En vísperas de las elecciones colombianas, RFI conversó en exclusiva con Susana Muhamad, figura prominente de la acción climática. La exministra de Ambiente del gobierno de Gustavo Petro repasó los grandes temas de la agenda ambiental del mandato que concluye, las promesas que se cumplieron y las que no; así como aspectos más personales de su trayectoria. En menos de dos meses concluye el mandato de Gustavo Petro, el presidente colombiano de izquierda que llegó al poder con la promesa de instaurar la"paz total" en su país y de hacer de Colombia una "potencia de la vida". La exministra de Medio Ambiente de Colombia (de 2022 a 2025) Susana Muhamad, hoy activista medioambiental reconocida por la revista Time como una de las 100 mujeres más influyentes en materia de acción climática, se ha convertido en una figura de la política ambiental con varios logros: la deforestación disminuyó en el país y para frenar la expansión petrolera, el gobierno no ha firmado nuevos acuerdos petroleros. Colombia organizó además la COP de Biodiversidad y la Cumbre de Santa Marta sobre la eliminación de los combustibles fósiles. Otras promesas, en cambio, no se cumplieron. En esta entrevista exclusiva con RFI, Muhamad repasa el balance ambiental del gobierno de Petro, reflexiona sobre el pulso en torno al uso de combustibles fósiles y comparte recuerdos personales sobre su experiencia en la petrolera Shell. RFI: Usted estuvo a cargo de la cartera de Ambiente y Desarrollo Sostenible del gobierno colombiano de 2022 a 2025. ¿Qué han logrado hacer en materia de transición energética? Susana Muhamad: La responsabilidad nuestra era generar  las condiciones de la transición, que consiste en una una triple transición. Una transición fiscal, una transición de la balanza comercial y una transición energética. El gobierno del presidente Petro ha logrado aumentar de 2% de participación de capacidad instalada de los renovables al último dato, que es 17% en la matriz energética de capacidad instalada. Y esto creo que es muy importante especialmente, es como una especie de revolución solar que se ha ido generando y también en términos de diversificación económica. El gobierno del presidente Petro, al plantearse otros sectores que debían, en vez de estar o fomentando la inversión en la misma lógica del extractivismo. El presidente Petro y el Gobierno logró avanzar en una política de reforma agraria que ha llevado a un 10% en la participación del Producto Interno Bruto de la agricultura. Y tercero, se ha promovido a partir de la promoción de la biodiversidad del país, de sus activos culturales en el exterior, una industria muy vibrante de turismo. Se amplió de 2 millones de visitantes anuales a Colombia a 7 millones de visitantes en el año 2025, donde esto ha llevado a un reemplazo de las divisas de exportación de petróleo. Por lo menos empezar a hacer una transición a empoderar a otros sectores económicos. Y ese proceso llevó a que, en el 2025, por ejemplo, la exportación de café y en uno de los trimestres y de carbón juntos generaró menos ingresos para Colombia que las divisas generadas por el turismo.  Escuche la entrevista: RFI: A pesar del avance de las energías renovables, el petróleo y el carbón siguen representando cerca de la mitad de las exportaciones colombianas... Susana Muhamad: Así es. Y es un tiro en el pie por dos razones. Primero, al carbón colombiano ya se le han cerrado mercados, y lo único que lo ha reavivado son las guerras. Lo que también explica mucho de por qué estamos en un momento bélico. Y segundo, el petróleo no es infinito, ni se siembra. Además, el petróleo colombiano es un petróleo pesado, costoso, de extraer y costoso de refinar. No va a ser el más demandado. Así que Colombia urgentemente necesita salir de esa dependencia. RFI: ¿Por qué no han prohibido el fracking? Hubo una propuesta en el Congreso colombiano en este sentido... Susana Muhamad: Las organizaciones ambientales presentaron el primer día del gobierno el 7 de agosto del del 2022, el proyecto en el Congreso de la República para prohibir el fracking. El proyecto se