In deze aflevering van Op z'n Kop! gaan Marianne Zwagerman en Rick van Velthuysen in gesprek met Afshin Ellian. Ellian is een Perzisch-Nederlandse rechtsgeleerde, filosoof en dichter met expertise in het internationaal publiekrecht en de rechtsfilosofie. De aanleiding voor het gesprek is het rapport van de Nederlandse Orde van Advocaten (NOvA), getiteld Rechtsstatelijke Toets Verkiezingsprogramma's 2025, dat afgelopen maandag werd gepubliceerd. In het rapport van de NOvA werden rode, gele en groene kaarten uitgedeeld aan de plannen van politieke partijen, waarbij rood staat voor anti-rechtsstatelijk en een groen voorstel de rechtsstaat zou kunnen versterken. Elf van de vijftien politieke partijen kregen ten minste één rode kaart. Volgens Ellian mist het rapport zelfreflectie en is de NOvA meer een soort belangengroep. Want als we juridisch telkens grote kaders blijven opwerpen, wat blijft er dan nog over voor democratisch gekozen partijen om politiek te bedrijven? En wordt de politiek ondertussen niet vleugellam gemaakt door de grote beoordelingsruimte van rechters en advocaten? Luister mee en oordeel zelf!

Savienoto Valstu prezidents Donalds Tramps atkal atmaidzis pret Krievijas diktatoru - nekādas papildu sankcijas Kremlim viņš nesola un pēc telefonsarunas bija gatavs tūdaļ pat ar draugu Vladimiru tikties pie abu kopējā drauga un atzinēja Viktora Orbāna Ungārijā. Tomēr vakar kļuva skaidrs, ka tikšanās tik drīz nenotiks.  Gruzijas attiecības ar Eiropu kļūst arvien saspringtākas, šoreiz ar īpaši Vāciju, jo pēc atklāta konflikta Vācija uz laiku ir atsaukusi savu vēstnieku no Tbilisi.  Bet tepat kaimiņos, Igaunijā, aizvadītas pašvaldību vēlēšanas - visas vietvaras tika pie jauniem deputātu sastāviem. Ko šīs vēlēšanas liecina par sabiedrības noskaņojumu kaimiņvalstī? Aktualitātes analizē politologs Veiko Spolītis un Ģeopolitikas pētījumu centra direktors, Rīgas Stradiņa universitātes docētājs Māris Andžāns.  Tomahauki Budapeštas miglā Motīvs par iespējamu Savienoto Valstu un Krievijas līderu tikšanos Ungārijas galvaspilsētā Budapeštā uzpeldēja pagājušo ceturtdien, 16. oktobrī, dienu pirms Ukrainas prezidenta Volodimira Zelenska vizītes Baltajā namā. Zelenska Vašingtonas apmeklējuma priekšvakarā pasaules politiskajā diskursā dominēja motīvs, ka viņš turp dodas „pēc tomahaukiem”, respektīvi, cerībā saņemt piekrišanu amerikāņu spārnoto raķešu „Tomahawk” piegādēm Kijivai. Bija visai nepārprotami, ka jaunumiem par Budapeštu ir tiešs sakars ar šo iespējamību, proti, Kremlis darīja, ko varēja, lai Ukraina minēto ieroci neiegūtu. Pasaule nu ņēmās spriest, vai Budapeštā Trampam varētu izdoties „Gazas pamiers Nr. 2”, un kādā ceļā potenciālais Hāgas apsūdzēto sola kandidāts Putins vispār varētu tikt līdz Ungārijas galvaspilsētai. Piektdiena Baltajā namā noritēja bez preses klātbūtnes, un tās rezultāti daudzviet tika komentēti ar frāzi: „Zelenskis paliek tukšām rokām.”