Citizens Research Council health policy analyst Karley Abramson is interviewed by guest host Andrew Minegar, a reporter with MIRS News. Last year, Abramson wondered why there was a stark rise in healthcare spending by the Michigan Department of Corrections, one of state government's largest general fund budgets. In subsequently published research, she discovered that there was no data to review. Minegar/MIRS News recently uncovered and reported that the state's former prisoners' healthcare contractor owes providers $35 million in unpaid medical bills, prompting the state to drop the contract before it ended and to go to court to recover damages. Grand Prairie Healthcare Services, based in Tennessee, was awarded a nearly $600 million five-year contract in April 2021 to provide the Michigan Department of Correction (MDOC) with health care and pharmacy services for prisoners at 27 state prisons. PIKE COUNTY, Miss. (WLBT) - The suspect who shot and killed a Summit Police officer Thursday had a warrant filed weeks earlier, ordering law enforcement to arrest him for violating conditions of a 2020 prison release, according to records obtained exclusively by 3 On Your Side. Our investigation reveals that Usher Leonard, 25, had violated his post-release supervision requirements by failing to check in with the Mississippi Department of Corrections for more than a year. It's unclear whether Leonard's apparent violation of the law might have played a role in what took place Wednesday when state investigators say he shot and killed Summit Police Officer Troy Floyd. However, WLBT found the affidavit supporting a warrant for Leonard's arrest came nearly 20 months before the court apparently approved it, on October 10, 2022. The court did not provide any documentation for the delay in its official filings or docket. Leonard's post-release conditions stemmed from a 2018 conviction on 11 burglary counts and eight counts of conspiracy to commit burglary in Pike County. He served two years of a six-year sentence, with MDOC releasing him through earned release supervision. Seven months later, authorities found Leonard had violated his post-release conditions by failing to pay court fines or complete his restitution.

"THE VALLEY OF DEATH" "Krystal Clark is an incarcerated person at MDOC Huron Valley Women Facility. Ms. Clark and others have been advocating for their health after becoming ill from the toxic mold inside the women's prison. They even file a lawsuit in 2019. On August 25th, 2023, federal judge Victoria A. Roberts for the United States District Court for the Eastern District of Michigan dismissed the lawsuit brought by the women prisoners. MDOC stated that " There are no cases establishing a prisoner's right to be free from these molds (Ochotonids, Cladosporium and Chaetomium), that it is not clearly established that any type of mold at WHV is sufficiently dangerous to incarcerated people, and EVEN IF IT WERE CLEARLY ESTABLISHED THAT CERTAIN MOLDS WERE DANGEROUS ENOUGH TO IMPLICATE THE EIGHTH AMENDMENT, IT IS NOT CLEARLY ESTABLISHED THAT PRISON OFFICIALS NEED TO TAKE ANY PARTICULAR ACTION TO REMEDIATE THE PRESENCE OF MOLD." Sarah Lightner, R-Springport, sent a letter to Ringler requesting a review of staffing shortages and alleged violations of federal and state labor regulations within the Michigan Department of Corrections. Hello and welcome back to another discussion surrounding the corruption in our Judicial System. Specifically Michigan. As this is where this conversation resides. MDOC. Lakeland facility. The inmates name John Ortiz-Kehoe. Johns case was a notoriously infamous case that allegedly involved a particularly heinous murder of a young woman.   The victim's family reported her missing sometime in December 1993.   Approximately 2 1/212 years later, Billy Brown, fearing that police were close to making an arrest in the case, confessed that he was present when defendant killed the victim and that he helped to conceal the body. He denied, however, that he took part in the killing.   In exchange for his testimony against defendant, he was charged as an accessory after the fact.   Billy, the only eyewitness to the crime, served as the prosecution's main witness.   Defendant testified in his own defense.   The two accounts of events leading up to the killing were similar in many respects.   However, defendant testified that he left Billy and the victim alone, and Billy killed her when she refused to have sex with him.   