Aujourd'hui, Guénael nous emmène pour un tour d'Europe au long cours. Guénaël, passionné par les Vikings, est partie sur les terres de ces derniers. La première partie de son voyage l'a mené en Scandinavie. Après cette parenthèse dans le Nord de l'Europe, il a bouclé la boucle en revenant en France par les pays baltes et l'Europe centrale.

Les tensions en mer Noire et les perturbations du détroit d'Ormuz font remonter les inquiétudes sur l'approvisionnement mondial en blé. Pour les pays africains, fortement dépendants des importations, la hausse des cours et surtout leur volatilité compliquent déjà les approvisionnements et ravivent le spectre d'une nouvelle crise alimentaire. Le prix du blé a augmenté de plus de 20% depuis le début de l'année. À cette hausse des cours s'ajoutent l'augmentation des coûts du fret et des assurances, dans un contexte de tensions sur plusieurs routes commerciales stratégiques. Cette hausse se répercute déjà sur les consommateurs africains. Pour Rémi Depoix, président de la société de négoce internationale Céréalis, spécialisée dans l'exportation de blé vers l'Afrique, le risque serait plus important encore en cas de rupture d'approvisionnement : « Il y a un impact, bien sûr, pour les opérateurs économiques, mais aussi pour le consommateur. Parce que même si le prix du pain a parfois été bloqué/fixé dans les pays, le consommateur va le payer plus cher. Mais cela pourrait être plus grave s'il y avait vraiment des ruptures d'approvisionnement dans certains pays. Cela voudrait dire qu'il pourrait y avoir un manque de pain pour l'Égypte, pour l'Algérie ou pour d'autres pays qui en sont de grands consommateurs. Cela pourrait avoir des conséquences sociales extrêmement graves. » Les minoteries africaines exposées à la volatilité Céréalis a exporté quelque 900 000 tonnes de céréales vers le continent l'an dernier. Selon Rémi Depoix, les minoteries africaines sont particulièrement exposées aux fluctuations des prix, car elles achètent principalement au plus près du marché, plutôt que dans le cadre de contrats à long terme. À cette dépendance aux importations s'ajoutent les difficultés des productions locales. La sécheresse a notamment affecté certaines récoltes africaines. Au Tchad, le gouvernement a interdit l'exportation de plusieurs céréales, dont le blé, afin de préserver les stocks disponibles. Le ministre tchadien de l'Économie, Tahir Hamid Nguilin, se veut toutefois rassurant sur la situation du pays : « Nous avons énormément de terre. Le Tchad a fait autour de trois millions de tonnes de céréales par an. C'est le premier pays d'Afrique centrale en termes de production alimentaire vivrière en céréales. C'est pour dire le niveau. Nous pensons qu'on a un gap de 100 000 tonnes sur la production de cette année, en sachant que les deux années précédentes, nous avons eu quelque part une certaine surproduction. Nous n'avons pas de crainte à ce niveau. » Des récoltes qui ne suffisent pas à réduire la dépendance Certains pays d'Afrique du Nord ont enregistré de bonnes récoltes, à commencer par le Maroc, qui devrait produire environ neuf millions de tonnes de blé cette année. Mais cette récolte ne devrait pas modifier en profondeur les besoins du royaume en importations, estime l'économiste Abdelmalek Alaoui, président de l'Institut marocain d'intelligence stratégique : « Bien qu'il y ait eu une campagne agricole importante l'an dernier, elle profite majoritairement aux industries exportatrices qui, elles, apportent des devises. Quant à la souveraineté alimentaire en matière de blé, le Maroc est structurellement déficitaire du fait des habitudes alimentaires des Marocains. Le Maroc est un importateur de blé tendre. Si les Marocains consommaient plus de blé dur, nous ne serions pas dans cette situation systémique de déficit. » Le souvenir du choc de 2022 reste présent. Au début de la guerre en Ukraine, le prix du blé était passé d'environ 170 à 400 euros la tonne sur les marchés à terme. Les cours restent aujourd'hui très éloignés de ces niveaux. Mais le contexte logistique s'est de nouveau tendu, notamment autour des ports russes. Les exportations de blé de la Russie, premier fournisseur mondial, ont chuté à 347 000 tonnes en septembre, contre plus d'un million de tonnes de plus un an auparavant. Rien ne va plus entre Washington et Khartoum depuis une semaine, depuis que les Américains ont refusé un visa au président soudanais Abdel Fattah al-Burhan et l'ont donc empêché de venir à la dernière Assemblée générale de l'ONU. Pourquoi cette mesure exceptionnelle à l'égard d'un général qui est impliqué depuis trois ans et demi dans une guerre civile meurtrière ? Et jusqu'où ira ce bras de fer ? Le chercheur soudanais Suliman Baldo est le directeur de l'Observatoire de la Transparence et des Politiques au Soudan. En ligne de New York, il répond aux questions de Christophe Boisbouvier.  