. Taču zināma informācija medijus sasniedza, un tā pauda, ka amerikāņi jau atkal mēģinājuši piedabūt Ukrainas prezidentu atdot bez kaujas agresoram savas valsts teritoriju, konkrētāk – Krievijas vēl neieņemto Doņeckas apgabala daļu. Viesim tomēr izdevies pārliecināt mājastēvu, un pēc tikšanās Tramps runāja par karadarbības iesaldēšanu pie esošās frontes līnijas. Tādējādi var teikt, ka Zelenskis, ja arī piektdien pameta Vašingtonu tukšām rokām, tad tomēr ar veselu ādu. Kāds no Baltajam namam pietuvinātiem Republikāņu partijas politiskajiem ekspertiem izdevumam „Politico” paudis: „Tikšanās nebija slikta, tā tikai krita par upuri neveiksmīgam laika momentam un uzpūstām cerībām.” Ar neveiksmīgo laika momentu jāsaprot situācija, kad Trampa un viņa komandas prātus joprojām saista Tuvo Austrumu problemātika. Tikām turpmākajās dienās iespējamā Budapeštas samita perspektīvas kļuva arvien miglainākas, līdz vakar, 21. oktobrī, mediji jau ziņoja, ka šis plāns „nolikts plauktā”. Tramps paziņoja, ka nevēlas vēl vienu „lieki izšķiestu tikšanos”; tika atcelta arī jau šonedēļ plānotā sagatavošanas tikšanās starp Savienoto Valstu un Krievijas ārlietu ministriem, ziņojot, ka Rubio un Lavrovs esot produktīvi aprunājušies pa telefonu, un sanākšana aci pret aci vairs nav nepieciešama. Uzvarētāji un zaudētāji Igaunijā Igaunijā apkopoti 19. oktobrī notikušo vietvaru vēlēšanu rezultāti, un politiskie spēki vērtē savu sniegumu. Līdz nākamajām parlamenta vēlēšanām mūsu kaimiņvalstī gan atlikuši vēl gandrīz divarpus gadi, tātad zaudētājiem ir laiks piestrādāt pie reitingu uzlabošanas, savukārt ieguvējiem nav ieteicams atdusēties uz lauriem. Runājot par tendencēm, jāsaka, ka rezultāti izskatās daudz iepriecinošāki opozīcijas, ne valdošās koalīcijas spēkiem. Kā galvenais ieguvējs tiek minēta partija „Tēvzeme” – nacionāli konservatīvs politiskais spēks, lielā mērā mūsu „Nacionālās apvienības” līdziniece. Igauņu „tēvzemiešu” iegūto balsu procenti, salīdzinot ar iepriekšējām vēlēšanām, auguši no 10,2 līdz 18,6. Labi gājis arī opozicionāriem no pretējā flanga sociāldemokrātiem, kuru iegūto balsu skaits audzis no nepilniem pieciem līdz nepilniem desmit procentiem. Nav piepildījušās bēdīgākās prognozes vietvarās tradicionāli plaši pārstāvētajai Centra partijai, kuras rādītāji kritušies no 24,4 līdz 21,1 procentam, un tā joprojām paliek pašvaldībās vispārstāvētākais politiskais spēks. Savukārt viela bēdīgām pārdomām ir abām liberālajām valdošās koalīcijas partijām – Reformu partijai un partijai „Igaunija 200”. Reformistu balsu daļa mazinājusies no 17,3 līdz 10 procentiem, savukārt „Igaunija 200” ieguvusi vien 1,7 procentus no vietvaru vēlētāju balsīm. Reformu partijas līdere Kristena Mihala Igaunijas sabiedriskajam medijam izteikusies, ka viņas partijas vājā snieguma iemesls esot valdības svaidīgā politika, pieņemot, bet pēc tam atceļot nepopulārus lēmumus, sevišķu nodokļu jomā. Cerīgi startējusi parlamentā nepārstāvētā partija „Labējie”, kuru 2022. gadā nodibināja daži no „tēvzemiešu” rindām aizgājuši politiķi. „Labējie” šajās vēlēšanās ieguvuši 4,7 procentus balsu. Visbeidzot starp zaudētājiem