In mehreren Ländern gibt es Proteste, in Italien kündigt Ministerpräsidentin Giorgia Meloni erfreuliche Nachrichten für Autofahrer an. Und auch international gibt es Bewegung: Kanada rückt näher an die EU. Premier Carney kann sich eine besondere Partnerschaft vorstellen. Was steckt hinter diesem neuen Kurs?

Il governo di Giorgia Meloni è al lavoro sul dossier ex Ilva. Durante l'incontro sindacati-governo a Palazzo Chigi sull'azienda di Taranto, secondo quanto si apprende, è arrivata la notizia che la Corte di Cassazione ha fissato per il 20 ottobre l'udienza per discutere il ricorso straordinario contro il decreto della Corte d'Appello di Milano che ha disposto la chiusura dell'area a caldo dell'ex Ilva.

Patrick Weil est historien et directeur de recherche émérite au CNRS. Il vient de publier De l'immigration en France chez Grasset, une enquête menée auprès de ceux qui fabriquent vraiment cette politique, préfets, entrepreneurs, élus, associations, et qui ne ressemble à aucun des livres militants qu'on trouve habituellement sur le sujet.C'est la deuxième fois que je le reçois. La première, nous avions parlé de laïcité, et j'avais déjà été frappé par sa façon de désamorcer les sujets brûlants en revenant simplement aux faits et au droit. Cette fois je voulais aller plus loin, et je l'ai poussé volontairement dans tous les sens. J'ai argumenté la peur, j'ai argumenté les mauvais arguments de la gauche, j'ai posé les questions que j'entends régulièrement dès que l'on aborde ces sujets. Parce que l'immigration est probablement le sujet sur lequel je vois le plus de gens intelligents perdre leur capacité à penser.Dans cet épisode, nous parlons de ce que dit réellement le droit du sol, de ce que coûte et rapporte l'immigration, des OQTF, du regroupement familial qui concerne 14 000 personnes par an, de Meloni, de Trump, des contrôles au faciès et du code de l'indigénat. J'ai questionné Patrick sur la seule question qui compte peut-être : est-ce qu'on peut encore mettre les Français d'accord sur ce sujet ?Sa réponse m'a surpris. Et j'ai fini par lui raconter ma propre expérience, celle d'un enfant d'Antillaise à qui on a demandé d'oublier ce qu'il était pour devenir français.Citations marquantes« Les gens croient que le droit du sol, c'est comme si un enfant naît en France d'une mère étrangère, il est français. Le regroupement familial n'a pas été créé par Giscard en 1976, il existe depuis qu'il y a de l'immigration organisée. Ces deux erreurs structurent pourtant l'essentiel du débat public.Pourquoi c'est important : on se bat sur un objet qui n'existe pas, et pendant ce temps les vrais dysfonctionnements ne sont pas traités.2. Supprimer le droit du sol déstabiliserait toutes les familles françaises (06:42)Si on supprime le double droit du sol, prouver sa nationalité suppose de remonter une filiation. Registres, paperasse, bureaucratie, pour tout le monde. Une tradition présente en France depuis 1515 disparaîtrait.Pourquoi c'est important : une mesure présentée comme dirigée contre les étrangers frapperait d'abord les Français.3. La complexité des gens n'apparaît jamais dans les sondages (14:16)L'ancien élève de Patrick, chef d'entreprise dans le Sud, se déclare islamophobe et emploie 500 personnes majoritairement musulmanes. À l'inverse, on peut défiler contre l'islamophobie et ne jamais louer son appartement à un sans-papiers.Pourquoi c'est important : c'est exactement ce niveau de réalité que le débat politique efface, et c'est là que l'accord redevient possible.4. L'immigration est un symptôme, pas la cause (65:16)Le niveau scolaire baisse à cause des méthodes d'enseignement. La crise du logement vient de décisions prises au début du premier quinquennat Macron. L'immigration sert de bouc émissaire à un dysfonctionnement général de l'État.Pourquoi c'est important : tant qu'on désigne le symptôme, on ne répare rien.5. On a augmenté l'immigration sans jamais l'annoncer ni l'accompagner (49:53)Plus 50 % entre 2000 et 2025, multiplication par cinq de l'immigration africaine en Bretagne et en Pays de la Loire. Aucune classe supplémentaire, aucune alphabétisation prévue, aucun logement. Les gens qui disent que ça ne va pas ont un peu raison.Pourquoi c'est important : c'est le point où Patrick donne raison à la colère, ce qui rend son propos crédible pour tout le monde.6. Se déclarer universaliste et accepter les contrôles au faciès est intenable (57:37)Le Conseil d'État a qualifié la pratique de racisme systémique. Aucune conséquence n'a suivi. De Blasio à New York et Theresa May en Angleterre ont supprimé les contrôles préventifs.Pourquoi c'est important : Patrick relie explicitement cette pratique au code de l'indigénat, et en fait le point d'entrée