An executive order from US president Donald Trump aimed at fast-tracking seabed mining is causing ripples in the Pacific region. Anti-deep sea mining advocates say the order likely risks Nauru's ambitions to mine in an area of the high seas known as the Clarion Clipperton Zone. Nauru alongside Tonga, Kiribati and Cook Islands, have special rights in the zone through the UN Convention on the Law of the Sea and International Seabed Authority. Advocates warn Trump's order, and the behaviour of Canadian mining group The Metals Company, risk these, even though Nauru and Tonga are its partners. Teuila Fua-tai compiled this report.

On this episode of the Human Rights Podcast, LLM Master's student Jennifer Hough speaks with Dr. Charles O'Mahony, a lecturer at the University of Galway's School of Law, specialising in disability and mental health law and policy, and Dr. Pat Bracken, an independent psychiatrist who argues against the medicalisation of human distress and advocates for strengthening person-centred, community-based solutions. The conversation considers the reform of the Mental Health Act which is currently underway in Ireland and considers how current law fails to align with the the UN Convention on the Rights of Persons with Disabilities (CRPD ). It also questions the current system of forced psychiatric treatment and considers other ways of assisting people in distress. Well, we may have problems getting Chinese tourists back to New Zealand, but the Chinese military seem interested in the region, conducting naval training practices about 130 to 150 nautical miles off the coast of Sydney. So far, China has complied with international law and the UN Convention on the law on the sea. There is no indication they won't continue to do so. This is not an overly aggressive move, but it should give the Government pause for thought - and focus thinking on the state of our navy. There are some oddities about this mission in the Tasman Sea - oddities that shouldn't be ignored. The first is the combination of ships sent our way. Speaking to media yesterday, Prime Minister Luxon said the Chinese warships in the Tasman have different capabilities from what we've seen before. The other oddity is that neither Australia or New Zealand received notice from China that it would be heading our way. No one knows their intentions - where they're going or why. Nor was there formal warning of what is thought to have been a live fire exercise, causing several commercial airlines to re-rout or change their flight paths. It was commercial airline staff who picked up unexpected radio messages from the Chinese navy, warning them to divert from an area between New Zealand and Australia where military drills were being carried out. Given the Tasman is basically a busy harbour bridge for planes flying between Australia and New Zealand, I'd quite like that information to be provided ahead of time - please. The Australian Minister for Defence, Richard Marles, said Australia would normally give 12- 24 hours' notice of a live firing event. So what's going on? It's quite possible China is responding to the Australian navy conducting ‘freedom of navigation' exercises off the Chinese coast. A little tit-for-tat - and a reminder of China's capabilities. With no one picking up the phone to offer an explanation, perhaps China sees this as an opportunity to see what kind of political and military response this unprecedented move generates from Australia and New Zealand. New Zealand has sent the HSS Te Kaha and a P-8 Poseidon aircraft to monitor the Chinese movements - take that China! Politically, explanations are being demanded - politely at this stage. Defence Minister Judith Collins has called the Chinese actions unusual, but didn't go so far to call it a show of force by China. But with China's continuing encroachment into the Pacific, and a formalised security deal with the Solomon Islands now in play, surely their intentions is to spend more time in the Tasman Sea. Without a robust response - what's stopping them? Defence Minister Judith Collins says the presence of three Chinese naval ships off Australia is a wake-up call for New Zealanders. It sure is. We have depleted our defence services, we're an isolated country that can't protect ourselves on our own, and we're very vulnerable to supply chains being disrupted. The EU's Strategy for the Rights of Persons with Disabilities 2021-2030 sets a transformative agenda for accessibility, equality, and inclusion. In her address to the IIEA, Inmaculada Placencia Porrero, Senior Expert in Disability and Inclusion at DG Employment, Social Affairs, and Inclusion at the European Commission, explores the strategy's achievements, challenges, and alignment with the UN Convention on the Rights of Persons with Disabilities. Drawing on her pivotal role in the creation of the European Accessibility Act and recent election to the UN Committee on the Rights of Persons with Disabilities, Inmaculada reflects on Europe's leadership in disability policy and its implications for innovation, cross-sector collaboration, and the advancement of these rights globally. About the Speaker: Inmaculada Placencia Porrero is a Senior Expert in Disability and Inclusion at Directorate-General (DG) Employment, Social Affairs and Inclusion at the European Commission. Her unit is responsible for the coordination of European policies for persons with disabilities. She works on European disability policies including the European Disability Strategy and the EU implementation of the UNCRPD. Inmaculada has worked on research programmes addressing accessibility as well as assistive technologies and has been Deputy Head of Unit for various disability-related units in the Commission. Her work in the "e-Inclusion" unit of the DG for Information Society and Media addressed accessibility policy. While at the DG for Justice and Consumers, she contributed to disability-related antidiscrimination legislation. She was responsible for the task force for the preparation of the European Accessibility Act and remains responsible for it since the Act's adoption in 2015. Currently, under the DG for Employment, Social Affairs and Inclusion, she leads the team working on the Strategy for the Rights of Persons with Disabilities 2021-2030. In June 2024, she was elected as a member of the UN Committee on the Rights of Persons with Disabilities.