Billy testified that defendant killed the victim because she was defendant's old girlfriend, she obsessed over defendant and interfered with his other relationships, and she had damaged his truck on more than one occasion.   Billy further testified that defendant killed her while he watched.   Together they disposed of the body in a process that involved mutilation, incineration, cannibalism, and burial. David has a Master of Arts degree in Clinical Psychology, and has worked in multiple fields of behavioral health treatment for nearly 25 years, including outpatient counseling, crisis stabilization, inpatient, substance abuse, and youth residential programs. He began working as a Psychologist with the Michigan Department of Corrections Mental Health Program in 2002, and currently is the Mental Health Director for the MDOC, overseeing the mental health, substance use disorder, and sex offender treatment services in prisons as well as those in the community for parolees and probationers. Well-versed regarding the issues and needs of those with mental health issues, substance use disorders, and justice involvement, David is working to improve the transition process for those involved in the criminal justice system. According to the National Registry of Exonerations, wrongful convictions statistics show that the percentage of wrongful convictions is somewhere between 2% and 10%. Keeping in mind that there are over 2.3 million incarcerated people in the U. S., that means there's almost 50,000 to way over 200,000 innocent people behind bars. Wrongful convictions statistics show false accusations are present in 70% of wrongful convictions. Perjury or false accusations are more common in murder cases. Withholding exculpatory evidence was present in 75% of wrongful convictions. In 93 of 143 exonerated cases, evidence was withheld at some point in the proceedings by the police or the prosecution. It's present in 75% of homicide exonerations and in around 50% of other crimes not involving homicide. In this episode our guest Kawana Baldwin “Eyelash Keene” shared her perspectives on generational wealth and her journey. In 2005, Kawana began her career with the Michigan Department of Corrections as a Parole Agent, then promoted to a Lead Agent, and later advanced to a Workforce Development Specialist. Kawana developed job opportunities and programming for an underserved and disadvantaged population. She bridged the gap in communication between MDOC, the business community, community organizations, and other local and state government agencies in the Metro Detroit Area and other regions of the state. In 2015, she encountered an opportunity to earn residual income by becoming a makeup consultant. Two years into selling makeup and growing her makeup business exponentially it reignited an interest she had in the beauty industry since the age of 12 years old. She grew her make-up business with 30+ women trailing her. It was at this moment she realized her natural gift and talent in the world of beauty was truly a spiritual journey of self-discovery, passion and purpose. In 2017, she enrolled in beauty school to study skincare with a focus on mastering the art of extending the natural hairs of women's eyelashes, shaping and sculpting eyebrows, and removing unwanted body hairs. Since then, Kawana has fast-tracked her career in the beauty industry and today is professionally known as “The Eyelash Kween”. She is the Owner and Manager of “The Eyelash Kween, Skin, Brow, and Lash Studio” in Dearborn Heights, MI. She's a Licensed Esthetician, a Master Lash & Brow Artist, a Professional & Permanent Makeup Artist, and a Licensed Instructor. She is also the owner of Eyelash Kween Supplies, an online retail business where she provides eyelash extension tools and supplies for other Lash Artists and provide 3-D Lash Strips and Magnetic Eyelashes for women whose natural eyelashes are not suitable for eyelash extensions. She started this business to help meet the needs of artists locally and globally with a focus on empowering both men and women to discover their true purpose in life and starting their own business. On July 9, 2021, with the support of her husband and daughter, Kawana stepped out on faith and resigned from her 16-and-a-half-year career with the State of Michigan to continue her spiritual journey walking in true passion and purpose.

