Kamēr Latvijā uzmanības lokā pašvaldību vēlēšanas, pasaules medijos pirmajās rindās ir ziņas par Amerikas Savienotajām Valstīm. Turpinām kolēģu aizsākto sarunu par Kaļiņingradu, runājot par drošības situāciju un apgabalu kopumā. Nedaudz to aplūkojam Ukrainā notiekošā kara kontekstā. Aktualitātes analizē politologs Veiko Spolītis un ārpolitikas pētnieks Rinalds Gulbis. Par Kaļiņingradas apgabalu saruna ar politologu, politiķi no Ukrainas Ihoru Ždanovu, viņš ir fonda „Atklātā politika” projekta vadītājs, bijis arī Ukrainas Jaunatnes un sporta lietu ministrs. Donalds Bargais Protesti Losandželosā uzliesmoja 6. jūnijā pēc tam, kad ASV Imigrācijas un muitas policijas darbinieki veica reidus pilsētas tirdzniecības vietās, arestējot apmēram simtu tur strādājošo, kuri, iespējams, uzturas valstī nelegāli. Protesti sākās pie aizturēšanas centra ēkas, kur policija aizturēja 44 cilvēkus. Cita starpā tika arestēts Starptautiskās apkalpošanas sfēras darbinieku asociācijas Kalifornijas nodaļas prezidents Deivids Uerta, kurš it kā kavējis automašīnas pārvietošanos. Tiek ziņots, ka viņš guvis salīdzinoši vieglu traumu; pirmdien viņš tika atbrīvots pret drošības naudu. Jau tajā pašā dienā notika sadursmes starp protestētājiem un policiju, kur protestētāji esot metuši dažādus priekšmetus, kamēr policija izmantojusi asaru gāzi, piparu aerosolu, žilbinošās granātas, bet vakarpusē likumsargiem bija atļauts lietot arī neletālu munīciju. Brīvdienās protesti vērsās plašumā, pie kam notika vairāki mēģinājumi bloķēt ielas, atsevišķu automašīnu aizdedzināšana, daži vandālisma un veikalu aplaupīšanas gadījumi. Protestētāji apmētāja policistus un policijas auto ar dažādiem priekšmetiem, daži policisti, protestētāji un arī protestus atspoguļojošie žurnālisti guva vieglus ievainojumus. Tomēr daudzviet protesti notika mierīgi, un situācija pilsētā, pēc visa spriežot, nebija tāda, lai ar to netiktu galā vietējie policijas spēki. Taču jau 7. jūnijā Savienoto Valstu prezidents Donalds Tramps izdeva rīkojumu nosūtīt uz Losandželosu 2100 Nacionālās gvardes karavīru. Pie tam viņš to darīja, nesaskaņojot ar Kalifornijas pavalsts gubernatoru, Demokrātu partijas pārstāvi Gevinu Ņūsomu. Kaut prezidentam ir tādas pilnvaras, šādi Savienoto Valstu vadītājs pēdējoreiz rīkojies 1965. gadā. Tāpat tika ziņots, ka gatavībā nosūtīšanai uz pilsētu esot septiņi simti jūras kājnieku. Jau drīz pēc tam, kad šīs ziņas parādījās atklātībā, prezidenta rīcības adekvātums tika apšaubīts. Pirmdien, 9. jūnijā, gubernators Ņūsoms iesniedza prasību tiesā, pieprasot atzīt Trampa pavēli par Nacionālās gvardes izmantošanu par nelikumīgu; attiecīgā sēde paredzēta 12. jūnijā. Tikām gan prezidents Tramps, gan citi Baltā nama pārstāvji izvērsa agresīvu retoriku, gānot un vainojot protestu uzliesmošanā gubernatoru, kā arī Losandželosas mēri Karenu Basu. Viens no spilgtākajiem prezidenta citātiem bija: „Ja viņi spļaus, mēs sitīsim.” Proti, viņš vainoja demonstrantus, ka tie spļaujot uz likumsargiem, un attiecīgi piedraudēja, ka protestētāji tikšot sisti tā, kā nekad agrāk. Nu jau nacionālo gvardu skaits Losandželosā pārsniedzis četrus simtus, un vakar, kā ziņo, tur ieradušies arī solītie jūras kājnieki. Militārpersonas gan lielākoties bez kāda pielietojuma uzturoties federālo institūciju ēkās. Par spīti aizliegumiem ļaudis pirmdien un otrdien turpināja pulcēties protestos, kuri gan ātri tika izklīdināti. Daudzi uzlūko Trampa administrācijas rīcību Losandželosā kā paraugu varas spiediena politikai.   