Motorists will have to pay between a $1 and $5 .40 to drive on them. The announcement, made by Minister of Transport Simeon Brown earlier today, doubles the number already operating in New Zealand. Mr Brown also announced changes to tolling systems meaning the vehicle owner - rather than the driver - will be charged. But the government caved on a proposal to toll the new Manawatu-Tararua Highway after the proposal faced backlash from the local community. Dom Kalasih from Transporting NZ spoke to Susana Lei'ataua.

It should come as no surprise to anyone, driving on our roads is about to get more expensive. Simeon Brown's come out this afternoon and whacked tolls on 3 new highways or expressways. Otaki to north of Levin - $2.70 for a car. $5.40 for a truck. Takitimu North Link - that's the Tauranga to Te Puna. 4 lanes. $2.10 off peak. $3.10 peak. Double that for trucks. Penlink in Auckland - $2 off peak. $3 peak. Again.... trucks double. These prices will increase with inflation. This does not bother me at all, in fact, I welcome it. If we keep relying on governments to fund infrastructure off their balance sheet with borrowing, we'll keep getting the same woeful results we have thus far. Roads that are shoddy and unsafe. Roads that aren't big enough or wide enough. And not enough roads being built to drive regional economic growth. The last government cancelled a bunch of RONS and put some of that money into public transport instead. Hopefully if a road has a toll attached to it it'll be harder to justify them doing that when they get it next time. What we don't yet know is whether existing roads will be tolled, which I don't think is a fair thing to do. The government has changed the rules to allow tolling of existing roads if a new corridor or extension is being added. But it hasn't yet been specific - does that mean the whole road or just the new bit. They need to clarify that cause it's hardly fair if you've bought a house and commute you ran your sums on the basis it wasn't tolled... if they turn round and whack you with a charge then that's not on. As toll prices are pegged to inflation, costs are increasing, leaving drivers paying more each year, especially in cities like Sydney, Melbourne, and Brisbane where daily commutes can cost drivers up to 150 dollars a week. Stephen Mayne, an Australian journalist and shareholder of Transurban, is attending the company's general meeting, armed with lots of questions about why the tolls are so high. He spoke with Ingrid Hipkiss.

