John MacDonald: Bipartisan infrastructure planning? Pfft

Canterbury Mornings with Chris Lynch

I love the Government's thinking on infrastructure planning.  It wants us to have a 30-year plan for big projects that politicians, generally, wouldn't be able to muck around with. Which, of course, would give us all a lot of certainty.  It would also give the people who invest their own money in infrastructure certainty, as well.  So a great idea. Because we are seeing right now how hopeless we have become at long-term infrastructure planning, and the consequences seem to be coming at us left, right and centre.  The inter-island ferries, electricity infrastructure, the state of our roads. The band-aid approach has got us in this mess.  Not to mention all the political pipedreams and political interference. So, why wouldn't you try and get a long-term plan that everyone pretty much signs up to? It's a no-brainer.    And, to try and make it happen, the Government is setting-up a new National Infrastructure Agency.  Where I see it coming unstuck, though, is getting the politicians to agree on a 30-year plan.  Even on the day it was announced, we had Labour complaining that they weren't given enough warning or weren't consulted enough before the Infrastructure Minister Chris Bishop told the world about it yesterday.  And the Green Party's Infrastructure spokesperson Julie Anne Genter is saying a 30-year-plan is great - as long as it puts the environment front right and centre.  So, chances are, we'll have all the parties sitting in a room trying to agree and we'll have National wanting more motorways, Labour wanting more trains and the Greens wanting more cycleways.  This is where I see the Government's idea coming unstuck. Which shouldn't be the case because, in other countries, politicians have managed to do what Chris Bishop wants to do.  Across the ditch in New South Wales, they set-up Infrastructure New South Wales 13 years ago.  Back in 2011, the then-state government decided long-term infrastructure projects were too important to be left to the whims of the political cycle, and it seems to have served them well.  Since being set-up, Infrastructure New South Wales has helped deliver projects such as the Sydney Convention and Exhibition Centre, planning of WestConnex and traffic management around Sydney Airport and Port Botany.   It's also been involved heavily in the new metro system in Sydney which opened the other week - and people seem to be raving about it.  And I suspect the plans by the government here to set-up a National Infrastructure Agency follows Chris Bishop's recent trip to Australia with the Prime Minister, Transport Minister Simeon Brown and Resources Minister Shane Jones.  But I don't think Chris Bishop is going to get what he wants.   Because —even though it's been done in other countries— I have zero faith that our politicians can agree on this. See omnystudio.com/listener for privacy information.

Clinton Maynard is joined by John Graham, Shadow Minister for Roads, regarding NSW Labor’s urging of the Government to put the brakes on its ‘tollmania’ agenda in 2021 as Sydney faces another toll hike. From today, tolls will increase across Greater Sydney toll roads, including by as much as 4 per cent on WestConnex which is an increase well above the consumer price index. Mr Graham warns drivers will be hundreds of dollars worse off in 2021 because of the toll hike. “We saw toll after toll in 2020 and it looks like 2021 will be just the same. Wages are going down but tolls just keep going up. It’s not fair,” he says. “While people are counting down to the New Year they’ll also be counting down to toll increases on at least nine roads. This is a burden that will disproportionately impact families in West and South West Sydney at a time when they can least afford it. “I am calling on the Government to make reversing ‘tollmania’ one of its New Year’s resolutions.“ See omnystudio.com/listener for privacy information.

Western Sydney – the fastest growing region in the state – has been plagued by problems resulting from a lack of infrastructure since the NSW Liberals came to power in 2011, says Ms McKay. “The Government has sold electricity assets, ports, the desalination plant, the New South Wales Land and Property Information and part of the Westconnex. Enough is enough.” “As we’ve seen in the past, sell-offs result in job losses especially in rural and regional areas. We need to put an end to this privatisation madness, especially as the state struggles through recession and high unemployment.” See omnystudio.com/listener for privacy information.

In an earlier episode of this podcast, Standing Your Ground, I interviewed three women occupying a house in the inner west of Sydney, Australia. The house was slated for demolition and the four of us sat in the grounds of the house around a table, with imaginary cups of tea, until we were arrested.   The purpose was to protest against Westconnex, an urban motorway extension in Sydney. The research indicates that urban motorway extensions, as well as being exorbitantly expensive, are damaging to health, community and environment, and actually encourage more cars onto the road.     Based on a still from a Russ Hermann video, Janet, a Sydney-based artist, created a painting depicting the four of us at the occupation.   Inspired by This Changes Everything and a talk given by Naomi Klein as part of the Sydney Peace Prize, Janet entered into environmental activism and non-violent direct action about a year ago. She became involved with the anti-Westconnex campaign in Sydney, through No Westconnex Public Transport and Save Sydney Park.   In this interview, Janet talks about how she uses her artistic passion and skills in her efforts to generate meaningful action on climate change, global warming and reducing the use of fossil fuels.

The average pedestrian would never know that behind the dusty street corners, nostalgic terraces and anti-Westconnex signs of one quiet street in St Peters, Sydney, lies award-winning artist Wendy Sharpe’s studio. A simple note pinned to the door of her warehouse says, "Wendy Sharpe? Please ring lower bell." Those brave enough to ring enter a fantastic realm filled with gilt chandeliers, paintings, piles of clothes, scribbles, swatches, and an enormous table where Sharpe herself sits painting. Over a 35 year career, Sharpe has quietly developed a reputation for paintings and drawings filled with bold brushstrokes, vibrant colours and strong female characters. In 1986, she won the Sulman Prize: an eclectic award for subject and genre paintings. Ten years later, she took out its more famous sister prize, the Archibald, with Self Portrait as Diana of Erskineville, 1996. She’s been a war artist, a teacher and a humanitarian portrait-maker, creating works from a vast array of materials, hundreds of thousands of marks telling her unique stories. And beneath those marks, 2 layers or 10 layers deep: countless mistakes.
