La clave de las elecciones en Colombia: "El problema ya no son las FARC, sino la falta de control del Estado"

Ce dimanche 31 mai, l'élection présidentielle en Colombie oppose un candidat d'extrême droite à un sénateur de gauche et à la candidate de droite. Et c'est aussi sur le terrain des médias que se joue la confrontation. À Barranquilla, la grande agglomération du Nord de la Colombie, le quotidien de la ville El Heraldo a choisi de rompre dans un éditorial avec sa ligne sagement libérale pour se mettre sur le dos du « Tigre », surnom donné à Abelardo de la Espriella, le candidat d'extrême droite. Un signe de l'attraction qu'exerce sur les élites caribéennes cet avocat et homme d'affaires de 47 ans de nationalités colombienne, américaine et italienne. Il a pour particularité d'avoir défendu à la fois des paramilitaires d'extrême droite en Colombie et des narcotrafiquants aux États-Unis. La presse est pour lui une véritable cible puisque l'on compte 109 poursuites pour diffamation et calomnie entre 2008 et 2019, selon la Fondation pour la liberté de la presse, dont la majorité ont été classées sans suite. Quelle est l'origine de sa fortune ? Pourquoi a-t-il bénéficié de transferts d'argent depuis le Venezuela ? Autant d'informations que le candidat a cherché à passer sous silence. Il préfère sans doute faire le show façon Trump en poussant la chansonnette ou en dénonçant la caste des journalistes, « ceux de toujours » comme il les appelle, ou encore en organisant des campagnes de dénigrement contre ses détracteurs sur les réseaux sociaux. Sur le continent, ses références sont à chercher du côté de l'Argentin Javier Milei pour l'ultralibéralisme et l'anti-étatisme et du Salvadorien Nayib Bukele pour le programme ultrasecuritaire. En junio 2016 Gran Bretaña adoptó una decisión trascendental e irreversible: por mayoría de ciudadanos decidió salirse de la Unión Europea. En noviembre de ese mismo año, los colegios electorales de Estados Unidos hicieron presidente a Donald Trump. Pocos días después, los colombianos rechazaron los acuerdos de paz que habían sido largamente negociados entre el gobierno y la guerrilla de las Farc, con apoyo internacional. En todos esos acontecimientos sociopolíticos, influyó la posverdad; un término que sería declarado como la palabra del año por el Diccionario Oxford. Una década después, vivimos en la venenosa vertiginosidad de la posverdad, que acentúa la polarización en la que se consolidan autócratas y aspirantes a autócratas populistas, erosionando los cimientos democráticos del mundo occidental. Repasamos la materia con Gustavo Román Jacobo, Doctorado en Sociedad de la Información y creador del podcast Biblioteca Posverdad.

Este domingo los colombianos están convocados a las urnas para elegir al sucesor de Gustavo Petro, que termina en agosto su primer y único mandato. El resultado decidirá si el experimento de izquierdas que comenzó en 2022 se prolonga otros cuatro años o si, por el contrario, Colombia gira hacia la derecha. Según los sondeos ambas posibilidades están hoy abiertas. El balance del petrismo no es precisamente positivo. La paz total que prometió en la campaña de 2022 no ha llegado. El ELN, las disidencias de las FARC y el Clan del Golfo siguen disputando territorio al Estado. Pero tampoco hay paz en las principales ciudades, donde la inseguridad ciudadana no ha hecho más que empeorar. La economía tampoco ha conseguido despegar en estos años. Hoy respira con dificultad con tipos de interés del 11%, y una inversión renqueante. Petro, eso sí, sacó adelante la reforma laboral y la de las pensiones, pero no lo consiguió con la sanitaria. A eso hay que sumar sus rifirrafes con la Fiscalía, la cúpula militar, la prensa y Estados Unidos. El delfín del oficialismo es Iván Cepeda, candidato del Pacto Histórico e hijo del dirigente comunista Manuel Cepeda Vargas, asesinado hace 30 años. Promete completar las reformas de Petro, negociar con los grupos armados e incluso crear una renta básica. Frente a él hay dos candidatos con posibilidades de pasar a segunda vuelta. Por un lado Abelardo de la Espriella, más conocido como el Tigre, un histriónico abogado de discurso incendiario que propone mano dura, un nuevo Plan Colombia y siete cárceles de máxima seguridad. Por otro Paloma Valencia, senadora del Centro Democrático y nieta del expresidente Guillermo León Valencia, que encarna el uribismo moderado. La campaña ha estado marcada por la tragedia. El precandidato Miguel Uribe Turbay fue tiroteado por un sicario de 14 años en un mitin en junio del año pasado y falleció en agosto. El crimen ha resucitado viejos fantasmas y ha envenenado el debate hasta el punto de que Cepeda y De la Espriella se excluyen mutuamente en los grandes debates televisados. Las redes son uno de los principales campos de batalla y los mítines se están celebrando con