Aline Trede ist überrascht, wie schnell wieder über neue Kernkraftwerke diskutiert wird. Die Umweltwissenschaflterin möchte lieber den politischen Entscheid zur Energiewende mit aller Kraft umsetzen. Sie ist überzeugt, dass es reichen wird, künftig die Schweiz mit Strom aus erneuerbaren Energien zu versorgen. Dass auch Einsprachen oder das Nein der Bevölkerung den Zubau verlangsamen oder verhindern, versteht sie nicht immer. Die Nuklearforschung der Schweiz findet sie aber wichtig. Und wenn sie wählen müsste, zwischen neuen Gas- oder neuen Kernkraftwerken, falls die erneuerbaren Energien nicht reichen? «Das wäre die Wahl zwischen Pest und Cholera», sagt Trede. Sie würde lieber die AKW-Diskussion führen, statt neue Gaskraftwerke zu bauen, ist jedoch überzeugt, dass dies nicht nötig sein wird.

Vốn lâu nay vẫn được xem là một quốc gia có nguồn nước ngọt dồi dào, không mấy gặp khó khăn về nước sạch, nhưng chính quyền Pháp ghi nhận mùa đông 2022-2023 đã khô hạn ở mức kỷ lục, bất thường. Đặc biệt trong tháng 02/2023, tình trạng thiếu mưa khiến đất đai khô cằn và mực nước ở các sông ngòi, hồ chứa hạ xuống mức thấp nhất trong cả nước. Cả chính quyền và giới nông dân Pháp đều nhắc đến nguy cơ « một năm đen tối », mất mùa của nông nghiệp Pháp. Không những vậy, việc khan hiếm nước, những khó khăn về việc tiếp cận nguồn nước ngọt cũng có nguy cơ gây thêm những căng thẳng, bất ổn trong xã hội, chẳng hạn liên quan đến các « méga-bassine » bể trữ nước khổng lồ, chủ yếu hút nước từ các mạch nước ngầm ở Sainte-Soline, miền tây nam Pháp trong thời gian qua. Điều đáng lo ngại là, theo Le Monde ngày 31/03/2023, lượng nước có thể khai thác ở Pháp trong 20 năm qua đã giảm 14% so với thập niên trước đó và đến năm 2050, tỉ lệ này sẽ còn giảm tới 30-40% so với hiện nay. Giống như nhiều quốc gia khác, nước Pháp cũng đang đứng trước những nguy cơ khan hiếm nước ngọt.  Trong bối cảnh đó, ngày 30/03/2023, đích thân tổng thống Pháp Emmanuel Macron công bố « Kế hoạch về nước ». Cùng với việc kêu gọi sử dụng nước « điều độ » tương tự như trong tiêu dùng điện, khắc phục rò rỉ trong hệ thống đường ống cấp nước, áp dụng biểu giá lũy tiến, xây các bể trữ nước khổng lồ, chuyển đổi mô hình nông nghiệp, thì thúc đẩy việc sử dụng nước thải đã qua xử lý cũng được xem là một trong những biện pháp chính trong « Kế hoạch về nước » của chính phủ Pháp. Tổng thống Macron đề ra mục tiêu đến năm 2030, 10% lượng nước thải sẽ được tái sử dụng, thông qua 1000 dự án mới về xử lý nước thải và tái sử dụng nước được triển khai trong 5 năm tới. Để hiểu thêm về việc tái sử dụng nước thải đã qua xử lý tại Pháp, RFI Tiếng Việt ngày 22/05/2023 đã có cuộc phỏng vấn chuyên gia xử lý nước Julie Mendret, phó giáo sư tại Đại học Montpellier của Pháp.   RFI : Xin chào PGS. Julie Mendret. Việc tái sử dụng nước thải (REUT) tại Pháp hiện được xem là 1 trong những biện pháp chính trong « Kế hoạch Nước » của chính quyền Macron. Nhưng cụ thể, biện pháp tái sử dụng nước thải là như thế nào ? Julie Mendret : Từ trước đến nay, thường thì nước thải được thu gom, được dẫn về một trung tâm xử lý nước thải. Nước đã qua sử dụng được làm sạch, đáp ứng tiêu chuẩn vệ sinh rồi mới được xả ra môi trường tự nhiên. Và tái sử dụng nước thải đã qua xử lý vệ sinh, tức là thay vì xả nước này ra môi trường tự nhiên, thì chúng ta sử dụng chúng, chẳng hạn như để phục vụ tưới tiêu nông nghiệp hoặc phun nước rửa đường, làm sạch các hệ thống, phụt nước dưới áp suất cao để làm sạch các đường ống. Nhưng thường thì sẽ phải xử lý thêm mới có thể tái sử dụng nước thải như vậy. RFI :  Các quy định về tái sử dụng nước thải đã qua xử lý ở Pháp là rất nghiêm ngặt ? Julie Mendret : Đúng là như vậy. Trên thực tế, quy định đưa ra năm 2010 về việc dùng nước nước