d'une vraie politique d'égalité.7. Une politique d'immigration efficace passe par le marché du travail, pas par la police (30:44)Comités départementaux du marché du travail occasionnel, bureaux de recrutement dans les pays d'origine, carte de saisonnier renouvelable sur dix ans, diversification des sources. In this episode, Petr Bystron gives the background to the AfD's result in Saxony-Anhalt — a win so large, he says, yet the old parties still refuse to govern with them. He walks through the vote, the so-called firewall, Friedrich Merz's deal with the Social Democrats, and why he thinks the CDU has left the ground it held under Helmut Kohl. He also talks about Merz and Trump, Giorgia Meloni in Italy, and where the AfD goes next. Petr Bystron is the highest-ranking foreign politician of the AfD: He has been Chairman of the AfD in the Foreign Committee of the German Bundestag since 2017. Since 2021 he has been the foreign policy spokesman for his party and its representative in the Council of Europe and the Interparliamentary Union (IPU). He was the first AfD politician to be officially received by an incumbent president (Milos Zeman) and the first European to receive the „Eagle Award “ from the conservative US Phyllis Schlafly Foundation. He was born in the USSR, from which he fled to Germany at the age of 16, where he received political asylum. Thirty years later, he faced similar persecution in Bavaria: during the 2017 election campaign, he was subjected to an illegal house search and it was announced that he was being monitored by the Bavarian secret service. In addition to these state reprisals, he is always the target of attacks by left-wing extremists. Petr Bystron is one of the founding members of the AfD. From 2015 to 2017 he was the state leader of the party in Bavaria. He took over the party in a crisis and led it from 3.5% of the vote to the best election result of all western federal states in the 2017 federal election with 12.7%. He founded and headed his party's National Committee for European and Foreign Policy (2013-2015). He studied political science at the University of Politics and the Ludwig Maximillian University in Munich and has been working as a journalist for years. His articles on business and politics have been published in renowned daily newspapers and magazines in Germany, Austria, the Czech Republic and Switzerland. Giorgia Meloni has become Italy's longest continuously serving prime minister since Mussolini - no small feat in a country that usually burns through leaders in under a year. Once written off as a fringe far-right risk, she's since charmed Brussels and shared a book preface with Donald Trump. « Trente-sept ans après la chute du premier mur, un autre s'est effondré en Allemagne », constate le Times à Londres, avec « la victoire écrasante » du parti d'extrême droite AfD avant-hier en Saxe-Anhalt. « Le centre politique, tant au niveau local que fédéral, est désormais devenu un terrain mouvant, relève le quotidien britannique. Et pas seulement en Allemagne. En Italie, la coalition nationaliste de Giorgia Meloni, au pouvoir depuis près de quatre ans, se considère comme une pionnière en Europe. En France, le Rassemblement national de Marine Le Pen, parti populiste, se voit favori pour remporter l'élection présidentielle de l'année prochaine. Dans ces deux pays, la droite populiste est encouragée par le succès de l'AfD. » Et il n'y a pas que la France, l'Allemagne et l'Italie… Le Guardian, toujours à Londres, pointe les manifestations anti-immigration qui ont eu lieu ce week-end dans le sud de l'Angleterre. Manifestations à l'initiative du mouvement d'extrême droite Patriota Platform, « qui prétend “stopper les bateaux“ si les autorités ne le font pas. (…) Partout en Europe, l'extrême droite ne cesse de gagner du terrain, constate également le quotidien britannique. (…) De Douvres à la Saxe-Anhalt, les extrémistes prospèrent lorsque les électeurs estiment que les partis traditionnels ne sont plus en mesure de garantir sécurité, prospérité et changement. » Les partis traditionnels en échec… En effet, constate Le Figaro à Paris, « comme ailleurs en Europe, le national-populisme fait désormais figure, outre-Rhin, d'alternative aux partis traditionnels et à leurs échecs : immigration, déclassement, crise économique. Contrairement au RN en France, l'AfD ne peut toutefois prétendre demain gouverner l'Allemagne. Le parti est encore loin de la majorité absolue au niveau fédéral. Et ses sympathies néonazies lui ferment les portes du jeu des coalitions, qui gouvernent le pays depuis l'après-guerre. Mais après-demain », s'interroge Le Figaro. « Le séisme de Saxe-Anhalt est d'autant plus préoccupant, poursuit le