Divu vīru kaismīga šķiršanās Par to, ka divām tik spēcīgām un ambiciozām personām kā Donalds Tramps un Īlons Masks nenāksies viegli sastrādāties, runāja jau teju kopš pasaules bagātākais cilvēks kļuva par pusoficiālu Baltā nama darbinieku. Šie signāli kļuva intensīvāki pagājušā mēneša laikā, Maskam paziņojot, ka viņš distancēsies no administrācijas un turpmāk mazāk ziedos līdzekļus politikas atbalstam. Taču otrdien ārup izlauzās acīmredzot ilgi slāpēta nepatika, kad multimiljardieris izteica atklātu un skarbu kritiku par šobrīd Kongresā virzīto Trampa administrācijas budžeta projektu, nodēvēdams to par „pretīgu draņķību”. Tā viņš pievienojās daudzo prezidenta kritizētāju pulkam, kuri pamatoti norāda, ka projekts paredz nodokļu atlaides bagātajiem, tajā pašā laikā liedzot daudziem maznodrošinātajiem līdzšinējo valsts apmaksāto pieeju medicīnas pakalpojumiem. Nākamajās dienās eskalācija tikai vērsās plašumā, iesaistoties ļaudīm gan no prezidenta, gan finanšu magnāta puses. Tramps piedraudēja, ka varētu atņemt Maska uzņēmumiem valdības kontraktus un subsīdijas. Sevišķi sāpīgi tas būtu kosmosa izpētes programmai „Space X”, kas lielā mērā balstās valdības finansējumā. Bet Masks nepalika atbildi parādā, norādot, ka bez viņa nodrošinātās tehnikas valdībai būs problemātiski, piemēram, nodrošināt astronautu nogādāšanu uz Starptautisko kosmosa staciju un atpakaļ. Draudi pārtraukt šo tehnisko atbalstu gan tika drīz atsaukti, taču turpinājumā multimiljardieris paziņoja, ka prezidents esot minēts 2019. gadā cietumā mirušā uzņēmēja un bērnu seksuālā izmantotāja Džefrija Epsteina lietas materiālos. Tā bija abu dižvīru konflikta kulminācija, kas tika sasniegta 5. jūnijā. Piektdien, 6. jūnijā, Masks paziņoja, ka varētu nodibināt jaunu politisku partiju, kas kļūtu par trešo spēku starp demokrātiem un republikāņiem. Tikām viņa konflikts ar Baltā nama saimnieku sāka iespaidot Maska finanšu stāvokli, kompānijas „Tesla” akcijām noslīdot par 15% procentiem, respektīvi, zaudējot apmēram 150 miljardus savas vērtības. Kopš pagājušās nedēļas nogales procesā gan iestājies zināms atslābums. Pirmais, kurš no eskalācijas pārgāja uz remdenāku toni, bija prezidents, izsakoties, ka neņemot ļaunā privāti vērstos uzbrukumus, tikai nožēlojot, ka  Īlons nav praties ātrāk atbrīvoties no administratīvā darba sloga. Šīs nedēļas sākumā preses virsraksti jau vēsta par konflikta pierimšanu, lai gan no agrākās divu diževīru draudzības maz kas palicis pāri.

Kā tie top, kā tos pēta un izstrādā, un kurās jomās, pateicoties šiem materiāliem, redzam vistraujāko izaugsmi? Laboratorijā, kur fona troksni rada lāzera dzesējamais aparāts, skatos uz dažādiem spektrometriem – gudram iekārtām ar kuru palīdzību zinātnieki šeit var ļoti precīzi testēt lāzera starojumu un līdz ar to izstrādātu jaunu materiālu, ko pēc tam  var izmantot visdažādākajās iekārtās, gan zinātnē, gan rūpniecībā, gan medicīnā. Un tieši šobrīd te notiek testēšanas process un darbs pie metodes izstrādes, lai mazummazas šķiedriņas galā izveidotu detektoru, kas mēra lāzera temperatūru tajā mirklī, kad ar šo lāzeru ķirurgi veic pacientam operāciju, piemēram vēdera dobumā.   Par savu iecienīto lasāmvielu stāsta literatūrpētnieks, Rakstniecības un mūzikas muzeja mākslas eksperts Ingus Barovskis. Viņš izvēlējies maz zināmu grāmatu, kuras fragments laikā, kad vēl studējis bakalaura programmā Latvijas Universitātē, bija jālasa. Tā ir Mary Daly grāmata "Gyn Ecology". Un šis darbs kļuva par ierosmes avotu viņam mitoloģijas pētniecībā, lai grāmata ir par radikālo feminismu. Darbā viņa pēta sievieti kā lielo pirmmāti, pēta gan mītisko, gan sociāola, gan sabiedrības veidoto priekšstatu kopu par šiem jautājumiem.

