Ambassador Wendy Sherman, the 21st U.S. Deputy Secretary of State and the first woman in that position, has been a diplomat, businesswoman, professor, political strategist, author, and social worker. She served under three presidents and five secretaries of state, becoming known as a diplomat for hard conversations in hard places. As Deputy Secretary, she was the point person on China. While serving as Undersecretary for Political Affairs, Sherman led the U.S. negotiating team that reached an agreement on the Joint Comprehensive Plan of Action between the P5+1, the European Union and Iran.  And, as Counselor at the State Department, she led on North Korea and was engaged on Middle East negotiations. For her diplomatic accomplishments she was awarded the National Security Medal by President Barack Obama. At Harvard Kennedy School, she was a professor of the practice of public leadership, director of the Center for Public Leadership at the Harvard Kennedy School (where she is now a Hauser Leadership Fellow), and a current and former Senior Fellow at the School's Belfer Center for Science and International Affairs. In 2002, along with former Secretary of State Madeleine Albright, Sherman built a global consulting business, The Albright Group. Sherman previously served on the President's Intelligence Advisory Board, chaired Oxfam America's Board of Directors, served on the U.S. Department of Defense's Defense Policy Board, and was Director of Child Welfare for the State of Maryland. She is the author of the book: “Not for the Faint of Heart: Lessons in Courage, Power and Persistence.” Sherman attended Smith College and received a B.A. cum laude from Boston University and a Master's degree in Social Work from the University of Maryland. Ralph Ranalli of the HKS Office of Communications and Public Affairs is the host, producer, and editor of HKS PolicyCast. Numerous refugees living in Vermont have lost support for food, rent and other basic needs after a funding freeze imposed by the Trump administration. Refugee assistance organizations lost access to federal funds on Monday, only to have a judge block the order on Tuesday, and have the government rescind the order on Wednesday. The situation has caused confusion and panic among newly arrived refugees, who are legal immigrants who often arrive here with nothing.The federal refugee program assists people who have escaped war, natural disaster or persecution. Refugees typically receive reception and placement (R&P) funds in their first 90 days in the country. Newly arrived families in Vermont receive $1,650 in R&P funds that enables them to pay for initial housing, medicine, clothing and other basic needs. Last week, the Trump administration halted refugee admissions, stopped R&P payments, and suspended nearly all foreign aid.The president of Oxfam America denounced the halt in foreign aid as “a cruel decision that has life or death consequences for millions of people around the world."On Wednesday afternoon, facing furious backlash, the Trump administration rescinded its order that froze trillions of dollars in federal grants and loans. But this did not restore the reception and placement funding, leaving 59 recently arrived families with few resources on which to survive. And as of Wednesday afternoon, some Vermont refugee groups were still unable to access federal funds to support their general operations.On Tuesday afternoon, we spoke about what is happening to refugees in Vermont with Molly Gray, the executive of the Vermont Afghan Alliance, Yassin Hashimi, a program manager at the organization, and Sonali Samarasinghe, Field Office Director for the Vermont office of the U.S. Committee for Refugees and Immigrants (USCRI).“What we've seen over the last week is a systematic abandonment of Afghan allies and refugees more generally,” said Gray. More than 600 people from Afghanistan, many of whom helped the U.S. in its diplomatic and military missions, have settled in Vermont following the withdrawal of U.S. troops and the collapse of the U.S.-backed government in 2021.Samarasinghe said, “It is undeniable that our capacity is being diminished but we are fighting back to continue to support these efforts, to support our clients at least, and we are confident that with the support of Vermonters on the ground here, and we are beyond grateful for their generosity of spirit each and every day, we can meet these challenges.".Yassin Hashimi was working on a project for the U.S. Embassy in Kabul before fleeing Afghanistan and coming to the U.S. in 2023. His parents have received approval to come to the U.S. but are stuck in Pakistan due to the Trump administration's freeze on refugee programs. Hashimi has already rented an apartment around Burlington in anticipation of their arrival, but does not know when or if they will arrive. “Sometimes we have to be ready for the worst situation,” he reflected.But he added, “We should not give up and we should keep fighting for the things which is right.”

