As Yugoslavia began to break down, the Balkans conflict began - a series of brutal wars characterised by disputes over territory, identity, and ethnic divisions. In 1991, the Croatian War of Independence started – the first of the major wars. One of its defining moments came in October, when the Yugoslav People's Army advanced on the south of the country leading to the Siege of Dubrovnik. One of the Yugoslav People's Army commanders in the region was Rear Admiral Krsto Đurović, a Montenegrin who had spent his life working in Croatia, married a Croatian and planned to retire to the country. Attacking Dubrovnik was unthinkable for the Rear Admiral, and he promised the city's major: “As long as I am the commander, not a single shell will fall on Dubrovnik."Shortly afterwards he was killed in a suspicious helicopter crash – his superiors claimed he was shot down, but there were no opposition forces in the area, and Croatian officials denied any part in the crash. There was never an autopsy and no military investigation. Soon after, Miodrag Jokic was appointed Đurović's replacement, and a vicious bombing campaign began which would later see Jokic convicted of war crimes. The families of fourteen South African soldiers who lost their lives in the Democratic Republic of Congo (DRC) are set to receive the remains of their loved ones today. The South African government has vowed that the 14 SANDF members who died in the Eastern Democratic Republic of Congo will be given decent send-off. The soldiers were fatally caught in the crossfire two weeks ago during clashes between the DRC army and M23 rebels. He and Steve also discuss how leaders can move from a tactical mindset into a logistical one, and prepare your team for worst case scenarios. Last week, Senator Tuberville (R. Alabama) said Putin “doesn't want Ukraine.” That extreme rightwing leaders are gaining even while we can see what the hard right looks like—Putin invading Ukraine—tells you something odd is afoot. If I had to reduce the rise of the hard right to one cause, I'd point to wildly disruptive technology. Yes, immigration plays a role in some places, but that clearly doesn't apply to Russia and China where people are trying to get out. More likely is the more we delight in new tech—computers that “think” for us—the more something deeply emotional rebels and seeks to preserve “tradition.” For some those traditions are found in religion for others in fixed gender roles. The contradiction between a delight in novelty and an affinity for the old is in each of us. It's just a matter of degree. While I embrace modernity, I've also taken to shutting down my phone on Saturdays. The difference is that I do this voluntarily and anti-modernist strictures impose such orders. If forced to turn off my phone, I'd probably turn it on. How does this tie to a podcast on Serbia?Serbia is a tiny country—6 million people—on the fault line of this modernism fissure, an ally of Russia but supposedly aspiring to be part of the EU. A belligerent in the 1990s Balkan wars and the home of the person who assassinated Arch-Duke Ferdinand (see my Letter from Sarajevo) to start World War I, Serbia is in a sometimes bloody dispute with Kosovo, which has declared independence from Serbia but which Belgrade does not recognize. It isn't hard to imagine this conflict spiraling, Russia backing Serbia and NATO and the EU backing Kosovo and, bam, Ukraine squared.The EU represents money and modernity, Russia past (Soviet) norms. I was researching the sequel to Master, Minion and came upon Mark Montgomery and Ivana Stradner, two people who know a lot about Serbia and US foreign policy and were kind enough to share their insights. Additionally, he commanded the capitol ship USS Tarawa LHA 1, which had a compliment of 1000 Sailors, 2000 Marines, 32 aircraft and 3 landing craft. As a Flag Officer he served as General Tommy Franks Information Operations Officer at the beginning of Operation Iraqi Freedom, served with NATO in the United Kingdom, commanded an Expeditionary Strike Group deployed to the Middle East, and led a Senior Service college at National Defense University. In retirement from the Navy he serves the Catholic Church bringing operation risk management to the protection of children and young adults. He served on the National Review Board for 4 years advising the U.S. Council of Catholic Bishops on child protection. He is currently the Chairman of the Archbishop of the of the Military Admiral Hall holds a B.S. in Marine Engineering from the U.S. Naval Academy, an MBA from Southern Illinois University at Edwardsville, and is a graduate of National Defense University's Capstone Course. The Admiral is the host of the popular podcast, The Admiral's Almanac, and is the author of his recently published book, Navigating Leadership, Making a PACT with Excellence.

The leader of this small formation included a senior pilot and skipper of a newly arrived Junior Grade Lieutenant Timothy Dorsey. Many years later, Dorsey would be nominated for promotion to a one-star Rear Admiral, an appointment that required Congressional approval. What stood in his way was an incident that occurred during that fateful day in 1987.
