The latest lending data from the Australian Bureau of Statistics finds that loans to investors in New South Wales in April represented a 44% increase on the same time last year. That's a major jump in buyer demand, but it does not surprise the team at Hotspotting, particularly after the analysis we have done on market trends for the Winter edition of The Price Predictor. Our research shows there is heightened buyer activity in selected locations, both in Sydney and in Regional NSW. The Price Predictor Index finds that some of the nation's regional areas are the leading markets in the nation, including the Wollongong/Shoalhaven region in NSW. In the Winter edition of the PPI, we have nominated the Shoalhaven LGA as the strongest market among the nation's municipalities, while the City of Wollongong also makes our National Top 10. The Price Predictor Index for several years has charted the trend we call The Exodus to Affordable Lifestyle and our latest analysis suggests the demographic drift from the biggest capital cities is still pumping strongly. In some cases, the NSW regional markets of note are what we call “second-wind markets” -locations across Australia which were at the peak of their up-cycles in 2021 and then subsided in 2022 and 2023 – but are now showing signs of embarking on the next up-cycle, with improved activity late in 2023 and early in 2024. A prime example is Byron Bay which previously had a boom which, in reality, overshot true value – with property values doubling in two years. The median house price peaked at $3.5 million in mid-2022, but dropped markedly since to as low as $2.4 million. Now we see evidence in the sales data of a pickup in activity and also the first signs of prices recovering. The strong Albury-Wodonga regional city at the NSW-Victoria border was a boom market until mid-2022 – and now, after a flat period, is showing early signs of revival. The suburb of Albury is one of our National Top 50 Supercharged Suburbs in the Winter edition of The Price Predictor Index. Other standout locations include Newcastle and nearby areas such as Lake Macquarie and Port Stephens. Mid-coast centres like Forster and Taree are also travelling well. In Sydney, the top end is undoubtedly leading the Sydney market while the cheaper areas are struggling to maintain their previously high sales levels. Locations where houses sell for multiple millions of dollars are the strongest clusters for buyer activity, in a Greater Sydney market where sales levels have moderated a little but continue to be solid. Our analysis reveals three stand-out clusters of suburbs where sales activity is most vibrant, all of them at the upper end of the market – the municipalities of Woollahra, Waverley and Bayside. Within these LGAs, suburbs classified as rising markets include Bondi, Darling Point and Paddington. Inner-city areas which have been boosted by strong demand for apartments in the past year or so – Sydney City and the Inner West LGA - continue to generate good buyer demand. Rising suburbs in the City of Sydney include Surry Hills and Woolloomooloo, while Chippendale stands out for its consistency of performance. At the opposite end of the market spectrum, outer ring areas including the municipalities of Blacktown, Hills Shire and Penrith have lost momentum and have significant numbers of suburbs classified as declining markets. This is part of a notable trend nationwide which finds that new development areas are among the struggling markets with sales activity falling. The problems within the housing construction sector are well-documented, with building companies going broke amid rapidly rising costs and shortages of tradespeople and materials. We note that sales levels in the City of Blacktown, which has been a star performer in Sydney in recent years, have faded notably. It's noteworthy that many of the declining suburbs have median house prices well above $1 million and no longer provide relative affordability, including Rouse Hill, The Ponds and Schofields. In The Hills Shire, an even more expensive market in the far north-west, sales activity generally has dropped notably and half its suburbs are now rated as declining markets. They include a number of suburbs which all have median house prices above $1.7 million and in some cases above $2 million. Listings of homes for sale have been trending upwards in the Hills District recently, so low sales volumes cannot be attributed to a shortage of properties. But beyond that hiccup in the outer Sydney market, New South Wales broadly presents as a place that is attracting strong buyer demand, both in Sydney and in regional markets, with an uplift in investor activity a key factor.

The studios are amazing, brand new and huge along with common spaces and a beautiful gallery space downstairs. Sydney gallery and art consultancy Curatorial+Co. is moving their physical gallery space to a new home in Woolloomooloo. Founder and gallery owner Sophie Vander speaks with Tim Stackpool about discovering the fortuitous new space, the change in image this might mean for the gallery, and about the evolution and challenges of managing a commercial gallery in 2023. The gallery features an expansive 150 square-metre exhibition space, measuring five metres in height, alongside an additional 150 square-metre storage and office space. It is fronted by 17 metres of glass, inviting passers-by to view Curatorial+Co.'s eclectic and ever-changing range of works, with displays evolving almost every week to showcase a variety of new artists. Our special guest is none other than James Dack, Real Estate superstar, turned technology entrepreneur. What a journey of blood, sweat and tears! The high life was an ocean away from where he grew up, the depressed, hardscrabble streets of Sydney's inner-city suburb of Woolloomooloo, where his family moved in 1973, when Dack was 13. He was the eldest child, five years ahead of Stephen, eight years older than Alison. Losing his beautiful Mum Florence, at just 52, James just at 14, effectively becomes the man of the house. James and Stephen (a superb amateur boxer and distinguished Rugby League player) literally call the Woolloomooloo PCYC home, his attachment and commitment to the PCYC is legendary and ongoing to this day where James remains on the PCYC Board. In the late eighties, Dack started in the real estate industry as co-founding partner of McGrath Real Estate. He reaped a bounty in the glory years of the 1990's and well into the new century. Television bosses Ryan Stokes and David Gyngell, one time Qantas Chief Geoff Dixon and former Prime Minister Malcolm Turnbull all bought and sold through