Apartments, retail proposed for Beekman Street in Beacon In some ways, a public hearing held Tuesday (April 8) on a proposal to construct two 4-story buildings with 64 apartments along Beekman Street at Route 9D in Beacon resembled a revolving door. One by one, residents opposed to the 45 Beekman St. project registered complaints with the Planning Board, which has been reviewing the application since December 2023. As the speakers finished, Taylor Palmer, the applicant's attorney, approached the podium to challenge the complaints. In addition to one- and two-bedroom apartments, the project at one of the gateways to Beacon (Interstate 84 is a few blocks away) is set to include 15,000 square feet of commercial space. Renderings show brick buildings with metal trim, although metal components may not be allowed in the city's linkage district, which connects the waterfront and Main Street. The building inspector will make a determination. Streetscape elements would include benches, bicycle racks and a public area at the 9D intersection with sculptures and seating. A parking lot behind the buildings would sit close to the backyards of a half-dozen properties on High Street and Tompkins Avenue. Some neighbors feel the proposal is out of scale with its surroundings and will detract from the 12 multicolored Victorian homes on High Street, part of Beacon's protected historic district. They also say trees the developer intends to plant at the site will not adequately screen their views. Project officials contend that the linkage zone is meant for high-density, mixed-use development and say the proposal is in line with nearby developments such as The View and West End Lofts, and civic buildings such as City Hall and the recently completed central fire station. However, "the fire station requires multiple vehicles exceeding 25 feet and weighing 12 tons to park inside," said Jim Zellinger, a West Church Street resident, on Tuesday. "Showing these buildings as comparable only demonstrates the oversized scale of the proposal." Palmer countered, saying the linkage district was created to encourage residential development that will support Main Street businesses. "The comprehensive plan and its [2017] update explicitly call for this type of mixed-use development along Beekman Street," he said. Palmer shared a letter from the state Office of Parks, Recreation and Historic Preservation (OPRHP) indicating the agency did not believe the project would adversely affect the High Street-to-Tompkins Avenue neighborhood, which the agency said is eligible for the state and national Registers of Historic Places. OPRHP conditioned its statement on the developer submitting a "construction protection plan" for historical resources within 90 feet and revising the rooftop design of the building closest to High Street. Later in the hearing, Maryellen Case, a High Street resident, disputed the finding, even with its caveats. Case said she had called the state official who wrote the letter, and "she explained that the office is inundated with these types of evaluations. She also didn't realize that there was any public opposition, particularly from High Street residents." Jill Reynolds, a former Planning Board member, also spoke, noting that the board's review of the application is likely nearing its end. "I don't know how you can stop that ocean liner before it hits the iceberg," she said. "I just want to keep Beacon from becoming downtown White Plains." The project has been on the agenda for 14 meetings, Palmer said, and issues raised Tuesday "are important, but they're comments that the board considered throughout the review process." The Planning Board typically holds public hearings on multiple elements of a project, such as environmental impacts or for site-plan approval, although speakers rarely distinguish their comments. It will continue the hearing on 45 Beekman next month while opening another on the subdivision of parcels at the site. "There's stil...

