Dr. Thierry Mora and Dr. Aleksandra Walczak co-lead the Statistical biophysics group within Laboratoire de physique de l'ENS (LPENS) at the Ecole normale supérieure (Paris, France). Physicists by training, Dr. Mora and Dr. Walczak entered the field of the analysis of the immune system in a time when the first AIRR-seq datasets were becoming available. They have applied biophysics, neuroscience, and information theory perspectives to understand V(D)J recombination and quantify diversity. The group has published many software tools for the analysis of immune repertoires, including IGoR (to infer V(D)J recombination related processes from sequencing data), Sonia (infer selection pressures on features of amino acid CDR3 sequences), ALICE (detect TCR involved in immune responses from single RepSeq datasets), and PUBLIC (for analyzing sharing of TCRs, and predict public clones). In this episode of On AIRR, Dr. Mora and Dr. Walczak discuss the relevance and challenges of quantifying diversity and the questions that remain unanswered. They think of immune repertoire diversity in the same way as one could think of English language sentences, and try to learn the grammar of the combinations and quantify it. "The property tax is a good tax," Jared Walczak told Chad Oban and I on this episode of Plain Talk. "You may not love it, but you will not like the alternatives better." Walczak is the state projects director for the Tax Foundation, a right-of-center think tank that focuses on -- you guessed it -- tax policy. His organization recently published an article critical of Measure 4, a constitutional amendment that would prohibit taxes on property values. Walczak has also presented his group's arguments to state lawmakers. Walczak's argument is not that North Dakotan's shouldn't feel upset about their property taxes. "There's legitimate frustration," he said. The problem is that eliminating the property tax would produce "real economic upheaval" by shifting tax burdens from a tax that "has very little economic drag" to others, like income taxes or sales taxes, which do. Eliminating the billions collected locally in property taxes would mean replacing those revenues with tax dollars collected state wide. "You're talking about essentially doubling your other taxes at the state level," Walczak argued. "No one else has done this for pretty good reasons," he said, and he's not just talking about state governments in America. He said that no other country in the developed world has eliminated its property taxes. What should North Dakota do to address the genuine public consternation over property taxes? He says state policymakers should look at caps on how much locals can raise through property taxes, coupled with some pressure relief valves that would allow the taxing jurisdictions to exceed those caps in specific circumstances, like if the voters ok the increase on the ballot. Casual investors understand that states approach taxation of its citizens differently and can have different approaches to raising revenue. However, in the last month, there has been a shift in the directionality of state tax policy. Seven states (including NY and CA) released aggressive (and interrelated) proposals to increase taxes. Some of these proposals center around forms of the controversial “wealth tax” – a tax that would raise revenue from unrealized gains. JARED WALCZAK will explore the new proposals, the likelihood of passage and their broader impact. Jared Walczak is Vice President of State Projects at the Tax Foundation. He is the lead researcher on the annual State Business Tax Climate Index and Location Matters, and has authored or coauthored tax reform guides on Alaska, Iowa, Kansas, Louisiana, Nevada, New York, Pennsylvania, South Carolina, West Virginia, and Wisconsin. Jared's work is regularly cited in The New York Times, The Wall Street Journal, The Washington Post, Los Angeles Times, Politico, AP, and many other prominent national and state outlets. He previously served as legislative director to a member of the Senate of Virginia and as policy director for a statewide campaign, and consulted on research and policy development for a number of candidates and elected officials. He has been recently quoted extensively on this topic in the Wall Street Journal, the New York Post, and MarketWatch. Trying to predict tax legislation can be folly. However, states are known to be the laboratory for broader national tax legislation. These state proposals can provide interesting data points on the mood of legislatures and the directionality of tax policy across the nation. It's important to know about them.