Every two years, delegates meet at the UN Convention on Biological Diversity - a sort of nature version of the more famous climate COPs. This year, COP16, was held in Cali, Colombia, and there were high expectations following the successes at the COP15 in Montreal in 2022 which launched the Global Biodiversity Framework (GBF). However, despite some breakthroughs, funding and agreements fell short as negotiations were hampered by poor internet connections, conflicting agendas and shortage of time. Two steps forward, one step back. Witnessing from the sidelines was Manu Caddie, who is part of the Indigenous Caucus, representing the Aotearoa Indigenous Rights Trust. Manu is also a champion of indigenous IP development in pharmaceuticals and natural health.

A disabilities campaigner has said that “healthy land and sports go hand in hand,” and that greater access to sports activities should be made available to people living with a disability.Jitske Visser, who has represented the Netherlands in wheelchair basketball at five Summer Paralympic Games, winning four medals including two golds, was named as a Sport4Land Champion by the UN Convention to Combat Desertification (UNCCD) at a global meeting in Riyadh on Saturday.As one of four Champions, she will work to highlight the importance of restoring degraded land.According to UNCCD, globally the equivalent of four football pitches of healthy land is lost every second.Martin Samaan asked Jitske Visser about her work as a campaigner for people with disabilities.

Young people around the world should use their voices together to call for climate action according to one of the youngest ever speakers at a UN conference.Eight-year-old Kiara Kaur has been attending a global meeting of the UN Convention to Combat Desertification (UNCCD) currently underway in Riyadh, Saudi Arabia.The conference is focusing on halting desertification around the world while looking at ways to restore and sustainably use degraded land.She told Martin Samaan that individually young people are just one drop, but together they make an ocean.