tiek minēti arī opozicionāri no galēji labējā flanga – Konservatīvā tautas partija jeb EKRE, kura iepriekšējās vēlēšanās guva vairāk nekā trīspadsmit procentu, bet tagad tikai vairāk nekā astoņu procentu vēlētāju piekrišanu. Partijas līderis Martins Helme, paliekot uzticīgs savam stilam, kā pirmo iemeslu minējis krāpšanos elektroniskās balsošanas procesā. Tbilisi ķēmojas pakaļ Maskavai Pagājušās nedēļas beigās Vācija atsauca konsultācijām savu sūtni Gruzijā Pēteru Fišeru, pret kuru, kā norāda Vācijas Ārlietu ministrija, Tbilisi valdība izvērsusi individuāli mērķētu kampaņu. Sevišķi saspringtas kļuvušas attiecības starp Fišeru un valdības vadītāju Irakliju Kobahidzi. Vēl viena Gruzijas varas nežēlastībā kritusi Eiropas pārstāve ir Somijas ārlietu ministre Elīna Valtonena. Pagājušonedēļ viņa apmeklēja Tbilisi kā Eiropas Drošības un sadarbības organizācijas prezidējošās valsts pārstāve un, cita starpā, straumēja savu videoierakstu no proeiropeisko spēku mītiņa pie parlamenta ēkas, paužot atbalstu protestētājiem. Gruzijas iekšlietu ministrija uzlikusi viņai naudas sodu par brauktuves bloķēšanu. Šādas izdarības arvien vairāk atgādina stilu, kādu attiecībās ar rietumvalstu pārstāvjiem jau labu laiku piekopj Kremlis. „Gruzijas sapņa” varas pārstāvji tēlo Eiropas Savienību kā savai valstij naidīgu, tās iekšējās lietās iejaucošos spēku – jo sevišķi kopš pagājušā gada nogales, kad apšaubāmas kvalitātes vēlēšanās šī partija ieguva vairākumu parlamentā, ievēlēja Gruzijas prezidenta amatā sev pakļāvīgu kandidātu, bijušo futbolistu Mihaelu Kavelašvili un iesaldēja Gruzijas iestāšanās sarunu procesu ar Eiropas Savienību. Kopš tā laika valstī nerimst protesti, lielai daļai sabiedrības nevēloties pieņemt šo muguras pagriešanu pret Eiropu. Īpaši plaši bija protesti 4. oktobrī, kad notika pašvaldību vēlēšanas, un to laikā izskanēja aicinājums ieņemt Gruzijas prezidenta rezidenci. Atsevišķi demonstranti tiešām mēģināja iekļūt Orbeliani pilī, notika sadursmes ar policiju un, kā tiek apgalvots, abās pusēs esot cietušie. Daudzi notikušo uzskata par mērķtiecīgas provokācijas rezultātu. Nākamajā dienā premjerministrs Kobahidze paziņoja, ka noticis mēģinājums ar vardarbīgiem līdzekļiem gāzt likumīgo valsts varu, un attiecīgas apsūdzības izvirzītas trīspadsmit arestētajiem protestu organizētājiem. Vara turpina piegriezt juridiskās skrūves – steidzīgi pieņemtas un jau stājušās spēkā izmaiņas likumā, kas par tādiem pārkāpumiem kā brauktuves bloķēšana, sejas aizsegšana un pirotehnikas lietošana protestu laikā līdzšinējo naudas sodu vietā paredz 15 diennakšu administratīvo arestu, bet atkārtota pārkāpuma gadījumā – līdz pat gadu ilgu cietumsodu. Tā ir jūgendstila būtība: noslēpumainais skaistums... Arī ārpus jūgendstila epicentra, Ģertrūdes ielā 10/12, sieviešu tēli veido harmonijas pilnas kompozīcijas. Finding a viable benefactor has become a tactical operation, with guides suggesting potential babies strategically position themselves in specific high-end locales. These include exclusive