Welcome to another insightful episode of the Ecology Academy podcast, hosted by Richard Dodd. Join us as we delve into the world of ecology with special guest Craig Llewellyn, Associate Ecologist and Biodiversity Policy Specialist at Atkins Realis. In this first part of a two-part series, we focus on the concept of 'Net Benefit for Biodiversity' within Wales' Planning Policy. Discover how this policy aims to enhance biodiversity at a broader ecosystem level using the innovative DECCA framework. Craig Llewellyn shares his extensive experience and insights on the ecological assessment process, comparing the Welsh net benefit approach to England's biodiversity net gain. Learn about the components of the DECA framework—Diversity, Extent, Condition, Connectivity, and Adaptation to Change—and how they play a crucial role in sustainable development. Tune in to understand how ecological policies are evolving to meet current and future challenges in biodiversity conservation.   Background to NBB The 2016 Environment (Wales) Act introduced a new legal duty on all public authorities to maintain and enhance biodiversity in carrying out their functions (the "Section 6 Duty”). The duty requires public authorities to promote the resilience of ecosystems. The newly implemented 12th Edition of Planning Policy Wales (PPW 12th Edition) requires planning authorities (LPAs) must demonstrate they have taken all reasonable steps to fulfil the Section 6 duty. In Wales, the biodiversity net gain regime is termed “Net Benefit for Biodiversity” (NBB). While it has a similar intent to Biodiversity Net Gain (BNG) in England in delivering an overall improvement in biodiversity, NBB does not use a metric-based approach like BNG, which sets a baseline number of biodiversity units and requires developers to improve biodiversity by a minimum of 10%. NBB supports a proactive approach to be taken by developers to biodiversity, wider ecosystem benefits, and resilience at the design stage. NBB applies to all development in Wales, even in cases where biodiversity value is being maintained rather than enhanced. Unlike the quantitative approach of BNG for development in England, NBB takes a more site-specific and qualitative assessment based on the DECCA resilience attributes and the step-wise mitigation hierarchy. Diversity – Maintaining and enhancing diversity at all levels and scales Extent – Incorporating measures to maintain and increase semi-natural habitat area and linkages Condition – The condition affected by factors like climate change, invasive species, recreation, etc. Connectivity – Maintaining/creating links between and within habitats Aspects of resilience – The product of the above four attributes Any proposed biodiversity enhancements must be appropriate to the local and national environment, considering strategic plans, local strategies, and evidence like area statements. Ecologists need to take a “whole system approach” looking at the baseline biodiversity value and resilience of the entire site, its context in the wider landscape, and opportunities for enhancing resilience in line with the DECCA attributes. A key principle of NBB is that biodiversity enhancement should be proportionate to the scale and nature of the proposed development. While this means small developments can more easily deliver net benefit, it also means planning permission may be refused if no enhancement is proposed as part of an application (PPW 6.4.12). Even where biodiversity value has been maintained on a site, the policy at 6.4.16 states “there must still be a proactive process to look for and secure enhancement through the design and implementation of the development.” Hence, going above and beyond simple mitigation is essential. Developers in Wales will need to be aware of NBB and the Section 6 Duty. This brings additional complexity and cost to the development process. Following the DECCA ecosystem resilience principles and step-wise avoidance/mitigation approach needs to be a central consideration from the very start of the development planning process. Innovative solutions, partnership working, and an appreciation of cumulative impacts in the wider area will all help deliver biodiversity benefits.

This recording, composed and performed by the criminally underestimated Rick Nelson and his right-hand man James Burton, is a tone poem of psychedelic disorientation. It lopes along, taking its sweet time, floating in mid-air, then seeps out through the singer's enthralled brain in a sensual vortex. It reminds me of my virgin night of acid enlightenment, when I crawled across my cousin's floor, following the swirling carpet patterns, whispering: “Oh, Wow,” over and over again.The tune features the sitar, a trope of the time, sensitively voiced by a musician mysteriously listed as “unknown,” and they stand out as the unsung hero of the whole enterprise. Appearing as it did in 1967, Marshmallow Skies signifies that time in Rick's career between his teen idol period and when he emerged, fully realized, as a progenitor of country rock. He's in experimental mode here, searching for a new direction. And, with characteristic aplomb, he makes his case convincingly. An interesting side note: “Marshmallow Sky” is also a flavor of Ben and Jerry's ice cream - and, a sweet smelling iris which resembles floating clouds. Appropriate, I think.

On Monday June 3, 2024, a new memorial plaque commemorating African American mezzo-soprano Vera Little (10 December 1928 – 24 October 2012) was unveiled at her former residence in Berlin's Charlottenburg neighborhood. Little is remembered today as the first Black singer to appear as Carmen on the stage of Berlin's Städtische Oper, soon to be renamed the Deutsche Oper Berlin. At the time of that appearance there were cries and protests about her hiring instead of an “equally capable” German singer. And yet, when Little returned to the stage of the Deutsche Oper in 1963, now singing the role of Amneris, she became one of the central singers in the ensemble of that company, being named a Kammersängerin there in 1970. This episode examines the life and career of Vera Little, from her birth in Memphis through her decades-long residence in Berlin. It is a fascinating, circuitous path, and one which is documented only sporadically on recording. On this episode, I play excerpts from Little's only solo recording, a 1957 Decca records release of spirituals recorded in France, as well as her recordings on Deutsche Grammophon of Der junge Lord by Hans Werner Henze, and Richard Strauss's Daphne. In addition, there are live recordings of Little singing Baba the Turk in Stravinsky's The Rake's Progress, Giovanna Seymour in Donizetti's Anna Bolena, and Beroe in Henze's Die Bassariden, which Little created in its 1966 world premiere at the Salzburg Festival. Vera Little was also an author, who published four books of memoir and poetry, and just yesterday I obtained a copy of her first book, 1978's Tears in My Eyes, from which I read a number of excerpts. I had known Little's name for decades, but had never fully explored her legacy before. It is here (and on an accompanying bonus episode) my honor and privilege to present a great (and somewhat forgotten) artist for your delectation. Today's vocal guest stars include Kostas Paskalis, Hilde Güden, Anneliese Rothenberger, and Teresa Żylis-Gara. 30- The Who -A Quick One  (Reaction Records in the UK and Decca in the U.S ) Released December 9, 1966, Recorded August 30- November -1966 The Who's A Quick One (1966) is the band's second studio album and marks a significant step in their evolution. The album showcases the individual songwriting talents of each member: Pete Townshend, Roger Daltrey, John Entwistle, and Keith Moon, with Townshend emerging as the standout composer. The title track, "A Quick One, While He's Away," is a nine-minute mini-opera that foreshadows Townshend's later work on Tommy and is a clear highlight of the album. Known for its eclectic mix of styles, the album reached No. 4 on the UK Albums Chart but only No. 67 in the U.S. Despite not being universally considered their best work; the album was instrumental in solidifying The Who's reputation as one of the most innovative rock bands of the 1960s. The single "Happy Jack" also saw success, peaking at No. 3 in the UK and No. 24 in the US, marking the band's first significant American chart presence. A Quick One is significant for showcasing the growth of a band that would become one of the most celebrated in rock history.