presentó con todo el apoyo del Gobierno y llegó hasta el tercer debate. Sin embargo, presiones políticas en el Congreso no permitieron que se aprobara. No se aprobó la prohibición, pero el gobierno sí desescaló. No invirtió en fracking. Y frenó los contratos de los proyectos pilotos. Pero ahí, en el debate electoral, otra vez la propuesta de todos los partidos de la derecha es regresar al fracking. Pero es una ilusión económica que lo único que realmente traería es ruina territorial. RFI: Otra gran promesa del presidente Petro hacia el sector rural y ambiental fue evitar el uso del glifosato, este herbicida muy tóxico para combatir los cultivos ilícitos. Pero hubo un viraje. El gobierno colombiano, en conversaciones con la Casa Blanca anunció la reanudación de las aspersiones aéreas con drones de glifosato. ¿Cuál es su lectura de esta decisión? Susana Muhamad: El presidente Petro manejó las presiones de Washington con mucha inteligencia. Hay que recordar esta narrativa de que Colombia es un narcoestado y que Petro era el jefe del cartel de narcotraficantes:  le construyeron al presidente Trump en su cabeza una imagen casi de película de Hollywood, de un país lleno de laboratorios de coca con selvas inhóspitas y un presidente narcotraficante. No hay que negar que Colombia es el mayor exportador y mayor productor de coca. Pero no es eso lo único que es el país. El país es mucho más complejo, mucho más rico, es un país serio, es un país con instituciones. Y hay que recordar que tuvimos una semana muy tensa en donde después del secuestro del presidente Maduro en Venezuela prácticamente se estaba planteando una operación militar en Colombia contra estos laboratorios, lo que hubiera sido un desastre. Entonces el presidente Petro, creo que, en medio de todas esas tensiones, logró una política de concertación con el gobierno de Estados Unidos sin ceder soberanía.  Yo, como ambientalista, no estoy de acuerdo con el uso del glifosato. No creo que sea la solución y que sigue siendo un espejismo de que el problema de la droga se acaba fumigando la mata cuando. Pero también creo que el gobierno no ha renunciado a la política [de evitar el uso del herbicida] y entonces ahí generó una especie de balance. RFI:  A finales de abril, Colombia organizó la cumbre de Santa Marta para salir de los combustibles fósiles. La cumbre reunió a más de 50 países ambiciosos para luchar contra el cambio climático, pero en ausencia de los grandes emisores de gases de efecto invernadero como China o Estados Unidos, ¿qué impacto tendrá esta cumbre en la diplomacia climática? Susana Muhamad: En estos tiempos geopolíticos, la realización de esta cumbre con la presencia de más de 50 países es un éxito total. Nos costó por lo menos tres años que se pudiera poner una frasecita para mencionar los combustibles fósiles en algún texto de la COP. Es importantísimo que ahora fueran parte central de una discusión de una conferencia diplomática. Se trata de darle contenido al objetivo de salida de los combustibles fósiles [nota del redactor: objetivo plasmado en la declaración final de la Cop28 de Dubái]. Es muy importante porque en la Cop30 de Brasil buscaron revertir ese avance que hubo en Dubái. Y en el momento geopolítico donde estamos en una guerra con Irán, de tensión energética y de inflación en el mundo por esa guerra, es un mensaje fundamental de no comprometer las agendas estratégicas por las coyunturas. Y es una fuerza también de resistencia política frente a las imposiciones geopolíticas de aquellos que tienen la fuerza militar; que incluye el gobierno de Donald Trump, cuya agenda, o parte de su agenda, es la revitalización permanente de los combustibles y el capital fósil e imponer eso a un mundo que está avanzando a un proceso de descarbonización. La Conferencia Santa Marta dio un paso muy importante hacia adelante. Pero creo que países pioneros deben lograr, por fuera de la Convención Marco de Naciones Unidas sobre Cambio Climático (CMNUCC), crear un régimen de salida pragmática de los combustibles fósiles en una nueva organización económica. RFI: Usted