Ao regularizar imigrantes que já viviam no país, a Espanha contrariou a guinada conservadora do continente. A extrema direita aproveitou a crise de Ceuta para transformar essa diferença numa suposta ameaça para toda a Europa.  Thomás Zicman de Barros, analista político Pedro Sánchez é o primeiro-ministro espanhol – ou, mais precisamente, presidente do Conselho de Ministros – e hoje um dos poucos líderes de esquerda da União Europeia. Nessa posição, acabou comprando briga com muitos governos de direita do continente. No início deste ano, a Espanha lançou uma ampla regularização de imigrantes que já viviam no país, em muitos casos trabalhando e contribuindo para a economia, mas sem os papéis em dia. A decisão causou alvoroço numa Europa governada majoritariamente pela direita e onde ideias antes associadas à extrema direita estão cada vez mais normalizadas. Esse contraste ficou particularmente evidente numa pretensa crise migratória ocorrida há duas semanas em Ceuta, no norte da África. Ceuta é um pequeno território espanhol na costa marroquina, reivindicado pelo Marrocos. Volta e meia, a região vive tensões relacionadas à migração, com pessoas tentando atravessar a fronteira para chegar ao território espanhol. No fim de julho, porém, o episódio tomou uma dimensão extraordinária: mais de 70 mil pessoas entraram em Ceuta em pouco tempo, muitas delas influenciadas por rumores divulgados nas redes sociais de que a fronteira estaria aberta. Dezenas morreram durante a travessia. Para uma cidade de cerca de 80 mil habitantes, evidentemente houve uma crise local e humanitária. Mas a extrema direita espanhola e europeia rapidamente apresentou outra história: a Europa estaria sendo “invadida”. O Vox atacou Sánchez e associou as chegadas à sua política migratória. Fora da Espanha, o medo propagado era de que essas pessoas chegassem à Espanha continental e, graças à livre circulação do espaço Schengen, seguissem para outros países europeus. Passado eurocético Aqui vale uma pequena digressão. Até dez ou quinze anos atrás, boa parte da extrema direita era profundamente eurocética. Marine Le Pen defendia a saída francesa do euro e vários partidos flertavam com a possibilidade de retirar seus países da União Europeia. Depois do Brexit, essa estratégia perdeu força. Em vez de sair da União, a extrema direita passou a tentar conquistá-la por dentro, defendendo uma Europa entendida como uma comunidade civilizacional, frequentemente associada à identidade ocidental, branca e cristã, e à necessidade de protegê-la da imigração. Nesse processo, esses partidos aprenderam também a conviver com a livre circulação dentro da Europa, que continua muito popular. Não é fácil fazer campanha contra a possibilidade de um francês passar férias na Espanha ou de um italiano estudar e trabalhar em outro país sem enfrentar controles fronteiriços. Ceuta ofereceu uma oportunidade para colocar novamente essa liberdade em questão. O governo de Giorgia Meloni restabeleceu controles sobre viajantes provenientes da Espanha, alegando o risco de movimentos secundários de migrantes. Outros governos também pressionaram Madri a endurecer sua política migratória. Controles específicos O problema é que a premissa dessa reação era falsa. Ceuta é território espanhol, mas não oferece passagem automática para o continente europeu. A circulação entre Ceuta e a Espanha continental está sujeita a controles específicos. E, nos dias seguintes à entrada em massa, quase todos os migrantes retornaram ao Marrocos. O governo espanhol informou que ninguém daquela onda havia chegado à Península. Não é sequer a primeira vez que algo semelhante acontece. Em 2021, durante uma crise diplomática entre Espanha e Marrocos, milhares de pessoas entraram repentinamente em Ceuta depois de um relaxamento dos controles marroquinos. A enorme maioria também acabou retornando. Houve, portanto, uma emergência real em Ceuta, mas não a onda migratória continental anunciada pela extrema direita. A crise foi instrumentalizada para atacar Sánchez e uma política espanhola que contraria o consenso cada vez mais restritivo sobre imigração no restante da Europa.  O episódio mostra também como mudou a extrema direita europeia. Ela já não precisa defender a saída da União Europeia para colocar em questão algumas de suas principais conquistas. Diante de uma crise localizada na fronteira africana da Espanha, reapareceram controles dentro da própria Europa, apesar de a suposta onda migratória não ter saído de Ceuta. A Espanha de Sánchez tem tentado resistir a esse consenso cada vez mais conservador que domina o debate político europeu. Mas Ceuta mostrou que essa disputa será difícil. Hoje, Madri aparece cada vez mais isolada diante de um continente que sofre, sim, uma invasão – não de imigrantes, mas de ideias de extrema direita.

Good luck. If Europe were capable of developing that economy under its current system, it wouldn't be in this situation. The talent exists, but investment is too hard, regulation is too burdensome, and companies must navigate a collection of fiefdoms with their own tax bases and regulatory structures.