hotel bars, the service centers of luxury car dealerships, private airport terminals, and specific seating levels at major sporting events, all in a calculated effort to "meet their next benefactor out in the wild."However, this increased financial pressure and the inherent nature of the arrangements can lead to far more extreme and manipulative behaviors. When these "mutually beneficial" relationships break down, some sugar babies have resorted to criminal extortion and fraud. A legal analysis of sugar dating in Singapore highlights several court cases where these tactics were employed. Nav šaubu, ka tas ir arī liels ASV prezidenta Donalda Trampa nopelns, un pats Tramps nepārprotami pirmdien baudīja savus slavas mirkļus. Viņš ieradās Izraēlā, kur viņu gaidīja kā nacionālo varoni. Tajā pašā laikā politiskie eksperti piesardzīgi vērtējumos, cik ilgstošs un noturīgs pašreizējais miers būs. Ja Izraēlā Trampu novērtē kā miera nesēju, tad ir valstis, kur tagad ASV uzskata par potenciālu drīzu kara izraisītāju. Venecuēla nopietni gatavojas ASV iebrukumam. Par Venecuēlu jārunā arī vairāku citu iemeslu dēļ, arī piešķirtās Nobela Miera prēmijas dēļ, kuru nesen saņēma nevis Donalds Tramps, kurš to ļoti iekāroja, bet gan Venecuēlas opozīcijas līdere. Aktualitātes komentē Latvijas Radio Ziņu dienesta žurnālists Rustams Šukurovs, Ģeopolitikas pētījumu centra vecākais pētnieks Jānis Kažociņš un Latvijas Ārpolitikas institūta pētnieks, RSU docētājs Toms Rātfelders. Sengaidītais (pus)miers 8. oktobrī Izraēlas valdības un organizācijas „Hamās” pārstāvji vienojās par karadarbības pārtraukšanu, balstoties Savienoto Valstu prezidenta Donalda Trampa izvirzītajā miera plānā. Dienu vēlāk šo vienošanos akceptēja Izraēlas ministru kabinets, pēc kam 10. oktobrī iestājās uguns pārtraukšana un sākās ķīlnieku atbrīvošanas process. 13. oktobra rītā, uzrunājot Izraēlas parlamentu Knesetu, ASV līderis pasludināja kara beigas, lai gan saprotams, ka runa pagaidām ir tikai par trauslu pamieru. Izraēlai nozīmīgākais rezultāts ir pēdējo divdesmit izdzīvojušo 2023. gada oktobrī sagūstīto izraēliešu atbrīvošana, kas notika pirmdienas rītā. Neatdoti paliek vēl divdesmit astoņu gūstā bojāgājušo ķermeņi. Pretī teroristiskā organizācija saņem gandrīz divus tūkstošus no Izraēlas cietumiem atbrīvotus palestīniešus, tai skaitā 250 ar mūža ieslodzījumu notiesātos. Pēc piektdien notikušās uguns pārtraukšanas un Izraēlas paziņojuma, ka iedzīvotāji var droši atgriezties Gazas pilsētā, sākusies intensīva bēgļu kustība uz pamatīgi izpostīto anklāva lielāko centru. Pirmajā noregulējuma posmā Izraēla piekritusi atvilkt savus spēkus no četrdesmit septiņiem procentiem Gazas joslas platības; nākamajos divos posmos paredzēta turpmāka atvilkšana, galu galā paturot savā kontrolē apmēram 15 procentus teritorijas – drošības perimetru, no kura izraēlieši aizies tad, kad tiks atzīts, ka no Gazas joslas vairs neizriet nekādi teroristisku uzbrukumu draudi. Līdz ar uguns pārtraukšanu kara izpostītajā teritorijā intensīvi