Dack's earthy Australian pitch. The industry recognised a star and awarded Dack its trophy for being the nation's leading real estate agent several years running. He was the top sales person with McGraths 19 years in a row, yet Dack doesn't like the term sales person!? Dack's work for charity and community is just simply phenomenal and well documented all rooted in his humble upbringings on those streets around Woolloomooloo, where the rich and poorer families were separated by a pitching wedge. Last week saw the publication of a confected scandal of an elderly couple who'd been given bad advice, blaming their owners corporation for a special levy of $18,000 that had blown out to a debt of $44,000. As we pointed out in this story, and on this podcast, the owners corp were probably just fulfilling their legal obligation to fix common property and charge owners according to their unit entitlements. But the appallingly one-sided yarn glossed over the influence of the financial and legal advisers who got the couple into that financial hole and instead took potshots at the strata committee and owners corp. Anyway, purely by coincidence, the previous week I had sat down with David Sachs, principal of Sachs Gerace Lawyers to talk about levy debts, how they can be recovered and what you should and shouldn't do when they mount up for one owner. This includes tracking down overseas investors who leave their units empty and never pay levies ... which may involve hiring private detectives in foreign countries. Ooooh... exciting! But seriously, David provides a calm voice of reason in what can be a highly emotive area … something that was notably lacking in the previously mentioned “fake news” travesty. TRANSCRIPT IN FULL Jimmy  00:03 Last week, before the story blew up about the old couple in Earlwood being (allegedly) driven out of their home because of a levies debt, I interviewed David Sachs from our sponsors, Sachs Gerace Lawyers, mainly about debt. That was something we'd organised well in advance, so it's purely coincidental... and this is by way of an explanation, if people listen to this and think "well, why are you not talking about that story that was in the Sun-Herald?" The reason is, it hadn't happened yet. I'm Jimmy Thomson, I write the Flat Chat column for the Australian Financial Review. And this is a very special Flat Chat Wrap. [MUSIC] Jimmy I am with David Sachs of Sachs Gerace Lawyers,  here in Woolloomooloo, technically, and we're going to talk about levy debts and what you can do about them and what you can't do about them. Good afternoon, David. David Sachs  01:26 Hi, Jimmy. Jimmy  01:27 Okay, question one; there is a mandatory 10% penalty rate for unpaid levies, or overdue levies... When does that kick in? David Sachs  01:38 Well, I would never use the word 'penalty.' It's actually a bit of a black mark for lawyers, because penalties mean, you can't recover it. But, there is interest that is chargeable, and it is chargeable from, I guess, the day after the levy is due, but unpaid, but, there's a grace period, so that if you pay within a month after the levies are due, then you're not charged the interest. But, if you paid two days later, then you'll pay for the full 30 days, plus two days. Jimmy  02:09 Which is a proportion of the 10%. David Sachs  02:12 Yes, it's 10% per annum, just calculated in the ordinary ways. So if there was a $100 debt, then 10% of it will be $10, and that would be calculated on a daily basis. It accrues notionally for the first month, but it's only able to be recovered, if the levies are not paid within that one month grace period. Jimmy  02:34 What processes does a strata scheme have to take, to get unpaid levies back? David Sachs  02:42 So there's procedures that are specified in the Act that every strata manager would know about, but it's essentially, you make sure that a valid levy has been struck that the notices to pay the levies have been issued, that the requisite amount of time has been allowed for people to pay. You've got to allow at least 30 days for people to pay, then if they don't pay them, you've got to give them a notice with information that's required under the Act about that payment; how the things' been calculated, etc. And then, after that point, an owners corporation can recover it like any other debt. Murray uses his skills as a musician and his experiences in bands to build bridges between inmates, helping them find a way to express their feelings without hurting anyone. COCOS stands for the Coptic Orthodox Community Outreach Service. The podcast commences with the Gospel of St Luke 9:10-17. Today, CCT is a grassroots, community-led organisation that is focused on shifting power to local communities to achieve sustainable, systemic change. Winkler testified at the Australian Parliamentary Inquiry into Modern Slavery to shine a light on the orphanage industry, fuelled by white saviourism.  Tara is now focused on furthering a movement to decolonise international development. Nic Tovey is a Psychotherapist, coach, teacher and author and has been supporting men, women, couples and young people for the last 12 years.After humble beginnings growing up in the north of England Nic joined the Royal Navy at 16 in search of adventure and this thing called “manhood”. He then left the military 5 years later to travel the world and pursue adventure on his own terms. Soon after this he experienced a life threatening violent assault and subsequent experience with PTSD and severe depression. This tumultuous time then inspired Nic to embark on a journey of self healing, which eventually took him to do the work he does now. Nic has been especially passionate about supporting men and boys to challenge the old, outdated and often harmful ideas of what it means to “be a man”. Two Teskey Brothers become four (adding Brendon and Liam) as the band emerges from a decade outside Melbourne to sell out city venues. They spoke about Archie’s upcoming performance artwork Hypnic as part of The Public Body .03, an exhibition taking place at Artspace in Woolloomooloo on Wednesday 26 September. We also spoke to Melbourne based musician, producer, artist and architecture academic Simona Castricum about her upcoming performance at Soft Centre, a one-day festival of radical performance art, sound and visual design happening on Saturday September 22nd at the Casula Powerhouse Arts Centre. Plus, we were joined Lisa Rose, the director of Queer Screen Film Fest, and Jain Moralee who is the producer of Nothing to Lose, a documentary by queer artist and fat activist Kelli Jean Drinkwater screening as part of the festival on Friday September 21st.
