V Carigradu naj bi se danes začeli mirovni pogovori med Rusijo in Ukrajino, prvo neposredno mirovno srečanje delegacij obeh držav po treh letih. Obe delegaciji sta v Turčiji, a se pogovori še niso začeli. Ukrajinski predsednik Volodimir Zelenski se je najprej v Ankari sešel s turškim kolegom Redžepom Tajipom Erdoganom, Vladimir Putin pa je v Carigrad poslal uradnike na nižjih položajih, povečini svetovalce in namestnike ministrov. Borzne krivulje so se po nekaj letni rasti borznih indeksov po uveljavitvi ameriških carin obrnile navzdol. Kapitalske trge prežemajo negotovost in strah pred recesijo. Po besedah borznika Igorja Štembergerja lahko pričakujemo povratne carine. V oddaji tudi: - ZDA od zaveznic v Natu pričakujejo, da se bodo zavezale k dvigu obrambnih izdatkov vse do 5-tih odstotkov BDP-ja - Referendum o zakonu o dodatku k pokojnini za izjemne dosežke na področju umetnosti bo 11-tega maja - Pristojni pred napovedano pozebo kmetovalcem med drugim svetujejo škropljenje dreves z biostimulanti
Strmoglavljenje borznih trgov ne bo spremenilo nove carinske politike ameriškega predsednika Donalda Trumpa. Ta celo poudarja, da bo to vlagateljem koristilo. Ameriški zunanji minister Marco Rubio pa je dejal, da gospodarstva ne propadajo, temveč se trgi le odzivajo na dramatično spremembo svetovnega trgovinskega reda. Rubio je sicer na zasedanju zunanjih ministrov Nata poudaril še, da bodo morale članice zvišati izdatke za obrambo. V oddaji tudi o tem: - Slovenija napoveduje zvišanje izdatkov na 2 odstotka BDP pred letom 2030 - Nov holdinški sklad bo ob pomoči kohezijskih sredstev podjetjem in občinam zagotovil do 280 milijonov - Pozivi pridelovalcem k zaščiti pred pričakovano pozebo
Po svetu se vrstijo odzivi na sinočnjo razglasitev 10-odstotnih ameriških carin na uvoz z vsega sveta, ki bodo začele veljati v soboto, ter dodatnih carin za približno 60 držav in Evropsko unijo, ki bodo začele veljati v sredo. Svetovni voditelji drug za drugim ponavljajo, da gre za nespametno potezo in da v trgovinskih vojnah ni zmagovalcev; tečaji svetovnih borz se odzivajo s padci. Ameriška gospodarska združenja opozarjajo, da bodo carine le okrepile inflacijo. Drugi poudarki: - Ameriški zunanji minister Rubio na srečanju kolegov zveze Nato v Bruslju za zvišanje obrambnih izdatkov članic na pet odstotkov BDP-ja. - Madžarska napoveduje izstop iz Mednarodnega kazenskega sodišča, ki jo opominja, da bi morala prijeti izraelskega premierja Netanjahuja. - Zdravniški sindikat Fides napovedal ustavno presojo včeraj sprejete novele zakona o zdravstveni dejavnosti.

Ker se je svet tako veličastno razletel, nekoč združeni danes ugotavljamo, da se je najbolje zanesti kar sam nase. V našem primeru to pomeni, da se Slovenci zanesemo na Slovence in v manjši meri, da se Slovenci zanesemo na Slovenijo. Bodimo konkretni. Če hočemo biti siti in neodvisni od uvožene hrane, se je dobro oskrbeti sam. Temu pravimo samooskrba. Če hočemo biti zaščiteni, se je dobro zaščititi sam. Temu pravimo samozaščita. Če hočemo biti varni, ne smemo računati na Nato in Trumpa, temveč se moramo pripraviti, da se bomo branili sami. Temu pravimo samoobramba. In na koncu. Če hočemo biti v Sloveniji zadovoljni, se moramo zadovoljiti sami. Temu pravimo samozadovoljevanje. Govorimo torej o povečanju izdatkov za obrambo. Debata je vroča in vsi analitiki se strinjajo, da bo v prihajajoči predvolilni kampanji še bolj vroča. Vendar poglejmo na orožje in oboroževanje tudi z druge strani … Najbolj nas skrbi in večina prepirov se vrti okoli tega, da bomo do leta 2030 ali celo prej žrtvovali dva odstotka BDP za obrambo. Ampak hec je v tem, da se stroški za obrambo povečujejo že ves čas. Od lani na letos s približno 1,3 odstotka na 1,5 odstotka, naslednje leto pa še za desetinko odstotka več. Se pravi, da medtem ko se prepiramo o dveh odstotkih, se jim v tišini počasi približujemo. Hočemo povedati, da se bomo leta 2029, ko bomo tiho prišli do 1,97 odstotka BDP-ja, namenjenega za obrambo, glasno prepirali, kako bo, ko bomo na dveh