Giorgia Meloni, primera ministra italiana, mantiene una sólida popularidad en las encuestas, tras tres años de asumir el cargo. Las políticas de austeridad implementadas por su gobierno han dado resultado: las agencias de calificación han elevado la nota de la deuda soberana del país. Sin embargo, las empresas se enfrentan a una escasez de mano de obra.

Las elecciones en los Países Bajos, celebradas el pasado miércoles, se han saldado con una sorpresa: la victoria del partido liberal-progresista D66 de Rob Jetten. D66 ha conseguido triplicar sus escaños pasando de 9 a 26 y convertirse así en el más votado. Ha sido por la mínima, eso sí, pero el segundo, el Partido por la Libertad (PVV) de Geert Wilders cosechó unos resultados especialmente malos si los comparamos con los de hace solo dos años. Estas elecciones eran anticipadas tras la salida de la coalición de Gobierno del PVV en el mes de junio. La coalición era frágil y se rompió por donde todos los analistas esperaban que lo hiciese: por el tema de la inmigración. El primer ministro Dick Schoof, sucesor de Mark Rutte, perdió la mayoría y eso le forzaba a adelantar las elecciones. El ganador, Rob Jetten, de sólo 38 años, se convierte así en la estrella indiscutible de la política holandesa. Su triunfo marca el mejor resultado histórico del D66 y puede exigir el puesto de primer ministro cuando se siente a negociar un Gobierno. La derrota de Wilders, que hasta hace no tanto tiempo era el hombre de moda de la derecha identitaria europea, es una advertencia para partidos de este tipo que en estos momentos encabezan las encuestas en varios países del continente. Ganar no basta; deben gobernar y controlar directamente las coaliciones. Algo parecido a lo que ha hecho Giorgia Meloni en Italia. Formar gobierno en los Países Bajos es de una complejidad notable ya que los Estados Generales se encuentran muy fragmentados desde hace tiempo. La cámara baja alberga a nada menos que 15 partidos que se reparten sus 150 escaños. La mayoría absoluta es 76, pero Jetten está muy lejos de eso. Sólo tendrá 26 diputados propios, por lo que para poder ser investido y disfrutar de un Gobierno estable necesitara entre tres y cuatro socios. Las negociaciones pueden durar meses y no van a ser fáciles. El hecho es que, a pesar de que en muchas partes de Europa los resultados de las elecciones holandesas se han recibido con alborozo, lo cierto es que la derecha identitaria no ha retrocedido. Es cierto que el partido de Wilders se ha dejado muchos votos y escaños, pero son los mismos que han ganado otros dos partidos con posiciones ideológicas muy similares: el JA21 de Joost Eerdmans y el Foro por la Democracia. La victoria de Jetten se debe a que la izquierda ha perdido peso. El candidato de Groenlinks, Frans Timmermans, se ha visto incluso obligado a dimitir tras llevar al partido al cuarto puesto. El D66 hizo una muy buena campaña que cimentó sobre un mensaje optimista con el que trataba de atraerse a votantes de izquierda y de derecha. El cambio de voto es muy habitual en Holanda, no existe nada parecido a una suerte política comprada. Esa es la principal lección que deberían extraer los liberales de otras partes de Europa que quieran seguir el ejemplo holandés que, a la luz de un análisis más sosegado de los resultados, electoralmente no es tan excepcional como pudiera parecer. Es muy posible que así sea porque goza de una posición sólida, su popularidad está por encima del 40%, un porcentaje de aprobación mucho más elevado que el de Emmanuel Macron, Keir Starmer o Pedro Sánchez. Italia, antes un dolor de cabeza para Bruselas por sus vaivenes políticos y económicos, es ahora todo un modelo a seguir. En estos tres años Meloni ha reducido el déficit público a la mitad, los rendimientos de los bonos a 10 años han bajado hasta situarse a la par de los de Francia, y el desempleo ha pasado del 8% al 6%, lo que está animando la recaudación fiscal. En septiembre la agencia Fitch mejoró la calificación crediticia del país precisamente por eso, porque el cuadro macroeconómico pinta mejor que el de otros países europeos. Sólo la monstruosa deuda pública, del 137% sobre PIB, ensombrece el panorama. Meloni se las ha apañado para transformar en muy poco tiempo la imagen internacional de Italia, especialmente si lo comparamos con el caos político en el que se han sumido sus vecinos franceses, que coleccionan primeros ministros, protestas callejeras y mociones de censura en el parlamento. La coalición de Meloni, que ganó en 2022 con el 44% de los votos, mantiene su ventaja en las encuestas. Esto es así porque ha sabido equilibrar su base electoral más dura con cierto pragmatismo que tranquiliza a los moderados y a Bruselas. Aunque en el pasado, cuando estaba en la oposición, criticaba sin piedad a la Unión Europea, ahora prioriza el control del déficit y ha desarrollado una relación muy constructiva con Ursula von der Leyen. En el interior da satisfacción a sus votantes con medidas típicamente conservadoras como los límites que ha impuesto al aborto pero sin derogar la ley de 1978, ha convertido en delito la gestación subrogada y ha endurecido las penas contra quienes atenten contra la policía. Su política migratoria no es tan agresiva como se esperaba, pero ha reducido las llegadas gracias a un acuerdo con Túnez, que la Unión Europea ha firmado en su nombre. Eso sí, su plan de procesar las solicitudes de asilo en Albania no ha terminado de salir. Sus críticas al Pacto Verde de la UE han encontrado eco en otras partes de Europa, especialmente en Alemania, donde el canciller Friedrich Merz se ha convertido en su aliado. Su éxito es innegable, pero tiene por delante algunos escollos como el problema del raquítico crecimiento económico de Italia. La economía no se ha recuperado del todo del impacto de la pandemia y la inflación que le siguió. Sus aliados de la Liga le buscan algunos problemas en el extranjero, pero ha conseguido domar a Matteo Salvini y ponerle esencialmente a su servicio. Por suerte para ella la oposición de izquierda está dividida y desconectada de las preocupaciones del italiano medio. Su sentido práctico quizá no apasione a la mayoría, pero si parece convencerles. Es quizá la opción menos mala posible y eso mismo es lo que hace que se mantenga en el poder.
