Dan Stapleton is one of those magicians who has seen it all and now in his 60's could easily set his remaining days on “cruise control” for the rest of his life; however, that is not who he is. He was a cruise magician for 23 years and served as a cruise director, too. Early in his career, he performed in Circus World where he got his chops at performing illusions. But his passion and goal was always to work on Main Street in Disney World as a demonstrator in the magic shop. That opportunity came to him and he loved his days doing it. He also appeared on America's Got Talent [sic] where he was summarily dismissed, but he has a good story about that. In his semi-retirement he has managed a resort hotel in Orlando and now coordinates the Florida State Magic Collectors conferences. Tweede en Eerste Kamer, de media, de ambtenaren in de Haagse torens en de nieuwe bewindslieden zelf moeten zich de nieuwe situatie en hun nieuwe rol zo snel mogelijk eigen maken. Zeker bewindslieden die als ‘een frisse wind van buiten’ zijn geworven komen soms wel even in een ontgroeningsperiode terecht. Het kabinet-Jetten is hierin verrassend 'traditioneel'. Jaap Jansen en PG Kroeger bekijken hoe Rob Jetten en de zijnen de eerste weken doorkwamen, wat daarbij opviel en welke gids uit het verleden beschikbaar is die elke nieuwe bewindspersoon zou moeten volgen. Dat is mooi en levensgevaarlijk. Een bewindspersoon moet beseffen dat hij geen verlengstuk van zijn ministerie is, maar evenmin een correctie of straf op het ambtelijk apparaat. Hij moet zich dus niet laten 'inpakken', maar ook niet - zoals Marjolein Faber - een soort oorlog tegen de eigen omgeving beginnen. Leerzaam is hoe Jos van Kemenade in 1981 bij zijn terugkeer op Onderwijs en Wetenschappen de lessen van zijn eerste ambtstermijn benutte voor stevige politieke aansturing van het departement. Les 2 - Heb een plan Heeft een minister bij aantreden zelf niet veel visie, dan is dat voor het ministerie helemaal geen probleem. Men heeft een prachtig inwerkdossier klaarliggen en elke ambtelijke top gebruikt de minister graag als assistent voor de uitvoering. Daarom kan een minister maar beter meteen bij aantreden duidelijk laten blijken wel degelijk een eigen plan te hebben en het departement daar goed van doodringen. Wim Deetman deed dit op O&W zo krachtig dat de onthutste ambtelijke top hem liet vragen: “Meent u dit écht, excellentie?” Bij Jetten zagen we hoe Tom Berendsen (Buitenlandse Zaken) zijn eerste buitenlandse bezoek benutte om een beleidsvisie voor Europa te lanceren. Les 3 - Verover de sector Voor een nieuwe bewindspersoon is snel en goed - en dat is niet hetzelfde! - vertrouwen winnen in de beleidssector cruciaal. Wie dat kan zit eigenlijk meteen al goed. Wouter Koolmees (Sociale Zaken in Rutte III) bouwde in de polder meteen zoveel krediet op, dat hij zelfs een pensioenakkoord wist te smeden. Iets wat vele voorgangers uit de handen was geglipt. Hans Vijlbrief (Sociale Zaken) kan in de complexe situatie die zijn start bepaalt dus veel van zijn partijgenoot leren. Mark Rutte bleek al direct zeer behendig toen hij in Balkenende II als staatssecretaris op O&W de hopeloos verziekte toestand moest repareren die Annette Nijs achterliet. Les 4 - Ken je rivalen en je steunpilaren In een nieuw kabinet weet een nieuwe minister niet meteen op wie hij extra moet letten. Rivalen zitten meestal bij collega's uit de eigen partij. Steunpilaren vaak bij ‘n andere. Dilan Yesilgöz (Defensie) zal vast goed opletten wat Vincent Karremans (Infrastructuur en Waterstaat) doet, bijvoorbeeld. Les 5 - Snap de premier Elke premier heeft collega's in de ministerraad waar hij extra scherp naar luistert. Sowieso naar die van Financiën. Hoe Eelco Heinen bij de start rommelde rond Box-3 leverde een reprimande op van Jetten, heel ongebruikelijk. Een nieuwe bewindspersoon doet er goed aan een eigen verstandhouding met de chef