odstotkih. Kot da bi se vsa država prepirala o neobstoječih gradovih v oblakih, nihče pa ne bi opazil marmornih stopnic, ki jih gradimo do tja. Ampak do zdaj smo se že naučili, da pri oboroževanju in žrtvovanju BDP-ja zanj ne gre za resnične varnostne potrebe nekega naroda, temveč gre za investicijski cikel, ki je potreben, da kapitalistična utvara, podmazana z javnim denarjem, teče naprej. Lep primer sta nemška avtomobilska industrija, ki je v krizi, in nemška orožarska industrija, ki cveti. Se pravi, ko delavec, ki sestavlja golfe, zaradi krize na avtomobilskem trgu izgubi službo, se naslednji dan zaposli v Rheinmettalu, kjer sestavlja tanke, ker vojna panoga trenutno cveti. Kot medklic: vsak, ki pozna skrite ovinke učiteljice zgodovine, bi moral zašpičiti ušesa ob novici o cvetoči nemški orožarski industriji … Če bomo zvišali izdatke za obrambo, beri orožje, ne bomo nič bolj varni. Kot nas uči zgodovina vojn, v konfliktih praviloma ne zmaguje orožje, temveč ljudje, ki ga uporabljajo. Izgubljajo pa ne tisti z manj orožja, temveč tisti, ki se jim za vojno fučka … Vsaj tako nas učijo obramboslovci. In še drugi medklic … V troboju med legendarnimi katedrami rajnke FSPN, se pravi med novinarji, politologi in obramboslovci, so ti zadnji absolutni zmagovalci tranzicije. Tako po številu, kot po vplivu. Kakorkoli: obramboslovje uči, da je eno največjih zagotovil zmage v vojaškem konfliktu motiviranost vojaštva. In kot lep primer navajajo slovensko osamosvojitveno vojno, ko se je slabše opremljena in številčno inferiorna slovenska stran uspešno uprla mogočni jugoslovanski ljudski armadi. Ampak časi so se spremenili in danes se zdi, da bi se Slovenci s puško v roki sovragu uprli le še pri obrambi lokalnega Hoferja. Druga možnost pa so vsemogoči droni, ki bi na Slovenskem končno odgovorili na večno vprašanje, kaj se dogaja za sosedovim plotom. Ampak če smo začeli, pa še končamo z javkanjem o nesmiselni porabi državnega denarja … Dva odstotka BDP-ja, ki bosta šla za orožje, nista težava. Težava je 98 odstotkov BDP-ja, ki gre za vse ostalo.

Ko je oni dan med kozlovsko sodbo v Beli hiši Trump omenil tretjo svetovno vojno in če poznamo vznesene izjave vplivnega ruskega politika Dmitrija Medvedjeva, ki mu je tretja svetovna vojna tudi pri srcu in pogosto na jeziku, je tudi nam kot okorelim pacifistom prišlo na misel, da se bo počasi treba pripraviti na kataklizmo. Ker nekaj kataklizmičnega nas v prihodnosti čaka in globalnemu uničenju ne ubežimo ... Med katastrofama podnebnih sprememb in naslednjih slovenskih parlamentarnih volitev se zdi tretja svetovna vojna še najmanj uničujoča možnost. Danes torej nekaj pavšalnih odgovorov na vprašanja o tretji svetovni vojni, ki si jih v resnih medijih nikoli ne zastavljajo, še manj pa nanje odgovarjajo.Prvo vprašanje je očitno in hkrati enigmatično; predvsem pa je zanimivo, da si ga do dneva današnjega še nihče ni zastavil …Namreč; katere države se bodo v tretji svetovni vojni borile in katera se bo borila proti kateri? Klasična konstelacija, ki smo ji zaupali desetletja, je bila: Vzhod proti Zahodu, Rusi z zavezniki proti Američanom z zavezniki, v nekaterih primerih pa se bo tretjesvetovna vojna bíla med Zemljani in zavojevalci iz vesolja. A po novem te delitve in nekdanji nasprotniki ne veljajo več; in ko Trump žuga Zelenskemu, naj se ne igra s tretjo svetovno vojno, je jasno samo nekaj; da bosta na eni strani Amerika in Rusija proti Ukrajini. Nobenega indica namreč nimamo, da bi si bili Američani inRusi te dni v laseh, tako da je jedrski spopad med obema velesilama nerealen; je pa jasno, da gre obema na jetra Ukrajina. V nadaljevanju sklepamo, da se bodo Rusom in Američanom pridružili Kitajci, ker skupaj smo močnejši, ob njih pa bodo sile osi sestavljali še Belorusi, Madžari in Severni Korejci. Na drugi strani bomo vsi ostali. Pa ne čisto vsi. Srbi se bodo težko odločili, Vučić pravi, da bi bili dopoldne za ene in popoldne za druge … Veliko težavo, za koga se boriti v tretji svetovni vojni, pa imajo tudi v SDS. So iskreno