Last month, as California prepared to roll out a new $20 minimum wage for fast food workers, attention on an exemption for restaurants that bake their own bread surprised many, including both the bill's author, Asm. Chris Holden, and Gov. Newsom. "Paneragate" (named for the restaurant chain that some claimed would benefit from the exemption - note that both the governor and the franchisee dispute that the exemption applies) spotlighted a little-known tool in the legislative toolbox: the use of Non-Disclosure Agreements (NDAs) in crafting public policy. While NDAs are commonplace in the business world, their use in policy work was a surprise to many, even some elected officials. In March, Republican Assemblyman Vince Fong introduced AB 2654, which would ban lawmakers from entering into confidentiality agreements related to proposed legislation. The bill failed to advance out of the Assembly Elections Committee last week. But is the use of NDAs as sinister as critics make out? Our guest today, former Speaker Robert Hertzberg argues that confidentiality agreements are a key part of building trust in sensitive legislative negotiations between diametrically opposed parties - and are sometimes the only way to get warring sides to the table. :36 The use of NDAs in lawmaking2:17 How common is the use of NDAs in policymaking?3:07 "What an NDA does is builds trust - so that people can talk to each other"5:49 Who is covered by this type of NDA?7:29 Does the use of NDAs - effective or not - just look bad?9:53 The art of blowing up the deal12:27 "It's getting harder and harder and harder to solve big problems"12:43 Chilling effect14:34 When are NDAs not appropriate?15:14 Impact of parties NOT in the NDA16:43 Is anything gonna change?17:49 "It's used in Washngton a lot more than it is here"21:20 #WWCAWant to support the Capitol Weekly Podcast? Chris Holden, Director of Sales and Marketing for the Hop Guild and a grower in New York state, will give his State of the Hop Industry address. He will discuss the 2023 growing season, importane of selection and proper contracting, and what makes New York Hops unique. Join Chris for this informative session on the state of hops and learn insight into how to prepare for the future. Christopher Holden grew up on my families farm and now the 7th generation to farm the property. His great great grandfather grew hops in the 1800's on our farm. The current operation started in 2013 and they've been slowly expanding the operation ever sense. In 2018 Chuck Rhoades and Christopher started The HOPGUILD (New York Hop Guild) to help with problems many brewers were facing with locally grown hops. Quality, Quantity and lastly Consistency. Brewers had to do to much work to make sure that year over year they had the local hops they needed. They quickly expanded outside New York with offering hops grown in the PNW, Michigan, Germany and New Zealand!
We recently had a neat conversation about T-90 pellets. More specifically about their efficiencies… and inefficiencies. Our good friend Chris Holden chimed in on the topic. He is the dude heading up sales and marketing for The Hop Guild up in New York.So if you're a brewer, you're going to be fascinated by what Chris has to say about ways you can save money, produce more revenue per batch, save water, and more. This conversation is also for the folks selling products to brewers - hops, grain, stickers, tap handles, etc. There's a subtext to this conversation about understanding what problems you solve for your customer and communicating the value around those problems. You're gonna love it. We hear from Assembly member Chris Holden, solitary confinement organizers and formerly enslaved people talk about AB280 the Mandela Act. Governor Newsom vetoed the original bill, AB2632, last year.
After failing to make it through the legislative process this past fall, California State Assemblymember Chris Holden has reintroduced the Mandela Act – a legislative act that would severely limit California's prison system from using solitary confinement as punishment. Holden represents Southern California's District 41. It's worth noting that if passed, the Mandela Act would not only impact the California Department of Corrections and Rehabilitation prisons, but also immigrant detention centers, where rules around punishment are even less regulated than in CDCR. This act, essentially exactly the same, has gone through the state assembly and state senate previously, including in this past fall, but Governor Newsom rejected the bill. In addition to Assemblymember Holden, we are joined by Jack Morris, who spent 40 years in prison in California, the majority of that time in Security Housing Units – which is the technical term our state's prison system uses for solitary confinement. He was a part of the historic prisoner hunger strikes in 2013 that led to a federal class action lawsuit on behalf of prisoners held in solitary confinement at California's Pelican Bay State Prison. The case charges that prolonged solitary confinement violates the Eighth Amendment's prohibition against cruel and unusual punishment, and that the absence of meaningful review for SHU placement violates the prisoners' rights to due process. He's now advocating alongside State Assemblymember Holden for the Mandela Act. —- Subscribe to this podcast: https://plinkhq.com/i/1637968343?to=page Get in touch: lawanddisorder@kpfa.org Follow us on socials @LawAndDis: https://twitter.com/LawAndDis; https://www.instagram.com/lawanddis/ The post Ending the torture of solitary confinement in CA w/ Assemblymember Chris Holden and Jack Morris appeared first on KPFA.