sākusi ieplūst palīdzība – ne vien pārtika,  medikamenti un pirmās nepieciešamības preces, bet arī materiāli un tehnika gruvešu novākšanai un infrastruktūras atjaunošanai. Nākamais punkts prezidenta Trampa Tuvo Austrumu vizītes maršrutā bija Šarmalšeihas kūrorts Ēģiptē, kur 13. oktobrī uz Gazas miera konferenci bija pulcējušies ap trīsdesmit valstu un starptautisko organizāciju vadītāju. Bez nozīmīgāko Rietumeiropas, Persijas līča un dažu citu ietekmīgu pasaules nāciju vadītājiem, tāpat ANO ģenerālsekretāra, Eiropadomes prezidenta un Arābu līgas ģenerālsekretāra, piedalījās arī tādi, varētu teikt, negaidīti starptautiskā procesa dalībnieki kā Armēnijas un Ungārijas premjerministri, Azerbaidžānas un Paragvajas prezidenti. No aicinātajiem samitu ar savu klātbūtni nebija pagodinājis Izraēlas premjers Netanjahu, kā iemeslu minot attiecīgajā dienā atzīmējamus nozīmīgus ebreju garīgos svētkus, un Irānas vadītāji, paziņojot, ka nevar piedalīties kopīgā pasākumā ar tiem, kuri nesen militāri uzbrukuši viņu valstij. Samitā apspriestais Trampa divdesmit punktu Gazas miera plāns paredz joslas demilitarizāciju, tur izvietojamus starptautiskus stabilizācijas spēkus un pagaidu pārvaldes institūciju. Domājams, līdzšinējiem Gazas saimniekiem – teroristiskajam grupējumam „Hamās” – šai sakarā ir no samita rīkotājiem diezgan atšķirīgs viedoklis. Miera prēmija un „lielgaballaivu politika” 10. oktobrī Norvēģijas Nobela komiteja darīja zināmu savu lēmumu piešķirt šī gada Nobela Miera prēmiju Venecuēlas opozīcijas līderei Marijai Korinai Mačado. Nu jau ceturtdaļgadsimtu viņa ir opozīcijā savas dzimtenes valdošajam režīmam – vispirms Ugo Čavesam, pēc tam viņa varas mantiniekam Nikolasam Maduro. Kulmināciju šī pretstāve sasniedza 2023. gadā, kad viņa pieteica savu kandidatūru 2024. gada Venecuēlas prezidenta vēlēšanām. Valdošais režīms aizliedza opozicionārei kandidēt, viņas vietā startēja venecuēliešu politikas veterāns un diplomāts Edmundo Gonsaless. Lai arī opozīcija iesniedza aptauju rezultātus, kas apliecināja tās kandidāta uzvaru, varas kontrolētā Nacionālā vēlēšanu padome pasludināja par uzvarētāju Maduro. Kopš šīm vēlēšanām Marija Mačado spiesta slēpties, baidoties no režīma izrēķināšanās. Līdz ar Nobela komitejas lēmumu noslēgusies arī intriga par iespējamu prēmijas piešķiršanu Donaldam Trampam, kurš to faktiski pieprasīja, darbinādams šai sakarā arī politiskā spiediena sviras. Tomēr tiek lēsts, ka Baltā nama saimnieka ambīciju izpaudumiem bijusi ietekme uz komitejas izšķiršanos. Mačado ir Trampa dabiska sabiedrotā Vašingtonas pašreizējā politiskajā kursā pret Karakasu. Diktators Maduro allaž ir bijis prezidenta Trampa neieredzēts, pie tam tagad par vadmotīvu šai attieksmei kļuvušas apsūdzības narkotiku iepludināšanā Savienotajās  Valstīs. Kopš septembra sākuma amerikāņu jūras spēki uzsākuši t.s. narkolaivu medības Karību jūrā, nogremdēti nu jau vismaz septiņi peldlīdzekļi, nogalināto skaits tuvojas trim desmitiem. Tiek izteiktas versijas par to, ka šīm akcijām varētu