navdušeni nad Trumpom, hkrati pa je ljubljeni vodja med prvimi prišel izreči podporo Ukrajini – in to z rednim potniškim vlakom. Na srečo poznajo vojne institut pete kolone, ki presečne množice lepo razporedi po loku sovraštva in nasilja. Je pa ameriška administracija predlagala, da se za tretjo svetovno vojno izdajalci, saboterji in dezerterji imenujejo ali migranti ali pa tretjekolonaši; samo zaradi preglednosti. Uporabno navodilo za primer tretje svetovne vojne je, kako se za dogodek primerno obleči. Naivno in na prvo žogo bi dejali, da je logična izbira nekaj lažjega, ker bo tako ali drugače zelo vroče; a po drugi strani prihaja nekaj ur za spopadom jedrska zima, med katero se bo veljalo obleči topleje in zaradi katere bodo tudi nižje ležeča smučišča dobila debelejšo snežno odejo. Tiste ki menijo, da je razprava o konfekciji med svetovno kataklizmo neprimerna, naj le opomnimo: na samem začetku civilizacije, se je vojna začela zaradi izborno oblečene lepotice; zatem smo za pokole našli najrazličnejše razloge, od religije, do naravnih virov, danes pa smo od časov Lepe Helene po nekaj tisočletjih naredili popolni krog. Tretja svetovna vojna se bo začela zaradi tega, ker se je puli zapodil med dvodelne obleke. Da lahko nekoga z neprimerno obleko užališ do ravni, ko začne naokoli mahati z vojno, priča o izjemnem vplivu mode in modne industrije na postmodernega človeka. Če skrajšamo; na eni strani se bodo v tretji svetovni vojni borile urejene čete s torbicami Prada in s tradicionalno vojaško linijo Huga Bossa, na drugi strani pa jim bodo stale besneče množice oblečene v majice, jeans in krokse. Tretji in zadnji poudarek današnje analize o sladkostih in težavah tretje svetovne vojne pa je vprašanje, kdo se bo v njej boril. Ko ruski in ameriški mogočneži pred domačim občinstvom mahajo z raketami, se ne vprašajo, ali smo res vsi tako zelo zagreti … Kot pričajo prvipomladanski dnevi in posledično polne terase lokalov, množice niso preveč bojaželjne. Ob tem je tukaj še nejasnost s povečanjem sredstev za obrambo na dva odstotka BDP … Kaj nam ta denar prinaša? Nam jamči, da bomo v tretji svetovni vojni zmagali, ali pa vse te milijardepomenijo samo kotizacijo, oziroma vstopnino na bojišče? Kakorkoli; elitam bo treba dopovedati, da tretja svetovna vojna ni enaka prvi, ko se je brez vprašanj umiralo za kronane glave; ne drugi, ko je bilo treba utišati sociopata. Danes se za kronane glave kvečjemu kupi posebna priloga sobotnega časnika ob kronanju, za ustavitisociopata, oziroma vojsko sociopatov, pa je dovolj zapreti račun na Twitterju. Če nas hočejo prepričati v tretjo svetovno vojno, nam morajo ponuditi nekaj več … »Redke zemlje« se tako ali drugače sliši zanimivo.

Botswana's general elections were held on October 30th, and the results were nothing short of a political earthquake. Botswana has had the same ruling party for 58 years—since independence. Even by the standards of long-ruling post-independence parties in Africa, this is remarkable. Just days after the elections, President Mokgweetsi Masisi and his Botswana Democratic Party (BDP) conceded defeat. The incoming president is a human rights lawyer and advocate named Duma Boko, who leads the opposition coalition known as the Umbrella for Democratic Change (UDC). Botswana is a politically stable, upper-middle-income country—a rarity in the region—and it has long maintained this status. This stability partly explains the longevity of the Botswana Democratic Party. However, as my guest Ringisai Chikohomero explains, Batswana have grown disillusioned with the BDP, reflecting a broader global trend against incumbent governments. In our conversation, Ringisai Chikohomero discusses why the BDP lasted so long in power, what to expect from the incoming government, and why Botswana's politics and economy matter to the global community. He is a researcher specializing in political affairs, governance, and democracy in the Southern Africa program of the Institute for Security Studies in Pretoria. We spoke last week.
