The great weapon of war against corruption is accounting and auditing. But first attitudes must change. We see various forms of corruption becoming less and less tolerated, as by an unconscious process every form of corruption is tainted by association with the worst of them.We've been covering the end of corruption in numerous episodes from Shelburne to Pitt, with Burke, with Middleton's efforts in the dockyards in the Chips Anyone? episode and then Jervis's crazy attitudes in the naval episodes.Now we'll look at some of the specific mechanisms with which these forms of corruption are tackled. There are crazy figures, for example the total value of unaudited accounts in 1807 is equal to the value of the entire national debt.I identify three kinds of corruption. First there is the kind that can't ever go away, though controls and sunlight can reduce it greatly. This I will name Fraud, where contracts are violated and/or payments are made without contracts at all, and where government funds are used for private purposes. Then there is traditional corruption, of the sort when clerks accept tips to perform tasks outside their usual work. 3rd is official corruption, sinecures and emoluments wielded by government to secure votes, but also for other purposes.

Hall's passion for genealogy was sparked by his family roots in Prince Edward Island and foundational local histories like The Wrights of Bedeque. He emphasizes that effective genealogy requires looking beyond vital statistics—birth, marriage, and death—to understand the broader historical context. For his ancestors, this meant investigating the "story that brought them to Canada," moving beyond the simple fact of their arrival to explore the specific events of the American Revolution that dictated their movements.The investigation into James Waugh faced a significant "brick wall" for years because early land grants only listed him as being "late of New York." However, Darren's breakthrough came through the digitized Carlton Papers, where he located a James Waugh on a 1778 muster roll in Pensacola, Florida. This discovery linked Waugh to British Indian agents Richard Parris and Alexander Cameron. Hall's research suggests that Waugh was likely part of the Loyalist backcountry movement in South Carolina, traveling through the wilderness to Florida before eventually joining the refugee migration to Shelburne, Nova Scotia, and finally settling in PEI's Wilmot Valley.A pivotal aspect of this research involved the use of Big Y-DNA testing, which produced a startling revelation for the Waugh family. The genetic results showed that the paternal line actually matches the surname Wilson, indicating a likely adoption or non-paternity event dating back to the 1600s. This highlights the power of combining traditional archival research with genetic genealogy to correct long-standing family assumptions. By tracing military records, land grants, and DNA, Hall provides a vivid picture of the displaced Loyalists who helped shape the early landscape of Atlantic Canada.
In February, I was surprised to receive a phone call from jail. It was Steven Tendo calling from the Strafford County jail in Dover, New Hampshire, where he was being held after being violently arrested by ICE agents on Feb. 4 at the Vermont assisted living facility where he works.Tendo was determined that his voice be free even if his body was not. That determination is a throughline in his life. It is why he is alive to tell his story today as a free man, at least for now.Steven Tendo is a minister, health care worker, nursing student and asylum-seeker from Uganda. He fled his native country in 2018 after the Ugandan government targeted him for the education and voter registration work that he was doing through an organization that he founded. He endured a harrowing ordeal in Uganda: he was abducted by armed men and interrogated and tortured in a secret facility. Several of his fingers were cut off. At another time, he was placed in an underground room with a python. Several members of his family have been killed. He was warned that he was next.After making his way to the U.S. in 2018, Tendo applied for asylum and spent two years in immigration detention in Texas, where his case drew the attention of Amnesty International. Tendo's asylum application was denied and he has been fighting deportation in the courts ever since.Tendo told me that if he is deported to Uganda, “I would definitely die. They would kill me.” He said that Ugandan operatives told his family “that they should prepare my grave because they are ready for me.”In 2021, after being released from detention, Tendo settled in Vermont, where he works as a licensed nursing assistant at UVM Medical Center and is pursuing a nursing degree at Vermont State University. He is a minister of a small church.On February 20, a New Hampshire judge ruled that ICE had failed to follow proper procedure and ordered Tendo released after 16 days in jail.Tendo said that his violent arrest in Shelburne on February 4 “exhumed the trauma that I went through in Uganda.”He compared what he experienced at the