Countries around the world are stepping up efforts to combat climate change but mountainous challenges loom. That's according to the guest on the latest episode of Grid Talk.Host Marty Rosenberg speaks with David Waskow, director of International Climate Initiatives at the World Resources Institute. Waskow says non-governmental organizations (NGOs), are shoulder to shoulder with national governments' stepped-up engagement.“We're both making a lot of progress and have enormous challenges ahead of us,” said Waskow.According to Waskow the work is just beginning.“I think one thing we haven't taken into account is the depth of transformation that we need.”Some countries are making notable progress. “The surge in renewables in India is just quite remarkable and there over 100 gigawatts at the moment I believe, and continuing to grow rapidly,” he said. And he's talking about massive societal transformations.“We are moving quickly on EVs but all the evidence is that we're not only going to have to do EVs at a massive scale, we're also going to have to shift to other modes of transport than passenger vehicles.”AS the Director of WRI's International Climate Initiative Waskow is focused on international cooperation that catalyzes and supports action on climate change at the national level in developed and developing countries Prior to WRI, David directed climate change policy at the development organization Oxfam America, where much of his work focused on the impacts of climate change on vulnerable communities. He has graduate degrees from the University of Chicago and the Woodrow Wilson School of Public and International Affairs at Princeton University; his undergraduate degree is from Brown University.

Before Amnesty, Paul co-led Oxfam's advocacy efforts during the Covid-19 pandemic and led Oxfam America's advocacy with the US government. Scott Paul, associate director of peace and security at Oxfam America, talks about why 20 aid organizations have issued a public letter protesting a pause in Western funding to the United Nations Relief and Works Agency  (UNRWA), the main aid agency in Gaza offering services that the aid groups says are indispensable in the current crisis. Oxfam, Save the Children, the AFSC and other aid groups working in Gaza say cutting aid to UNRWA will have devastating effects on what is already a humanitarian catastrophe.  The suspension of funds to UNRWA by 18 countries, including the United States, the Uniked Kingdom, Germany and others, follows still-unverified allegations that 12 of UNRWA's employees in Gaza may have links to the Hamas attacks on Oct 7.  UNRWA  employs 13,000 people in Gaza and 30,000 throughout the region and may be forced to cease operations by the end of February unless funding is resumed. The pause in aid to UNRWA come on the heels of the World Court ordering Israel to take measures to prevent genocide in Gaz and to provide more humanitarian aid. Margot Patterson talks to Chimène Keitner, an expert on international law and the Martin Luther King, Jr. Professor of Law at the University of California-Davis, about that ruling and its significance and impact.

This list compiled by Charity Watch Doctors Without Borders (http://www.doctorswithoutborders.org/)/MSF is donating medical supplies to hospitals/health facilities in Gaza responding to medical needs. MSF does not run medical programs in Israel, which has strong emergency and health services. MSF has been running medical programs in Gaza for more than 20 years, supporting a health care system that urgently lacks both medical personnel and supplies. Their teams work in three hospitals and several outpatient clinics, offering comprehensive care for people suffering from burns and trauma. Since 2018, MSF has been running a reconstructive surgery program in northern Gaza. They also operate several medical programs in the West Bank. Anera (http://www.anera.org/), has no political or religious affiliation, works on the ground with partners in Palestine mobilizing immediate emergency relief. Anera has already delivered 12,000 bags of IV solutions to Gaza's largest hospital. In the coming days they will distribute food parcels, water, and hygiene kits to displaced families. Muslim Aid USA (http://www.mausa.org/) is actively responding to this humanitarian crisis, working alongside their partners on the ground; delivering essential medical aid and equipment to the main hospitals in Gaza. They are also providing food packages and vital non-food items such as hygiene kits and other necessities to those who are in need. The American Jewish Joint Distribution Committee (http://www.jdc.org/) has activated their emergency response across Israel. In the south of the country, they have widespread, existing operations and programs providing support to those directly impacted by the conflict, including elderly, people with disabilities, children and families at risk. Hadassah (http://www.hadassah.org/) hospitals in Israel and its medical teams are currently providing crisis medicine and trauma-care to those impacted by the on-going conflict. Zakat Foundation of America (https://www.zakat.org/) has been in this volatile area for over 20 years. Alongside local partners they provide both long-and short-term aid. Zakat has stated