Stāsta pianists Ventis Zilberts. Stāstījums ir par diviem dažādu paaudžu pārstāvjiem. Viens no tiem ir Ivars Ebels, kura simtgade tika svinēta šogad martā. Mediķu aprindās viņu joprojām daudzina kā pirmo latviešu profesoru bērnu slimībās un kā Latvijas pediatru zinātniskās skolas izveidotāju. Savukārt pianista Jāņa Maļecka darbošanās rit profesionāli divās mākslas jomās – mūzikā un glezniecībā. Mūzika un medicīna – divas darbības jomas gan mācību laikā, gan intensīvajos darba gados savijušās kopā un vedušas cauri visai Ivara Ebela dzīvei. Lūk, virkne biogrāfisku faktu, kas to uzskatāmi rāda. Īstais nopietnais vienas profesijas izvēles sākums varbūt meklējams dienā, kad Ivars Ebels, būdams vēl audzēknis Rīgas 1. ģimnāzijā, iegāja profesora Jāzepa Vītola kabinetā, lai parādītu savas klavierspēles prasmes. Gājiens izrādījās veiksmīgs, jo ar 1942. gadu viņš, būdams vēl ģimnāzists, uzsāka mācību gaitas Latvijas Konservatorijā profesora Nikolaja Dauges klavieru klasē. Paralēli mūzikas studijām pēc diviem gadiem viņš varēja sevi saukt par studentu arī Latvijas Valsts universitātes Medicīnas fakultātē. Mācību pārtraukums dažādu iemeslu dēļ gan vienā, gan otrā augstskolā tomēr nekavēja 1950. gadu sākumā iegūt augstskolas diplomu abās speciālitātēs. Tālāk sekoja ārkārtīgi intensīvs darbs medicīnas jomā – praktiskajā darbībā gan Republikas bērnu klīniskajā slimnīcā, gan Rīgas Medicīnas institūtā, tā toreiz sauca minētās darba vietas. Zinātnes laukā ne mazāk veikumu – Ivara Ebela kontā gan medicīnas zinātņu kandidāta, gan arī medicīnas zinātņu doktora disertācija, publicēti arī neskaitāmi nozīmīgi raksti un grāmatas par specifiskiem medicīnas jautājumiem. Neskatoties uz lielo slodzi medicīnas nozarē, viņš neatmeta ar roku mūzikas mūzai – varbūt vadījās no latīņu teiciena Medicina sanat corpus, musica levat animam jeb “Medicīna dziedē ķermeni, mūzika paceļ dvēseli”. Lai arī profesora darbības galvenā dominante bija medicīna, iedzimts mūziķa talants un ļoti liela vēlme muzicēt aizveda Ivaru Ebelu pie klausītājiem veselus 15 gadus pēc mācību beigām. Tā 1967. gadā viņš kopā ar Leonīda Vīgnera vadīto Jaunatnes simfonisko orķestri Rīgā atskaņoja Ferenca Lista virtuozo Pirmo klavierkoncertu. Sekoja koncerti arī Maskavā un toreizējā Ļeņingradā. Arī Sergeja Rahmaņinova Otrais klavierkoncerts viņa atskaņojumā savā laikā iejūsminājis klausītājus. Kādā intervijā viņš stāstīja, ka jau ilgāku laiku mājās uz viņa flīģeļa Steinway&Sons stāv partitūra – Sergeja Rahmaņinova Trešai klavierkoncerts, kuru viņš jau gandrīz ir sagatavojis atskaņojumam. Diemžēl iecere netika realizēta. Var piebilst, ka laikabiedri, Ivara Ebela kolēģi, stāstījuši, ka medicīnas profesors labprāt publiski spēlējis Friderika Šopēna, Pētera  Čaikovska, Aleksandra Skrjabina un Jāņa Ivanova klavierdarbus. Var secināt, ka ārstniecības dievs Asklēpijs un mūzikas mūza Eiterpe ir bijuši Ivara Ebela teicami sabiedrotie visu mūžu. Mūsu laikabiedra pianista Jāņa Maļecka darbošanās profesionāli divās mākslas jomās – mūzikā un glezniecībā – rit nepārtrauktā mijiedarbībā kopš 1994. gada, kad tika absolvēta Latvijas Mākslas akadēmija, bet sākums abām takām mākslā sācies jau bērnībā. Ir vērts atgādināt Jāņa Maļecka biogrāfisko datu atsevišķus pieturas punktus saistībā ar katru profesiju. Mūzikā tās