es parte de la campaña del Tratado de No Proliferación de Energías Fósiles. ¿Cuál sería la próxima etapa para avanzar hacia este tratado? Susana Muhamad: Lo pensamos como un acuerdo económico para salir de los fósiles, no como un tratado ambiental. Tiene 17 países interesados que lo apoyan. Estamos buscando una masa crítica de entre 25 y 30 países. Esos países de diferentes tipos de economías y regiones podrían, por ejemplo, hacer un plan conjunto para generar una demanda agregada de renovables; negociar con los países industrializados un acceso a capital y un precio justo; fijar un precio al petróleo durante la transición para hacer un acuerdo comercial de petróleo; acordar no expandir la frontera petrolera, pero garantizar ese precio de petróleo para tener los ingresos fiscales. Y presentarse al FMI con un marco macroeconómico conjunto que respalde las monedas para un acceso a capital estratégico. Es como una capacidad de negociación de las condiciones que te permitan una transición. RFI: Actualmente, ¿cuáles son los obstáculos que enfrentan los países del sur global para acelerar la transición energética para desarrollar buses y autos eléctricos? Susana Muhamad: Europa accede al capital al 2% o al 1%. Colombia accede a capital con tasas de intereses de entre 10% y 12%. RFI: Estamos a pocos días de las elecciones colombianas. Usted apoya al candidato de la coalición de izquierda, Iván Cepeda, ¿Cuál sería la prioridad del próximo mandatario en materia ambiental? Susana Muhamad: Yo creo que es acelerar la transición energética, o sea, el aumento de la participación de renovables en la matriz. Además, porque más de 60% de nuestra matriz energética es agua que también es vulnerable al cambio climático. El “súper Niño” [nota: que podría iniciar en junio] nos puede generar problemas de energía impresionantes. Entonces nosotros tenemos que generar resiliencia y soberanía energéticas con un proceso que llama Iván Cepeda, “revolución agraria”, que es un proceso de diversificación de la producción agrícola, de profundización de la reforma agraria y de generar las capacidades y los activos para un valor agregado en términos sostenibles de la agricultura en Colombia. RFI: ¿Teme algún tipo de injerencia de Estados Unidos en las elecciones Colombia? Susana Muhamad: Sí. Puede pasar sobre todo hacia la segunda vuelta. Por eso tenemos un empeño y -creemos que es una posibilidad real- de que ganemos en la en primera vuelta y estamos haciendo un esfuerzo grande para que así sea. Eso disminuye el riesgo de intervención. Pero sí tenemos intervención de alguna forma. Ya, por ejemplo, hay unas presiones totalmente indebidas del gobierno ecuatoriano, que es un gobierno servil al gobierno de Donald Trump, donde, por ejemplo, unilateralmente decidieron aumentar los aranceles a los productos colombianos en un 100% en plena época electoral. Aumentaron la tasa que le cobra Ecuador a Colombia por usar el oleoducto Esmeraldas para sacar el petróleo del Putumayo al Pacífico de 3 dólares por barril a 30 dólares por barril con la excusa del narcotráfico. Es la la misma narrativa de Donald Trump. Son ya presiones e injerencias. RFI: ¿Si gana Iván Cepeda, podría usted desempeñar algún cargo en su gobierno? Susana Muhamad: Es imposible de responder ahora. Si gana, el presidente tendrá que definir su equipo. Lo que te  puedo decir es que estoy coordinando la campaña en Bogotá y estoy obviamente ayudando al equipo programático a recoger muchos de los aprendizajes del primer gobierno del presidente Gustavo Petro del que fui parte. Y seguiremos trabajando por este proceso político progresista en Colombia. RFI: En el plano más personal, antes de involucrarse en la política, usted trabajó varios años en la petrolera en Shell. ¿Cómo nació luego su compromiso político?  