Se trata de un libro de memorias en el que Gil Díaz reflexiona sobre episodios cruciales de su vida profesional y personal, combinando recuerdos fragmentarios con impresiones íntimas y, como anuncia el título, con ciertas “indiscreciones”. El resultado es un retrato nostálgico y a la vez crítico de la política económica mexicana en las últimas décadas. Aunque podría pensarse que este es un texto destinado a especialistas en economía, en realidad es una obra accesible y sugerente para un público amplio, pues invita a comprender cómo se tomaron decisiones que marcaron el rumbo del país y cómo éstas se conectan con procesos globales de crisis y recuperación. Francisco Gil Díaz estudió Economía en el ITAM y obtuvo su doctorado en la Universidad de Chicago. A lo largo de su trayectoria ocupó puestos clave en la política pública de México, fue Subgobernador del Banco de México (1994–1997) y Secretario de Hacienda en el sexenio de Vicente Fox (2000–2006). También desempeñó cargos relevantes en el sector privado y ha participado activamente en consejos académicos internacionales. En la conversación exploramos distintos temas que atraviesan sus memorias: desde la importancia de la historia económica y la geografía económica para comprender los dilemas actuales, hasta la diferencia entre “tecnócratas” y “neoliberales”; de su experiencia trabajando con Hugo B. Margáin en 1973, al papel del ITAM en la formación de varias generaciones de economistas; de la crisis bancaria de 1994 al contraste con 2008. El conflicto en la pesca, que está llegando ya a sus 70 días, ha generado pérdidas económicas de entre 37 y 42 millones de dólares, según estiman empresarios del sector. Las plantas procesadoras están trabajando entre un 10% y 30% de su capacidad con pescado de Brasil y congelados, según un informe del diario El País. El conflicto se inició cuando en una asamblea realizada el 27 de mayo, el gremio pesquero decidió que los trabajadores marineros no realizaran tareas que no corresponden a su categoría. El sindicato reclama que los marineros no pueden hacer guardias de navegación mientras el capitán descansa. El empresario Carlos Olivera, director de la pesquera Novabarca e integrante de la Cámara de la Industria Pesquera del Uruguay, dijo que hoy los barcos pesqueros están todos parados en el Puerto Capurro. Y agregó: "Siendo conservadores, las pérdidas de las empresas alcanzarían los US$ 37 millones. Si se tiene en cuenta cómo se venía pescando, un escenario más realista, las perjuicios rondarían los US$ 42 millones". De las 3 mil personas que emplea el sector de la pesca en el país, 800 son marineros que forman parte de la flota que se hacen a la mar. Mientras que otras 2.200 personas trabajan en las plantas procesadoras. Tras meses de negociaciones, el Gobierno de Uruguay reivindica que la responsabilidad de garantizar el retorno de los soldados de la misión de paz en República Democrática del Congo es de las Naciones Unidas. Los soldados llevan meses pidiendo el relevo y sus familiares están preocupados. RFI habló de este tema con la ministra de Defensa de Uruguay, Sandra Lazo. En enero, 13 miembros de la misión de paz de la ONU para apoyar al ejército congoleño murieron en combates con el grupo rebelde M23. El ataque, que tuvo lugar en los alrededores del aeropuerto de Goma, no solo acabó con la vida del soldado Rodolfo Álvarez, sino que dejó atrapados a los más de 700 militares uruguayos que estaban listos para ser relevados.  Tras meses de negociaciones con las autoridades de República Democrática del Congo (RDC) y con su país limítrofe, Ruanda, Uruguay lo tiene claro: es la ONU quien tiene que garantizar la retirada de los soldados.“Es hora de que Naciones Unidas ejerza realmente esa conducción a la hora de que se produzca este retorno. Y después, en un paso siguiente, por supuesto, estaremos evaluando cómo hacemos ese relevo, porque aquí la gente está lista para hacer el relevo, pero también tenemos que tener la seguridad”, explica a RFI la ministra de Defensa de Uruguay, Sandra Lazo.Condiciones de seguridadLos soldados llevan desde enero pidiendo la retirada después de que su estancia en el país centroafricano excediera su acuerdo de un año. Tras meses de espera, la situación de algunos soldados es crítica, por lo que 20 de ellos decidieron regresar por sus propios medios.“El propio contrato con la misión expresa que, por la vía de excepción, quienes tengan problemas sanitarios, problemas que tienen que ver con afecciones de salud mental o con familiares en situación crítica, pueden retornar y se hace cargo Naciones Unidas. Quienes no están en condiciones de seguir, pero no aducen ninguna de estas excepciones, tienen que hacerse cargo de su regreso”, precisa Lazo.Tanto República Democrática del Congo como Uruguay dicen que traerlos lo antes posible es una prioridad. Pero por el momento, no hay ninguna fecha acordada. “Ojalá sea pronto. Yo entiendo que hay algunas cuestiones que tienen que ver fundamentalmente con las condiciones de seguridad que se establecen en un territorio donde las carreteras están destruidas, donde la población está muy afectada, y allí sacar a un contingente en forma segura de 200 personas no es una tarea sencilla. Por lo tanto, ni siquiera quisimos manejar plazos en la nota que mandamos”, indica la ministra.El conflicto, que empezó hace más de tres años, continúa agravando una crisis humanitaria crónica en la región. Según la ONU, 400.000 personas han sido desplazadas por los combates desde principios de enero.

Multinational commercial banks were among the first institutions, with the National Bank of India, Standard Bank of South Africa and Barclays Bank DCO all setting up business in Kenya, whilst continuing to maintain close relationships with the UK and other colonial actors. This book assesses the impact of commercial banks during the last years of colonial domination and the tools they used to adapt in the first decades of independence. The book concludes by considering how the colonial banking system has influenced the development of modern financial institutions in Kenya in the twenty-first century. This book argues that commercial banks are fundamental to understanding African colonies, and the foundations over which the financial system of contemporary Africa was constructed. It will be of interest to researchers of banking, economic history, the colonial period, and African studies. Christian Velasco was born in Mexico City and studied History at the National Autonomous University of Mexico (UNAM), where he specialized in economic history.
