The General Services Administration has eliminated its 18F program, an internal team of tech consultants and engineers that develops open-source tools to improve digital services across the federal government. The announcement, which came over the weekend, is the latest in the Trump administration's ongoing efforts to slash the federal workforce. The move was foreshadowed weeks ago when Elon Musk, who's become become the figurehead for the Trump administration's slashing of government programs and the federal workforce, tweeted that the decade-old program had been “deleted.” Early Saturday morning, Thomas Shedd — a mechanical engineer and former Tesla employee recently appointed as the director of GSA's Technology Transformation Services, which houses 18F — announced the program had been eliminated as part of the ongoing reduction-in-force effort, according to an email viewed by FedScoop. A GSA spokesperson also confirmed the terminations to FedScoop on Saturday, writing in an email that members of the 18F office were notified that they had been identified as part of GSA's Reduction in Force and reorganization plan and were being separated from federal service. The top-10 highest-paid consulting firms contracting with the federal government are set to make “$65 billion in fees” in 2025 and beyond, the General Services Administration says. But according to the agency's acting leader, that “needs to, and must, change.” GSA acting Administrator Stephen Ehikian issued last week a memo, obtained by FedScoop, calling for the termination of contracts with those top-contracted consultants: Deloitte Consulting LLP, Accenture Federal Services LLC, General Dynamics IT, Booz Allen Hamilton, Leidos, Guidehouse, Hill Mission Technologies Corp., Science Applications International Corp., CGI Federal and IBM. Ehikian wrote in the memo dated Feb. 26 sent to senior procurement officers: “Consistent with the goals and directives of the Trump administration to eliminate waste, reduce spending, and increase efficiency, the U.S. General Services Administration has taken the first steps in a Government-wide initiative to eliminate non-essential consulting contracts.” By March 7, agencies are asked to provide a list of contracts with the 10 firms that they intend to terminate as well as those they will maintain. Earlier this year a freight train derailed near Paradise, spilling thousands of beers into the Clark Fork River. For some it was comical, for others it was a close call. And now three months later another train derailment. This time, on the other side of the state, into the Yellowstone River. But this wasn't a close call and not comical by any standards. Early Saturday morning about 5 miles east of Reed Point, tanker cars from a Montana Rail Link train plunged into the river along with twisted railroad tracks, steel beams and concrete from the trestle. The tankers were each carrying hazardous materials in varying level of toxicity. Today, expect partly sunny skies, with a high near 85, according to the National Weather Service. Breezy, with a southeast wind around 25 mph, and gusts as high as 40 mph. Then tonight, a 50 percent chance of showers and thunderstorms. Mostly cloudy, with a low around 66. Winds from the south, 5 to 15 mph, with gusts as high as 25 mph. New rainfall amounts between a tenth and quarter of an inch, except higher amounts are possible in thunderstorms. Crews continued searching Sunday for a city of Cedar Rapids Water Division employee whose fleet truck was found submerged a day earlier in the Cedar River not far from where he was working. Authorities said that 54-year-old Erik Spaw of Cedar Rapids was working a Friday evening shift at the Northwest Water Treatment Plant, at 7807 Ellis Rd. Early Saturday, water division staff reported he had not returned to the J Avenue Water Treatment Plant after working most of his shift at the northwest plant. His own vehicle was found in the parking lot at the J Avenue plant, but the Utilities and Fleet Departments determined the last known location of Spaw's assigned fleet vehicle was near Ellis Road NW. Crews found the city truck submerged in several feet of water about a mile upstream from the Edgewood River bridge. When the truck was brought to shore, though, there were no occupants found inside. Teams were using sonar-equipped boats and draglines Sunday to search the site and downstream in the river. Differences over a hard line on when to send U.S. troops to Ukraine and over ethanol policy were among the few contrasts to emerge during a televised debate Saturday night between the Democratic candidates for U.S. Senate in Iowa. Mike Franken, a retired three-star admiral in the U.S. Navy from Sioux City, was the only candidate to establish a scenario under which he would send U.S. troops to Ukraine to assist in the country's defense against Russia's military invasion, which is in its third month. Abby Finkenauer, a former congresswoman and state legislator from Cedar Rapids, and Glenn Hurst, a physician from Minden, both said the United States should support economic sanctions on Russia and provide assistance like weapons and humanitarian aid to Ukraine, but should not devote U.S. troops. Finkenauer, Franken and Hurst are vying for the Democratic Party's nomination in Iowa's 2022 U.S. Senate campaign. The incumbent is Republican U.S. Sen. Chuck Grassley, who is running for an eighth six-year term. He also faces a primary challenge, from Sioux City lawyer and state legislator Jim Carlin. —

