The General Services Administration has eliminated its 18F program, an internal team of tech consultants and engineers that develops open-source tools to improve digital services across the federal government. The announcement, which came over the weekend, is the latest in the Trump administration's ongoing efforts to slash the federal workforce. The move was foreshadowed weeks ago when Elon Musk, who's become become the figurehead for the Trump administration's slashing of government programs and the federal workforce, tweeted that the decade-old program had been “deleted.” Early Saturday morning, Thomas Shedd — a mechanical engineer and former Tesla employee recently appointed as the director of GSA's Technology Transformation Services, which houses 18F — announced the program had been eliminated as part of the ongoing reduction-in-force effort, according to an email viewed by FedScoop. A GSA spokesperson also confirmed the terminations to FedScoop on Saturday, writing in an email that members of the 18F office were notified that they had been identified as part of GSA's Reduction in Force and reorganization plan and were being separated from federal service. The top-10 highest-paid consulting firms contracting with the federal government are set to make “$65 billion in fees” in 2025 and beyond, the General Services Administration says. But according to the agency's acting leader, that “needs to, and must, change.” GSA acting Administrator Stephen Ehikian issued last week a memo, obtained by FedScoop, calling for the termination of contracts with those top-contracted consultants: Deloitte Consulting LLP, Accenture Federal Services LLC, General Dynamics IT, Booz Allen Hamilton, Leidos, Guidehouse, Hill Mission Technologies Corp., Science Applications International Corp., CGI Federal and IBM. Ehikian wrote in the memo dated Feb. 26 sent to senior procurement officers: “Consistent with the goals and directives of the Trump administration to eliminate waste, reduce spending, and increase efficiency, the U.S. General Services Administration has taken the first steps in a Government-wide initiative to eliminate non-essential consulting contracts.” By March 7, agencies are asked to provide a list of contracts with the 10 firms that they intend to terminate as well as those they will maintain. Dr. Peake served as the 40th Army Surgeon General and as the Secretary of Veterans Affairs. In this episode, you will hear about General Peake's early career deployed as an Infantry Platoon Leader in Vietnam, where he was injured in combat and was medically evacuated to a theater hospital. He describes his pathway in Military Medicine, beginning as a general surgeon and completing further training as a Cardiothoracic Surgeon. He discusses his leadership pathway from commanding medical assets in Korea to Ft. Bragg to Madigan Army Medical Center. He then helped shape the training of military medical providers as the Commanding General of the AMEDD Center and School (now U.S. Army Medical Center of Excellence) and ultimately the Surgeon General on 9/11. You will hear some insightful lessons learned during the response to 9/11 and leading Army medicine into the initial entries into Iraq and Afghanistan. Following Military retirement, Dr. Peake was appointed as the Secretary of the VA in the George W. Bush administration. He speaks about some of the challenges and successes during his tenure at the VA and describes how the Department of Defense collaborates and coordinates with the Department of Veterans Affairs. Dr. Peake is a United States Military Academy Graduate and received his medical degree from Cornell University Medical College. He is Board Certified in General Surgery and Thoracic Surgery and has deployed to combat zones as an infantry officer and as a medical corps officer. He is currently the Senior Vice President of CGI Federal. General Peake has had an enormous impact on how the military prepares for and provides excellent care on the battlefield and at home. Every company has its own journey and in this episode, Sumeet Shrivastava shares with Editor Nick Wakeman the path Array Information Technologies followed from when he joined as CEO in 2008 to its just-completed sale CGI Federal.Shrivastava describes the risks Array took such as focusing their efforts on a smaller part of the business as they positioned themselves for future growth. After an initial contraction, the company doubled in size to 300 employees and shifted from 85 percent of its revenue in small business set-aside work to 90 percent from full-and-open contracts. Then it came a time for Array to find a buyer. Toni Townes-Whitley graduated from Princeton University in 1985 with a B.A. in Public Policy and Economics. She then went to the peace corps for three years in Gabon. With a non-tech background, she went on to become the President of the IT and business consulting services firm CGI Federal and presently the President of US Regulated Industries at Microsoft. She leads Microsoft's U.S. sales for Regulated Industries (Financial Services & Insurance; Healthcare & Life