As the conflict in the Middle East continues, the Australian Government has moved to decrease their fuel excise tax. An argument for dropping beer excise tax here so businesses stay afloat. Australia's Government is stopping further tax increases landing on beer poured in venues from kegs. Meanwhile, excise tax continues to rise automatically in New Zealand every year. Brewers Association executive director Dylan Firth told Mike Hosking fewer people are going to the pub because the tax is driving up the cost of a pint. He says if hospitality businesses have their own keg rate, venues wouldn't have to push their margins as much to stay open, and people won't lose those socialised spaces. A Massachusetts bill has been proposed that would triple the motor vehicle excise tax in MA. This would affect everyone in the state that owns a car. The Municipal Empowerment Act that Governor Healey's Administration supports would give municipalities the ability to raise local revenue through various tax means, which includes an increased automobile excise tax that would triple the current price from 2 1/2% to 7 1/2%. Gubernatorial candidate Brian Shortsleeve is against this measure and if elected claims he would not allow cities and towns the ability to increase the vehicle excise tax. The Nebraska Legislature's Revenue Committee considered a bill Wednesday to tax the cryptocurrency industry. Sen. Mike Jacobson introduced the legislation at the request of Gov. Jim Pillen. The bill would place an excise tax of one cent per kilowatt hour on electricity used for cryptocurrency mining operations .
A new report has found that beer makes up almost 1% of our country's GDP. Brewing accounted for $3.6 billion of our GDP last year and 1.3% of the national workforce is employed in the brewing industry, but alcohol excise duties often outpace inflation, and this is having an effect on the industry. Key aspects of the rule include requiring employers to implement a Heat Illness and Injury Prevention Plan (HIIPP), which would mandate rest breaks, access to shade, drinking water, heat acclimatization procedures, and ongoing heat monitoring.One notable provision is the requirement for employers to provide a paid 15-minute rest break every two hours on days when the heat index reaches 90°F or higher. This has raised questions about how such breaks would interact with the Fair Labor Standards Act, particularly regarding overtime calculations. Additionally, following the recent Supreme Court decision in Loper Bright Enterprises v. Raimondo, which limits agency authority, there may be legal challenges to OSHA's ability to enforce such mandates.The proposed rule has yet to be published in the Federal Register, but once it is, the public will have the opportunity to provide feedback before it is finalized. OSHA has encouraged public participation to ensure the final rule effectively protects workers while being feasible for employers.OSHA Proposes Rule to Regulate Work Heat-Related HazardsIn my column this week, I discuss how applying the marketplace facilitator model, which has improved state sales tax compliance, could similarly enhance federal excise tax collection. Federal excise taxes, particularly on sporting equipment like fishing rods and archery gear, often go uncollected, especially when these items are sold online by foreign merchants. The Government Accountability Office (GAO) recently reported that this lack of compliance has resulted in significant revenue loss, funds that are crucial for wildlife conservation efforts.Currently, the responsibility to remit these taxes falls on the consumer, a system that is both confusing and inefficient. To address this, I advocate for legislation that would require online marketplaces like Amazon and eBay to collect and remit these taxes on behalf of consumers. This approach would simplify the process, ensuring more consistent revenue collection and leveling the playing field for domestic sellers who are currently at a disadvantage.Additionally, I propose that the IRS develop a centralized tax calculator accessible to these marketplaces. This tool would automate tax calculations at the point of sale, further reducing administrative burdens and ensuring accurate tax collection. An accompanying information campaign could also educate consumers on their tax obligations and the positive impact of these funds on conservation efforts.To implement these changes effectively, the IRS should consider launching a pilot program, similar to its Direct File initiative, to test the feasibility of this system. On July 1st, the excise tax on heated tobacco products (or HTPs) was dropped unannounced by fifty percent. Speaking on the change, Associate Health Minister Casey Costello sez the reduction will help the government test the effectiveness of HTPs as a tool to help people quit smoking. However, given Costello's previous parroting of tobacco industry talking points, there are worries that this change could also be coming from industry backed research. In addition, the scientific research to support the use of HTPs is slim to nonexistent. Wire host Castor to professor of public health at the University of Otago and co-director of the Aspire Aotearoa Research Centre, Janet Hoek, about heated tobacco products and the evidence to support them.
There's a belief tax cuts to heated tobacco products will make a big difference for smokers. Customs Minister Casey Castello has faced criticism for cutting the excise tax by 50%. There are concerns over the lack of evidence to support the product and its possible appeal for young nonsmokers. Action for Smokefree 2025 Director Ben Youdan told Mike Hosking it's an effective cessation tool. He says for smokers who can't get into vaping, the tax cut will make this option very appealing. Beer brewers say they're disappointed in the government for bumping alcohol taxes. The alcohol excise tax is set to increase by 4.1% from July. It follows a number of increases over recent years. Brewers' Association Executive Director Dylan Firth told Mike Hosking that things are pretty tough out there. In this episode Bob discusses the impact of the Biden Excise Tax proposal called DAME. With it, the Biden Administration is budgeting a 30% tax on Bitcoin mining electricity consumption. This is a frontal attack on Bitcoin and the manner in which the Bitcoin fights back is critical.