thải đã qua xử lý để tưới tiêu nông nghiệp và phun tưới các không gian xanh có nhiều yêu cầu ràng buộc về thủ tục hành chính, rất nặng nề, rườm rà. Thế nhưng, cũng cần nhấn mạnh rằng việc đưa ra các quy định về tái sử dụng nước thải đã qua xử lý là cần thiết, để tái sử dụng nước thải đã qua xử lý trở thành một hoạt động an toàn và bền vững. Chúng ta có thể hy vọng rằng các biện pháp của « Kế hoạch Nước » và đặc biệt là việc triển khai cơ chế một cửa, thì các thủ tục hành chính này sẽ trở nên đơn giản hơn một chút.RFI : Đâu là những lợi ích của việc sử dụng nước thải đã qua xử lý ?   Julie Mendret : Người ta thường nói đến các vùng ven biển, ở đó việc tái sử dụng nước sạch đã qua xử lý thực sự có nhiều ưu điểm, vì ở các vùng ven biển, thường thì các nhà máy xử lý nước thải thường xả nước sau xử lý ra biển hoặc các đại dương, và đó là một sự thất thoát nguồn nước ngọt. Nếu chúng ta tái sử dụng nước thải đã qua xử lý, chúng ta sẽ tạo ra nền kinh tế tuần hoàn về nước. Chúng ta sẽ giữ lại được lượng nước ngọt đó, và chỉ riêng điều đó đã là một ưu điểm, bởi nhờ đó chúng ta có thêm một lượng nước ngọt. Thêm một lợi ích khác là do chúng ta không xả lượng nước thải đó ra biển, nên chất lượng nước biển cũng được cải thiện, có lợi cho các hoạt động tắm biển hoặc nuôi các loài vật có vỏ ở biển. Và thêm nữa, dĩ nhiên là việc khai thác nước ngọt từ các mạch nước ngầm, ở các vùng ven biển cũng được giảm bớt. Các mạch nước ngầm ở những vùng ven biển có thể bị ảnh hưởng bởi điều được gọi là sự nhiễm mặn vì các mạch này nằm ở mức quá thấp. Việc nước mặn xâm nhập khiến nước ngọt không thể được sử dụng được nữa. Như vậy là nếu chúng ta hạn chế khai thác nước ngọt bằng cách tái sử dụng nước thải đã qua xử lý, thì cũng sẽ hạn chế được sự nhiễm mặn nói trên.RFI :  Nước Pháp đang bị chậm so với các nước khác ở châu Âu nói riêng và trên thế giới nói chung về sử dụng nước thải đã qua xử lý ? Julie Mendret : Đúng là ngày nay mọi người có thói quen tính theo tỷ lệ phần trăm, ví dụ như ở Tây Ban Nha, 14% nước thải đã qua xử lý được tái sử dụng, tỉ lệ này ở Ý là 8% và ở Pháp là dưới 1% : khoảng 0,2 đến 0,3 %. Thực sự là Pháp vẫn còn rất rụt rè, nên đi sau khá nhiều so với các nước láng giềng. Từ năm 2010, Pháp đã cho phép dùng nước thải đã qua xử lý để tưới tiêu nông nghiệp hoặc tưới cây xanh, chủ yếu trên các sân gôn. Và kể từ tháng 03/2023, Pháp có quy định cho phép nghiên cứu, khám phá việc sử dụng nước thải đã qua xử lý trong các hoạt động ở đô thị như phun nước rửa đường, phun rửa các hệ thống, chữa cháy hoặc bổ sung vào các tầng nước ngầm, chống sự gia tăng nhiễm mặn trong tầng nước ngầm ở các vùng ven biển.RFI : Đâu là những nước tiên tiến nhất trong lĩnh vực này ?  Julie Mendret : Israel thường hay được nhắc đến là nước tái sử dụng đến hơn 80% nước thải. Úc cũng tái sử dụng rất nhiều nước thải đã qua xử lý. Mỹ, nhất là bang California, cũng là nước tiên phong và là nước đầu tiên có quy định trong lĩnh vực này. Sau đó phải kể đến Singapore. Ngoài ra, tại các nước Trung Đông, tái sử dụng nước thải đã qua xử lý cũng rất phát triển. Pháp đang chậm hơn so với các nước này. RFI : Do đâu mà Pháp lại ít sử dụng nước thải đã qua xử lý như vậy ? Đâu là những trở ngại ? Julie Mendret : Việc chậm chạp này chủ yếu là do cho tới nay Pháp ít khi bị thiếu nước. Mùa hè năm 2022 đánh dấu một bước ngoặt (với nạn khan hiếm nước nghiêm trọng) và đó là lý do tại sao chúng ta được nghe truyền thông nói nhiều đến biện pháp tái sử dụng nước thải đã qua xử lý. Một lý do khác gây trở ngại : việc triển khai các quy định có thể làm nản chí những người xúc tiến các dự án vì thời gian chờ cấp phép là rất, rất lâu. Ngoài ra, còn có vấn đề về sự chấp nhận của xã hội đối với việc tái sử dụng nước thải đã qua xử