Nichole Barger is an ecologist, former university professor, and the current deputy chief scientist and lead global scientist for The Nature Conservancy. She earned her master's degree from the University of California at Berkeley and her PhD from Colorado State University, and her career has included extensive time researching, teaching, and practicing on-the-ground, frontline conservation on issues including land degradation, restoration, and more. Prior to assuming her current position at TNC, she was the research director of the Canyonlands Research Center located at the Dugout Ranch, which you may remember as the subject of a Mountain & Prairie episode back in August of 2024.  Given her distinguished career as a scientist, you might be surprised to learn that Nichole never considered pursuing science as a vocation until the second half of her time in college. She grew up in small-town Indiana, and, although she was extremely curious, a great student, and a voracious reader, she was not particularly enamored with science and didn't know anyone who worked as a scientist. But during college, a supportive-yet-casual comment from one of her professors planted the seed that science could be an option. Fast forward to today, she has published more than 70 peer-reviewed papers, she co-chairs the Science Policy Interface group of the UN Convention to Combat Desertification, and she leads many of TNC's cutting-edge science initiatives.  As you'll hear, Nichole brings a deep level of empathy, curiosity, and open-mindedness to all of her work as a scientist. Whether she's teaching, researching, or working with conservation stakeholders, she never loses sight of the importance of human connection. We spent the first half of the conversation discussing lessons learned from her nontraditional path into the world of science, including a two-year stint where she left college to travel and explore the United States. We discussed her renewed focus on academics when she returned to school, and the moment that professor planted the seed that eventually grew into her career in science. We discuss teaching versus research, how she evolved as an educator and mentor to college students, and when she decided to apply her talents to TNC's mission. We discuss TNC's incorporation of Indigenous wisdom and science into its work, human health as a conservation initiative, and the importance of face-to-face human interactions. As then UN High Commissioner for Human Rights Navi Pillay said, the amount lost to corruption each year is enough to feed the world's hungry 80 times over. Grand corruption contributes to climate change and is a major impediment to ameliorating it. The refugees creating humanitarian and political crises around the world are largely fleeing failed states ruled by kleptocrats. Grand corruption is antithetical to democracy. Indignation at grand corruption has prompted uprisings in many countries and created grave dangers for international peace and security.Grand corruption does not thrive and endure in many countries because of a lack of laws. 186 UN member states are parties to the UN Convention against Corruption (UNCAC). Virtually all of them have the laws required by the UNCAC criminalizing corrupt conduct, and international obligations to enforce them against their corrupt leaders. However, kleptocrats have impunity in the countries they rule because they control the police, the prosecutors, and the courts.Therefore, the proposed International Anti-Corruption Court (IACC) is urgently needed. It will be a court of last resort, to prosecute kleptocrats and their private conspirators, for violating treaty counterparts of the laws of countries that are unwilling or unable to do so themselves. Successful prosecutions, and civil suits, in the IACC will result in the recovery and repatriation of stolen assets. The imprisonment of kleptocrats, who are among the worst abusers of human rights, will create opportunities for the democratic process to replace them with leaders dedicated to serving their citizens rather than enriching themselves. It will also deter others tempted to emulate their example.The effort to establish the IACC is rapidly progressing. It has been publicly endorsed by: more than 350 world leaders, including 55 former Presidents and Prime Ministers; the European Parliament; the Netherlands, Canada, Ecuador, Nigeria, Moldova, and the UK Labour Party before it recently took office. Many other countries have privately expressed support for the IACC or strong interest in seriously considering the treaty being drafted to establish it that will be ready to be reviewed in early 2025.Speaker: Mark L. Lecture summary: Grand corruption – the abuse of public office for private gain by a nation's leaders (kleptocrats) - has devastating consequences. As then UN High Commissioner for Human Rights Navi Pillay said, the amount lost to corruption each year is enough to feed the world's hungry 80 times over. Grand corruption contributes to climate change and is a major impediment to ameliorating it. The refugees creating humanitarian and political crises around the world are largely fleeing failed states ruled by kleptocrats. Grand corruption is antithetical to democracy. The UN Convention on Biological Diversity, known as COP16, has just wrapped up. Governments and other interested parties have reaffirmed the commitment made two years ago - to protect a third of the planet for nature by 2030. In order to do so, 23 targets were agreed to - including conserving at least 30 percent of land and oceans. But less than a week out from the global hui, the vast majority - 80 percent of countries, including New Zealand, hadn't submitted their plans on how to reach those targets. Manu Caddie, who is part of the Indigenous Caucus, representing the Aotearoa Indigenous Rights Trust, which is an organisation established more than 20 years ago to support Maori participation in multilateral forums, talks to Mihi about why having a plan is so important.