sekot citas ar citu bruņoto spēku veidu iesaisti. Par to, cik pamatotas ir apsūdzības narkotiku transportēšanā, grūti spriest, taču nepārprotami tā ir Savienoto Valstu spēka politikas demonstrācija reģionā. Pagājušajā nedēļā runājām par Latvijas Vides, ģeoloģijas un meteoroloģijas centra datu arhīvu, bet šoreiz vairāk par preses arhīvu, jo arī tajā ir daudz ziņu par pagātnes laikapstākļiem un klimatu. Ne velti arī mūsdienās, joprojām klimatologi, veicot pētījumus par pagātnes klimatu, dažkārt izmanto senus avīžu un žurnālu rakstus, kā arī hronikas, kur var atrast informāciju, kas nav meteoroloģiskajās datu bāzēs. Skaidrojam, kad par klimata pārmaiņām sāka runāt Latvijas presē un kādas dažādas dīvainas teorijas un nākotnes paredzējumi atrodami pat simt gadu senās avīzēs. Par klimata pārmaiņām raidījumā Zināmais nezināmajā runājam daudz, bet pētījumi par klimatu sākās jau pagājušajā gadsimtā. Taču kad un ko par klimatu sāka rakstīt Latvijas presē? Dati Latvijas Nacionālās bibliotēkas Periodisko izdevumu krātuvē liecina, ka vārdu “klimats” presē izmantoja jau 19. gadsimtā, taču lielākoties vārds izmantots medicīnas rakstos, jo tajā laikā bija populārs uzskats, ka daudzas kaites var ārstēt, pārceļoties dzīvot uz vietu, kur ir kaut mazliet atšķirīgi klimatiskie apstākļi. Pat Latvijas mērogā – no skarbās Vidzemes augstienes pārcelties uz maigāko piejūras klimatu Liepājā vai kādam liepājniekam pārcelties uz Latgali. Vēl daudz vārds “klimats” izmatots arī apzīmējos laikapstākļus, piemēram, aizvadītā mēneša klimats bijis labvēlīgs ražas novākšanai. Mūsdienās mēs ar vārdu “klimats” apzīmējam daudzu desmitgažu laikapstākļu kopumu. Un vēl ir populārzinātniski rakstu par senu vēsturi – par ledus laikmetiem un seniem ģeoloģiskiem periodiem. Pirmais raksts, kurā pieminētas klimata pārmaiņas reālā laikā, vismaz, ko izdevās atrast, ir 1915. gada 15. aprīļa izdevumā “Zemkopis”, tiesa, tas ir par lokālākām izmaiņām, taču vienalga ļoti interesants un būtisks – cilvēki pamanīja, ka meži ir svarīga mikroklimata sastāvdaļa un to izciršana ievērojami pasliktina hidroloģisko režīmu. Tiesa, tajā brīdī Latvijas teritorijā mežu platībubija mazāk nekā šobrīd. Bet par klimata pārmaiņām mūsdienu izpratnē, par globālākiem procesiem pirmo reizi Latvijas presē var lasīt 1926. gada 29. oktobrī laikrakstā “Kareivis”, kur publicēts raksts “Vai iespējama pēkšņa Eiropas klimata maiņa?”, kurā izteiktas bažas par Atlantijas okeāna straumju, tostarp Golfa straumes iespējamām izmaiņām un kā tas varētu mainīt klimatu Eiropā. Tiesa, rakstā minēts apgalvojums, kas papildināts ar pāris fantāzijām, un tas arī viss. Pēc simt gadiem varam konstatēt, ka nav kļuvis pie mums par 4-5 grādiem siltāks un nav arī krāšņu vīna dārzu un rivjēras Gaujas un Abavas krastos. Kopš tā laika temperatūra Latvijā cēlusies par aptuveni pusotru grādu.