that it is supplying emergency relief, including: medical supplies, hygiene kits, food, warm blankets and clothing. HIAS (http://www.hias.org/) has been operating in Israel since 1950. Within 24 hours of the initial conflict, HIAS activated its Emergency Response protocols to provide life-saving support to those displaced. Their core emergency capabilities include hygiene supplies, blankets, dignity kits, mental health and psychological support, and child protection. Mercy Corps (http://www.mercycorps.org/) has operated in the West Bank and Gaza since 1986, providing humanitarian support including access to water, working with children and young people, and connecting people to economic opportunities. Mercy Corps currently has people on the ground assessing the needs of those impacted by the conflict and will resume their lifesaving programs when it is safe to do so. Oxfam-America (https://www.oxfamamerica.org/) has been working in the Occupied Palestinian Territory and Israel since the 1950s and established its only country office in the area in the 1980s. In total they work with 28 partner organizations to offer lifesaving support including: rebuilding water and sanitation infrastructure, hygiene kits, distributing cash, food and bedding. Before TAAF, she started and led Georgetown University's Beeck Center for Social Impact and Innovation for over seven years, training students on social impact and leading research on different models of social innovation. In the Obama Administration, Ms. Shah served as Deputy Assistant to the President and Director of the Office of Social Innovation at the White House, leading the efforts across government to introduce social innovation, including financial innovation, impact metrics, and the role of technology. In the private sector, she led the Global Development Initiatives at Google focused on impact investing and technology for social impact. At Goldman Sachs, Shah developed and implemented the firm's environmental strategy.   Ms. Shah also has significant experience working internationally as an economist at the Department of Treasury, setting up the central bank in Bosnia, working for post-conflict reconstruction in Kosovo, and implementing poverty reduction strategies in Africa. She also served as the chief of operations for the Center for Global Development.   Ms. Shah was appointed by President Biden to serve as the Chief Commissioner on the President's Advisory Commission on Asian Americans, Native Hawaiians, and Pacific Islanders.  She also serves on Homeland Security Advisory Council.  Ms. Shah serves on the board of Oxfam America, the UBS Optimus Foundation, The Century Foundation, and the National Democratic Institute. From being kidnapped in Mexico for his human rights work, to advising the largest organizations across the world and allying with the Union of Indigenous Yagé Medics of the Colombian Amazon and advocating for indigenous movements, Ricardo Vitale has had an extraordinary path. As a self-defined 'liberation anthropologist', based in Colombia. He earned a PhD from Cambridge University with a thesis about the Zapatista movement in Chiapas, Mexico.  His expertise covers human rights, anthropology in armed conflict, social movements, indigenous politics, gender relations within social movements, sustainable development, resilience, climate change adaptations and indigenous practices of yagé medicine, spirituality, and resistance. He is a former adviser of a plethora of international humanitarian and development bodies such as: Oxfam America, the UNHCR, the Norwegian Refugee Council, ICG and GIZ, amongst others. Since 2016 Riccardo works as a full-time adviser for the Union of Indigenous Yagé Medics of the Colombian Amazon (UMIYAC).  His tasks within UMIYAC range from fundraising to advocacy, to capacity strengthening, and non-extractive (“the-other-way-around”) anthropological research, aimed at “reinforcing indigenous communities, rather than taking from them”. In this episode, we expand the conversation around plant medicine conservation and include the context of the symbiotic relationship between people, sacred territories, land, community, culture, and that there are people that are facing extinction who also hold knowledge. And when those cultures go extinct. Loss of knowledge is embedded in that. Part of supporting plant medicine conservation is supporting biocultural diversity. Not because we want to ensure that we can replant what we need to consume to ensure our future needs are met. But because we actually want to live in a world where indigenous peoples can be living on the land that is their birthright. This year, Oxfam looks at unpaid and underpaid care work and the global inequality crisis. I speak with Paul O'Brien, Vice President of Policy and Advocacy at Oxfam America about the in-depth report that is startling and bracing, and reminds us of the vast chasm dividing the very rich from the rest of us. Then, almost three decades ago, the North American Free Trade Agreement took effect, which devastated working people and the planet because NAFTA meant poverty for millions and an open season for corporations to abuse workers and the planet. Last week, NAFTA 2.0 passed the Senate so it's a time to ask: Is it any better?