The waters, as well as the rocks, reefs and submerged shoals of the South China Sea are a major source of friction in East Asia. In recent months, tensions have flared between two of the claimants – China and the Philippines – over Second Thomas Shoal, a submerged feature in the Spratly Islands, which the Chinese call Ren Ai Jiao. In 1999, the Philippines intentionally grounded a Philippine Navy transport vessel called the Sierra Madre on the reef and since then the outpost has been manned by a small contingent of marines.In 2016, an arbitral tribunal established under the UN Convention on the Law of the Sea ruled that Second Thomas Shoal is a low-tide elevation located within the exclusive economic zone of the Philippines and therefore sovereignty belongs to the Philippines. No other country can legitimately claim sovereignty over the feature or the waters around it. Beijing doesn't recognize the ruling, even though it was legally binding on both China and the Philippines.Late last year, Chinese Coast Guard and maritime militia vessels began aggressively interfering with the Philippines' routine missions to deliver supplies to the Filipino forces on the Sierra Madre. On several occasions, Chinese ships have used high-pressure water cannons and rammed Filipino boats. The most serious confrontation took place in mid-June, when the Chinese used axes and knives to damage multiple Philippine vessels. A Filipino navy sailor lost his thumb in the skirmish. Negotiations between Beijing and Manila in early July produced a provisional arrangement, and the Philippines subsequently successfully conducted a resupply operation. Its creation has an American focus and will work as a springboard for other countries to follow suit – adapting it to fit their own needs. Ultimately, Madeleine, Christina, and the rest of the SBR team would like to convene a UN Convention for Singles Bill of Rights, and create a Universal Bill of Rights for Singles.Madeleine is a Lead Project Assistant for an engineering firm, a scandalous divorcee/born again Spinster, a single dog mom, and a self-guided researcher and writer regarding feminism and women's creativity. Some 3.2 billion people, or almost one third of the global population, are affected by desertification and land loss according to the UN's most senior official dealing with the issue.The loss of land through drought and desertification, which is being driven, in part, by climate change, can have huge impacts on agriculture, development, migration and national and regional economies and sometimes leads to conflict.Ibrahim Thiaw is the Executive Secretary of the UN Convention to Combat Desertification (UNCCD).Daniel Dickinson spoke to him ahead of the World Day to Combat Desertification and Drought, marked annually on 17 June and began by asking him where the fight to hold back desertification should begin.

When most people think about organised crime, their minds will instantly turn towards mafia style organisations; and these days no-where do mafias hold more of a reputation than in Latin America. According to the UNCAC Coalition (a global network of over 350 civil society organizations (CSOs) in over 100 countries, committed to promoting the ratification, implementation and monitoring of the UN Convention against Corruption (UNCAC)) Latin America is considered the most violent region on the planet, and according to the latest UNODC report, organised crime is responsible for 30% of homicides in LA. The Global Corruption Barometer 2013 indicates that the police and judiciary are considered amongst the most corrupt institutions in the region. In some Central American nations, the costs of crime are twice the regional average, while in others (such as the “Southern Cone” of Uruguay, Argentina and Chile) these costs are less than half the regional average. The total regional cost reaches US $236 billion per year. The risks associated with criminal groups of this status are vast for both Latin America, and the rest of the world, making discussions about this facet of organised crime that much more important. So, to discuss the international risks of Latin American organised crime with us today, it is a pleasure to welcome Damian Gariglio onto the podcast.  Damián Gariglio is a political scientist and researcher from Buenos Aires. He majored in International Relations and holds a Master's Degree in International Studies from Torcuato Di Tella University - during which he spent six months in Colombia on a student exchange program. He is a member of the network of experts of the Global Initiative against Transnational Organised Crime. He has experience conducting research in Colombia and in Argentina working for different international NGOs and the public sector. He has worked in Bogota for the Colombian campaign to ban landmines as a humanitarian disarmament adviser. He was also the coordinator of the Observatory of Defence and Security for the Centre for International Political Studies (CEPI). In the research arena, Damián is currently working as an Assistant Researcher for the University of Buenos Aires focused on new criminal structures in Latin America.

Six days after her birth, her mother gave her up for adoption, which led to a 44-year search for her birth mother utilizing DNA technology and innovative detective skills. Her search challenged the laws in Ontario regarding non-adoptees access to their birth records. In July 2018, Nadean filed a petition with the UN Commission on the Rights of the Child illuminating numerous Articles of the UN Convention that the Province of Ontario has violated in its treatment of illegally adopted children. Scientists say invasive species are responsible for the majority of plant and animal extinctions and cost the world hundreds of billions dollars a year. The UN Convention on Biodiversity said they destroy forests and crops, and cause pollution. The UN study says human activity is making the effects worse, and recommends tougher border controls.