te ontwikkelen. Zo had Dries van Agt had een bijzondere band met zijn minister voor Wetenschapsbeleid, Rinus Peijnenburg, zijn 'economieleraar'. Ruud Lubbers had dit met Deetman: “Mijn barometer." Die raadpleegde hij bij complexe ethische kwesties. Voor Rutte was in zijn beginjaren Ivo Opstelten (Veiligheid en Justitie) een soort hitteschild naar de eigen VVD. Les 6 - Snap de Kamer Nieuwe ministers die hun nieuwe rol als politiek functionaris niet echt doorzien, gaan in de Tweede Kamer vaak subiet nat. Dan ruikt men bloed, dan heerst ‘de geur van wilde beesten’, zoals Hans van Mierlo het muntte. Ministers als Judith Uitermark, Hayo Apotheker en nu Elanor Boekholt-O’Sullivan bleken zeer kwetsbaar zodra in debatten uitkwam dat zij de codes, zeden en rollen van Kamerleden niet aanvoelden. Maar er zijn er die respect winnen omdat zij bereid blijken te leren van hun niet erg geslaagde start. Kajsa Ollongren werd in haar tweede termijn, op Defensie, duidelijk hoger gewaardeerd dan op Binnenlandse Zaken. Les 7 - Snap je eigen partij Nee - het is vaak helemaal geen warm bad. Een nieuwe minister ontmoet in eigen kring vaak zure, jaloerse blikken. 'Waarom die wel en ik niet in het kabinet?', zoemt het. Gevoel voor wat leeft in de achterban is nuttig, naïviteit niet. Rond Jettens ploeg zal dit minder urgent zijn. D66 en CDA konden onverwacht veel mensen op het schild hijsen. Les 8 - Tem het apparaat Een doordacht minister maakt zijn departement meteen bij de start duidelijk wie de baas is. Niet door bazigheid, maar door stuurmanskunst. Elk ministerie houdt van een sterke bewindspersoon. De ambtenarij temmen moet je niet als goed voornemen overlaten voor je tweede ambtsperiode. Op Verkeer en Waterstaat gaf Camiel Eurlings een sterk staaltje van zulke nuttige disciplinering. Les 9 - Boei de media Spring niet door elk hoepeltje om aandacht te krijgen. Minister Boekholt die zonder enige dossierkennis een interview gaf aan een Brits dagblad, dat is precies hoe het niet moet. Was er nou niemand te vinden die haar in deze fase goed kon begeleiden? Of was zij zelf zo eigenwijs? Media-optredens, zeker bij de start, doe je maar beter zeer doordacht, beperkt en puur op de inhoud. Verras juist met die kwaliteit. En Rob Jetten zou ook even moeten reflecteren op de stroom filmpjes die hij rondstrooit. Wat doet hij als die al snel gaan vervelen? Les 10 – Gebeurtenissen Wees als minister sereen. Er overkomen je dingen waar je nooit op voorbereid kunt zijn. Jetten kreeg inmiddels twee keer op rij - als minister en als premier - een enorme energiecrisis in oorlogstijd op zijn bord. Hij heeft in elk geval kunnen oefenen. De zeer ervaren Gerrit Braks kon dat niet. Die was erg geliefd, maar toen hij voor de derde keer aantrad, was het ineens helemaal mis. 'Visfraude’ werd hem aangewreven. Zijn voorheen ijzersterke positie was opeens onhoudbaar. Zelfs een woedende Lubbers kon hem niet redden. *** Verder kijken Yes, Minister! Yes, Prime Minister! *** Verder luisteren 568 – Alsof hij er al jaren stond: het debuut van premier Rob Jetten 563 - Als minderheid meerderheden maken 557 – Hoe overleeft Rob Jetten het premierschap? Het had al vele turbulenties overleefd. Het leek een wild avontuur van een progressief kabinet met controversiële plannen. Het vernieuwende zat vooral in de sfeer, het jeugdig elan van ministers die jonger waren dan Rob Jetten nu. Niet langer hoefden ze te worden aangesproken als ‘excellentie', maar gewoon bij de voornaam. En ze droegen op werk soms zelfs een trui. Ook premier Joop den Uyl was allerminst een groot vernieuwer. Wel was hij een gedegen econoom die sterk geïnspireerd werd door beleid van Amerikaanse presidenten als Roosevelt en Johnson. Een klassiek gereformeerde man, vurig prediker en kenner van poëzie, Brecht en Kafka. Hij steunde ten volle het pragmatische en weinig ideologische financieel-economische beleid van zijn twee jonge