In a long-awaited conclusion to a two-decade-old case, Jennifer Hall, a former respiratory therapist, has been sentenced to 18 years in prison for her role in the deaths of two hospital patients. The sentencing comes after a series of events that began in 2002 at Hedrick Medical Center in Chillicothe, Missouri. Originally facing charges of two counts of first-degree murder, Jennifer Hall ultimately pleaded guilty to reduced charges of first-degree involuntary manslaughter in the deaths of 75-year-old Fern Franco and 37-year-old David Wesley Harper. Additionally, Hall pleaded guilty to one count of attempted second-degree assault in connection with the case. The deaths occurred amidst a cluster of incidents that medical authorities described as "medically suspicious." Fern Franco and David Harper were among a total of nine patients who tragically lost their lives at Hedrick Medical Center during several months in 2002. The charging documents highlighted the unusual circumstances surrounding these deaths, leading to a renewed investigation that spanned years. Livingston County Prosecuting Attorney Adam Warren expressed his thoughts on the sentencing, stating, "A sentence 20 years in the making… But for now we all sleep better now knowing she is behind bars." The unsettling case began when Hall commenced her employment at the hospital in December 2001. Until she was placed on administrative leave in May of the following year, a notable increase in cardiac arrests or "Code Blue" events had been observed, soaring from an average of one per year to 18 incidents during her tenure. The case resurfaced after an analysis of Fern Franco's tissue samples revealed the presence of morphine and a potent muscle relaxant, both unauthorized substances in her system. These findings led investigators to question the circumstances surrounding Franco's death and sparked suspicions about Hall's involvement due to her close proximity to the affected patients, her access to potentially lethal medications, and her consistent notifications of patients' cardiac emergencies. Over the course of the investigation, it was determined that nine patients had succumbed to their conditions while under Hall's care, while another nine managed to recover. The case eventually resulted in Hall being charged with first-degree murder in Fern Franco's death. Scott Lindley, the county coroner, alleged that hospital officials attempted to cover up concerns about Hall's actions to avoid negative publicity. Despite the concerns, no criminal investigation was initiated at that time. A wrongful-death lawsuit was filed in 2010 on behalf of the families of five deceased patients, naming the hospital and its current operator, St. Luke's Health System. However, the lawsuit was dismissed by the Missouri Supreme Court in 2019 due to the expiration of the statute of limitations. St. Luke's Health System released a statement clarifying that it assumed control of Hedrick Medical Center over a year after the events occurred. Meanwhile, Prosecutor Adam Warren took up the investigation in 2012, driven by the belief that a comprehensive inquiry had not been carried out previously. The patients affected by the events ranged in age and health conditions, from World War II veteran Charles O'Hara at 88 years old to 37-year-old David Harper, who had been on the path to recovery from pneumonia before his untimely death. Shirley Eller, aged 49, was on the verge of being discharged after treatment for pneumonia when she suddenly collapsed and passed away. The unsettling circumstances surrounding these deaths raised questions about the nature of the fatalities. Jennifer Hall's actions were scrutinized, leading to the conclusion that her involvement led to the unfortunate demise of some patients. In the case of Fern Franco, a vulnerable and elderly patient, Hall's actions were particularly damning. The administration of the muscle relaxant succinylcholine resulted in what prosecutors described as a "ghastly death from suffocation" while Franco remained conscious. Hall's administrative leave following Franco's death coincided with a "Code Blue" incident drop. Although Hall was eventually terminated from her position, it was not directly due to the patient's deaths. Her firing came after hospital authorities discovered her conviction for an arson incident at Cass Regional Medical Center in Harrisonville, a previous workplace. Despite spending time behind bars, she was acquitted after a retrial. Want to listen to ALL of our podcasts AD-FREE? Health equity is an important concept, but it's talked about sparing amongst fitness professionals. Our guest in episode 77, Dr. Daphne Bascom, feels strongly it's time for that to change. As she points out (rightfully so), fitness professionals are well-positioned in their communities to facilitate health equity through a variety of different methods. It's precisely those methods we'll discuss in this episode of the Wellness Paradox Podcast. Dr. Bascom's passion for this subject is contagious, and her recommendations are not only inspiring and thoughtful, but highly actionable as well. If fitness professionals are to integrate into the healthcare delivery system, we must not only be strong proponents of health equity, but we must be actively involved in improving it. S1E39: On this episode, Never Waste a Good Crisis with Reid Stephan, VP & CIO at St. Luke's Health System and host Dr. Nick What might be the most surprising aspect of the pandemic was the number of organizations and individuals who were able to adjust to the new environment we all found ourselves in. Hear how Reid successfully navigated