Too Smart For His Own Good The insured had no respect for his insurance company. He expected them to pay any claim he presented. He expected no investigation. Other members of the same immigrant community had successfully committed arson fraud. It was so easy for others. He decided to burn his house down. The insured thought he was highly intelligent. He planned his arson fire carefully. He arranged for his wife and children to spend the weekend with their cousins in Oakland. He got four one-gallon cans of gasoline from four different gas stations over a two-week period. He stored the gasoline in his garage. He told his wife and children that he would join them Sunday because he had work to do Saturday in his business. After driving the wife and children to their cousins' home in Oakland, he returned to his home in San Francisco Friday night. Early Saturday morning he began the preparations for the fire. He removed all of the valuable contents of the house and stored them in a rented storage facility. He packed up all of his good clothing in a suitcase and put them in the trunk of his automobile. He checked the neighborhood and found a house for rent in his general neighborhood similar to the house he lived in. He made arrangements with the owner and signed a month-to-month lease on the house. Edgar broke into a home on Shady Grove Road off the Manila Road about 1 a.m. Saturday morning. Edgar had not long been released from prison. April 5, 2021 — A little over a dozen people marched on Civic Center in Ukiah Saturday, calling for an end to police brutality and more mental health services in the wake of Gerardo Magdaleno’s beating at the hands of Ukiah police officers. On April first, Magdaleno, a schizophrenic bipolar man, took some non-prescription drugs after running out of his psychiatric medications. He was wandering nude on south state street when an encounter with Ukiah Police Officers escalated into officers tear-gassing, Tasing, kicking, and punching Magdaleno multiple times in the head. Videos began circulating online almost immediately. Magdelano was taken to jail after a medical clearance, but returned to the hospital the next morning. By Saturday night, he was at home with his family after his sister posted bail. He was charged with public intoxication, possession of drug paraphernalia, and felony resisting or threatening an officer. Early Saturday afternoon, protesters broke out signs similar to the ones they carried during last summer’s Black Lives Matter protests in the wake of George Floyd’s death beneath the knee of now-former Minnneapolis police officer Derek Chauvin. At the head of the procession in Ukiah was Josie Ann Zolata Batiste, expertly steering her daughter Odessa’s red wagon through the construction on State Street. “There’s no reason for violence, there’s no reason for two, three, four, five cops on one person,” she said. “I’m pretty much disgusted. And sad. It’s scary to have a daughter, it’s scary to be Latin...I love Ukiah, and I’ll never stop sticking up for Ukiah, but I feel like we’re spiraling out of control as well as the rest of the country.” Shy, who witnessed part of the incident, came from Philo to participate in the march. “I put it together once I saw the videos,” they said. “I thought perhaps he was sick because I saw the firefighter and thought that he was getting care and was concerned because of the amount of police cars, and seeing the report knew it was not care, it was violence.” A woman named Ashley wore a cap that said “You Are on Native Land” and carried a sign that said “Divest and Invest in Solutions.” She said she had a Native American uncle who was killed by San Diego police while having a mental health breakdown. “I think Ukiah police could adopt, like my sign says, a crisis response team made up of mental health professionals to respond to these types of mental health crises that we saw on the videos.” Jordan Uggla, too, wants more mental health resources. In early September of last year, the Board of Supervisors approved a recommendation by the Measure B Citizens Oversight Committee to use Measure B money to fund mobile outreach teams that would pair psychiatric workers with sheriff’s deputies. Thursday’s incident took place on the border of the city and county jurisdictions. “I would be happy to pay more taxes to fund support for marginalized people, for disabled people, for mental health services,” he said; “and I’m not very happy that my taxes money is going to pay police officers that beat people that are in crisis when it’s not necessary.” When reminded that we are paying more taxes, with Measure B, Uggla said, “Great.” One of the videos shows Magdeleno being punched in the head for about twenty seconds straight, sometimes simultaneously by two officers who are pinning him to the ground. Ukiah police chief Justin Wyatt had no comment on Friday, but a press release signed by a subordinate described the blows as distraction strikes, which “allowed the officers a brief opportunity to place Magdaleno into handcuffs, and the technique was ceased.” A man named Cooper believes it’s time to rethink the budget. “The response always ends up with police departments getting a larger budget, and that’s never going to solve the problem,” he said, echoing other calls for more money to go toward mental health services. Asked what he thought about the press release that characterized the blows as “distraction strikes,” he said, “yeah, that was pretty offensive. You could look at it and understand exactly what they’re doing...it sounds like something made up to justify looking for an excuse to punch the man in the face.”