The Government's released its fourth quarter action plan, which largely focuses on infrastructure. Its 43 actions include passing the Fast-track Approvals Bill, RMA reform, and looking at more road tolls. It also includes establishing a National Infrastructure Agency. Infrastructure New Zealand chief executive Nick Leggett told Heather du Plessis-Allan the Fast-track approvals bill will help speed up infrastructure projects. He says the National Infrastructure Agency will be a shop front for foreign direct investment, and funding and financing tools to build more housing are also important. Leggett also says we need to change our mindset on tolling. He says if people want things, there isn't a magical money fairy to come and deliver them, as we're in a tight fiscal position. At last, Selwyn mayor Sam Broughton has come up with an idea that I actually agree with.  There was his push recently for the speed limit on the Southern Motorway to be bumped up to 120 kph, just because people are driving that fast anyway.  That wasn't his finest hour.  But this idea he's pushing today - that new road tolls need to be created and higher fuel taxes are needed because of a lack of government funding for roading projects in our neck of the woods - I think it's a winner.  In fact, as far as higher fuel taxes are concerned, I don't think it should be limited to Selwyn. I'd be all-for a Canterbury regional fuel tax to raise money for roads and transport here. Money that isn't coming from the Government.  Which is why Sam Broughton is speaking out today. He's saying if we want better roads, and the money isn't coming from Wellington, then we need to get some skin in the game.  So it's yes from me for a regional fuel tax. And it's a yes from me for new road tolls. And I'd start with the Southern Motorway - which is in Sam's area. I'd also be in favour of a toll on the Northern Motorway.  Both of them very good roads, and both worth paying extra to use.  This practical thinking we're seeing from Sam Broughton is a far better and more realistic response to the Government prioritising the North Island over the South Island in its roading and transport funding announcement last week, than what we're seeing and hearing from other Canterbury local body politicians.  They've been banging-on about how unfair it all is. Sam Broughton, though, is saying ‘yep, it probably is. But we can either decide to keep whining about it or we can come up with some solutions ourselves'.  They're not his actual words, but that's effectively what he's saying with this talk of higher fuel taxes and road tolls in his area: take control. And I like it.  Because if you just go on like Peter Scott, who is the chairman of Environment Canterbury —he's saying ‘ooh it's not fair and we just want our fair share'— if you keep banging on like that, that's all it is - banging on.  He's throwing all sorts of percentages around - Canterbury makes up 12 percent of the country's population, and our roads make up 16 percent of the total roading network, but we're only getting five to eight percent of the funding. Wah wah wah.  Wellington hears that kind of response and thinks ‘yeah and?'  Sam Broughton, though, he's telling it like it is.   He's telling people in Selwyn that, if they want the improvements and changes to the roads that they think are needed, then we need to find a way of doing it that doesn't rely on the Government and doesn't mean rates going up and up and up.  Which they already are in Selwyn. Over the next three years, on average, there's going to be a 48 percent increase. And, without as much government money coming as it had hoped, the Selwyn council reckons that could go over the 50 percent increase mark.  If you're not convinced that a regional fuel tax for Canterbury is a good idea. Maybe this might convince you. Back in 2018, ECAN did the numbers and estimated that a regional fuel tax here —at say 10 cents a litre— could bring-in an additional $100 million for regional roading projects.  This was just a couple of months after Auckland got its regional fuel tax. Which is history now, but I think it would be a winner here.  If you think of those numbers ECAN did back in 2018. A regional fuel tax —providing the money was spent here— would have brought-in $600 million by now. Do you still think Sam Broughton is dreaming? I don't think he is at all.   I don't think he's dreaming, either, with this call for more toll roads. And I'd be more than happy to pay a toll to use the Southern Motorway and the Northern Motorway in and out of Christchurch. See omnystudio.com/listener for privacy information.

I don't love the idea, but I'm willing to accept it. That's how I'd describe my stance on paying a toll charge to use a piece of road. Just like when pay TV became a thing in New Zealand. I didn't like it, but I accepted it. So what's happened, is that NZTA and the Government have announced that they expect work on the new Belfast to Pegasus motorway - which includes the new Woodend Bypass road - to begin within three years. Which is music to the ears of people who drive in tha area on a regular basis. For me, I would say that I only go through Woodend when I'm heading away on holidays and coming back again. So, while I get the argument about how congested things are there, I'm generally in holiday mode when I travel through there. But, if you live in Woodend or use any bit of that road there day-in/day-out, I can see why you might be at your wits end. Not to mention the safety issues in that whole area. So, while it's not quite a new highway to Ashburton, the news that the Belfast to Pegasus motorway is happening is very positive. Not surprisingly, the Government is talking about using road tolls to help pay for this project and its other roads of significance. Transport Minister Simeon Brown says all options are on the table, including public/private partnerships. As for road tolls, he's got no idea at this stage how much we might be pinged for using these new roads. That will be influenced by what it ends up costing to build these roads. So mark the date - Monday the 8th of July - which will go down in history as the day the Government started its sell-job on more user-pays roading. But it doesn't need to worry about me. I'm already sold on the idea. Because we are dreaming if we think there is any other way of paying for new, decent roads in this country. As you the Government says, tolls will be charged on roads where there is a non-tolled alternative. So you won't be forced to pay. It will be your choice. If I'm honest, chances are I'll end up paying the road tolls not because I make some sort of proactive choice to. I'll probably use the new Belfast to Pegasus motorway and only remember the toll once I'm on it. But, even then, I won't get annoyed. Because I know that road tolls are the only way to go.