medidas de seguridad extraordinarias. En los sondeos de intención de voto Cepeda está a la cabeza con entre el 35% y el 45%, pero su techo se ha estancado lejos del 50% que le evitaría la segunda vuelta. De la Espriella ha protagonizado el ascenso más espectacular del tramo final, ha ganado 10 puntos en tres semanas hasta rozar el 30%. Valencia se ha quedado anclada entre el 15% y el 22%. Lo importante aquí es que el rechazo al petrismo supera las simpatías que despierta Cepeda, de modo que es muy posible que cualquiera de sus dos rivales le gane en segunda vuelta. Las implicaciones de estas elecciones trascienden con mucho a Colombia. Es un país importante, la tercera economía de Sudamérica, y comparte 2.200 kilómetros de frontera muy conflictiva con Venezuela. Una victoria de Cepeda significaría continuidad. Valencia traería un retorno medido del uribismo y reactivación de la cooperación con Estados Unidos. De la Espriella abriría un territorio inexplorado de estilo bukelista que seguramente entusiasmaría a Trump y radicalizaría aún más a la izquierda. El país, entretanto, hace equilibrios en la cuerda floja sin saber aún quien será el próximo presidente. Humberto de la Calle, abogado, exvicepresidente de Colombia y una de las figuras clave del proceso de paz con las FARC como jefe negociador del Gobierno en La Habana, conversa en esta entrevista con Hora América, de Radio Exterior de España, sobre el clima político y de seguridad que atraviesa Colombia a pocos días de la primera vuelta presidencial del 31 de mayo, el impacto de la violencia de las disidencias armadas y los desafíos que enfrenta la democracia colombiana en un escenario marcado por la polarización y la incertidumbre.Escuchar audio

El llamado Estado Mayor Central, liderado por el comandante guerrillero Iván Mordisco, anunció en un comunicado la “suspensión de operaciones militares ofensivas” para las elecciones presidenciales del 31 de mayo. La tregua, que llega en un momento marcado por altos índices de violencia, durará desde el 20 de mayo hasta el 10 de junio. La violencia armada es uno de los principales temas de las elecciones presidenciales del 31 de mayo en Colombia. Según la Unidad para la Atención y Reparación Integral a las Víctimas, en 2025, el impacto humanitario de los conflictos armados siguió siendo crítico, provocando cientos de miles de desplazados en todo el país. “Ha estado muy golpeado” En medio de esta crisis, el guerrillero más buscado de Colombia y líder de la disidencia de las extintas FARC, Iván Mordisco, anunció un cese al fuego para brindar las “condiciones de tranquilidad suficientes para que el pueblo colombiano asista masivamente a las urnas”. Un motivo que Leonardo González, director de Indepaz, pone en duda: “Lo que hoy se entiende es como este alto el fuego, entre otras cosas, puede ser en el movimiento que tiene en estos momentos Mordisco por el departamento del Cauca. Mordisco ha estado muy golpeado hacia la zona del Guaviare, incluso se dice que está herido y que se ha estado resguardando al otro lado del país en el departamento del Cauca. Entonces es una especie de distractor para una tregua”. Según datos de Cruz Roja Colombia, más de 250 mil personas abandonaron sus hogares por culpa de la violencia armada y al menos 965 personas fueron heridas o fallecieron a causa de artefactos explosivos. “Pérdida de libertad para elegir” Para González, esta tregua supone un respiro para algunas regiones, pero no significa que la población esté a salvo durante las elecciones: “Aquí la principal afectación que tiene la población civil en cuanto a elecciones es la pérdida de libertad para elegir por quien ellos quieran votar. En las anteriores elecciones, en diferentes zonas se ha presentado la denuncia de cómo son obligados a votar por determinado candidato y eso es lo que hoy está en juego, está en riesgo, y es que no sean libres las elecciones, no que no haya elecciones, sino que no haya libertad para elegir por parte de los votantes”, explica. El director de Indepaz también recalca que este es un cese al fuego contra la fuerza pública y no contra las disputas territoriales entre guerrillas: “En la costa norte hay conflictos territoriales entre los Gaitanistas y los de la Sierra Nevada, y en Antioquia, los de las disidencias contra los Gaitanistas y el ELN, por lo que tenemos son conflictos entre ellos. No existe una guerrilla en estos momentos que se esté disputando el poder contra el Estado o que tenga un alzamiento para pretender una toma del poder y por lo tanto, la gran mayoría de los enfrentamientos y combates se dan entre los grupos armados ilegales”, precisa González. En agosto pasado murió en un atentado el senador Miguel Uribe, aspirante a ser el candidato de la oposición. Actualmente, los tres aspirantes a la Presidencia han denunciado amenazas intimidatorias o de muerte.

