VIPS ended the memo with this:“No one has a corner on the truth; nor do we harbor illusions that our analysis is irrefutable or undeniable [as Powell had claimed his was]. But after watching Secretary Powell today, we are convinced that you would be well served if you widened the discussion beyond … the circle of those advisers clearly bent on a war for which we see no compelling reason and from which we believe the unintended consequences are likely to be catastrophic.”On July 20, 2002, CIA Director George Tenet had told his British counterpart that the “intelligence and facts were being ‘fixed' around the policy of ‘regime change' in Iraq.” On June 5, 2008, Senate Intelligence Committee Chair Jay Rockefeller, announced the main conclusion of a five-year study by his committee, saying, “In making the case for war, the administration repeatedly presented intelligence as fact when it was unsubstantiated, contradicted or even nonexistent.” In sum, the “intelligence” was not mistaken; it was out-and-out fraud.On the early afternoon of May 4, 2006, in Atlanta, Ray confronted Secretary of Defense Donald Rumsfeld on live TV with pointed questions like: “Why did you lie to get us into a war that was not necessary and that has caused these kinds of casualties?”Ray's opinion pieces have appeared in many leading newspapers and other publications in the U.S. and abroad – except for the NY Times and Washington Post. Ray McGovern is a former CIA officer turned political activist. McGovern was a CIA analyst from 1963 to 1990, and in the 1980s chaired National Intelligence Estimates and prepared the President's Daily Brief. He received the Intelligence Commendation Medal at his retirement, returning it in 2006 to protest the CIA's involvement in torture. In 2003, together with other former CIA employees, McGovern founded the Veteran Intelligence Professionals for Sanity (VIPS). The organization is dedicated to analyzing and criticizing the use of intelligence, at first concerning the Iraq War. John Kiriakou is a former CIA counterterrorism officer, who in 2007 became the first U.S. Government official to publicly confirm and describe CIA use of waterboarding on al-Qaeda prisoners, which he described as torture. In January 2013, Kiriakou was sentenced to 30 months in prison and was released after serving more than 23 months. Since then, he has become a tireless writer and speaker on whistleblowing, torture, and civil liberties. Kiriakou is the sole U.S. Government official to have been jailed for any reason relating to CIA torture – a victim of the Obama administration's unprecedented crackdown on government truth-tellers. When President Obama openly acknowledged at a White House press conference on August 1, 2014, “We tortured some folks,” John was in prison for having said essentially the same thing seven years earlier. From 1981 to 1985 he prepared and presented the President's Daily Brief one-on-one to President Ronald Reagan’s most senior national security advisers including then Vice President George H. W. Bush. In 2003 Ray came out of retirement and founded the Veteran Intelligence Professionals for Sanity (VIPS) which analyses and criticises the use of intelligence. He famously confronted Donald Rumsfeld publicly about lying about W.M.D. and nearly got him to recant his statements. Ray also protested a speech by Secretary of State Hillary Clinton by turning his back onkly to be physically removed, double handcuffed and seriously battered and bruised.
