C'est là qu'un peu plus de quarante plus tard, Tecumseh, Jaguar céleste, chef de la tribu des Chaouanons, prononcera un discours crucial devant le Grand Conseil, afin de convaincre les Creeks de rejoindre sa grande confédération pour stopper définitivement l'expansion des colons américains. Pour l'heure, l'évènement est tout autre : ce 5 mai 1780, un soldat français, Jean-Antoine Leclerc, se faisant appeler Milfort, se voit proclamé Tastanégy, il devient Grand Chef de Guerre de la nation Creek. Leclercq, un aventurier qui a quitté le vieux continent pour assouvir son goût du voyage et de la liberté. Traversant les Treize Colonies britanniques installées sur la côte est de l'Amérique du Nord, ces colonies qui donneront naissance aux États-Unis après leur indépendance en 1776. Leclercq ou Milfort, recueilli affamé par un vieil Indien, gagnera l'amitié des plus puissants et s'intégrera rapidement aux us et coutumes de son peuple d'adoption et partagera son sens tactique militaire acquis en Europe, ce qui fera gagner quelques batailles aux Creeks. Un exilé qui va œuvrer à l'unification des différentes tribus et dénoncera les traités injustes de cession de terres aux colons. Un chef unique donc qui finira par regagner la France où il proposera aux responsables politiques un plan audacieux pour garder une Louisiane française, mais les bouleversements à Saint-Domingue pousseront Napoléon Bonparte à faire un autre choix. Conséquence du réchauffement climatique, la mer du Nord devient le nouveau paradis des poulpes, calamars et autres seiches. Les céphalopodes s'épanouissent dans des eaux qui se sont réchauffées de quatre degrés en une centaine d'années. Aujourd'hui, les seiches communes, calmars côtiers et poulpes communs, représentent plus d'une capture sur cinq des pêcheurs flamands – 23 % des tonnages, selon les autorités flamandes. Et ces chiffres sont en constante augmentation.  De notre envoyé spécial à Ostende et Zeebruges,  18 h au marché aux poissons d'Ostende, Mario ferme la boutique et nettoie son étal au jet. « Les calamars ? Il y en a plein sur la côte belge, s'exclame le poissonnier. Avant, ça n'existait pas ici. Maintenant, ce sont des quantités énormes de calamars qui débarquent, et il y a moins de crevettes. Il y a des poulpes aussi ! » Ce phénomène s'explique par le réchauffement de quatre degrés en cent ans de la partie sud de la mer du Nord, peu profonde. « Les œufs de poulpe, il leur faut une température comprise entre 9 et 11 degrés pour éclore, explique Hans Polet, directeur scientifique à l'Institut flamand de recherche pour l'agriculture et la pêche. Et maintenant ils représentent nos principaux volumes de pêche, souligne Tom Premereur, directeur général des ventes à la criée flamande, les seiches et les calamars principalement. Certaines recherches montrent que les Octopus vulgaris, les gros poulpes, sont de très grands prédateurs qui mettent une grosse pression sur les espèces marines, alerte Sarah Vandamme, commissaire-priseur à la criée flamande. Ils savent entrer dans les casiers à crabes pour les manger, ils savent aussi ouvrir les coquilles Saint-Jacques. » « Il y a déjà assez de mesures pour réguler la pêche aux céphalopodes. D'abord, il faut avoir une licence de pêche, vous ne pouvez pas partir comme ça en mer avec votre bateau et vous mettre à pêcher, il y a une limitation de capacité, rappelle Emiel Brouckaert, directeur général de l'Organisation des producteurs de la pêche belge et représentant des armateurs. Ensuite, il y a l'accès aux zones de pêche qui est très limité. Et puis mettre en place des quotas, c'est très compliqué, surtout pour les céphalopodes, qui vivent très peu de temps. » L'idée est pourtant en discussion dans les couloirs de Bruxelles alors que le marché est en pleine expansion. Elle a causé plus de 2 500 décès sur 5 200 cas confirmés, soit une mortalité d'environ 48%. À tel point que, la semaine dernière, le directeur général de l'Organisation mondiale de la santé (OMS), a tiré la sonnette d'alarme, jugeant l'épidémie "loin d'être maîtrisée". Selon l'OMS, cette flambée est "la plus importante" jamais enregistrée en RDC avec cette souche. Dans certaines zones touchées, le nombre de nouveaux cas "double chaque semaine" ». « Ebola se propage à une vitesse que nous n'avions encore jamais observée », avait déjà déclaré quelques jours plus tôt dans Le Monde Afrique, le virologue congolais, Jean-Jacques Muyembe, le codécouvreur du virus. « Pourtant, relève Afrikarabia, site spécialisé sur l'Afrique centrale, après 16 vagues d'Ebola dans le pays, la RDC a accumulé une expérience considérable sur le virus ». Les raisons d'une telle propagation… Et Afrikarabia de s'interroger : « comment le Congo a-t-il pu se laisser dépasser à ce point ? » Réponse du site : « L'une des premières explications se trouve avant l'annonce officielle de l'épidémie le 15 mai dernier. Et il n'existe aujourd'hui pas de vaccin homologué pour Bundibugyo, même si des essais thérapeutiques encourageants sont en cours ». Autre explication, relève encore le site, « le système de santé congolais est largement défaillant et manque cruellement de moyens. La surveillance épidémiologique s'est dégradée et le retrait de l'aide humanitaire américaine, via l'Usaid, a contribué à le fragiliser ». Et puis, il y a le conflit dans l'est de la RDC, souligne encore Afrikarabia : « L'épicentre de l'épidémie se trouve dans une région ravagée par 30 ans d'une guerre sans fin. En Ituri, au Nord et Sud-Kivu, les populations fuient les combats et les déplacements sont permanents. Des mouvements de population qui complexifient l'identification et la traçabilité des personnes contacts ». Enfin, « l'autre obstacle à une riposte efficace au virus est moins visible. Il s'agit de la confiance. Ebola provoque la peur. Les personnels de santé doivent combattre simultanément le virus… et les rumeurs. La désinformation, la méfiance et parfois les attaques contre les centres de santé ou les équipes chargées des enterrements sécurisés compliquent la riposte ». Résultat, constate L'Observateur Paalga au Burkina Faso : « tous les voyants sont au rouge. Des voyants symptomatiques d'une riposte à la fois inefficace et non efficiente et qui se projettent au-delà de la RDC. C'est toute la région de l'Afrique centrale, voire tout le continent qui devrait être sur le qui-vive ». En attendant un vaccin… Enfin, un signe d'espoir, note Le Journal de Kinshasa : « l'OMS a annoncé un déploiement massif de vaccins. 70 000 doses du célèbre vaccin Ervebo – le vaccin qui avait permis d'éteindre les feux de l'épidémie de 2018-2020 en RDC – ont été acheminées d'urgence. L'arme arrive-t-elle trop tard ? », s'interroge le média congolais. Qui plus est, « il y a un hic de taille, souligne-t-il : l'Ervebo n'est pas homologué contre la souche qui sévit actuellement : le Bundibugyo, cousin génétique du virus Zaïre. En attendant des traitements ciblés, la RDC mise donc sur l'Ervebo pour freiner l'hécatombe. Ce déploiement massif, bien qu'incertain sur le plan scientifique, est un signal fort, s'exclame encore Le Journal de Kinshasa : face à l'urgence absolue, il faut parfois jouer le tout pour le tout. La communauté internationale retient son souffle, espérant que ces 70 000 doses écriront le premier chapitre de la victoire contre ce nouveau fléau ».
