Et si le bras de fer au Sénégal entre le président Diomaye Faye et le Premier ministre Ousmane Sonko finissait par porter préjudice à la fois à l'un et à l'autre ? C'est la thèse de l'essayiste sénégalais Mamoudou Ibra Kane qui publie aux éditions le Lys Bleu « Troisième alternance au Sénégal, mon double regard ». L'auteur est également le leader du mouvement politique Demain, c'est maintenant. Il s'exprime sur la crise à la tête de l'État sénégalais, mais aussi sur le prochain sommet Afrique-France à Nairobi. De passage à Paris, il répond aux questions de RFI.   RFI : Dans votre dernier livre, vous dites que l'actuel bras de fer entre le président Bassirou Diomaye Faye et le Premier ministre Ousmane Sonko va tourner à l'avantage du premier. Pourquoi ? Mamoudou Ibra Kane : Oui, je crois que, du point de vue strictement institutionnel, ce combat entre le président Bassirou Diomaye Faye et son Premier ministre Ousmane Sonko est un combat entre le pot de fer et le pot de terre. Et je crois que, du point de vue institutionnel, le président prendrait le dessus. Maintenant, du point de vue strictement politique, imaginons que tous les deux se présentent en 2029, on peut concéder à Ousmane Sonko une certaine popularité qui pourrait peser. Mais il ne sera pas le seul acteur. Il y a d'autres acteurs qui n'ont pas encore dit leur dernier mot. Quel est votre pronostic, Mamoudou Ibra Kane, est-ce qu'on va au clash entre les deux chefs de l'exécutif ? Est-ce que le président va démettre son Premier ministre ? Est-ce que celui-ci va carrément démissionner ? Moi, j'ai envie de dire au président Bassirou Diomaye Faye que le tigre n'a pas besoin de proclamer ou de crier sa tigritude. Il bondit sur sa proie et la dévore. Rappeler le décret qu'il a pour nommer ou démettre un Premier ministre, cela est déjà connu. C'est à lui de se déterminer dans un sens ou dans un autre. Quant au Premier ministre Ousmane Sonko, je crois que s'il garde intacte son ambition de diriger le Sénégal en 2029, si le peuple sénégalais lui fait confiance et qu'il fait le constat qu'il ne s'entend plus avec le président Bassirou Diomaye Faye, il doit en tirer les conséquences et démissionner. Donc le jeu, il est clair : soit l'un fait démissionner l'autre, soit l'autre démissionne de lui-même. Et si au terme de la nouvelle loi, Ousmane Sonko est à nouveau éligible et peut se présenter en 2029, est-ce qu'avec le soutien de son parti, avec celui des députés Pastef, il ne va pas naturellement écraser le candidat Diomaye Faye ? Mais je ne suis pas sûr que ce sera un jeu entre les deux. Parce qu'il y a aussi d'autres acteurs politiques qui ont des ambitions présidentielles légitimes. Ce que je crois, c'est que tous les deux risquent d'y laisser des plumes et cela se fait sentir, d'ailleurs. Les Sénégalais, qui étaient vraiment emballés par ce duo, aujourd'hui commencent à perdre espoir. Et cela se justifie d'autant plus qu'ils attendent des deux qu'ils attaquent de front les problèmes économiques et sociaux du pays. C'est plutôt le désespoir qui est en train de se faire jour et qui risque de leur coûter très cher et de les emporter tous les deux s'ils ne se ressaisissent pas. Et quels sont les autres candidats que vous voyez venir ? Dans notre échange, vous avez parlé d'Amadou Ba, mais il n'y a pas que lui. Il y a d'autres jeunes aux dents longues qui, peut-être, seront candidats. Dans quel parti ? Vous avez déjà des partis historiques, mais aussi il y a des partis émergents. Je pense par exemple au mouvement « Demain c'est maintenant », dont je suis le leader. Je pense à tous les autres, les Thierno Alassane Sall, les Anta Babacar Ngom, les Bougane Dany, et bien d'autres, que ceux que je n'aurais pas cités m'excusent. Ce lundi va s'ouvrir un sommet Afrique-France. Pour la première fois, ce sera en terre anglophone, à Nairobi. Le président Diomaye Faye y est attendu. Est-ce que ce n'est pas surprenant de la part d'un homme politique qui a fait campagne il y a deux ans pour une véritable émancipation du Sénégal par rapport à la France ? Clairement. Logiquement, on aurait pu s'attendre à ce que le président Bassirou Diomaye Faye ne participe pas à ce sommet, assimilé par Pastef, dans l'opposition, et qui continue d'ailleurs de maintenir cette position souverainiste, disant que ce sommet France-Afrique ou Afrique-France, c'est selon, c'est encore la Françafrique qui continue. Bassirou Diomaye Faye est peut-être rattrapé par la réalité du pouvoir. Ce souverainisme, proclamé sur tous les toits et sur tous les tons, a des limites dès l'instant qu'on est un pays qui s'appelle le Sénégal, qui a besoin de commercer avec le reste du monde. Et aujourd'hui, il faut quand même reconnaître un glissement de cette relation entre la France et l'Afrique vers un peu moins de charge émotionnelle. Parce qu'il ne s'agit plus de la France avec les pays anciennement colonisés, mais de l'Afrique dans sa globalité. Et je crois que, de ce point de vue, honnêtement, moi je pense que le président Bassirou Diomaye Faye peut y avoir sa place, même s'il est rattrapé par un discours souverainiste aujourd'hui qui fait qu'on lui reproche de se rendre à ce sommet de Nairobi. On dit souvent que la querelle entre Diomaye et Sonko est un combat de coqs. Vous l'écrivez vous-même d'ailleurs, mais est-ce que ce n'est pas aussi un conflit politique ? La realpolitik d'un côté, le souverainisme de l'autre ? Oui, qui s'entrechoquent et qui risquent d'être très préjudiciables à la stabilité des institutions et, au-delà, à la stabilité du Sénégal tout court.