Susana Muhamad: Desde muy joven, mi pasión por el tema de sostenibilidad ambiental estaba muy presente. Me fascinaba buscar cómo podríamos vivir sin destruir la naturaleza. Eso fue una pregunta que no fue solo intelectual, sino vital. Y esa pasión me llevó a mí a un viaje casi de nueve años fuera de Colombia y que incluyó 5 años de trabajo en la Shell. Fue casi que mi primer trabajo después de la universidad. En ese momento yo pensaba -porque esa era publicidad de esa empresa - que iban a contribuir a una transición energética, así se vendían. Entonces yo entré al programa de nuevos reclutas de la Shell. Entré a trabajar en la consultora de sostenibilidad de la empresa. Duraron dos años para encontrarme el trabajo. Mientras tanto, yo me fui a hacer una maestría en desarrollo sostenible en Sudáfrica. Viví en una ecoaldea, trabajé con mineros. Fui parte del movimiento antiglobalización. Estuve en Shell casi cinco años pero, cuando decidieron invertir el presupuesto de innovación en nuevas prácticas como fracking, entendí que todo era una ilusión. Cuando la unidad de la izquierda colombiana se generó, fundé un capítulo en Holanda del partido político. Y hacia el segundo congreso nacional del Polo democrático, vine a Bogotá y terminamos en el sector de Gustavo Petro. En estos nueve años fuera de Colombia, entendí que el tema del modelo de desarrollo hacia la sostenibilidad era un problema de poder y que eso se tenía que resolver desde la política.

La Conferencia de las Naciones Unidas sobre Biodiversidad, que se llevó a cabo del 21 de octubre al 1 de noviembre de 2024 en la ciudad de Cali, Colombia pero que no logró concluirse con un acuerdo, volverá a reunirse del 25 al 27 de febrero de 2025 en Roma. Pero las autoridades colombianas llegarán a esta cita con malos resultados porque la deforestación reapareció como uno de sus más graves problemas ambientales.  No hace mucho, Colombia celebraba que en 2023 se había podido reducir la deforestación logrando unos resultados mínimos históricos, cerca de 79 000 hectáreas. Pero en el 2024, la destrucción de bosques y selvas volvió a dispararse, aumentando en un 35%, el equivalente a 107 mil hectáreas destruídas. Para darse una idea, es como si la superficie de Hong Kong hubiese desaparecido de la faz de la tierra. La deforestación es un problema que el gobierno no ha podido detener a pesar de que el presidente Gustavo Petro se presenta como uno de los mandatarios más radicales para proteger el medio ambiente.Al Director de la ONG Acción Verde, Juan Manuel Soto, le preocupa que nadie pueda parar esta tragedia en este país, el segundo más biodiverso del mundo: "Es un desconcierto de que el Gobierno que se propuso bajar la deforestación, no ha podido hacerlo, digamos que el descontrol sobre la deforestación es escalofriante, estamos hablando de 107 mil hectáreas donde había fauna, flora, posiblemente comunidades habitando y capacidad de recarga del agua, carbono que se está liberando, es un desastre."" Y ese aumento, obviamente, pues no es una buena noticia, pero hay que ponerlo en perspectiva histórica, porque se constituye en la segunda cifra más baja de deforestación...." relativiza Susana Muhamad, la Ministra colombiana de Medio Ambiente en unz rueda de prensa donde asegura que hay 5 puntos donde se disparó la deforestación: 2 en el sur, los parques de La Macarena y Tinigua, regiones controladas por disidentes de las FARC, donde las fuerzas del Estado no entran.Muhamad también indicó que el repunte se debe al acaparamiento de tierras. Juan Manuel Soto nos explica de qué se trata: ¿Qué sucede? digamos que los acaparadores de tierra, no son campesinos tratando de sobrevivir. Son empresas que contratan campesinos para deforestar, para después decir que esta tierra es de ellos y generalmente, un deforestador grande busca ganadería, a diferencia de la agricultura, porque la ganadería te permite tener un ganado en pie, ya que en el Amazonas tiene que ser extensivo,  porque el suelo no te aguanta una ganadería intensiva; entonces, primero es una vaca cada una hectárea, después es una vaca cada dos hectáreas, y así. O es un monocultivo agroindustrial, palma de aceite, soya, maíz, sorgo,  industrias alrededor de esto. O es un acaparador de tierras que la forma de controlar su territorio es, vacas."Colombia se puso el objetivo de llegar a 2030 con cero hectáreas deforestadas.
