The Portland Bureau of Transportation--or PBOT--is spending tens of millions to convert miles of a four-lane state highway, known as 82nd avenue, into a two-lane neighborhood street and busway.TriMet is headed for a contentious decision November 7th to put 82nd Ave on a major “Road Diet,” cut motorist capacity in half, and replace car lanes with BAT lanes for bikes and transit. It all started three years ago when ODOT transferred the Portland section of 82nd to PBOT, who began spending millions on a scheme to “build a better 82nd avenue.”PBOT's overarching vision—for 82nd and others—means converting state highways to busways by reducing lanes, adding barriers, punishing motorists with gridlock, and calling it progress. It's part of Portland's “Transportation System Plan” that envisions walking, bicycling, transit, and shared vehicles for 70 percent of Portland. Their “strategy for people movement” literally does not include personal vehicles.When Metro, PBOT, and TriMet meet--a rabble of bike activists, lawyers, and Democratic Socialists plan to make a showing and demand more miles of dedicated BAT lanes for buses and bikes on state highways.Oregon motorists make up 90 percent of 82nd avenue users. They're busy living their lives—not attending PBOT meetings. This time, when TriMet meets on November 7th – let them hear from you. The One Big Beautiful Bill Act (OBBBA), signed into law July 4, lowered the tax-exempt bond financed- by test for low-income housing tax credit (LIHTC) properties from 50% to 25%. In this episode of the Tax Credit Tuesday podcast, Michael Novogradac, CPA, and Novogradac Housing Policy Consultant Mark Shelburne discuss the ways in which state housing agencies are implementing the new test. They discuss how the 25% financed-by test gives states the ability to finance more affordable housing with the same amount of bond cap. The pair then explain how states can begin implementing the new test. States can implement the test on its effective date in one as of Jan. 1, 2026; wait until 2027 and spend 2026 deciding how they will implement it; or lean into the new rule and start taking actions in 2025.

Councils are running out of time to decide the future model of their water services, which need tens of billions of dollars of investment over the coming decades. 

The U.S. Supreme Court is expected to release a flurry of decisions as the 2024-25 term comes to an end this month. A number of the cases reflect the societal battles playing out across the country and affect millions of Americans. The court will be weighing in on whether gender-affirming health care for children under 18 is protected by the equal protection clause of the Constitution or if states are free to ban care for youth diagnosed with gender dysphoria. Read more: Supreme Court case could impact transgender health care in the Midwest Birthright citizenship, which the court in the past has said is guaranteed under the 14th amendment, is back in front of the court. It's part of a wider case about the legality of national injunctions after 22 states sued to block President Trump's executive order banning birthright citizenship. Another key decision revolves around states' ability to bar Medicaid funds from being used at Planned Parenthood and its affiliates. The case stems from an executive order signed by the governor of South Carolina. You see, when you make a decision for Jesus, you could be mocked even by your very own family. It could cost you your relationship with your girlfriend, your boyfriend. Remember Jim Elliot, that young 29-year-old man with his beautiful young wife and his baby daughter, who went to the Amazon Jungle to preach the Gospel to those who didn't know Jesus. It cost him his life; they killed him. He said and I quote: “It is no fool who gives what he cannot keep to gain what he cannot lose.” What can't you keep? You can't keep your own life, and when you make a decision for Jesus, you can't lose. You have eternal life waiting for you. Today, you need to decide. Remember that song?