Sākušās valdības veidošanas sarunas. Vašingtonā kompromisa nav Pagājušajā nedēļā valdošajai Republikāņu partijai nespējot rast kompromisu sarunās ar Demokrātu partiju par finansējumu veselības aprūpei, Senātā pietrūka balsu, lai varētu pieņemt federālo budžetu. Tāpēc jau trešo reizi Donalda Trampa prezidentūru laikā un ceturto reizi šajā gadsimtā ASV federālā  valdība ir apturējusi  darbu.  Katru gadu budžeta pieņemšanas laikā notiek politiska cīņa un reizēm tā arī beidzas ar federālā budžeta iestāžu darba apturēšanu. Kompromiss gan vienmēr tiek panākts, bet jautājums, cik ātri politiķiem izdodas vienoties. Vēsturiski visbiežāk tās ir bijušas dienas vai dažas nedēļas, bet visgarākais pārtraukums ir bijis 2018.gadā, kas arī bija pēdējā reize, kad valdības darbs apturēts un toreiz vienoties izdevās vien pēc 35 dienām. Arī šoreiz izskatās, ka darbs apturēts būs ilgi, neviena puse nav gatava piekāpties. Kamēr valdības darbs ir apturēts, vairāki simti tūkstoši valdības darbinieku tiek sūtīti bezalgas atvaļinājumos, citi strādā, bet nesaņem atalgojumu. Un Tramps ir saasinājis situāciju, draudot atlaist lielu skaitu valdības darbinieku, nevis vienkārši nosūtīt tos uz pagaidu neapmaksātu atvaļinājumu. Pretī Trampam ir Demokrātu partija, kuras pamatvēlētājs jau mēnešiem pieprasījis, lai politiķi ieņem stingrāku nostāju pret prezidenta politiku. Pavasarī, kad vairāki demokrāti atbalstīja republikāņu budžetu, pār opozīciju vēlās milzīgs kritikas vilnis, tāpēc jau sākotnēji bija skaidrs, ka šoreiz republikāņiem būs grūti pārliecināt oponentus atbalstīt budžetu neko pretī nedodot. Kamēr neviena puse neizrāda nekādu gatavību sadarboties, pieaug bažas par ASV ekonomiku. Aprēķināts, ka katra nedēļa, ko valdība nestrādā un tās darbinieki pavada piespiedu neapmaksātā dīkstāvē, bremzē pasaules varenākās ekonomikas izaugsmi par 0,2%.   Čehijai savs Tramps Pēdējos gados kopš Krievijas pilna mēroga iebrukuma Ukrainā Čehija ir bijusi uzticama Ukrainas atbalstītāja. Tā ir arī faktiski izformējusi vienu no lielākajiem Krievijas spiegu tīkliem, ko Maskava bija izvērpusi caur savu vēstniecību Prāgā. Tāpēc ziņas, ka turpmāk Čehijas politikā gaidāmas pārmaiņas, daudziem bija negaidītas. Starptautiskie mediji nav aktīvi sekojuši līdzi politiskajam noskaņojumam šajā Austrumeiropas valstī. Bet pārmaiņas būs. 4. oktobrī notikušajās parlamenta vēlēšanās līdzšinējā premjerministra vadītais partiju bloks saņēma vien 23,3 procentu vēlētāju atbalstu, kamēr opozīcijā esošā miljardiera un bijušā premjerministra Andreja Babiša vadītā partija – 34,6 procentus. Jau tajā pašā vakarā līdzšinējais premjers Petrs Fiala apsveica Babišu ar uzvaru, bet svētdien Čehijas prezidents tikās ar vēlēšanu uzvarētāju, lai spriestu par iespējām izveidot valdību. Lai arī Babiša uzvara vēlēšanās ir pārliecinoša, tomēr izveidot stabilu valdību nebūs vienkārši. Kā koalīcijas partnerus Andrejs Babišs redz divas partijas – galēji labējo partiju „Brīvība un tiešā demokrātija”, kura ieguva nepilnu 8% vēlētāju simpātiju, un partiju „Autobraucēji sev”, kuras nosaukums jau rāda, ka tās primārais mērķis ir cīņa pret Eiropas kursu pāriet uz elektroautomašīnām. Abas mazās partijas ir skeptiskas pret Eiropas