lý, kiểu như cảm giác ghê sợ khi nghĩ đến việc sử dụng nước thải. Mọi người có thể thấy ghê ghê khi hình dung đến việc ăn các loại trái cây và rau được tưới bằng nước thải đã qua xử lý. Mọi người có thể đã nhầm lẫn giữa việc tưới cây bằng nước thải đã qua xử lý với việc xả thẳng nước đã qua sử dụng vào đất như đã từng được áp dụng cách nay nhiều thập kỷ. Và cuối cùng, vì ứng dụng chính vẫn là để tưới tiêu nông nghiệp, mà trong lĩnh vực này ở Pháp thì nông dân hiện giờ vẫn có thể tiếp cận với các nguồn nước sạch tự nhiên, với mức giá rẻ hơn, chẳng hạn như khoan đào giếng … Hiện nay, chúng ta vẫn chưa tìm được mô hình kinh tế về tái sử dụng nước thải đã qua xử lý.RFI : Việc tái sử dụng nước thải đã qua xử lý có thể gây ra nguy cơ gì xấu đối với sức khỏe con người ? Julie Mendret : Nguy cơ chính mà chúng ta cần chú ý là về các vi sinh vật, sự hiện diện của mầm bệnh. Chính vì thế mà các quy định được đưa ra. Quy định của Châu Âu về tưới tiêu nông nghiệp, có hiệu lực từ năm 2020 và Pháp phải tuân theo, là rất nghiêm ngặt, nên việc dùng nước thải đã qua sử dụng thực sự an toàn, xét về góc độ ô nhiễm vi khuẩn. Nhưng trong nước thải đã qua xử lý thì vẫn còn các vi chất gây ô nhiễm, còn dấu vết thuốc trừ sâu, dư lượng thuốc chữa bệnh, nhưng chúng lại chưa được đưa vào các quy định. Tuy nhiên, chúng cũng chỉ là dấu vết, tức là ở mức thấp - nanogam/lít. Một số nghiên cứu đã chỉ ra rằng, nguy cơ nhiễm các chất này chẳng hạn ở rau salade (là rau được ăn sống), là rất nhỏ. Chúng ta vẫn còn phải chờ xem điều gì sẽ xảy ra vài năm sau khi các chất này lắng đọng dần dần trong cơ thể của người dùng, rất có thể là khi đó chúng vẫn còn tồn tại trong cơ thể chúng ta, nhưng đó là mức phơi nhiễm thấp hơn nhiều so với khi một người tiêu thụ thực phẩm từ nông nghiệp phi hữu cơ.RFI : Vậy bà có nghĩ rằng tái sử dụng nước thải đã qua xử lý sẽ là một sự lựa chọn cho tương lai, trong bối cảnh nước ngày càng trở nên khan hiếm ?  Julie Mendret : Không, tôi vẫn thường nói rằng phương pháp này thực sự cần được xem xét trong từng trường hợp cụ thể. Như tôi vừa nói ở trên, ở vùng ven biển, điều đó rất phù hợp, nhưng ở vùng nằm sâu trong đất liền, nước thải ra sau khi được xử lý lại góp phần duy trì lượng nước tối thiểu ở các dòng chảy, vốn rất cần thiết cho sự tồn tại của các hệ sinh thái ở hạ lưu. Và nếu chúng ta tái sử dụng nước thải đã qua xử lý, tức là các dòng chảy sẽ bị tước đi lượng nước nói trên, vì vậy phương pháp này không phải lúc nào cũng phù hợp với những khu vực đó. Chúng ta cần thực sự xem xét ở phạm vi từng vùng, xem xét từng trường hợp cụ thể, chứ không phải là áp dụng chung cho tất cả mọi nơi. Gidi Grinstein is the founder and president of The Reut Institute, a Tel Aviv based non-profit and non-partisan institution, described by Tom Friedman of the New York Times as, "Israel's premier strategy group." Before founding Reut, Grinstein served as Secretary and Coordinator of the Israeli negotiation team on the Permanent Status Agreement between Israel and the Palestine Liberation Organization in the Office, and later in the Bureau, of Prime Minister Ehud Barak ('99–'01). Some of Grinstein's chief achievements over the last 15 years include forming and training a cadre of leaders, designing the Birthright Israel program ('95-'99), and contributing to the reform of Israel's electoral system. Grinstein is a graduate of Tel-Aviv University in Economics ('91) and Law ('99) and of Harvard University's John F. Kennedy School of Government as a Wexner Israel Fellow ('02). He is a Captain (Res.) in the Israeli Navy and a former volunteer police officer. In 2013, Grinstein published his first book, “Flexigidity: The Secret of Jewish Adaptability & Challenge and Opportunity Facing Israel."