En Colombia se despliega estos días la misión de 150 observadores electorales de la Unión Europea, de cara a las elecciones presidenciales del próximo 31 de mayo. El equipo europeo velará por que la campaña pueda hacerse en las mejores condiciones, en medio de una ola de violencia por parte de grupos armados que tratan de influir en el proceso electoral. En las últimas semanas, los grupos armados colombianos han desatado una campaña de terror con ataques, en los que han muerto una veintena de personas, entre ellas civiles, líderes locales o periodistas, según denuncia la Misión de Observadores electorales de la Unión Europea en Colombia.  Esta extorsión es una forma de ejercer el control territorial de cara a las elecciones, sobre todo en las zonas rurales y poco pobladas del país, como explica José Antonio Gabriel, jefe adjunto de la misión. “Por desgracia, la violencia está presente en las elecciones colombianas desde hace décadas. No es un fenómeno de este proceso, ni del anterior. En este sentido, es indudable que tiene un impacto porque en algunas zonas del país hay una multiplicidad de grupos armados de distinto origen, de distinta genealogía y que básicamente están centrados en la explotación de tráficos ilegales, la droga, la extorsión, la minería ilegal del oro y ejercen control territorial en las zonas rurales y eso impacta en las elecciones”, denuncia Gabriel. No solo tratan de influir en la libertad de voto de la población, sino que se impide a los candidatos hacer campaña libremente en las zonas más aisladas. “Todos los ámbitos del espectro político, de izquierda y derecha, han denunciado que en algunos lugares no han tenido acceso a las comunidades para hacer campaña,” explica el jefe adjunto de la Misión de Observación de la UE. La violencia impacta en todos los ámbitos, sobre todo en las zonas donde están presentes estos grupos, que ahora utilizan drones comerciales cargados de explosivos y operados a control remoto. “Es un problema que desborda el ámbito electoral y que está basado, evidentemente, en unas economías ilegales enormes y la permanencia de grupos armados que han transformado su sentido, ahora sólo se dedican a los tráficos ilícitos”, afirma Gabriel. El presidente, Gustavo Petro, intentó sin éxito negociar con los guerrilleros disidentes de las FARC, que han fortalecido sus filas en los últimos años. Iván Cepeda, su discípulo, parte favorito en las encuestas.

