    BONUS EPISODE: Gas Works Park Update - Did City of Seattle Staffers Override Volunteers of Landmarks Preservation Board?

    Feliks Banel's guest on this BONUS EPISODE of CASCADE OF HISTORY is Eugenia Woo, Director of Preservation Services for the non-profit preservation group Historic Seattle. An article in the Seattle Times on Monday, April 13, 2026 by Catalina Gaitán ("Seattle officials seek permit to fix Gas Works Park ‘hazard'") characterizes a move made by the City of Seattle Department of Construction and Inspections as a way for City of Seattle Department of Parks and Recreation officials to "sidestep" the work of volunteer members of the City of Seattle Department of Neighborhoods' Landmarks Preservation Board, and move forward with removal of elements of the historic towers at the popular park. Parks and Recreation has been seeking permission to remove "appurtenances" - walkways, ladders, etc. - from the historic towers preserved in the park as part of landscape architect Rich Haag's revolutionary design more than a half-century ago. We dive deep into the issue with Eugenia Woo of Historic Seattle about how we got here, and what this means going forward - and we ask if cynicism is warranted when examining the facts surrounding this move by the City of Seattle to effectively undermine its own volunteer Landmarks Preservation Board. After this conversation was recorded late Monday afternoon (April 13, 2026), Bryan Stevens from the Department of Construction and Inspections responded to an email question about whether or not Seattle Parks and Recreation needs to further consult with the Landmarks Preservation Board or seek any additional permission or approval before removing material from the protected elements of the towers. "[L]imited removal of landmark features may proceed without Landmark Preservation Board approval," Stevens wrote. Further, based on what Stevens also wrote, SDCI - not the Landmarks Preservation Board - now has permit authority over changes made to historic elements at Gas Works Park. "A permit application has been submitted and is under review now (7136018-CN)," Stevens continued. "Once reviews are approved, we will issue the permit and re-inspect the site to confirm the hazards have been removed. The timing of removal is best answered by Parks and Recreation." Ruth's grandmother's full name was Mabel Pearl Goodell Thompson. Mabel's father, Jotham Goodell founded the community of Half Moon, in what's now Pacific County along Highway 6, about midway between the communities of Frances and Holcomb . When the US Post Office rejected "Half Moon" for the post office there circa 1890, Jotham Goodell came up with an alternate: Lebam, which was his three or four-year-old daughter Mabel's name spelled backward. In this conversation, Ruth Leonard brings her grandmother to life through memories of Mabel and of the community of Lebam. Mabel Pearl Goodell Thompson, who gets no more than a sentence or two in Washington state placename books as Lebam's namesake, is rendered by her granddaughter as a three-dimensional human being. The non-profit group is owner and steward of the historic 1901 Bassett Hardware Building, which was donated to them in 2018. On Monday, March 30, 2026, the Washington Trust for Historic Preservation announced that the Bassett Hardware Building has been added to the Trust's list of Most Endangered Places. The roof and original “false front” of the two-story historic structure were severely damaged in a windstorm in 2025. Washtucna Heritage Museum and Community Center is seeking financial support as well as expertise and in-kind donations to secure the Bassett Hardware Building and ensure its future restoration. The NBA Board of Governors voted Wednesday, March 25, 2026 to “explore” expanding the league to Las Vegas and Seattle. Explore? Really? EX-PLORE?!?! The original Sonics left Seattle in 2008 and became the OKC Thunder. Anyhow, despite the NBA's goofy word choice, this seemed like the perfect occasion to revisit one of our most popular shows ever: when we marked the centenary of the late Bob Blackburn back in October 2024 with help from his son. The elder Blackburn was born in California on October 14, 1924, and became one of the most beloved broadcasters in Pacific Northwest history. This conversation was recorded in September 2025. Secretary Reed was in office from 2001 to 2013, and previously served as the elected auditor of Thurston County. In this earlier role, he was one of the first public officials to support efforts to adopt voting by mail in the Evergreen State back in the early 1980s. Washington became the second all-vote-by-mail state in 2011; Oregon was first a decade earlier. With Trump Administration legislation before Congress which would effectively outlaw voting by mail - and, in addition, the US Supreme Court's expected decision in a case from Mississippi which might also impact Washington state - it was critical to listen again to Secretary Reed and learn the history and context for the practice in the state of Washington, and also look ahead to what might happen should the Trump effort proceed.     