Savienības politiku, un galēji labējie priekšvēlēšanu kampaņā pat solīja rīkot referendumu par valsts izstāšanos no Eiropas Savienības. Tāpēc Babišam būs jāpieliek pūles, lai abas partijas būtu ieinteresētas sadarboties, turklāt politologi izsaka šaubas, cik stabilas un prognozējamas ir abas partijas un to ievēlētie deputāti. Tajā pašā laikā Babišs ir solījis, ka viņa vadītā valdība būs Eiropu atbalstoša un nedarbosies pretēji tās interesēm. Tāpat Babišs ir centies mazināt bažas, ka Čehija klaji pretdarbosies Ukrainas atbalstam tās cīņā pret agresoru. Tomēr pārmaiņas valsts politikā šajā ziņā būs. Priekšvēlēšanu laikā miljardieris solīja, ka, nonākot pie varas, pārskatīs Čehijas vadīto starptautisko koalīciju artilērijas šāviņu piegādei Ukrainai, kuru izveidoja Fialas valdība. Viņš gan pauda gatavību to apspriest ar Ukrainas prezidentu Volodimiru Zelenski, tagad sakot, ka šo programmu ir jāpārņem NATO. Andreju Babišu dēvē par populistu, un viņš arī sevi ir aktīvi pozicionējis kā Donalda Trampa atbalstītāju un viņam līdzīgas politikas īstenotāju. Francijā briest ārkārtas vēlēšanas Premjera amatā viņš paspēja būt 27 dienas, taču valdība pastāvēja vien 14 stundas, šādi kļūstot par īsāko valdību visas jaunākās Francijas Republikas vēsturē. Pēc tam, kad septembra sākumā parlaments izteica neapmierinātību iepriekšējam premjeram, prezidents Emanuels Makrons premjera amatu uzticēja Sebastjēnam Lekornī. Bija vajadzīgs gandrīz mēnesis, lai nominētu jaunos ministrus, un svētdienas, 5. oktobra, vakarā valdības sastāvs tikai izziņots. Tas tūlīt saskārās ar plašu kritiku, jo vairākos amatos bija nominēti līdzšinējie ministri, un gan labējie, gan kreisie steidzās sacīt, ka neredz iespēju atbalstīt tos pašus vēžus, tikai citās kulītēs. Tūlīt sākās runas par vēl vienu neuzticības balsojumu, un jau pirmdien premjers pats paziņoja, ka šādā noskaņojumā neredz iespēju strādāt un atkāpjas no amata.  Kopš ārkārtas vēlēšanām, kad parlamentā izveidojās trīs atšķirīgi politiskie bloki, panākt vienošanos ir kļuvis neiespējami. Īsā laikā ir kritusi jau trešā valdība, un lielākā problēma ir tā, ka parlaments nav spējīgs apstiprināt nākamā gada budžetu, kuram ir jābūt taupības budžetam – Francijā ir arī sarežģīta finansiālā situācija. Nacionālās apvienības parlamenta frakcijas priekšsēdētāja Marina Lepēna pirmdien aicināja rīkot vēl vienas pirmstermiņa parlamenta vēlēšanas. Viņasprāt, citas izejas no strupceļa nav. Viņa arī uzskata, ka no amata ir jāatkāpjas prezidentam. Tomēr šādu iespēju Emanuels Makrons līdz šim ir noraidījis. Tiesa, līdzīgas balsis ir atskanējušas arī no centristiem, šādi palielinot spiedienu pret Makronu. Nav drošas pārliecības, vai jaunas vēlēšanas palīdzētu valstij izkļūt no strupceļa. Protams, Marina Lepēna cer, ka tas ļautu tās apvienībai palielināt savu ietekmi, jo apvienības popularitāte ir augusi. Savukārt prezidentam tas radītu citas problēmas. Aptaujas rāda, ka Emanuels Makrons kļūst arvien nepopulārāks, bet viņa pilnvaras ir spēkā līdz pat 2027.gadam.