Last year, 20 people who had been wrongfully convicted of crimes in Michigan were exonerated. Only one other state exonerated more people in 2020. Illinois had 22. Nationally, 129 people were exonerated. Twelve of Michigan's exonerations were people convicted of murder, three were for attempted murder, two were for child abuse, one was for robbery, one was for assault, and one was for selling or possessing drugs. Wayne County Conviction Integrity Unit as a driving force behind the state's number of overturned convictions. The unit helped with 13 of the exonerations. Our guest Larry Smith, exonerated February 2021... will be our Special Guest! Since Larry been home he's been on a mission... advocating for the Over Incarcerated, Freeing the Innocent and Medically Frail! Larry spent 26 years incarcerated wrongfully in MDOC. Smith was 18 when he was sentenced in November 1994 to life in prison without the possibility of parole for first-degree murder and felony firearm convictions. UMMC and the FCC come together to champion new efforts in tele-health. And Senator Wicker discusses the American Rescue plan and corporate response to the Georgia voting laws.Then, health officials provide updates on vaccine progress in the state.Plus, violence is down in Mississippi prisons. We hear from the commissioner of MDOC.Segment 1:The tele-health center at the University of Mississippi Medical Center is being recognized by federal officials for meeting the rising demand of remote medicine. The center received $1 million dollars in federal funding last year from the FCC's COVID-19 tele-health program. The funding helped to purchase tablets and other take-home electronics so patients can monitor their health and keep in touch with physicians. FCC Chairman Brendan Carr and Mississippi U.S. Senator Roger Wicker toured the facility last week. Chairman Carr says Senator Wicker was an early advocate for tele-health at the start of the pandemic, and recalled a visit to a pilot program in Ruleville.The Senator has also recently spoken out against the corporate response to the new Georgia voting laws, and has championed some of the relief provided through the American Rescue Plan despite voting against earlier this year. He discussed his positions on the two issues with our Kobee Vance.Segment 2:Mississippi's health leaders are calling on health care providers to help vaccinate more Mississippians. During a roundtable with the Mississippi Medical Association last week, State Epidemiologist Dr. Paul Byers and State Heath Officer Dr. Thomas Dobbs laid out a plan to get more vaccines to local providers.Segment 3:Violence at Mississippi prisons has gone down significantly, according to the Mississippi Department of Corrections. Both serious and minor infractions at Parchman fell by about 63 percent from 2019 to 2020. MDOC is reporting violence at all state prisons is down by 52 percent in the same time period - statistics that include riots that occurred January 2020. Commissioner Burl Cain, who took over the department in May of 2020, tells our Becca Schimmel the drop is a result of new strategies implemented to reduce incentives for gang activity. After topping a quarter-million first doses, state health officials say the expect new vaccines will be available within a month.Then, a recent report reveals inmates with disabilities face dire circumstances in Mississippi prisons.Plus, the debate over how to rehabilitate Mississippi's state parks intensifies in the senate.Segment 1:Mississippi is crossing new thresholds in vaccination distribution. More than a quarter-million Mississippians have been vaccinated against the coronavirus. State Health Officer Dr. Thomas Dobbs says the vaccine rollout in the state is running smoothly, and two additional vaccines could make the vaccine rollout more efficient. The AstraZeneca vaccine trial is nearing completion, and the Johnson & Johnson vaccine is expected to be approved by the FDA in two weeks. dr. Dobbs says he has not seen detailed data from the study but says publicly available information looks promising.As the department continues reaching more residents with vaccinations, it is also monitoring tests for traces of the new variants. State Epidemiologist Dr. Paul Byers says that, unlike some other states in the region, Mississippi has not yet seen signs of a variant strain.Segment 2:A new report from Disability Rights Mississippi alleges cruel and unusual punishment at the hands of the state Department of Corrections. MDOC, which is under investigation by the Departent of Justice following a string of violent outbreaks and deaths, has been under new leadership since last spring. But the new report brings to the surface new concerns as it details allegations of abuse and discrimination against inmates with disabilities from 2020. Jane Walton is the communications director for Disability Rights Mississippi, a private non-profit advocacy group. She details the report with MPB's Becca Schimmel.Segment 3:Debate over how best to operate Mississippi's neglected state parks is growing controversial. The Senate recently passed a bill that creates a study committee to determine if state parks should be returned to local