bija mācības mūsu konservatorijā, absolvējot profesora Igora Kalniņa klavieru klasi 1981. gadā. Kopš tā laika līdz pat šai dienai – koncerti, ieraksti un atkal koncerti dažādos sastāvos gan ar vokālistiem, gan instrumentālistiem Latvijā un daudzkur ārzemēs, Beļģijā, Norvēģijā, ASV. Muzicēšanas sakarā izcelšu tikai vienu, bet ļoti būtisku vienību, Klavieru kvartetu „RIX” (latviešu mūzikas profesionālajā vidē augsti novērtētu, dažādās pasaules malās dzīvojošu latviešu mūziķu ansambli), kura koncerti Jāņa Maļecka vadībā vienmēr ir svētki klausītājiem. Paralēli koncertdarbībai – ļoti sekmīgs pedagoģiskais darbs, vide, kurā, manuprāt, kristalizējas daudzas noderīgas atziņas radošai darbībai abās minētajās sfērās. Savukārt glezniecībā pēc studijām Latvijas Mākslas akadēmijā Intas Celmiņas un Ivara Heinrihsona meistardarbnīcās – personālizstādes, izstādes kopā ar citiem gleznotājiem un atkal personālizstādes: Agijas Sūnas galerijā, Gārsenes pilī, Kultūras pilī “Ziemeļblāzma”, Valmieras Novadpētniecības muzejā, Latgales vēstniecībā GORS.  Par izstādi ar nosaukumu “Muzikālās tēmas un noskaņas Jāņa Maļecka gleznās” gribas teikt īpaši – spēcīga mākslinieka pārvaldīto profesiju sinerģija! Mentālā veselība vēl nav kļuvusi par reālu darba vides prioritāti.”– Edgars RiņķisIzdegšanas atzīšana par arodslimību nozīmē ne tikai simbolisku atzīšanu, bet arī darba devēju pienākumu novērtēt psihosociālos riskus, sniegt atbalstu un, nepieciešamības gadījumā, segt izdevumus. Kanādas liberāļi – par mata tiesu no triumfa 28. aprīlī notikušo Kanādas Parlamenta Pārstāvju palātas vēlēšanu rezultāti, salīdzinot ar priekšvēlēšanu aptauju rādītājiem, īpaši nepārsteidz. Liberālā partija, kopš janvāra nogales piedzīvojusi strauju popularitātes kāpumu, ieguvusi vēlēšanās labāko rezultātu. Iemesls ir ne tikai ilggadējā premjera un liberāļu līdera Džastina Trudo prašanās savlaicīgi aiziet no politiskās avanscēnas, bet arī „Trampa faktors”. Kvebekas bloka līderis Īvs Fransuā Blanšē aicinājis visus politiskos spēkus vienoties par „pamieru”, kamēr valsts tiek cauri pašreizējiem nestabilajiem laikiem. Kāpēc Latvija grib, bet Melnkalne – nē? Šī gada jūnijā Apvienoto Nāciju Organizācijas Ģenerālā asambleja, kā ik gadu, balsos par piecu jaunu ANO Drošības padomes locekļu apstiprināšanu. Kā zināms, kopumā šai ANO institūcijā darbojas piecpadsmit valstis, no kurām piecas – Savienotās Valstis, Ķīna, Krievija, Lielbritānija un Francija – ir pastāvīgie locekļi, savukārt atlikušās desmit periodiski mainās. Pie tam katram planētas reģionam Drošības padomē rezervēts noteikts vietu skaits. Vienu no divām Austrumeiropas vietām ieņem pastāvīgā locekle Krievija, savukārt uz otru, kuru šajā reizē atbrīvos Slovēnija, pretendē Latvija. Otra sākotnējā pretendente – Melnkalne – savu pieteikumu pirms pāris mēnešiem atsauca. Kā intervijā Melnkalnes laikrakstam „Vijesti” izteicies ārlietu ministrs Ervins Ibrahimovičs, tāds lēmums pieņemts, jo Melnkalnei šobrīd jākoncentrē visi spēki virzībai uz iestāšanos Eiropas Savienībā, kam darbošanās Drošības padomē var nenākt par labu. Drošības padome ir vienīgā no ANO struktūrām, kura ir pilnvarota izdot dalībvalstīm saistošas rezolūcijas; visām pārējām ANO ietvaros izdotajām rezolūcijām ir rekomendējošs raksturs. Piecu pastāvīgo locekļu statuss ar veto