hands of ICE agents in Vermont to Uganda, where justice is “kind of a jungle. There is no process. There is no warning. There is no nothing. They would just pick you up anyhow, anywhere. I thought that the U.S. being a first world country, a super power, a democracy…it would be different. And so when that happened to me, I cried deeply down in my heart. I was like, ‘Why does it have to follow me wherever I go?'”Tendo remains in constant peril. On March 20, Tendo had to report to the ICE office in St. Albans for what was supposed to be a routine check-in. ICE has periodically used these check-ins to arrest people. In what is now a familiar ritual, some 200 people rallied outside the ICE office in support of Tendo last week and his check-in occurred without incident. He was ordered to check-in again with ICE in a month.Tendo said that the support he has received from Vermonters throughout his ordeal “means a lot to me, and it sends a message to ICE that I am not a criminal.”He is motivated to keep going by “the people that benefit out of my voice being aired out there on their behalf. They see me as a beacon of hope.”“I just can't put up with injustice against anybody, irrespective of their skin color, irrespective of their faith, irrespective of who they are.”The treatment that he and fellow detainees were subjected to in the immigration jail in New Hampshire was “inhumane,” Tendo said, with 40 men sharing one bathroom and being subjected to constant cold.“I witnessed a lot of fear and a lot of desperation among most of the people” in the jail, which included primarily Latin American and African immigrants. He asserted that everyone in immigration detention had paperwork such as active asylum cases. No one, he said, was “illegal.”“Everyone was confused, everyone was scared, everyone was traumatized, because most of them had been picked off the streets.”I asked Pastor Tendo what keeps him going.“My faith has brought me a long way. I am someone who sees a light at the end of the tunnel. …My eyes see beyond what people are seeing right now. I am seeing a community where everybody can be accepted and work together and use our unique differences to build each other.”Tendo said that he uses every challenge “to strengthen myself and push back with kindness, with love and with compassion.”“I know it may sound weird and not common. But it's who I am.”

Today we're introducing you to Earwitness. Earwitness is one of Lava for Good’s most important investigative series and will be released right here in the Bone Valley feed. One hot July night in 1995, Deputy Sheriff William G. Hardy was shot dead behind a Birmingham, AL hotel. At the same time, four miles away at least ten people saw Toforest Johnson at a packed nightclub called Tee’s Place. It didn’t matter. The cops zeroed in on Toforest as the culprit anyway. What followed was a familiar American ritual: arrest, trial, conviction, death sentence. No eyewitnesses. No physical evidence. Just unjustifiable confidence. For more than 25 years, Toforest has lived in a five-by-eight cell on Alabama’s death row. In 2019, journalist Beth Shelburne reopened the case and found something far worse than incompetence. The state once tried to pin the murder on another man. Its case hinged on an “earwitness,” a woman secretly paid by prosecutors to testify about an overheard phone call. The jury never knew. Neither did the defense. They found out 17 years later. Earwitness, an eight-part docuseries from the team behind Bone Valley, pulls back the curtain on a justice system that refuses to admit it got it wrong. With rare access to detectives, prosecutors, jurors, and witnesses, Shelburne asks the only question that matters: how did an innocent man end up on death row, and why is the state still trying to kill him? Stephan Jost is an art museum director who is currently the Michael and Sonja Koerner Director, and CEO of the Art Gallery of Ontario (AGO) in Toronto. Previously, he served as Director of the Honolulu Museum of Art in Hawaii, the Shelburne Museum in Shelburne, Vermont, and the Mills College Art Museum in Oakland, California. He also held curatorial positions at the Allen Memorial Art Museum at Oberlin College. Jost serves as Past President and Nominating Chair on the Board of the Association of Art Museum Directors (AAMD) and is also on the Board of the Gershon Iskowitz Foundation. He previously served as Vice Chair on the Board of Hampshire College, where he was Board member from 2018-2022, as well as 2008-2016. He holds a BA from Hampshire College and an MA from the University of Texas at Austin in Art History. He is originally from East Lansing, Michigan and is a citizen of Canada, the USA, and Switzerland.He and Zuckerman discuss original intention, cultural urgency, having a young and diverse museum audience, when people fall in love with culture, why people care about art, being in the presence of great works of art, the optimism of the extraordinary, the innovation of decorative arts, the maintenance of power, keeping our humanity, how museums can build social cohesion, and the power of inconsistency!