governments, repurposed, or leased to private companies to operate. As health officials manage a potential outbreak at the Capitol, the Governor assigns blame for the rising cases to protests in early June.Then, he's been selected to lead the reform in Mississippi's prison system. A conversation with the new Commissioner of Corrections.Plus, meet Jenn White, the new voice of 1A.Segment 1:Coronavirus cases in Mississippi are rising at an unprecedented pace for the state, cueing more words of caution and concern from state officials. This comes as multiple members of the Mississippi House of Representatives have tested positive for the disease, including House Speaker Philip Gunn. Gunn, who attended a signing ceremony for the flab bill at the Governor's mansion last week, says he is now isolating for the recommended 14 days. This visit to the mansion has also prompted Governor Tate Reeves to quarantine while he and his family await test results. In a Facebook Live video yesterday, Reeves says the scare at the capitol is a reminder of how contagious the virus can be. Reeves also used part of the nearly 15 minute video to reiterate his message that protests in early June are, at least, partly to blame for the recent rise in cases. Reeves initially made the suggestion in a Twitter post Sunday. Yesterday he continued to push the narrative. Reeves' position on the matter runs contrary to that of the State's Health Officer. During their last joint press conference last week, Dr. Thomas Dobbs responded to questions about a potential link between high cases and protests by saying the data doesn't support it.Segment 2:In late May, Tate Reeves nominated former Angola State Prison Warden Burl Cain for the position of Commissioner of Corrections. Cain, who has fought against past allegations of impropriety, was confirmed by the Senate last month. Yesterday the Senate Corrections Committee voted to advance the nomination of Burl Cain. The 77-year old gained notoriety for turning around the troubled Angola Prison in Louisiana where he was warden for 21 years. Cain left under allegations of ethics violations including side deals involving inmate labor. During the committee's confirmation hearing, Democrat Senator Derrick Simmons addressed those allegations and asked Cain why he wanted the job. Simmons, who voted to advance the nomination, tells our Desare Frazier he recognizes there are dual perceptions of Cain, but will put faith in the man the Governor has selected.Segment 2:The Native American population in Mississippi is showing a disproportionately higher rate of coronavirus infections and deaths, according to state health officials. MPB's Ashley Norwood takes a look at how the Choctaw Indian community is navigating both health and economic concerns during the ongoing pandemic.Segment 3:Southern Remedy Health MinuteSegment 4:In the nearly two decades since Mississippians last cast their ballots on the state flag, public perception of that flag has shifted. During a 2001 referendum, 64 percent of voters elected to keep the current design, but a recent Chism strategies poll reveals that gap has narrowed significantly. Support for the flag has dwindled below the majority threshold, and only a one point gap exists between those who want to keep the flag, and those who want a new design. Dr. Nathan Shrader is the Chair of the Department of Government and Politics at Millsaps College. The Governor implements changes to the Department of Corrections.Then, a recent state of the state survey reveals what issues Mississippi voters' value most.Plus, a first hand account of the Senate impeachment trial.Segment 1:Governor Tate Reeves is taking immediate steps to restore order at the State Penitentiary at Parchman. After visiting the prison, Reeves says maintenance teams are working to improve conditions. All wardens have been placed on 12 hour shifts and they're cracking down on contraband cell phones. The governor says the Mississippi Bureau of Investigation agent on site at the prison is screening guards for gang affiliations. He is also considering relocating some inmates to Walnut Grove a facility that was closed in 2016 but is in better shape. Sharon Brown is with the Mississippi Prison Reform Coalition. She tells MPB's Desare Frazier the cellphones aren't the problem.Segment 2:Making health care more accessible and affordable in Mississippi has overtaken infrastructure repair and public school funding as the most important priority for Magnolia State voters. That's according to the most recent Millsaps College/Chism Strategies Poll. Dr. Nathan Schrader is the Chair of the Department of Government and Politics at Millsaps College. He explains the poll results with our Michael Guidry.Segment 3:The impeachment trial enters its third day of arguments as the House Managers present their case against President Donald Trump. Due to Senate rules for this impeachment trial, many viewers' access to this historic moment is limited to a single fixed camera. But, reporters on site have a different experience. Adam Ganucheau is a political reporter with Mississippi Today. He tells MPB's Michael Guidry the atmosphere of the Senate chamber has been calm and reverent.
