdra enquête sur l'origine, la provenance des fuites est très suspecte. Nosdra dépend des compagnies en général. Nosdra dépend à 100% de la logistique des compagnies pour pouvoir enquêter. Donc, nous, on trouve que les statistiques de Nosdra sont très biaisées. Et certes, ça ne veut pas dire qu'il n'y a pas une partie des fuites liées aux voleurs, au vol, mais là, pour la plupart, il s'agit d'une infrastructure dilapidée, pas suffisamment entretenue, qui est à l'origine d'un problème endémique dans le delta du Niger, où on a une infrastructure qui date dans certains cas de 60 ans. Donc, c'est trop facile de mettre tout ça sur les épaules des voleurs, parce que, souvent, il a été trop courant de parler du problème de la pollution dans le delta comme un problème de sabotage et de criminalité. Moi, je recadrerais en disant que les compagnies pétrolières qui sont au Nigeria, pour la plupart depuis 70 ans, ont la responsabilité première.  Depuis quelques années, Shell essaie de vendre la plupart de ses actifs pétroliers dans le delta à une compagnie nigériane, Renaissance. Est-ce que vous ne craignez pas qu'avec ce nouvel exploitant pétrolier les opérations de nettoyage soient encore plus compliquées ? Certainement. Depuis dix ans, Shell, Eni et d'autres essaient de vendre leurs licences d'abord et maintenant leurs actions. Ce qui est intéressant pourtant, ces sociétés n'ont pas vendu à une compagnie dans le cas de Shell, elles ont vendu à un consortium de cinq compagnies. Et pour pouvoir accéder à cette vente, c'est Shell qui a prêté 70% des fonds à ces compagnies qui se sont mises en consortium pour acheter. Donc, est-ce qu'on peut parler d'une vraie vente ou pas ? Ça, c'est de un. Et de deux, dans les tribunaux en Angleterre actuellement, cet argument que, une fois que la compagnie vend ses actions, la compagnie n'est plus responsable, cet argument a été démontré faux. Shell reste, malgré la vente, « liable », justiciable, redevable par rapport aux pollutions liées à ces infrastructures avant la vente. Certes, on a des exemples où les nouvelles compagnies sont encore moins réactives que Shell ou Eni par le passé, mais je trouve que les multinationales, comme Shell et Eni, sont toujours impliquées dedans. Donc, Shell ne va pas si facilement échapper à ses responsabilités devant les tribunaux britanniques ?  C'est ce qu'on va voir, on attend le jugement. Je crois que c'est l'année prochaine, en mars 2027. Mais ce n'est pas une chose aussi claire et facile d'imaginer qu'une fois qu'on vend les actions, qu'on va s'extirper, s'exonérer de ses responsabilités envers les populations du delta. À Madagascar, Pâques coïncide pour les paysans de certaines régions avec la période de récolte du riz. Pour célébrer cette « double fête », les Betsileo – l'une des 18 ethnies de Madagascar installée sur les Hautes Terres centrales – ont pour coutume de préparer un beignet sucré à base de farine de riz. Le feta, comme on l'appelle, est partagé avec les amis et la famille après la messe du dimanche ou lors de balades dans la nature le lundi de Pâques. De notre correspondant à Antananarivo, Le feta, une spécialité traditionnelle de l'ethnie betsileo, continue de rassembler les familles autour d'un rituel culinaire transmis de génération en génération. Pour préparer cette recette, le riz utilisé, au parfum légèrement sucré, est transporté spécialement depuis la région d'Amoron'i Mania, située à quelque 250 kilomètres au sud d'Antananarivo. « C'est l'odeur de la campagne. Cela a toujours un goût à part. Tout est à part quand cela vient de chez nous », confie Bodo, gouvernante dans une famille betsileo de la capitale de Madagascar. La préparation du feta demande du temps et une certaine rigueur. « Tout d'abord, il faut mettre le riz dans de l'eau pendant 24 heures. Après, il faut égoutter, piler, puis encore passer à la passoire pour qu'il n'y ait plus que la farine de riz, sans grumeaux », explique-t-elle. Autour d'une natte installée dans la cour de la maison familiale, les enfants mélangent des bananes écrasées à la farine de riz, ajoutent un peu d'eau et une touche de sucre, avant de saupoudrer le tout de pistaches pilées. « Un moment de joie pour ceux qui cultivent » Marie-Odette Rasoarimalala, une amie de la famille âgée de 59 ans, observe la scène avec attention. Vêtue d'un chapeau betsileo aux rayures vertes, elle découpe soigneusement de grandes feuilles de bananier, utilisées pour envelopper la pâte. « Nous honorons cette tradition tous les ans. Cette recette permet de fêter la récolte, c'est un moment de joie pour ceux qui cultivent. Le riz n'est plus dans les rizières ni éparpillé au sol pour le séchage. Il est stocké sous terre ou dans des greniers, et c'est alors qu'on réserve des grains à la préparation du feta. Les Betsileo font encore beaucoup cette recette dans la région d'Amoron'i Mania, mais ça commence à se perdre chez ceux qui vivent à Tana. Certains ne savent même pas ce que c'est. C'est donc aussi un moment d'apprentissage pour les enfants », souligne-t-elle. Ces beignets sont assez proches du koba, une pâtisserie très connue à Antananarivo notamment. Ils sont placés dans une marmite par Odile Ratolojanahary pour une courte cuisson à la vapeur. « Quand le calendrier des récoltes coïncide avec Pâques, c'est une double fête, une double joie ! Dans certains cas, le feta cuit le temps d'aller à l'église. À la fin de la messe, c'est prêt et on peut le partager. C'est sucré et doux, c'est très bon », se réjouit-elle.