RFI : Pourquoi les Américains ont-ils refusé un visa au général al-Burhan pour l'assemblée générale de l'ONU ? Suliman Baldo : Les Américains mènent une initiative pour proposer une négociation pour terminer les combats au Soudan et il a été proposé une cessation d'hostilités humanitaires au Soudan, pour trois mois, aux deux belligérants au Soudan, l'armée soudanaise et les Forces de soutien rapide. Or, Burhan a résisté à cette feuille de route proposée par les États-Unis et ses alliés régionaux pour deux raisons : parce que l'armée soudanaise continue à croire qu'elle peut réaliser une victoire militaire sur les Forces de soutien rapide, et parce que les conditionnalités politiques n'étaient pas acceptées par le général. Est-il vrai que les Américains ont dit au général Al-Burhan : « Si vous acceptez de signer une trêve de 90 jours, vous aurez un visa pour New York » ? Je crois que les choses ont atteint un point où les États-Unis ont décidé d'affronter Burhan. D'abord, dans les fuites orchestrées sur le développement d'armement chimique par l'armée soudanaise, avec l'implication de Burhan, selon les fuites qui ont été publiées par deux journaux, le New York Times et le Washington Post, le même jour, il y a deux semaines à peu près. Et c'était pour démontrer que Burhan était impliqué dans un crime de guerre en permettant sous son commandement à l'armée de développer des armes chimiques. Et donc c'était orchestré juste avant la tenue de l'assemblée générale, pour vraiment montrer que Burhan n'était pas qualifié en quelque sorte pour être un membre de cette assemblée de chefs internationaux. C'était une façon de vouloir délégitimer Abdel Fattah al-Burhan avant l'Assemblée générale de l'ONU ? Tout à fait. Alors, sur le terrain militaire, les Forces armées soudanaises du général Burhan avancent depuis deux mois dans la province du Kordofan du Nord, notamment autour de la ville d'El Obeid. Est-ce que ce n'est pas la vraie raison pour laquelle Abdel Fattah al-Burhan ne veut pas signer de cessez-le-feu ? Je crois que l'armée soudanaise est en train de poursuivre un plan pour utiliser le nord du Kordofan comme base pour mener des attaques dans le fief des FSR, dans la région du Darfour. Or, les FSR ont toujours des milliers de combattants et ont déployé des soldats nouvellement formés avec des équipements complets, comme des Technicals Toyota, qui sont équipés pour la guerre de savane et du désert, et ils vont donc repousser l'offensive de l'armée soudanaise et continueront, je crois, avec ces batailles sans cesse, parce qu'il est clair et évident pour tout le monde qu'il n'y aura jamais de solution militaire pour la guerre actuelle, surtout avec l'utilisation maintenant de drones des deux côtés. Alors la semaine dernière, les Américains sont allés loin dans leur bras de fer avec le général al-Burhan puisqu'ils l'ont déclaré illégitime. Qui va gagner à l'usure ? Est-ce que c'est Donald Trump ou est-ce que c'est Abdel Fattah al-Burhan ? Il y a beaucoup de contradictions parce que maintenant, l'Arabie saoudite [qui soutient Burhan] a besoin de beaucoup de soutien militaire et d'intelligence de la part des États-Unis dans sa guerre avec les Houthis au Yémen. Donc, le numéro un saoudien, Ben Salmane, a fait appel au président Trump pour intervenir contre les Houthis au Yémen, qui ont vraiment paralysé l'industrie pétrolière dans le pays. Et donc, à cause de cette dépendance aux États-Unis, l'Arabie saoudite ne peut pas beaucoup s'opposer à la politique américaine au Soudan. Alors le camp du général al-Burhan affirme que les Américains ont basculé dans le camp du général Hemedti et qu'ils ne peuvent plus faire de médiation. Qu'est-ce que vous en pensez ? Tout seuls, je ne crois pas que les Américains vont arriver à trouver une solution pour cette guerre très complexe et à multiples dimensions, parce qu'ils se sont aliéné l'armée soudanaise complètement. Mais ça veut dire qu'il faut que les Américains se retirent de la négociation, à votre avis ? Je ne pense pas, parce que les Américains ont eux aussi des intérêts stratégiques au Soudan. Et pour eux, c'est la question d'éloigner l'influence de la Russie de la mer Rouge. Parce que la Russie est l'un des fournisseurs d'armement de l'armée soudanaise et poursuit toujours le projet d'avoir une base militaire sur la mer Rouge, à Port-Soudan. Et les Américains ne veulent pas en entendre parler, comme les Saoudiens d'ailleurs, et c'est pourquoi les Américains restent engagés au Soudan.