The discussion get's a little contentious as Brian Kabateck, self-professed left leaning and John Kabateck clearly to the right, engage on a variety of topics with Assembly Member Chris Holden. The mutual respect amongst all is clear with the conversation touching on partisanship in the Capital, the Republican Party in California and the significance (or not) of AB257. Their trademark "Fast Questions" reveal the fun and personal side of the Assembly Member as he rockets through with his responses.

SB 9 recently passed in the California Assembly! This is a huge win for housing in California and beyond, and it passed because of the hard work done by pro-housing legislators and YIMBYs all over the state. SB 9 legalizes duplexes and lot splits in single-family zoned neighborhoods all over the state, allowing for more home buying opportunities and missing middle housing for California families. Thank you to all who called, emailed, and tweeted at your representatives to urge them to support SB9. Also, a special thank you to those who wrote op-eds and letters to the editor which helped reach new community members as well as convince lawmakers to support this bill! Today's episode traces SB9's journey through the legislature, starting with the Assembly Housing and Community Development Committee on June 22, 2021. Come along to hear California State legislators speak about this key bill and its potential impact on housing throughout California. Including speeches from Assemblymembers David Chiu, Buffy Wicks, Robert Rivas, and Chris Holden. Special thanks to our podcast producer Ed who put this together!Learn more about YIMBY Action.

This week on Beer Sessions Radio, the summer of craft malt continues! Jimmy talks hops, malt, and more with Jeff Lyons from Endless Life Brewing in Crown Heights BK, NY; Ted Hawley from NY Craft Malt in Batavia, NY; Chad Meigs from The Bineyard Hop Growers in Cazenovia, NY; and Chris Holden from the NY Hop Guild in Elmira, NY.To kick things off, Jimmy asks Jeff what New York ingredients mean to him as a brewer. Ted chimes in with his knowledge of the quickly evolving New York malt industry, while Jimmy cracks open a beer brewed by Jeff that was made with Ted's malt and Chad's hops. Chad tells us about meeting Jeff at a “grower-meet-brewer” event in NYC and almost dropping everything to go to a Kruder and Dorfmeister concert with him. Then Chris gives us the lay of the land for the NY Hop Guild, who get their hops from New York farms on the shores of Lake Erie, through the Finger Lakes, all the way to Oneonta, and beyond. After the break, Jeff details the “beer for a year” program at Endless Life Brewing: a CSA-like membership where you can pick up a four-pack of lagers or a bottle of mixed-fermentation/sour beer once a month. Ted and Jeff chat about the importance of experimentation and feedback, and how forming local working relationships in New York helps to push their craft forward by promoting that dynamic. Chad details the ups and downs of hops in recent years, but is confident in the future of the crop. Hop Growers of NY, a group he and Chris are a part of, secured money from the state to start a hop breeding program over the next few years with the ultimate goal of growing a hop specific to NY state. The Rose Bowl parade, how his office is working with the governor's office to communicate with the public, how the assembly will be able to function more smoothly this year because of covid-related planning and budget priorities will be focused on vaccines, and opening up both CA schools and the economy more generally. Then they turn to his work as chairman of the Utilities and Energy Committee where they recognize that wildfires are now a year-round possibility that has to be dealt with while working with energy companies to have smart and safe plans that reduce shutoff while maintaining safety. Personally, Assemblymember Holden will be working on issues around systemic racism and use of force with a focus on clear guidelines and penalties around California’s Duty to Intervene Law, diversity in the corporate boardroom and in the upper levels of the California civil service. He also discusses the importance of seeing Dr. Shirley Weber became the Secretary of State, his focus on ensuring minority small businesses are participating in the state contracting process along with social justice, and the history and role of the Legislative Black Caucus. This week on Beer Sessions Radio Jimmy is joined by Jason Sahler of Strong Rope Brewing, Chad Zimar of Steuben Brewing, Kara Johnston from Chimney Bluffs Hoppery and Chris Holden of Crooked Creek Hops. Currently New York Farm Breweries are required to source 20% of their ingredients from NY State, but in 2019 this will increase to 60%. These guests are ahead of the curve though and have traveled from across New York to talk about their commitment to local ingredients. The first beer they pour is Steuban’s Mount Pleasant, part of the brewery’s local liquid series and made from 100% NY ingredients, including a hop from Seneca Falls called ‘New York.’ Efforts are underway to learn more about NY hops through genetic research. It’s agreed upon that good beer is dependent on high quality ingredients and these brewers are committed to educating their customers about the hops, malts, and farmers contributing to their brews. Community in the beer industry is strong inside New York and across the globe. Ken Grossman, the owner and founder of Sierra Nevada calls in to talk about his most recent project: Resilience IPA. This beer is being brewed and sold across the country and the world to raise money for those affected by the California Wildfires. Listen to the full episode to learn more about how this movement spread so quickly and check out Sierra Nevada’s website to find a brewery selling Resilience near you.