Localities'whether cities, townships or counties'are crucial "partners" in low-income housing tax credit (LIHTC) transactions. While not an actual member of the partnership, localities play a major role in the ability to fund affordable housing properties. In this week's episode of Tax Credit Tuesday, Michael Novogradac, CPA, and Mark Shelburne, a housing policy consultant at Novogradac, discuss the roles localities play in LIHTC-financed housing, both for them and for the developers who work with them. They begin by discussing the various ways localities are involved in those transactions, then discuss how they play a role in funding the property, including what to avoid. After that, Novogradac and Shelburne examine nonfinancial ways that localities can help and the role of localities in helping properties meet timelines and deadlines.

Mentioned on the podcast: Tamara visited Halifax, New Ross, Mahone Bay, Lunenberg, Barrington, Liverpool, and Shelburne in Nova Scotia. While Nova Scotia is popular in the summer, it has plenty to offer in the winter for the holidays Many of the small towns feel like walking into a Hallmark Christmas movie set with a great small town, community atmosphere. It is a different vibe from big city holidays or German Christmas Markets, but it is perfect for those that prefer a small town environment. The Canadian dollar is also weak against the U.S. dollar so it is a good budget, off-season destination. It is only a 1.5 hour direct from Boston, but there are also direct flights to other cities on the U.S. East Coast. Downtown Halifax has an Evergreen Festival that includes an Evergreen Bright Trail, a small Evergreen Market with shops and fire pits, and other special events like a sports area with mini curling. Glow Gardens in Halifax is a great event for families featuring indoor light displays, bouncy houses, mini golf, roller skating, a Christmas train, live entertainment, and more. 2 days in Halifax was perfect. Museums in Halifax include the Pier 21 Immigration Museum and the Maritime Museum of the Atlantic, which has a great exhibit on shipwrecks including fragments from the Titanic. New Ross is the Christmas Tree Capital of the World, which ships its Balsam Fir trees. You can visit the Ross Farm Museum or one of the cut-your-own Christmas tree farms. There is also a trail called Ruby's Trail that you can climb through the evergreens to a small chalet, which is home to "Twig the Elf." Mahone Bay had a Christmas festival with a small craft fair and a Christmas bells concert, as well as holiday decorations throughout the shops downtown. Lunenberg hosted a huge community arts and crafts fair for the holidays. The town of Lunenberg is very pretty, with colorful architecture and plenty of restaurants and shops. In Shelburne, Tamara stayed in a huge waterfront suite at Albert's Inn. Shelburne hosted Miracle on Dock Square with a walk-through Christmas parade, visit with Santa, craft fair, and various stands throughout town. It finished with fireworks over the water. Tamara also went searching for the lobster trap and buoy Christmas trees along the coast of Nova Scotia. Tamara finished her stay at the White Point Beach Resort, which has cabins, a lodge, and glomes (glamping domes). It was warm and cozy, with a great view and very nice, even in the winter. On a summer night in 1995, a sheriff's deputy was shot and killed in a hotel parking lot in Birmingham, Alabama. When investigators arrived at the scene, they found no eyewitnesses and almost no evidence pointing to the shooter. Detectives ultimately zeroed in on a man named Toforest Johnson, who on that same night was with friends at a nightclub miles away. Johnson was tried twice for the murder and eventually convicted on the testimony of an “earwitness” – a woman who claimed to have overheard Johnson confessing to the crime. He has spent more than 25 years on Alabama's death row.In 2019, investigative journalist Beth Shelburne began covering the case, finding details that cast major doubts about Johnson's guilt.