ministers Wim Duisenberg (PvdA) en Ruud Lubbers (KVP) en schrok niet terug voor fikse botsingen met de vakbonden. Niet minder stevig was zijn boodschap aan de werkgevers. In het hol van de leeuw – bij de christelijke werkgevers - zette hij zijn linkse overtuigingen uiteen over 'beteugeling van het kapitalisme’, winstdeling met werknemers, democratisering van bedrijven en ‘vergemeenschappelijking van de productie’. Niettemin liepen in 1976 de spanningen op. De verkiezingen van 1977 wierpen hun schaduw vooruit. De linkerflank van Den Uyls eigen PvdA was argwanend of de premier wel zuiver in de leer was en wel echt geloofde in polarisatie als strategie. Helemaal ongelijk hadden ze niet: hij was eerder geneigd zijn kabinet 'inzet van de verkiezingen' te maken in plaats van te streven naar linkse dominantie. De PvdA begon progressieve partner D66 steeds meer te zien als overbodig – de Democraten hadden in peilingen steeds minder zetels - en zette in op het politiek 'kraken' van de confessionele partijen. Hun bondgenoot daarbij was – misschien onbedoeld - Hans Wiegel van de VVD, die van de liberale burgerherenpartij een meer volkse partij op de rechtervleugel maakte. Den Uyl beloofde zijn partijkader op weg naar de verkiezingen met vier ‘hervormingswetten’ de sociaaleconomische verhoudingen fundamenteel aan te pakken en met die successen naar de kiezer te gaan. In de regeringsverklaring had hij immers ‘spreiding van kennis, macht en inkomen’ beloofd. Coalitiepartner KVP zag de bui al hangen. Fractievoorzitter Frans Andriessen speelde een ragfijn spel waarin hij die vier weten juist niet als 'links pakket' behandelde, maar elk los van de ander door zijn ministers Dries van Agt en Lubbers juridisch uitvoerig liet uiteen pluizen en economisch op hun inhoud kritiseren. Lubbers mocht de aanval openen en Den Uyl daarmee overrompelen en Van Agt mocht vertragen en details ter discussie stellen. Maar toen de zomer kwam trapte Van Agt op de rem. Andriessen moest 'dimmen' met zijn dreiging van een coalitiebreuk via Lubbers. Niet alleen was het CDA als nieuwe bundeling van KVP met ARP en CHU allerminst klaar voor een verkiezingsstrijd en was Van Agt zelf dat nog minder met zijn droom van een nieuwe baan in het Gouvernement te Maastricht. En net als bij Drees 20 jaar eerder dreigde een explosie in het Oranjehuis. Lockheed was het codewoord dat rondzong. Den Uyl evenaarde Drees als crisismanager. Andriessen moest het kabinet laten aanblijven. CDA-voorzitter Piet Steenkamp kreeg zijn nieuwe partij tijdig op orde. En vond een lijsttrekker die eigenlijk niemand had verwacht, Dries van Agt. Met Prinsjesdag begon de verkiezingscampagne met Den Uyl – inmiddels als 'ome Joop' een soort vader des vaderlands – zélf als inzet van de electorale strijd. Ineens was het politieke landschap helemaal opnieuw getekend. Ter linkerzijde concentreerden de kiezers zich rond de premier en 'dat tweede kabinet-Den Uyl, dat komt er toch!’ Ter rechterzijde concentreerden de kiezers zich rond de VVD, nu een bredere partij. In het burgerlijke midden verblufte Van Agt met een stevig CDA dat allerminst gekraakt was door progressieve polarisatie. De politieke impact hiervan heeft decennialang ons land beheerst. De verhoudingen waren onverwacht overzichtelijk. Drie grote, coherente 'families' domineerden en sloten met elkaar afwisselend coalities. Lubbers, Wim Kok en Jan Peter Balkenende leidden meerdere kabinetten en hun pragmatische aanpak deed de polarisatie vergeten. Zo konden vanaf de jaren ’90 zelfs PvdA en VVD goed met elkaar regeren. Het opmerkelijk stabiele landschap van die brede coalities kwam ten val met de instorting van Balkenende IV met CDA, PvdA en ChristenUnie in 2010. Een nieuwe fase brak aan en ook Jetten en de zijnen passen in dat tijdsgewricht. Na 2010 waren liberalen met Rutte de leidende stroming en kregen de klassieke volkspartijen CDA en PvdA zware klappen.