Feliks Banel's guest on this BONUS EPISODE of CASCADE OF HISTORY is Barbara Mahoney, author of "Dispatches and Dictators: Ralph Barnes for the Herald Tribune" from OSU Press. The book, originally published in 2003, has just been issued in a new paperback edition. Ralph Barnes was born in Oregon and educated in the Beaver State in the early 20th century. He became a journalist and worked as a newspaper reporter in Europe in the 1930s during the run-up to World War II. Stalin punished Barnes for publishing factual stories that reflected poorly on the Soviet Union, and Hitler banished Barnes from Germany - when Barnes published a prescient story predicting that Germany would eventually attack the Soviet Union. Barnes' career was cut short by the crash in November 1940 of an RAF bomber on which he was a passenger. He was 41 years old. The agency is seeking a new home for the historic 1934 bridge that carries the Mountain Loop Highway across the South Fork of the Stillaguamish River just north of the community of Granite Falls. A new and larger bridge is planned for just downstream from the existing bridge, so the 1934 span will no longer be needed. According to a press release, the 1934 bridge is "336 feet long and 28 feet wide. The main span consists of a 160-foot-long riveted steel deck truss, utilizing a three-hinge arched Pratt truss. The truss is 20 feet wide with an overall rise in the arch of 35 feet." Snohomish County, the press release continues, "will donate the truss to any governmental, non-profit or responsible private entity for public or private use. Priority will be given to an interested party that maintain the features of the arched deck truss that give it historic integrity; provide a new location for the structure; assume legal and financial responsibility for the structure." Now, the City of Yakima says that Yakima Valley Trolleys has about 18 months to come up with $7 million to support the trolley-related elements of the reconstruction of 6th Avenue in downtown Yakima. Without the tracks on 6th Avenue, Yakima Valley Trolleys' status as the only intact interurban in North America would end - as the route from Yakima to Selah, Washington would be permanently severed. News broke today - February 10, 2026 - that Mr. Robson has passed away at age 91. Robson was the “Voice of the Canucks” on radio and TV from their inaugural NHL season in Vancouver in 1970 until 1999. Years before that, Jim Robson began his radio career as a 17-year-old, calling basketball games in Port Alberni, British Columbia, in the early 1950s. He was even a finalist in 1969 for the role of “play by play man” for the one-season-and-done Seattle Pilots of Major League Baseball. Lytle's group is called Citizens for the Protection of Des Moines Historic Resources. They formed a coalition with Des Moines Historical Society and the Washington Trust for Historic Preservation and filed an appeal of the demolition permit issued in August 2025 by the City of Des Moines to property owner Zenith LLC. When the City of Des Moines Hearing Examiner ruled against their appeal in December 2025, the group at first considered giving up. However, as first reported in the B-Town Blog in early January 2026, they decided to appeal the Hearing Examiner's decision to King County Superior Court. The case will be heard in June 2026, but process expenses are mounting this week, and the group is seeking donations in support of their effort to save the Masonic Home. Donnelly recently put two-and-two together and figured out that a demolition and construction project not far from the Seattle waterfront is underway near what may be the location of an old ship buried there in the 19th century. The ship is the bark "Windward," and it was once used as a breakwater at the foot of Madison and Marion Streets. When the waterfront tidal area was filled in during the 1880s, the ship was left in place and buried. Many have written about the ship, including long-ago historians Clarence Bagley and C.T. The City of Seattle Department of Parks & Recreation (SPR) will, this coming Wednesday, January 21, 2026, ask - once again - for permission from the City of Seattle Landmarks Preservation Board (LPB) to make significant changes to the historic towers at Gas Works Park. Gas Works Park is a landmark on the north end of Lake Union, whose design by the late landscape architect Rich Haag is regarded worldwide as an iconic and brilliant re-imagining of a former industrial site. It's also one of Seattle's most beloved public spaces. Because Gas Works Park is a City of Seattle landmark, SPR must seek permission from the LPB to make any changes - in this case, SPR wants remove ladders, walkways and other elements of the iconic towers that SPR deems a safety hazard. SPR appeared previously before the LPB in 2025 to ask permission, and the request was not approved, with LPB members asking for additional information. A staff report issued last week by the City of Seattle - in advance of the January 21, 2026 meeting - recommends that the LPB approve the request.     This BONUS ENCORE of CASCADE OF HISTORY was one of our LISTENER FAVORITES in 2025, when Feliks Banel spoke with Lee Reynolds, public affairs officer for the U.S. Army's Center of Military History, the part of the Army that funds and manages Lewis Army Museum at Joint Base Lewis-McChord (JBLM) near Tacoma. In this interview from Tuesday, July 8, 2025, Mr. Reynolds said that Secretary of the Army Daniel Driscoll would "any day now" adopt a plan to close Lewis Army Museum and 15 other Army museums. Reynolds responded to questions about the threatened closure, including lack of public process, and the specific criteria that were used in selecting museums for closure. The effort to identify museums for closure or consolidation dates to 2024, Reynolds said, and the closures will save a total of $114 million over the next decade. The total of 16 closures represents about half of the museums funded and operated by the U.S. Army. Reynolds also explained that JBLM officials might choose to create a "heritage center" - with no Army artifacts, but perhaps with replicas of artifacts - once the Army museum is shut down. As of December 31, 2025, no further information has been released by the U.S. Army regarding their plans for the future of the 16 museums which were believed in July to be slated for closure as early as August or September 2025.
