A relatively minor breakthrough for the US in its attempts to end hostilities between Russia and Ukraine. Russian President Vladimir Putin's agreed to pause attacks on energy infrastructure for 30 days and progress talks about a maritime ceasefire in the Black Sea. It follows a call with Donald Trump, who had been seeking a temporary ceasefire on all fronts. Edward Lucas from the Centre of European Policy Analysis told Mike Hosking Putin's tardiness prior to the call could be perceived as a weapon. He believes Putin doesn't show Trump a mutual level of respect, and perhaps the thin pickings out of the call reflect that. LISTEN ABOVE See omnystudio.com/listener for privacy information.

Europe could be stepping up to the plate, but it's unclear if it will go the full mile in supporting Ukraine against Russia. A 'coalition of the willing' has formed - alongside a fractious interaction between the US and Ukrainian presidents. Centre for European Policy Analysis senior fellow, Edward Lucas, says a partial truce could be the first step. But he warns protecting Ukraine further could prove tricky, especially if Russia attacks deployed European troops. "If a drone hit British or French or German barracks and killed a few people, what do we do? Send a cross-press release - or do we fire back and hit something inside Russia?" Edward Lucas blickar framåt i försvarsfrågan.

On today's podcast, I am joined by Edward Lucas to discuss the death of Alexei Navalny and its consequences.  Edward is the author of the 2008 book “The New Cold War”. He has been warning us for many years of an increasingly aggressive Russian foreign policy dictated by President Vladimir Putin. When Edwards's book came out in 2008, he was largely ignored, and the recent invasion of Ukraine and countless assassinations abroad have shown us that we cannot ignore or dismiss President Putin and his geopolitical aims. What are the connections between propaganda about the Russian Empire and the invasion of Ukraine? Mikhail Zygar, a renowned Russian dissident journalist, is the founding editor-in-chief of Russian news TV channel Dozhd, who was forced to close his company and flee the country after condemning the invasion. In July 2023 he came to Intelligence Squared to share his insights into the power struggles and myths that shape Russo-Ukrainian relations today. Drawing on his new book War and Punishment: Putin, Zelensky, and the Path to Russia's Invasion of Ukraine, Zygar explored how pervasive historical myths about Ukraine led Russian President Putin to underestimate the growing influence of Volodymyr Zelensky, the television comic who ultimately became Ukraine's president. A rare uprising in Russia is thought to be reflective of Vladimir Putin's splintering leadership. The US says the weekend mutiny by Yevgeny Prigozhin's Wagner fighters has forced the Russian president into an amnesty agreement. Two major cities had been seized before the deal halted Wagner's march on Moscow. Putin accused the group of treason but all charges have since been dropped. The Center for European Policy Analysis' Edward Lucas told Mike Hosking it shows that Putin is weak. He says the view of Putin as a 'strong man' who has all of Russia in his grip is out-of-date, because this coup wouldn't have happened if he was in charge. We tend to imagine Western Civilisation as a golden thread connecting ancient Greece to modern Europe, from Plato to NATO. But what if the idea itself is deeply flawed? Historian and archaeologist Naoíse Mac Sweeney's recent book, The West: A New History of an Old Idea, argues that our understanding of the West is deeply misleading and obscures the rich diversity of our past. Drawing on the lives of characters throughout history – including a formidable Roman matriarch and an unconventional Islamic scholar – Mac Sweeney says that the dominant narrative of Western history is an invention which has been used to justify imperialism and racism, and is no longer ideologically fit for purpose today. Discussing the book with Mac Sweeney is fellow author and columnist at The Times, Edward Lucas. There was a time when those calling Russia a mafia state, and Putin a terrorist, were in the minority, and who were even thought of as extreme voices. My guest today was one of those people, who along with a handful of other writers and journalists like Edward Lucas and David Satter called Putin out early on, while his oppressive regime was just starting to flex its muscles. Luke Harding has observed Russia's decent into tyrannical absolutism and terrorism over many years, and charted the malign influence or that country abroad, as exercised in wars, energy politics and Active Measures. Luke Harding is a foreign correspondent for The Guardian. He was based in Russia for The Guardian from 2007 until, returning from a stay in the UK on 5 February 2011, he was refused re-entry to Russia and deported the same day. His expulsion was likely linked with his articles critical to Russia. His 2011 book Mafia State discusses his experience in Russia and the political system under Vladimir Putin, which he describes as a mafia state.

Putin claims that a belligerent NATO forced his hand to invade Ukraine. He undoubtedly also feared an independent, democratic, and affluent Ukraine. But like a classical Greek drama, Putin has by his actions, created the very conditions here fears. NATO more united than ever, with new members Finland and Sweden. A resurgent West remembering its values and rearming. And Ukraine – strong like never before, a nation emerging from the amnesia of history and from under the yoke of centuries of imperial domination. Is Putin the architect of his own destruction – and will his hubris be his undoing, like a Greek tragedy? Edward Lucas was one of the first journalists to raise the alarm about Putin's actions and motivations. While most of the world still thought of Putin as ‘someone we could do business with', Edward published a prescient and insightful book in 2008 called “The New Cold War – Putin's threat to Russia and the West”. While most of the world still thought of Putin as ‘someone we could do business with', Edward published a prescient and insightful book in 2008 called “The New Cold War – Putin's threat to Russia and the West”. It remains one of the most insightful and informative accounts of Russia today and depicts the regime's crushing of independent media, institutions, and the silencing of its critics, taking Russia far away from the European political mainstream. That journey has now brought Russia into direct conflict with Ukraine, and to an extent with the West. Today we will examine these immediate issues, but also the way in which Russian money and resources were used to weaken the West's will to resist. Ukraine - what should the west do next? It's 125 days since Russia's tanks rolled into Ukraine in a full scale invasion of the country. Since then the world has watched, appalled by the bloodshed, the destruction of towns and cities, the 12 million refugees. At first there was relief that the Ukrainians had beaten back the attack on the capital Kyiv. Now there is less optimism as Russia takes more territory in the east. From the start Britain and its allies have been clear: Russia must be stopped. Billions of pounds worth of weapons have been sent to help Ukraine fight back. With a unity that surprised many, western countries have imposed tough economic sanctions on Russia. But Ukraine says it needs more weapons, and more powerful ones, if it is to drive the Russians back across the border. Some observers do not think that's a realistic aim in any case. The conflict has become bogged down and our own Prime Minister says 'we need to steel ourselves for a long war.' Global prices of food and energy have risen steeply, causing hardship in the west and the prospect of famine in Africa. What should the west do now? Is it time to supply Ukraine with NATO's most powerful weapons, short of nuclear missiles? Must Russia fail and be seen to fail? Or should we, as the French President has argued, be offering Putin an ‘off-ramp'? In any case, is it practical - or moral - to behave as though the choice between war and peace can be our decision? With Paul Ingram, Orysia Lutsevych, Richard Sakwa and Edward Lucas. Producers: Jonathan Hallewell and Peter Everett Presenter: Michael Buerk