the rapid shift to remote work building a new sense of team spirt in supporting clinical staff to delivering the essential care to their community. Your better pill to swallow is to build community and break down the walls that may have emerged as a result of remote or hybrid working environments. But above all use the crisis and the learning to identify non value added tasks that do little more than frustrate staff and investing in automation that removes as much of the drudgery and repetitive unnecessary tasks as possible. This week, we are joined again by Scott Milner, senior director of pharmacy, business development, purchasing, 340B, and infusion services at St. Luke's Health System in Idaho. We had spoken with Scott in January about the initial distribution of COVID-19 vaccines, and we reconnected with him to hear about how St. Luke's has responded to a recent surge in COVID cases from the Delta variant and its effect on 340B program management.Redeploying Care for COVID-19 PatientsIt's been more than 18 months since the COVID-19 pandemic began, and Scott discusses the new treatments providers have advanced and how St. Luke's is working to accommodate the surge in patients by adding more resources and redeploying teams. This includes setting up monoclonal antibody clinics for COVID patients. He also explains how the Delta variant affects the ability to manage care for patients with chronic conditions.Responding to the 340B Community Pharmacy Dispute The need to redeploy teams has included St. Luke's reassigning members of its 340B team to assist in the COVID-19 response. As a result, Scott describes how some drug company denials of 340B discounts on drugs dispensed at community pharmacies has been harder for St. Luke's to overcome. He also explains the health system's efforts to continue partnerships with independently owned community pharmacies despite the drug companies' actions. Reaching More Patients with COVID-19 Vaccines To distribute the COVID-19 vaccine effectively, St. Luke's developed strategies to make the vaccines more accessible for historically underserved communities. Scott shares how St. Luke's has been delivering vaccines through mobile clinics and shares examples about how he's responded to concerns about COVID-19 vaccines. COVID-related hospitalizations in Idaho continue to reach record highs, with 760 patients hospitalized on Monday and more than 200 in the ICU. Additionally, more Idaho patients were ventilated this week than at any previous point in the pandemic, according to Idaho Department of Health and Welfare director Dave Jeppesen. Dr. Jim Souza, chief physician executive at St. Luke's Health System, said patients in the St. Luke's ICU have a higher mortality rate than during the December surge, with 43 percent dying after being admitted. Idaho has once again added more than 100 newly recorded deaths in the last week, including multiple people in their 20s, 30s and 40s. The areas of the state with the highest seven-day rolling average case rates are north central, Magic Valley, and east central Idaho. On Wednesday, Idaho Reports toured the Saint Alphonsus ICU in Boise, as well as the emergency department, trauma center, and Life Flight center. So here we are in August 2021, and we are still talking about the COVID-19 pandemic. Just when we thought we would be getting our lives back under control, the delta variant emerged. The initial excitement about the vaccine has waned, and we are once again seeing a surge of cases in our hospitals and intensive care units. There continues to be confusion about wearing masks, how we conduct ourselves in public, what is the real story on breakthrough cases in those that have been previously vaccinated, and how do we addressed those that simply are not interested in getting vaccinated? Unfortunately, the public health experts that we rely on, as well as our political leaders, are finding it more and more difficult to provide the general public with a coherent set of recommendations and guidelines that we can live by. This inconsistent messaging only feeds the fire of noncompliance, and of course, more cases and the potential for more deaths. This week on our weekly radio program, Your Health First, it was a pleasure to have back on Dr. David Pate. Following his long tenure at St. Luke's Episcopal Hospital in Houston's Texas Medical Center, he relocated to Idaho where he was president and CEO of the St. Luke's Health System. Recently retired, he has done an excellent job of articulate what we need to know regarding COVID-19, the vaccine, and what we should all be thinking about. I highly suggest all of you subscribe to his blog, and follow his thoughts each week.#covid #civid19 #covid19vaccine #coronavirus #pandemicWebsites to remember:Dr. Galati's newsletter sign-upMedical Practice: Liver Specialists of TexasDr. Galati's Book Site: Eating Yourself SickFacebook: Dr. Joe GalatiDr. Galati's YouTube: YouTube ChannelPlease send feedback and suggestion. Healthcare should be easy for everyone to understand, but more often than not, it is complicated for patients and families to navigate. Director of Population Health for St. Luke's Health System; Donna shares some of her challenges and frustrations in the health care system and what she is doing to improve patient outcomes. She paints a picture of the change she hopes to see and talks about a team-based patient-focused model that can deliver care while also caring for doctors and other providers. Change is never easy, but with the new model Donna is talking about, it might be just what we need to elevate patient outcomes and reduce physician burnout.