tiesībām saglabājies kopš organizācijas radīšanas Otrā pasaules kara izskaņā, un lielā mērā atspoguļo tā laika ģeopolitisko realitāti, kad galvenās pasaules kara uzvarētājas nodrošināja sev īpašu statusu. Kopš tā laika daudz kas mainījies, un jau vismaz vairākas desmitgades četras valstis – Indija, Brazīlija, Japāna un Vācija – izvirza pretenzijas uz Drošības padomes pastāvīgā locekļa statusu, ciktāl Japāna un Vācija sniedz ļoti nozīmīgu finansiālo ieguldījumu Apvienoto Nāciju darbībā, savukārt Indija un Brazīlija aktīvi piedalās ANO militārajās misijās. Tomēr ir vesela grupa pietiekami ietekmīgu valstu, kuras šādai paplašināšanai pretojas. Kopš Krievijas pilna mēroga iebrukuma Ukrainā arvien skaļāk izskan viedoklis, ka agresorvalsts savu īpašo statusu Drošības padomē nav pelnījusi. Krievijas Federācija kā tāda nekad nav tikusi ievēlēta par pastāvīgo locekli, bet gan ir mantojusi šo statusu no tās priekšgājējas Padomju Savienības. Indija un Pakistāna – milžu rīvēšanās Jau vairāk nekā trīs gadu desmitus Indijas Džammu un Kašmiras pavalstī nenorimst bruņota pretestība valsts centrālajai varai. Savulaik šais zemēs pastāvēja pusneatkarīga monarhija ar ticības ziņā neviendabīgu iedzīvotāju sastāvu, un tad, kad 1947. gadā kādreizējās Britu Indijas vietā tapa Indijas un Pakistānas valstis, kuru pamatā bija iedzīvotāju reliģiskā piederība, Džammu un Kašmira kļuva par strīdus ābolu. Pagājušā gadsimta astoņdesmitajos gados islāma kaujinieki, kuri cīnās par provinces pievienošanu Pakistānai, sāka piekopt terora metodes. Vienu šādu asiņainu ekscesu Indija piedzīvoja 22. aprīlī, kad vairāki ar automātiskajiem ieročiem bruņoti vīri ieradās tūristu iecienītā lokācijā, vispirms atklāja haotisku uguni, pēc tam nošķīra atsevišķi vīriešus un sāka noskaidrot viņu reliģisko piederību. Tos, kuri nebija apgraizīti un nezināja arī norunāt Dienvidāzijā populāru islāma lūgšanas frāzi, nošāva. Pavisam dzīvību zaudēja 26 cilvēki, starp kuriem bija arī viens Nepālas pavalstnieks un viens vietējais iedzīvotājs, musulmanis, kurš mēģināja nepieļaut izrēķināšanos. Šis ir asiņainākais terora akts Indijā kopš 2008. gada islāma teroristu uzbrukumiem Mumbajā. Sākotnēji atbildību par 22. aprīļa slaktiņu uzņēmās kaujinieku organizācija „Pretestības fronte”, kura gan dažas dienas vēlāk savu paziņojumu atsauca. Savukārt Indijas varasiestādes jau nākamajā dienā pēc notikušā paziņoja, ka saziņa rādot teroristu saistību ar Pakistānas slepenajiem dienestiem. Indija izraidīja vairākus Pakistānas diplomātus un atsauca savējos no Islāmābādas, slēdza sauszemes robežu, anulēja vīzas daļai Pakistānas pilsoņu un pārtrauca izsniegt jaunas. Sevišķi nopietni tiek uzlūkota Indas ūdeņu vienošanās darbības apturēšana. 1960. gadā noslēgtā starpvalstu vienošanās regulē Indas upes un vairāku tās pieteku ūdens resursu izmantošanu. Upju iztekas atrodas Indijā, bet galvenā ūdeņu izlietotāja ir Pakistāna, sevišķi lauksaimniecībai, kas veido gandrīz ceturto daļu no valsts iekšzemes kopprodukta un vairāk nekā trešdaļu darbavietu. 24. aprīlī gar Indijas un Pakistānas demarkācijas līniju Kašmirā sākās apšaudes ar strēlnieku ieročiem, kam dažas dienas vēlāk pievienojās arī artilērija. 28. aprīlī Pakistānas aizsardzības ministrs Asifs Havadža paziņoja, ka Indijas uzbrukums Pakistānai esot nenovēršams.
