The General Services Administration has eliminated its 18F program, an internal team of tech consultants and engineers that develops open-source tools to improve digital services across the federal government. The announcement, which came over the weekend, is the latest in the Trump administration's ongoing efforts to slash the federal workforce. The move was foreshadowed weeks ago when Elon Musk, who's become become the figurehead for the Trump administration's slashing of government programs and the federal workforce, tweeted that the decade-old program had been “deleted.” Early Saturday morning, Thomas Shedd — a mechanical engineer and former Tesla employee recently appointed as the director of GSA's Technology Transformation Services, which houses 18F — announced the program had been eliminated as part of the ongoing reduction-in-force effort, according to an email viewed by FedScoop. A GSA spokesperson also confirmed the terminations to FedScoop on Saturday, writing in an email that members of the 18F office were notified that they had been identified as part of GSA's Reduction in Force and reorganization plan and were being separated from federal service. The top-10 highest-paid consulting firms contracting with the federal government are set to make “$65 billion in fees” in 2025 and beyond, the General Services Administration says. But according to the agency's acting leader, that “needs to, and must, change.” GSA acting Administrator Stephen Ehikian issued last week a memo, obtained by FedScoop, calling for the termination of contracts with those top-contracted consultants: Deloitte Consulting LLP, Accenture Federal Services LLC, General Dynamics IT, Booz Allen Hamilton, Leidos, Guidehouse, Hill Mission Technologies Corp., Science Applications International Corp., CGI Federal and IBM. Ehikian wrote in the memo dated Feb. 26 sent to senior procurement officers: “Consistent with the goals and directives of the Trump administration to eliminate waste, reduce spending, and increase efficiency, the U.S. General Services Administration has taken the first steps in a Government-wide initiative to eliminate non-essential consulting contracts.” By March 7, agencies are asked to provide a list of contracts with the 10 firms that they intend to terminate as well as those they will maintain. Today my guests are Lisa Kay Solomon and Chris Ertel, the co-authors of the powerhouse 2014 book Moments of Impact: How to Design Strategic Conversations That Accelerate Change, which celebrates its 10th anniversary this year! I devoured this book 10 years ago and I think you might enjoy it, too! Lisa Kay Solomon is currently a Designer in Residence at the Stanford d. school, where she teaches classes such as Inventing the Future where students imagine, debate and analyze the 50-year futures of emerging tech, and works closely with the K12 community to make futures thinking a mainstay of 21c core curriculum. She has also been named to the Thinkers50 2022 Radar List and is one of ixDA's Women of Design 2020. Chris Ertel is a managing director of Deloitte Consulting LLP with a specialist role designing and providing high-stakes strategic conversations for clients and priority firm initiatives, in the Deloitte Greenhouse® signature environments. Chris is an innovation strategist with 18 years of experience advising leading organizations. He holds a PhD in demography from UC-Berkeley. We talk about  What it really means to be a facilitative leader, and why it's so impactful. Why Conversation Design isn't taught to leaders but should be (Lisa also tells us why it's so hard to teach, since it brings together strategy, psychology and emotional intelligence) Why Chris always coaches leaders to condense and delete content from their strategic meetings (to 10 slides!) instead of making what communications expert Nancy Duarte calls a “Procument” (something that's neither an easy to use and digest presentation or a leave-behind document!) How crucial discussing decision-making rights are - as Chris suggests many leaders want to keep their options open and wind up creating an “air of democracy without the reality of it”  Why You should start becoming a junkie of learning theories The importance of balancing humor and levity with challenging-ness and sparkiness to create productive environments The importance of knowing that the “yeah buts” will come when we're hosting challenging conversations as in:  yeah, but, that won't work here! or… yeah, but, what will we be able to report next quarter? Mike says that some companies are using AI to cut costs and replace people with technology. Other companies see AI as “rocket fuel” for their talent. While the “short-termists” that are using AI to minimize expenses might please shareholders for a brief period of time, Mike says the companies that have a longer-term view on the combination of their people and these powerful tools will ultimately be winners in this unique period in business. Mike goes on to talk the differentiating traits that leaders should be seeking as they hire new people in an AI workplace and Mike shares his advice for how individuals and leaders should think about career development into the future.Mike Bechtel is a managing director and the chief futurist with Deloitte Consulting LLP. Digital transformation seems to be a given in most organizations. It's not a question of whether they will do it, but what sort of return they can expect from it. But finding those returns may depend more on the underpinnings of the transformation, not the top-level technologies or grand ambitions that are expressed. John Marcante and Tim Smith have been in the trenches of digital transformations. Marcante spent almost 30 years in both technology and business leadership positions at Vanguard, culminating in his role as Global CIO. He led the company's digital transformation in 2012, changing not just the technologies used but also the way Vanguard's teams operated. He is currently CIO-in-residence for Deloitte Consulting LLP. Tim Smith is the head of  Deloitte Consulting LLP's Tech Strategy and Business Transformation practice in the United States and leads the global team in digital transformation research. Mike describes how digital information will stream directly over our eyeballs, why artificial intelligence will be a fundamentally transformative technology – like the wheel or electricity - that we can't imagine living without, and the reasons that blockchain will be essential for establishing trustworthy information. Mike wraps up the interview by talking about how some of our current behaviors – like our approaches to education and aging – will be looked at in 50 years with a sense of disbelief. Mike Bechtel is a managing director and the chief futurist with Deloitte Consulting LLP. Mike helps clients develop strategies to thrive in the face of discontinuity and disruption. His team researches the novel and exponential technologies most likely to impact the future of business, and builds relationships with the startups, incumbents, and academic institutions creating them.Prior to joining Deloitte, Mike led Ringleader Ventures, an early-stage venture capital firm he co-founded in 2013. The Office of Personnel Management recently issued guidance to agencies seeking to implement the portion of an executive order encouraging improved diversity and inclusion efforts across the government. OPM chief Kiran Ahuja noted in the guidance that  agencies “should elevate” diversity and inclusion within their organizations, including by establishing the chief diversity officer or diversity and inclusion officer within their agency. Shrupti Shah is a Managing Director with Deloitte Consulting LLP where she leads the Behavioral Insights practice.