En las últimas semanas, los grupos armados colombianos han desatado una campaña de terror con ataques, en los que han muerto una veintena de personas, entre ellas civiles, líderes locales o periodistas, según denuncia la Misión de Observadores electorales de la Unión Europea en Colombia.  Esta extorsión es una forma de ejercer el control territorial de cara a las elecciones, sobre todo en las zonas rurales y poco pobladas del país, como explica José Antonio Gabriel, jefe adjunto de la misión. “Por desgracia, la violencia está presente en las elecciones colombianas desde hace décadas. No es un fenómeno de este proceso, ni del anterior. En este sentido, es indudable que tiene un impacto porque en algunas zonas del país hay una multiplicidad de grupos armados de distinto origen, de distinta genealogía y que básicamente están centrados en la explotación de tráficos ilegales, la droga, la extorsión, la minería ilegal del oro y ejercen control territorial en las zonas rurales y eso impacta en las elecciones”, denuncia Gabriel. No solo tratan de influir en la libertad de voto de la población, sino que se impide a los candidatos hacer campaña libremente en las zonas más aisladas. “Todos los ámbitos del espectro político, de izquierda y derecha, han denunciado que en algunos lugares no han tenido acceso a las comunidades para hacer campaña,” explica el jefe adjunto de la Misión de Observación de la UE. La violencia impacta en todos los ámbitos, sobre todo en las zonas donde están presentes estos grupos, que ahora utilizan drones comerciales cargados de explosivos y operados a control remoto. “Es un problema que desborda el ámbito electoral y que está basado, evidentemente, en unas economías ilegales enormes y la permanencia de grupos armados que han transformado su sentido, ahora sólo se dedican a los tráficos ilícitos”, afirma Gabriel. El presidente, Gustavo Petro, intentó sin éxito negociar con los guerrilleros disidentes de las FARC, que han fortalecido sus filas en los últimos años. In today's episode, we look at the the criminal actorsshaping urban enclaves in Rio. I wanted to provide a little backstory, because this actually connects to work and research I was deeply involved with before starting my PhD. As part of the bureaucratic deployment resulting from the 2016 peace agreements signed between the armed revolutionary forces of Colombia (FARC) and the Santos government in Colombia, I was lucky enough to live in the amazon region of Caquetá on and off for several years. As I worked with coca-growers there in the Caguán region, I was researching the process of urbanization of the main city in the Colombian Amazon, Florencia after the coca boom of the 1970s, and I found that many of the newly created guerrillas of the period, including the FARC and the M-19, had included city-making in their political repertories and helped found one of the biggest informal neighborhoods of the city. A little later, I also researched the construction of hundreds of miles of road network by collaborations between the FARC, the local government, and coca communities in this same region.  I mention these because I think there is a risk ofthinking that criminal governance – and all its variants – are extra-ordinary and for that reason marginal phenomena. Like this is something that happens at the geographic and political margins of our cities and our countries, and that, while interesting, it ultimately is not that central to the praxis of urban planning, partly because it happens outside of the state.  I think this is wrong on both fronts. First of all, theseare not minor issues -  a recent cross-national study of 18 Latin American countries found that almost 15% of respondents lived under some form of criminal governance; which adds up to between 70 and 100 million people. Second, this is not something that happens “outside” thestate, but in relationship to it in ways that overlap, conflict, and relate in specific situated ways. My work with the Amazon cities and road networks showed me not only that the border between legal and illegal can be very porous, but ultimately that the process of state-formation can be intimately enmeshed with the governance of these armed actors.   Furthermore, “Planning” is not something only done withinCity government offices; or that the forms of territory-making outside of those offices lacks a logic or coherence. Instead, we need to seriously reckon with the fact thatin our Latin American cities, criminal organizations – as well as amultiplicity of other actors which also include the residents themselves – are all part what goes into making our cities; and that only by acknowledging this reality can we begin to think about what we should do about it. And in that context, I bring you Priscila Coli Rocha's brilliant ethnography, titled Making the City, Making a Constituency:Milícias-created Enclaves and Urbanization in the Peripheries of Rio de Janeiro, Brazil. Priscilla undertook years of field work in Rio's peripheries, where criminal governance of different actors, including the Milícias, has been an important phenomenon for decades now. Among her contributions, Priscilla argues that there is a typology of milícia which not only governs parts of the city, but with distinct origins and ways of operation that include the active production of enclaves in the city.  Priscila Coli holds a PhD in City and Regional Planning from theUniversity of California, Berkeley. She is currently an Assistant Professor at PUC-Rio and the Federal University of Rio de Janeiro, and her research focuses on the role of criminal organizations in urbanization processes in the Global South.