journal, que l'AfD y a fait le pari inverse de la “dédiabolisation“. Elle propose de supprimer le droit fondamental à l'asile, de réécrire les manuels d'histoire pour en finir avec le “ masochisme national“… Plus le parti se radicalise, plus il engrange électoralement. Comme si les Allemands voulaient s'affranchir de façon spectaculaire de décennies de culpabilité. » Le Monde renchérit : « Quand un parti de cette nature recueille près de la moitié des voix en défendant un programme aussi radical, xénophobe et nationaliste, tandis que le principal parti de gouvernement s'effondre, ce n'est pas un accident local : c'est un modèle politique, celui de l'Allemagne d'après-guerre, fondé sur le rejet des extrêmes et le primat du consensus, qui vacille. Et donc l'Europe tout entière qui doit s'inquiéter. » Une Europe trop divisée… D'autant, analyse le Wall Street Journal, que « les tendances électorales en Allemagne et en France interviennent au moment où les menaces qui pèsent sur la prospérité et la sécurité de l'Europe s'intensifient. Or, au lieu de s'unir pour lutter contre ces problèmes, constate le quotidien américain, les pays européens semblent se diviser. La solidarité européenne s'affaiblit alors même que l'Europe subit des pressions plus fortes et plus diverses qu'elle n'en a connu depuis des décennies. » Et le Wall Street Journal de prendre notamment l'exemple de l'immigration : « la politique migratoire en Europe reste un véritable chaos. L'Espagne régularise les sans-papiers ; l'Italie souhaiterait les expulser. In westlichen Medien wird Albaniens Premierminister Edi Rama ja gerne als gut gelaunter Macher präsentiert. The failed campaign to defeat Russia should have been the alarm bell; instead the establishment stayed blind, and the current president—driven by instant gratification and poll rises, as in the first-term Miami meeting with Xi Jinping where he launched cruise missiles at a Syrian airport while serving chocolate cake—has proven American power "evanescent," "brittle," and "superficial." The hosts then catalog the petty feuds with "subkings" that Rome would have discouraged: the aggressive feud with Canada and Mark Carney despite a century of shared history; threats to invade Greenland, prompting the Danes to enlarge their army; disparaging loyal South Korea while courting Kim Jong-un, a "fratricidal cretin" whose flattery Germanicus calls "creepy"; threatening to throw steadfast Oman "into the ocean"; and destroying the bridge built by Giorgia Meloni, the EU's effective "Trump whisperer." Rather than championing an end to Europe's migration crisis, the president has backed the Sultan of Morocco over Ceuta and Melilla, inciting one of the continent's worst flashpoints—conduct Germanicus reads not as dementia but as narcissism grown into "incipient and growing megalomania," in sharp contrast with the implicit rules of the "divine Augustus," whose disregarding heirs Caligula and Nero did not last long. How did far-right politics go mainstream so quickly? Pundits frequently cite distrust of elites, concerns about migration, and economic anxieties. But these factors alone don't adequately explain how illiberalism and identitarianism spread so rapidly and take hold so firmly. More plausibly, the far right's rise isn't really about people suddenly changing their minds. Rather the velocity of extremism down to people who already held these views, and who've lost their shame about saying so out loud once a skilled politician shows them it's safe to do it. That's the argument of a book called The Normalization of the Radical Right by political scientist Vicente Valentim. We're re-running that conversation now because far-right insurgents still are making significant gains. In Germany, Alice Weidel's AfD party has been polling at more than 40 percent; a win in Saxony Anhalt on September 6 would make the AfD the first far-right party to govern a German state since the end of the Second World War. In Italy, Roberto Vannacci's Futuro Nazionale has already polled ahead of Lega, the far right party he formerly was part of; Vannacci's is pushing Italian Prime Minister Giorgia Meloni, herself a post-fascist politician, even further to the right ahead of national elections expected in Spring. In Spain, the Vox leader Santiago Abascal could be something of a kingmaker in a future rightwing national government; four Spanish regions are already governed by coalitions that include Vox, and national elections are due within the next year. Vicente also discusses the phenomenon of feminationalism in light of the earlier rise of Giorgia Meloni and of Marine Le Pen, who heads the French National Rally and is a candidate in presidential elections in Spring.
