We found one that happened in 2013 under the Aquino administration.On May 9, 2013, a 65-year-old Taiwanese Fisherman named Huang Shih-Cheng, who was aboard a fishing boat, was shot dead by members of the Philippine Coast Guard aboard a surveillance ship.
