The OECD just opened a public consultation on a revised Chapter VII of the Transfer Pricing Guidelines covering intragroup services, with comments due 22 July and a public consultation in November. Whereas the objective is to align Chapter VII with Chapters I–III and add practical illustrations without changing underlying principles, the draft is actually a substantial rewrite of the existing Chapter VII. Le salon de l'industrie agroalimentaire africain International Food show for Africa a fermé ses portes mercredi 10 juin en Tunisie. Un grand rendez-vous qui est l'occasion pour les professionnels de l'agroalimentaire – fabricants, détaillants, professionnels de la restauration, importateurs et distributeurs – de réfléchir à des solutions susceptibles d'améliorer leurs échanges. À l'heure où le contexte géopolitique force beaucoup de pays vulnérables à revoir leurs importations et la logistique autour de la sécurité alimentaire, de nombreux acteurs africains plaident pour l'accélération des échanges intra-africains. De notre correspondante à Tunis, Dans le hall des expositions à la foire du Kram à Tunis, les échanges vont bon train pour l'Union des chambres de commerce sénégalaise, venue représenter les 14 chambres que compte le pays. Aliou Ndiaye en est le secrétaire général. Il évoque les nombreux défis au développement du commerce intra-africain : « Le principal défi aujourd'hui est le défi logistique, parce qu'il faut des routes pour que l'on puisse commercer entre les pays africains. » Autre défi de poids, souligne-t-il : celui de la formalisation. « Plus de 80% des entreprises sont informelles, et pour faire du commerce intra-africain, il faut du commerce formel », précise-t-il. Lors d'un panel sur les opportunités avec la Zone de libre-échange intercontinentale (Zlecaf), Aliou Ndiaye a insisté sur la nécessité pour le marché africain d'être plus compétitif. D'autant que les dynamiques d'import-export se redessinent avec la guerre russo-ukrainienne et au Moyen-Orient. « Même si on ouvre le marché de la Zlecaf, si le riz asiatique est moins cher et de meilleure qualité, les pays africains vont continuer d'acheter du riz asiatique », pointe Aliou Ndiaye. Lui aussi insiste sur l'importance de construire de meilleures infrastructures : « La Mauritanie ou bien le Sénégal, la porte est juste à côté de l'Algérie. On est en train de faire une route, il ne nous reste que 600 kilomètres de voie terrestre [à construire]. Vous pouvez atteindre Nouakchott en un délai de 20 jours. » La priorité de la Tunisie est de booster les échanges avec son voisin algérien, son premier partenaire commercial africain. Ce dernier est très remarqué sur le salon avec ses 25 exposants. Mais la Tunisie souhaite également étendre ses échanges à plus de pays sur le continent. Elle est l'un des premiers pays à avoir adhéré à l'initiative du commerce guidé. Une initiative qui simplifie les procédures douanières, qui regroupe désormais 15 pays. « La nouvelle, c'est l'intégration la semaine dernière du Maroc et de l'Afrique du Sud à l'initiative du commerce guidé. C'est un ajout pour la Tunisie et notre économie », estime Oussama Ben Khalifa, de la chambre du commerce et de l'industrie tunisienne. Depuis début mars 2026, la crise au Moyen-Orient impacte le secteur économique du monde entier, y compris du continent africain. Hausse des prix du pétrole et des matières premières, hausse du coût des transports... Un contexte qui rappelle l'urgence du développement du commerce intra-africain pour rendre les économies du continent moins dépendantes des marchés extérieurs. C'était une des questions centrales de l'Africa CEO Forum, qui s'est déroulé à Kigali, au Rwanda, les 14 et 15 mai. Avec notre correspondante à Kigali au Rwanda, Le commerce intra-africain devrait atteindre 230 milliards de dollars en 2026, selon l'Afreximbank. Ce chiffre est en augmentation, mais représente toujours moins de 20% des échanges globaux du continent, comme l'explique Ndiamé Diop, vice-président de la Banque mondiale pour l'Afrique orientale et australe : « L'intégration régionale permettrait de développer une économie d'échelle, favoriserait les investissements, la production et la création d'emplois. Elle rend aussi l'économie africaine plus résiliente, car elle est davantage capable de résister aux chocs extérieurs. Nous le voyons actuellement avec la crise au Moyen-Orient, entre autres. Nous devons renforcer cette dynamique. » La Zlecaf (Zone de libre-échange continentale) reste entravée par certaines barrières, liées à la logistique, au manque d'infrastructures, ou encore à la différence des régulations selon les États. Pour Éric Akoute, directeur de l'APIex, l'Agence publique de promotion des investissements au Bénin, certaines initiatives locales peuvent aider à surmonter ces obstacles : « Nous avons maintenant une démarche de co-investissement, nous avons signé un protocole d'accords avec le CEPICI de la Côte d'Ivoire, nous signons avec d'autres. L'idée aujourd'hui, c'est de voir qui est fort en quoi, et comment nous pouvons mutualiser pour que ce que les autres ont fait de bien, nous puissions les partager. Il s'agit de renforcer les capacités, de transférer les compétences et l'expérience, pour que les agents de promotion que nous sommes puissent bâtir leurs performances sur les autres. » Valoriser localement les matières premières Face aux chocs extérieurs, notamment au Moyen-Orient, la transformation des matières premières s'impose comme un enjeu stratégique urgent selon Bakary Séga Bathily, directeur de l'Agence sénégalaise de promotion des investissements et des grands travaux : « Il y a la nécessité de transformer localement ces ressources qu'on a l'habitude d'exporter. C'est dans ce cadre-là que nous avons signé un traité avec la Sierra Leone : le Sénégal dispose de gaz, la Sierra Leone dispose de minerais de fer, pourquoi pas ne pas transformer dans un de ces deux pays, ces deux ressources là ? Au lieu d'exporter le gaz, nous voulons avoir du gaz domestique parce que nous avons des ressources à transformer. Il s'agit d'assumer cette politique. » Ces grands travaux sont indispensables au développement du commerce intra-africain, parfois confronté aux difficultés de financements, affirme Thierry Hebraud, PDG de la Banque commerciale de Maurice, l'une des premières banques d'Afrique de l'Est : « Les banques africaines n'ont pas la capacité de prêter sur 10 ou 15 ans en dollars. C'est là que nous avons besoin de la complémentarité des financements internationaux. On ne demande pas la charité. Ce qu'on demande, c'est d'avoir accès à des financements longs, qui sont appelés à être remboursés. Arrêtez de voir l'Afrique comme un haut risque. » L'autre enjeu pour le banquier, c'est la dédollarisation des transferts de monnaie intra-africains, afin de réduire les frais de change et faciliter le commerce sur le continent.

The Twist: Why the researchers chose to look at clinician-perceived race rather than self-identification to capture what is actually happening in the provider's mind during a shift. The Finding: The guests discuss the surprising (and encouraging) results regarding how structured clinical rules can act as “equity builders.” A Global Perspective Bias isn’t just a local issue.