Rod Reuven Dovid Bryant and Jerry Gordon discuss the superbly executed US special operations raid, that, with Kurdish cooperation and critical intel, bagged the elusive founder of ISIS, Abu Bakr al Baghdadi in Northwest Idlib province at al-Bashir village near Turkey. A separate attack took out ISIS spokesperson and possible successor, Abu Hassan al- Muhajir in Turkish controlled Jarabalus. The US raid was named after Baghdadi captive and rape victim, captured US humanitarian aid worker killed in Syria, young, Kayla Mueller. Dr. Stephen Bryen, a Reagan era Pentagon official, noted military technologist and Asia Times columnist revealed some of the technology and key intelligence that identified the al Bashir safe house in Idlib province in northwest Syria, less than a few miles from the Turkish frontier. Bryen commented that the successful raid was important as it “dashed the hopes of inspired adherents of building a new Caliphate”. That is not withstanding the ability of 14,000 ISIS fighters ranging in Iraq, including hundreds released from prisons in Turkish bombings of a “safe zone” in Kurdish-controlled northeastern Syria. The all-important intelligence for the raid’s meticulous planning and execution came from Iraqi and especially Syrian Kurdish sources. Information obtained from a Turkish-arrested ISIS figure, turned over to Iraqi National Security, led to one of Baghdadi’s wives as well as his courier. That identified the northwest west Syria safe house in al-Barish, Idlib Province. The key intelligence of the interior of the safe house complex and tunnels including Baghdadi’s DNA was acquired from an informant inside the safe house. That was revealed by the Kurdish Commander of the Syrian Democratic Force, Gen. Mazloum Abdi. Early Saturday morning, October 26, eight US Special Operations Chinook MH-47Gs and Sikorsky UH60’s flying low and fast from al-Asad air base in Iraq descended on the safe house in Idlib. Bryen noted these aircraft are equipped with special devices and are air refuelable and capable of flying longer distances. They deployed upwards of 70 US Rangers and Delta Force fighters, who secured the perimeter and blew a hole in a wall avoiding booby trapped entrances. They engaged in a short fire fight, killing ISIS fighters, sparing some children. They cornered Baghdadi in a dead-end tunnel with the assistance of a hero attack dog. He took his life and that of three children, injuring the attack dog, by triggering a suicide vest. The raiders took two prisoners and a veritable trove of documents that might identify future ‘kill or capture’ targets of remaining senior ISIS cadre. The accompanying attack helicopters fired missiles that destroyed the enclave. Twitter was awash in comments that took Mourdoukoutas, an economics professor at Long Island University, to task. Forbes quickly pulled the article from their site and issued a statement: “Forbes advocates spirited dialogue on a range of topics, including those that often take a contrarian view. Libraries play an important role in our society. Recent events in Florida have our hearts heavy for so many families that have lost those most precious to them. Please unite with us in prayer for the lost and those in mourning. We mourn along with them... Early Saturday morning I woke up, burdened, and couldn't fall back asleep. God stirred my heart with a question: "You desire mercy for the innocent...but what about the guilty? Do you pray for them and hurt for them, too?" God reminded me that I am the "bad guy" in the story and He plead my case.... In my heart -- and I believe the scriptures bear this out -- I don't believe we truly understand God's mercy on us, until we understand that we are the "bad guys" in the story. We deserve judgment. We are the guilty. And all the while, we often desire mercy for ourselves and judgment for everyone else. But God is a God of mercy and absolutely desires those that have been shown mercy to be united with His heart in this. But how?

It started, like so many eruptions these days, with a tweet. Early Saturday morning, President Trump fired off a series of tweets accusing, without evidence, former PresidentBarack Obama of wiretapping Trump Tower in the month before the election. Trump compared the alleged snooping to “Nixon/Watergate,” and intimated legal action. What makes the broader allegation so extraordinary isn't that it is new. Quite the contrary.

But, as a nurse, I understand the risk that I take every day I come to work, and he's no different than any other patient that I've provided care for, so I wasn't going to say, “No, I'm not going to care for him.” And that's why as frightened as I was, I didn't allow fear to paralyze me. I got myself together. I donned what I needed to get myself prepared mentally, emotionally, and physically, and went in there and did what I was supposed to. Caregiver 2: He was having so much diarrhea and vomiting that, you know, she was constantly having to give him the little bags that we have for people to vomit into. All of that was hazardous waste and it had to be bagged and then double bagged, and then put into a separate container that could then be disposed of later. Because anything that has any of his bodily fluids on it has a potential to be lethal to somebody else. Caregiver 3: I've been in healthcare for nearly twenty years, and I've never emptied as much trash. And just from the waste of his constant diarrhea that he was having, (it) was remarkable. And we had these longer surgical type gloves on. They were taped to the Tyvek suit, full headgear with a circulator with a HEPA (high-efficiency particulate air) filter that would plug into the bag. And the first time I got out of that suit, it literally looked like someone had pushed me into a swimming pool, I was drenched. Caregiver 1: Absolutely. Caregiver 3: And we held his hand, and talked to him. And comforted him. Because his family couldn't be there. He was glad someone wasn't afraid to take care of him. And we weren't. Caregiver 2: Everyone has someone in their lives that they love and they care about. I have a 5-year-old and a 3-year-old, and my wife is pregnant. And the mortality rate for pregnant women with Ebola is essentially 100 percent. Caregiver 4: We asked for volunteers. Everyone volunteered. Every person, house keeping, respiratory, physicians, nurses… Caregiver 3: Early Saturday morning, he had become very critically ill. He was heavily sedated, and he had tears rolling down his eyes, rolling down his face. And I grabbed a tissue, and I wiped his eyes and said “You are gonna be okay. You just get the rest that you need. Let us do the rest for you.” And it wasn't 15 minutes later I couldn't find a pulse. And I lost him. It was the worst day of my life.