This ushered in an era of violent conflict for control of the illicit economy, while farmers continued to be priced out of legal markets. In exchange for peace and state protection, farmers ultimately agreed to sacrifice profitable coca. But with its disappearance, they now find themselves dependent on the state: for machinery to maintain the roads they need to get legal harvests to market, municipal jobs that are the only decent work available, and for public resources to subsidize food crops with razor-thin profit margins. Ongoing economic struggles in the legal sector make the state's newfound authority tenuous, as some villagers replant coca, abandon the village for uncertain urban futures, or join a rearmed guerrilla group.Informed by deep ethnographic research and firsthand stories from Briceño residents, Governing the Excluded shows that when it comes to the forces driving dispossession—be they international corporate megaprojects, global food prices, or national initiatives to replace coca cultivation—state authority goes only so far as its ability to sustain local livelihoods. Dix ans après la signature de l'accord de paix avec les FARC, des enfants continuent d'être enrôlés de force dans des groupes armés en Colombie. Les nouvelles négociations engagées, il y a quatre ans, (2022) n'ont pas permis d'enrayer l'influence de ces groupes dans le pays. Selon l'International Crisis Group, au moins 620 enfants ont été recrutés en 2024. Les départements de la côte Pacifique, notamment le Cauca — une région où vivent de nombreux peuples autochtones et communautés afrodescendantes — sont particulièrement touchés. Dans le nord du Cauca, un enfant est recruté environ tous les deux jours. Les plus jeunes ont à peine dix ans. Ces données proviennent de statistiques collectées par des organisations autochtones entre 2019 et 2025, et elles sont en forte progression. Pour l'Unicef, elles sont très probablement sous-estimées : de nombreuses familles préfèrent se taire, soit par crainte de représailles, soit parce qu'elles approuvent l'enrôlement, qui peut représenter une source de revenus dans ces territoires délaissés par l'État. Les recrutements forcés restent rares : les groupes armés jouent sur la séduction et la vulnérabilité économique. Une leader sociale, qui souhaite garder l'anonymat, l'explique ainsi à Marine de La Moissonnière : « La plupart du temps, les groupes armés proposent de l'argent aux enfants pour aider leurs parents d'un point de vue financier ou pour faire des travaux dans leur logement. Ils viennent parfois à la sortie des établissements scolaires avec des objets de valeur. Sur les réseaux sociaux, ils offrent de l'argent ou des soins esthétiques, comme par exemple une épilation des sourcils, une coupe de cheveux ou des soins dentaires. »   Des enfants enrôlés via TikTok TikTok est devenu la plateforme la plus utilisée pour attirer les mineurs. Sur fond de musiques populaires, avec des émojis comme le ninja — symbole de clandestinité — les vidéos exhibent téléphones dernier cri, motos, argent et jeunes femmes. Une mise en scène qui promet une vie facile et pleine d'aventures, loin de la réalité extrêmement dangereuse dans laquelle ces enfants sont plongés. Les groupes criminels participent à des affrontements meurtriers et sont impliqués dans de nombreux trafics, notamment celui de la cocaïne. Un prêtre du Cauca, lui aussi anonyme pour raisons de sécurité, décrit leur rôle sur le terrain : « Ces mineurs armés sont considérés comme des combattants comme les autres. Les groupes armés les utilisent aussi comme boucliers humains pour se protéger en cas d'attaques de l'armée. Ils sont alors en première ligne. Mais tous ne prennent pas les armes car l'objectif de ces groupes armés, c'est de gagner du terrain au sein des communautés. Certains mineurs ont pour mission de recruter d'autres enfants. Ils sont également présents dans les écoles et les quartiers où ils jouent le rôle de guetteurs, de messagers ou d'informateurs », explique-t-il. À ces tâches, s'ajoute — surtout pour les filles — l'exploitation sexuelle. Pour empêcher la récupération des mineurs par leurs familles ou les autorités locales, certains enfants sont transférés dans d'autres régions du pays, parfois à des milliers de kilomètres. Ceux qui tentent de s'échapper sont exécutés, alerte l'International Crisis Group.   