You can't have a conversation about affordable housing without acknowledging the impact of rent regulation. Also known as rent control, rent stabilization or rent limits, these coveted units offer occupants a sense of stability by guaranteeing their monthly rent payment won't skyrocket year after year. So, why is regulated affordable housing so hard to come by? Developer Andrew Regenstreich has an idea. Andrew was the former Director of Real Estate and Economic Development of Housing and Neighborhood Development Services (HANDS). In this episode, I'm revisiting a conversation we had to discuss the agency's affordable housing project at 523 Freeman Street in Orange, New Jersey. The site is a centrally-located mixed-use property with four stories. Perfect for young professionals, the building houses one and two-bedroom units with 1,500 square feet of commercial use on the ground floor, as well as access to public art and a rain garden. In this episode, Andrew and I discuss what affordability means, the funding involved, and what kind of timeline to expect when developing affordable housing. Andrew shares the team he put together for this project and how he makes sure that his buildings reflect the community around them and the people who live there. We have three special guests this time and a jam packed episode all about stormwater management! We talk extensively with Mark Rufener (PE, CPESC, CPSWQ) from K.E. McCartney & Associates (a local engineering firm) regarding "The Gateway Project", Kingwood Center Garden's capital plan to create a new garden entrance and visitor experience, completed in the last few years. As part of this plan, Kingwood integrated several stormwater BMPs (Best Management Practices) into the new visitor center and parking lot. Mark Rufener is a professional in stormwater infrastructure engineering and management and played a large part in the design of these BMPs. He also worked closely with another Mark (Hoover) who is Kingwood's lead horticulturalist (translating as "plant wizard"). Mark Hoover was in charge of selecting the plant material to be used in some of the BMPs, because as you'll discover, plants play a critical role in stormwater management. Additionally, Evan caught up with Dan Herrold who is another technician at Richland SWCD. Dan heads up the MS4 program there, which ties into what we talk about in the rest of the episode. Welcome back my side kick for this discussion, Danny Beard! Starting in the 1970's, The Gateway Project was a classified CIA study involving biomedicine, quantum mechanics, theoretical, and newtonian physics. For synchronizing the 2 hemispheres of the brain to traverse time and space as well as heal your body. NO SERIOUSLY! Bob Monroe was the lead scientist in this government study on altered consciousness, and had personally already had success himself and with others. Enough so to engage the CIA for millions of dollars over 13 years. This made large groups available for these studies (mostly military personnel) and allow Monroe to refine and better develop procedures. The declassified document from 1983 doesn't disclose participant names, but does elaborate on results. Time travel (past & future), out of body experiences, hypnotic learning, inter-dimensional travel, spirits, angels, demons, other unidentifiable lifeforms, and more! Woah, that's crazy shit! Right? Well, not according to these documents written up by a high ranking military official. There are actual warnings in the document about how to deal with "intelligent non-corporal beings." The Monroe Institute is still operational. You can check out their website offering expensive training protocols. I doubt seriously whatever extreme training was discovered by US government would be available for civilians. Also some of Monroe's audio recordings are for sale even on Amazon! This is a wild ride digging through this study. I am no where near covering all that it entails in this podcast. Research it for yourself and have fun. Just shows you there is so much the general public doesn't have a clue about. There are so many secrets and knowledge every person should have access to. Whats most discouraging is how often you find politicians, large corporations, and world wide authorities LYING over and over to us. So I intend to do these podcasts more in the future. To expand our awareness and thinking. Open your mind. Maybe once a month, maybe every 2, I dunno. Just keep an eye out...cause i guarantee it will be interesting, educational, and entertaining! In today's episode, I speak with Andrew Regenstreich, the Director of Real Estate and Economic Development at Housing and Neighborhood Development Services (HANDS). HANDS, Inc. is a developer of affordable housing in New Jersey. They engage stakeholders in community organizations, cultural spaces, and commercial properties to help revitalize spaces. Recently, they have planned the “Gateway Project” at 523 Freeman Street, a new construction project for mixed-use housing in Orange, New Jersey. As an undeveloped lot at the corner of Scotland Road, the “Gateway Project” will provide opportunities for entrepreneurs, open space for public gatherings, showcasing local artists, and moderate-income housing. This project is planned to be a four-story development with nine residential units. It will include 1,479 square feet of ground-floor commercial space, and provide residents with access to the commercial space near the Valley Arts District. The project has received incredible help from the City of Orange along with support from New Jersey Community Capital, DCA, and a partnership with NJ Transit.Join us on today's episode as we discuss the role of affordable housing in shaping a longer-term and comprehensive vision for the future, how COVID-19 has been impacting developments for low-income households, and Andrew's personal experience working at HANDS, Inc.
