Philip completed a PhD at the University of Stirling in 2016, before going on to postdoctoral research fellowships at Technical University of Munich, the University of Warwick, and Central Queensland University's Experimental Gambling Research Laboratory. Philip's research applies concepts and research methods from behavioural science to gambling. Philip was a member of the Advisory Board for Safer Gambling from 2021 to 2025, which was an advisory group of the Gambling Commission in Great Britain. In the last three years, Philip has been a named researcher on projects funded by the Academic Forum for the Study of Gambling, Alberta Gambling Research Institute, Arts and Humanities Research Council, BA/Leverhulme, Canadian Institute for Health Research, Clean Up Gambling, Gambling Research Australia, and the Victorian Responsible Gambling Foundation. Sports betting, online gambling, and now prediction markets are becoming harder to avoid. What was once confined to casinos or occasional wagers is now built into our phones, advertised on sports broadcasts, and increasingly our wider digital economy.This raises bigger questions about the impact of markets. Should markets always follow demand, even when it involves a social harm, letting choice prevail and government coffers swell with the proceeds? Or should we look to the total economic and social impact – like indebtedness, bankruptcy, addiction and mental illness – for a sense of how to approach issues like the demand for gambling?In Ontario, research has found a sharp rise in gambling-related helpline contacts among young men since the province expanded private online gambling, and reporting has also pointed to a major rise in gambling-linked insolvencies. In the United States, new research has linked legalized online sports betting to worsening consumer financial outcomes, including lower credit scores and higher rates of delinquency and bankruptcy.To discuss this growing problem, Keldon Bester joins Inside Policy Talks. Bester is the executive director of the Canadian Anti-Monopoly Project and a fellow at the Centre for International Governance Innovation. He's one of Canada's leading voices on monopoly power, competition, and the broader question of how markets should be structured to serve the common good.On the podcast, he tells Peter Copeland, deputy director of domestic policy at MLI, that the onslaught of marketing geared towards promoting online gambling comes on the heels of society having spent more than a decade figuring out: “how can I make someone spend as much time on their phone as possible?”He says introducing gambling into the mix makes that an even more dangerous experiment.“The fact that every 10 minutes you get a notification that says, ‘Hey, place a free micro bet on the outcome of the Jays game might in isolation be fine, but in sort of aggregate [might] be something we don't want to become a much bigger part of our economy,” says Bester.

The 2018 Supreme Court decision overturning PASPA collided with the smartphone era to create a perfect storm of frictionless, always-on access to sports betting.The business model of gambling apps is built on exploiting problem gamblers, not casual bettors. While the industry points out that most people bet harmlessly, platforms use AI to identify emotional vulnerability, send personalized push notifications at peak gambling hours, and offer "free" bets designed not to reward you — but to keep the app open.Microbetting — wagering on events as granular as the next pitch or first down — turns sports betting into a slot machine. With a house advantage of 15–25% (compared to 5% in traditional sports betting), these rapid-fire bets prevent your brain's prefrontal cortex from resetting, induce a dissociative state, and drain your bankroll at a rate that can burn through a night's losses in minutes.Gambling addiction is uniquely dangerous because it's almost invisible until catastrophic. Unlike substance abuse — which often shows physical signs — problem gambling can be hidden from family and friends right up until financial ruin hits. Ontario's expansion of online gambling and legalization of single-event sports betting were followed by a sharp rise in help-seeking for gambling problems, particularly among young men. A new CMAJ study, Help seeking for gambling problems following expansion of Ontario's online gambling market and legalization of single event sports betting, analyzes calls to Ontario's 24-hour mental health and addiction hotline before and after the 2022 policy changes. The findings suggest that increased accessibility, private-sector expansion, and in-play betting may be amplifying gambling-related harm.Dr. Daniel Myran, a family physician, research chair in family and community medicine at North York General Hospital, and co-author of the study, reports that hotline contacts among males aged 15 to 24 tripled after the market opened to private operators. By the end of the study period, more than 70% of callers cited online gambling. He describes how legalization of single-event sports betting and in-play betting reduced friction and increased immediacy, features linked to higher addiction risk. Dr. Daniela Lobo, medical lead of the Problem Gambling and Tech Use Clinic at CAMH and an assistant professor of psychiatry at the University of Toronto, describes seeing younger patients since the introduction of iGaming, including individuals in their late teens and early twenties. She explains how in-play betting mirrors other high-risk formats by offering rapid, repeated opportunities to wager. Gambling disorder shares features with substance use disorders, including tolerance, withdrawal symptoms, concealment, financial strain, and suicidal ideation. She also highlights medication-related risk, noting that dopamine agonists and certain atypical antipsychotics have been linked to new gambling behaviours.Clinicians should consider gambling when patients present with unexplained financial stress, relationship conflict, mood symptoms, or suicidality, and remain alert to medication-induced behavioural change. We're 18 months into the Labour government, and their changes to the NHS are beginning to be felt. In the 10 year plan that they launched last year, they announced three planned shifts for the health service.  Firstly, they pledge to move care from hospitals to the community, an increased focus on prevention rather than sickness, and shift from analogue to digital with an improved NHS app where patients can access records, seek advice and control some aspects of their care. However, accessing primary care and getting a GP appointment is still a key area of concern for patients and healthcare staff.  In a new research paper on bmj.com, a group of researchers have performed a qualitative study asking 70 patients about their experiences of accessing primary care in England. We're joined by Hugh Alderwick and Luisa Petigrew from the Health Foundation to discuss what the findings mean for the 10 year plan. Also this week, online gambling is a growing problem. The immediacy of access, combined with advertising and push notifications, and a proliferation of new gambling companies, undermines traditional ways of managing a gambling addiction. A new analysis argues that these new forms of online gambling requires new forms of regulation. That from an Auckland man who's worried if the Online Casino Gambling Bill goes ahead more people could become addicted to gambling. The bill, expected to pass in February next year, will grant licences to up to 15 online casino gambling operators. The minister in charge says it will prioritise harm minimisation while collecting tax revenue, with four percent ringfenced for community returns.