Sciences; Federal, State, & Local Government; and Education). Her teams drive digital transformation across national industries and focus on inclusion, equity and access in the emerging digital economy. She is one of the leading women at Microsoft and in the technology industry. Her role at Microsoft is shaping the role that artificial intelligence and technology will play in systems like policing, education, the U.S. military, and more, especially since the U.S. government is one of Microsoft's leading clients particularly through the use of its Azure cloud services. In this episode, we dive into the intersection of tech development and race, innovation, and ethics and hear Toni's perspectives on digital transformation. She started off by talking about how she ended up at her position at Microsoft and why she chose to work in regulated industries at Microsoft. She focused on the ability for her work in building tech infrastructure to shape the world we live in. She speaks on the emergence of cloud-based technology particularly in the sector of government and the ways in which it enables predictive capabilities, deep analytics, and stronger security. She then spends time talking through the relationship between Microsoft and the U.S. government. She talks about how Microsoft's relationship with the U.S. government spans from providing VR technology to transform training for the Department of Defense to using Microsoft Azure cloud services to keep information secure. Toni concludes by sharing her reflections on the importance of an ethics framework in developing new technologies, which Microsoft developed, that have been adopted by governmental and non-governmental organizations across the world.

Will LaBar, Vice President of CGI Federal’s Digital Service and Onshore Delivery Center Programs, is our guest. A native of Somerset County, New Jersey, he graduated in Finance from Rensselaer Polytechnic Institute in Upper State New York. After college, Will moved to Northern Virginia where he met his future bride, Carlee Alm. He dated Carlee long distance for a year and took a leap of faith by moving to Lafayette in 2000 so he could be close to her as she worked in Church Point for Teach for America. Will actually has French Canadian roots, as his dad was born outside of Quebec City, Canada, and maintained dual citizenship. So while Lafayette LA was not on his radar as a young man growing up in New Jersey, Lafayette's Acadian and French heritage was appealing to Will. Will's employer at the time, American Management Systems, accepted his request to work from Louisiana. The company was purchased by CGI in 2004 and Will continued to work as a telecommuter until 2014 when CGI selected Lafayette for its facility. CGI was attracted to Lafayette due to several factors: 1) The company strategically locates in parts of the U. S. where there is not historically a technology workforce in place; 2) CGI recognized the ready partnership opportunity with UL-Lafayette, LEDA, LED and our local government working together to diversify the economy; 3) The existence of LUS Fiber provided the necessary technological infrastructure; and 4) Valuable incentives were offered by the State of Louisiana such as LED FastStart, ranked the nation’s No. 1 workforce development program for nine years in a row. CGI's Digital Service and Onshore Delivery Center program is at UL - Lafayette's Research Park. The program was begun in 2006 and has 7 centers across the US and has created more than 1,600 jobs in partnership with local communities and universities. 400 employees are based here in Lafayette and CGI plans to double that number of workers to 800. When asked what "onshore delivery" meant, Will explained, "The company assists both government and business clients and serves as an interface to make it easier to input data and compress the time it takes to retrieve the data. Ever wonder how big CGI really is? It is the world’s 5th largest independent IT and business process services company with over 74,000 members in 400 offices across 40 countries. One program of importance to CGI is the STEM@CGI Program. This nationwide K-12 program aims to train and mentor young people for STEM careers and teaches the students computer building and coding in one-day programs. Launched in Lafayette in 2016, STEM@CGI was envisioned by Anne Swanson, CGI's U. S. Education and Workforce Development Coordinator, and resulted initially in a partnership with UL Lafayette and the Lafayette Parish School System. The program took off like wildfire and CGI's team members have now taught over 3000 students at 45 events in 10 communities nationwide. Local partners include GEAR Up and New Vision Leadership, and the students utilize UL - Lafayette Computer labs and resources at the Lafayette Parish Library. Half of the local team members are recent graduates of Louisiana universities and half are hired on the open market. The majority of employees have technical backgrounds in traditional programming, yet some have backgrounds in non-traditional studies that offer transferable skills to the IT sector.
