In the name of government efficiency and cutting foreign spending, the Trump administration is freezing funds and furloughing workers at many federal agencies. Billions of dollars and hundreds of thousands of jobs are at stake. Leaders of organizations in our region that receive federal funding join us to discuss the local impact.We'll hear about the major changes to institutions like USAID when we speak with Eric Postel* of Bennington, a Senior Advisor at DAI, Inc., and a USAID political appointee during the Obama and Biden administrations, and Nazgul Abdrazakova, President and CEO of Resonance Global, based in Winooski. Their organizations both receive USAID funding. The Vermont Afghan Alliance receives funding from the U.S. Department of Health and Human Services to support Afghan refugee resettlement. Executive director Molly Gray and Yassin Hashimi, who leads the organization's employment program, explain the uncertainty caused by the funding cuts. Numerous refugees living in Vermont have lost support for food, rent and other basic needs after a funding freeze imposed by the Trump administration. Refugee assistance organizations lost access to federal funds on Monday, only to have a judge block the order on Tuesday, and have the government rescind the order on Wednesday. The situation has caused confusion and panic among newly arrived refugees, who are legal immigrants who often arrive here with nothing.The federal refugee program assists people who have escaped war, natural disaster or persecution. Refugees typically receive reception and placement (R&P) funds in their first 90 days in the country. Newly arrived families in Vermont receive $1,650 in R&P funds that enables them to pay for initial housing, medicine, clothing and other basic needs. Last week, the Trump administration halted refugee admissions, stopped R&P payments, and suspended nearly all foreign aid.The president of Oxfam America denounced the halt in foreign aid as “a cruel decision that has life or death consequences for millions of people around the world."On Wednesday afternoon, facing furious backlash, the Trump administration rescinded its order that froze trillions of dollars in federal grants and loans. But this did not restore the reception and placement funding, leaving 59 recently arrived families with few resources on which to survive. And as of Wednesday afternoon, some Vermont refugee groups were still unable to access federal funds to support their general operations.On Tuesday afternoon, we spoke about what is happening to refugees in Vermont with Molly Gray, the executive of the Vermont Afghan Alliance, Yassin Hashimi, a program manager at the organization, and Sonali Samarasinghe, Field Office Director for the Vermont office of the U.S. Committee for Refugees and Immigrants (USCRI).“What we've seen over the last week is a systematic abandonment of Afghan allies and refugees more generally,” said Gray. More than 600 people from Afghanistan, many of whom helped the U.S. in its diplomatic and military missions, have settled in Vermont following the withdrawal of U.S. troops and the collapse of the U.S.-backed government in 2021.Samarasinghe said, “It is undeniable that our capacity is being diminished but we are fighting back to continue to support these efforts, to support our clients at least, and we are confident that with the support of Vermonters on the ground here, and we are beyond grateful for their generosity of spirit each and every day, we can meet these challenges.".Yassin Hashimi was working on a project for the U.S. Embassy in Kabul before fleeing Afghanistan and coming to the U.S. in 2023. His parents have received approval to come to the U.S. but are stuck in Pakistan due to the Trump administration's freeze on refugee programs. Hashimi has already rented an apartment around Burlington in anticipation of their arrival, but does not know when or if they will arrive. “Sometimes we have to be ready for the worst situation,” he reflected.But he added, “We should not give up and we should keep fighting for the things which is right.”

Becca Balint is on the cusp of making history. On Aug. 9, Balint decisively won the Democratic primary for Vermont's at-large U.S. House seat, defeating Lt. Gov. Molly Gray by a margin of 24 points. If she wins the general election in November, Balint will become the first woman and the first openly gay person to represent Vermont in the U.S. Congress. Vermont is the only state that has never elected a woman to Congress. Becca Balint was born in a U.S. Army hospital in Germany where her father was stationed and grew up in upstate New York. She earned a Bachelor of Arts from Smith College, a master's in education from Harvard and a master's in history from the University of Massachusetts at Amherst. She came to Vermont in the 1990s to be a rock climbing instructor at the Farm and Wilderness Camp in Plymouth, where she met her future wife, attorney Elizabeth Wohl. Balint went on to become a middle school teacher and in 2014 was elected state senator from Windham County. She served as Senate majority leader and is currently the Senate president pro tempore. She, her wife and their two children live in Brattleboro.

When the Vermont Legislature convenes on Jan. 6, 2021, Rep. Jill Krowinski, D-Burlington, is poised to become the speaker of the House. She will succeed Mitzi Johnson, who lost her seat in the Nov. 3 general election. Krowinski was first elected to the Legislature in 2012 and served most recently as the house majority leader. When not in the Legislature, she is executive director of Emerge Vermont, an organization that recruits and trains female Democratic candidates to run for political office. Krowinski previously worked as chief of staff to former speaker Gaye Symington. Krowinski will become just the fourth woman to serve as speaker of the Vermont House of Representatives: she is preceded by Johnson, the speaker from 2016 to 2020, Gaye Symington, the speaker from 2005 to 2009, and Consuela Bailey, Vermont's first female House leader, who served as speaker from 1953 to 1955. Krowinski will become part of a historic all-female leadership team in the Legislature, joining Senate President Pro Tem-elect Becca Balint and Lt. Gov.-elect Molly Gray. "I'm so honored to be part of this point in history," says the incoming speaker. "We are modeling and showing women and young girls in this state that you have a path to be in a leadership role." Krowinski says that when groups of young girls come into the Statehouse, “my favorite thing to do is take them into the House chamber and give them all a chance to stand behind the podium and look out." "This could be yours," Krowinski tells the girls as they peer out over the ornate chamber. "There is a path for you if you want it and if you want to lead."

When Sen. Becca Balint is sworn is as the Vermont Senate's new president pro tem next month, she will shatter not one, but two glass ceilings over the state's highest legislative body: Balint will become the first woman and the first openly gay pro tem in the state's history. "I am a woman, I am an openly gay woman, I am a mom, I am a Vermonter," says Balint. "When I walk into that building [the Statehouse] though...the biggest weight that I feel is wanting to do the work that Vermonters have sent me there to do and make lives easier for people on the ground." Balint is a former teacher who was elected to the Vermont State Senate in 2014, becoming its first openly gay member. Her Democratic Senate colleagues elected her majority leader two years later. Balint grew up in upstate New York and attended Smith College, then received a masters degree in education from Harvard and another masters in history from UMass Amherst. She and her wife have two children and live in Brattleboro. Balint is part of a first ever all-female leadership team that will run the Vermont Senate, which includes incoming Lt. Gov. The Vermont Conversation with David Goodman

The 2020 election is historic. Former vice president Joe Biden received the highest number of votes ever by a US presidential candidate, topping Barack Obama's 2008 total. Biden currently has a 3 million vote lead over President Trump and as of Wednesday afternoon, appears to be headed for an electoral vote victory. But…there was no blue wave. And the entire election was far closer than anyone thought. In Vermont, Republican Gov. Phil Scott was re-elected to a third term with a stunning 40 percentage point victor over Democrat David Zuckerman. And in another historic victory, Molly Gray was elected as just the fourth woman to hold the office of Lieutenant Governor. We discuss the national election results with Stuart Stevens, a former top strategist for George W. Bush's two presidential campaigns and also a lead strategist for 2012 Republican presidential candidate. In the 2020 race, Stevens was part of The Lincoln Project, a group of Republican strategists who worked to defeat Trump. Stevens is author of It Was All a Lie: How the Republican Party Became Donald Trump. We dissect the results of the Vermont election with Anne Galloway, founder and editor of VTDigger, and Xander Landen, VTDigger's political reporter.