Haïti : les habitants des Gonaïves partagés sur l'organisation d'élections Après plus de dix ans d'attente, les autorités haïtiennes s'apprêtent à organiser des élections nationales en août 2026 (avec un second tour prévu à la fin de l'année), dans l'espoir d'offrir au pays un président légitimement élu, ce qui n'est plus arrivé depuis l'assassinat de Jovenel Moïse à son domicile, le 7 juillet 2021. Cependant, l'insécurité reste un obstacle majeur : de nombreuses communes et axes routiers demeurent sous le contrôle des gangs, alimentant l'inquiétude de la population. Et ce qui inquiète davantage les Haïtiens, notamment dans la ville des Gonaïves, c'est que certains leaders politiques (comme l'ancien sénateur Youri Latortue) sous sanctions onusiennes, canadiennes et européennes pour des liens présumés avec les mêmes gangs qui paralysent le pays pourront participer au scrutin. Pierre Robert Auguste, président de l'Association des entrepreneurs de l'Artibonite, doute fortement que ces élections puissent apporter un véritable changement dans le pays, surtout avec des candidats accusés de collusion avec les gangs. Il accuse la communauté internationale d'imposer au gouvernement haïtien l'organisation des élections malgré la situation actuelle. «Ce n'est pas parce que le Blanc (je fais référence à la communauté internationale), demande qu'il y ait des élections, qu'il faut en organiser. [...] Aujourd'hui, on veut faire des élections simplement pour sauver les apparences, mais je crois que c'est dangereux. [...] Un certain nombre de dirigeants politiques sont accusés d'avoir armé les gangs. Qui sont-ils ? Est-ce qu'ils ont été désarmés ?», déclare-t-il à Ronel Paul de RFI. Pourtant, selon Maître Énock Géné Génélus, ancien commissaire du gouvernement des Gonaïves, «il faut à la fois le retour de la sécurité, et le retour des élections. Sans sécurité, la société disparaîtra ; sans élections, toutes les institutions de l'État disparaîtront. Ces deux choses sont indissociables. Dans la période que nous vivons, l'État doit prendre ses responsabilités pour rétablir la sécurité et organiser des élections afin de rendre les institutions de l'État fonctionnelles. Parce qu'il est inacceptable que depuis l'époque avant même l'assassinat de Jovenel Moïse, les autorités n'aient jamais organisé d'élections, ni pour renouveler le tiers du Sénat ni les législateurs. C'est un mal qui détruit la société et dont il faut se débarrasser», dit-il. Port-au-Prince: la justice parallèle du gang de Krisla à Carrefour Dans la commune de Carrefour, au sud-ouest de la capitale, les habitants doivent cohabiter avec le gang dirigé par Krisla. Ayibopost évoque un « système de contrôle implacable », mêlant extorsion, justice parallèle et détention illégale. Sur le plan économique, les habitants et commerçants sont taxés à chaque transaction, au point qu'un produit acheté à Port-au-Prince peut être revendu au double de son prix à Carrefour, témoigne un résident auprès du site d'information. Le média indépendant haïtien détaille également l'existence de « prisons » privées. Colombia votó este domingo en las legislativas que a su vez son un abrebocas a lo que se avecina en las elecciones presidenciales de finales de mayo. El oficialismo de izquierda ganó en el Senado, aunque con poca diferencia frente a la oposición de derecha, que obtuvo la mayor cantidad de votos en la Cámara de Representantes. El oficialismo de Gustavo Petro parece terminar su mandato fortalecido. Su partido, el Pacto Histórico logró 25 escaños en el Senado, equivalente a un 23% de los votos, aunque su ventaja es estrecha frente a la principal fuerza opositora, el Centro Democrático, el partido de derecha del expresidente Álvaro Uribe, que logró 17 escaños. Si bien, existe la posibilidad de que dicha agrupación política haga alianzas con otros partidos conservadores para lograr mayoría, analistas como Jerónimo Ríos, profesor de Ciencias Políticas en la Universidad Complutense de Madrid y exasesor del proceso de paz en Colombia, destacan el posicionamiento del partido oficialista como una normalización de una fuerza de izquierda en Colombia, algo impensable años atrás. “La izquierda se afianza como candidata seria” “Tenemos un voto cautivo muy fuerte para el Pacto Histórico y se afianza un hecho que ya viene siendo singular desde el fin del Acuerdo de Paz. En 2018, luego 2022 y ahora 2026, la izquierda se presenta como candidata seria a ganar las elecciones”, indicó Ríos, agregando que ahora se vive una normalización de la izquierda que en Colombia no había sido tan evidente. “Desde el fin del Acuerdo de Paz se libera un espacio político para la izquierda y permite que esa izquierda, vía partidista y vía un gran conglomerado que es el Pacto Histórico, permita ser gobierno o candidata seria a ejercer de ese gobierno”, aseguró el también investigador. La izquierda oficialista se fortalece, pero la oposición de derecha también creció alimentando un panorama de polarización, que Ríos explica en los problemas de seguridad del país y el fracaso de la política de paz del mandatario Petro. La importancia de la política de seguridad “El personalismo del presidente Uribe hace que cualquier candidato que coloque sea garantía de una acumulación de votos y ahora habrá que dirimir si le permiten a Paloma Valencia constituirse como verdadera punta de lanza del conservatismo colombiano o si este tendrá que resolverse con Abelardo de la Espriella”, señaló Ríos, aunque para él, ambos candidatos representan ese proyecto de seguridad que en el espectro político actual es fundamental. “El fracaso estrepitoso de la política de paz total, que es incuestionable, le abre una ventana de oportunidad a recuperar el discurso más militarista, más duro de la política de seguridad, que para el imaginario colombiano fue un éxito que permitió derrotar militarmente o al menos estratégicamente a las FARC y que conecta con el proceso de paz que comienza en 2012”, aseguró el exasesor. This episode features Mark Ungar, a professor of criminal justice and political science at Brooklyn College and the City University of New York. Ungar has written extensively on the rule of law, policing, and human rights in Latin America, and more recently has focused his research on environmental organized crime across the Amazon basin. Ungar notes that environmental organized crime—illegal gold mining, logging, cattle ranching, and land grabbing—has become the third largest criminal enterprise globally and is now deeply intertwined with narcotrafficking operations. Rather than existing as separate phenomena, these activities share infrastructure, routes, and personnel. Criminal networks carrying out environmental organized crime are deeply intertwined with state actors and the legal economy. The nexus involves governors, military officials, environmental ministry personnel, and municipal authorities at multiple levels. Even when good laws exist, implementation remains weak because investigations rarely lead to prosecutions of major figures. The episode turns to Venezuela's Orinoco Mining Arc, a zone covering roughly 12 percent of national territory that then-president Nicolás Maduro established in 2016. Ungar describes it as a "criminal state project" in which the Maduro government effectively legalized destructive extraction in a geologically unique and biodiverse area that includes nature reserves and indigenous territories. The zone is controlled by a confluence of Venezuelan military officials, Colombian armed groups including the ELN and FARC dissidents, Brazilian garimpeiros, and local criminal organizations called sindicatos and pranes. Violence is extreme, and environmental and health consequences are devastating, with ninety percent of pregnant women and schoolchildren showing elevated mercury levels in their blood. Ungar explains how the gold and minerals extracted from this area enter legitimate international markets. Between 2016 and 2021, the Mining Arc generated approximately $2.2 billion in gold revenue, but an estimated 86 percent was mined illegally, and roughly 70 percent was smuggled through shell companies and opaque supply chains. The zone also contains big deposits of coltan, iron, bauxite, and other sought-after minerals. Ungar shares concern about the Trump administration's current approach to Venezuela. While the administration has focused on oil access, counternarcotics, migration, and excluding Chinese influence, there appears to be no priority given to addressing environmental organized crime. Ungar suggests that Washington's willingness to work with the current Venezuelan government—the Maduro regime minus Maduro himself—likely means business as usual for state-sponsored extraction intertwined with organized crime. Consumer countries must stop looking the other way about the origins of products that end up in legitimate commerce.

Este jueves es el día internacional de las Manos Rojas, la iniciativa mundial de lucha contra el reclutamiento de menores en los conflictos armados. En Colombia, se ha disparado en la última década, y hoy más de 1.200 niños han sido incorporados a las filas de grupos armados, muchos de ellos atraídos mediante redes sociales. RFI entrevistó a dos líderes sociales colombianos, bajo condición de anonimato, acerca de este fenómeno en sus territorios. Con contenidos que mezclan música popular, emojis de ninjas e imágenes de motos, cultivos de coca y fiestas, decenas de cuentas de TikTok invitan a los jóvenes a sumarse a los rangos de grupos armados en Colombia, prometiendo gozar de mejor vida para cubrirse de dinero y gloria. Bajo anonimato, dos líderes sociales del departamento del Cauca, en la costa pacífica colombiana, luchan a diario para que niños no abandonen el colegio y su comunidad. Es una zona muy golpeada por el conflicto e “históricamente está habitada por comunidades afrodescendientes, campesinas e indígenas”. “El COVID 19 fue un hito”, asegura una líder de la comunidad indígena nasa. “Los niños empiezan a tener más acceso a las redes sociales. Tiktok es una red muy usual y se empieza a ver en él convocatorias. Ofrecen de dinero, ostentar elementos de alto valor y hasta cirugía plástica o ortodoncia a las niñas”. Los menores reclutados pueden tener 10 años, “en lugares donde el Gobierno no llega, donde no responde a estas necesidades básicas de las comunidades”. Crisis Group apunta que la firma de los acuerdos de paz en 2016 redujo a 100 el número de menores reclutados. Ahora serían 12 veces más según las cifras de UNICEF. “Se ha intensificado mucho más la presencia de diferentes actores armados, especialmente la disidencia de las Farc en nuestros territorios”, explica otro líder, que también prefiere no dar su identidad. “El menor armado es un combatiente más.
