More about Jonathan Butcher Jonathan Butcher is the Will Skillman Senior Research Fellow in Education Policy at The Heritage Foundation. He has researched and testified on education policy around the US, including testimony before the US Commission on Civil Rights. He is the author of Splintered: Critical Race Theory and the Progressive War on Truth. Jonathan co-edited and wrote chapters in The Critical Classroom, discussing the racial prejudice that comes from applying critical race theory in K-12 schools. He also co-edited and wrote chapters in the book The Not-So-Great Society, which provides conservative solutions to the problems created by the ever-expanding federal footprint in preschool, K-12, and higher education. Jonathan previously served as the Education Director at the Goldwater Institute, where he remains a Senior Fellow. He was a member of the Arizona Department of Education's first Steering Committee for Empowerment Scholarship Accounts, the nation's first education savings account program. He is also a Senior Fellow with The Beacon Center of Tennessee and a contributing scholar for the Georgia Center for Opportunity. Prior to joining Goldwater, Jonathan was the Director of Accountability for the South Carolina Public Charter School District. Jonathan previously studied education policy at the Department of Education Reform at the University of Arkansas. He worked with the School Choice Demonstration Project, the research team that evaluated voucher programs in Washington, D.C. and Milwaukee, Wisconsin. Jonathan holds a bachelor's degree in English from Furman University and a master's degree in economics from the University of Arkansas.

A longtime Florida resident, Angie Pye started out in Law Enforcement, serving as an emergency dispatcher. A former victim of abuse herself, she always had a heart and concern for women in such circumstances, and watched as our laws improved in the mid-90s for victims reporting incidents. She became a volunteer counselor for a crisis center for rape victims and that really initiated the path that led her to the role she now plays at the Beacon Center.
A recent report from the Beacon Center of Tennessee reveals that only 53% of the state's education funding makes it to classrooms. Now as a civilian, he seeks to provide similar protection for American communities through software he has developed that can identify potentially dangerous individuals and prompt a security response before violence occurs. Schools, places of worship, concert venues — all have jumped at the opportunity to use Adam’s service. However, Adam has been barred from utilizing the technology altogether. The Tennessee Alarm Systems Contractors Board considers the software to be an alarm system which requires Adam to undergo a 5-year apprenticeship in alarm system installation before he can obtain a certification to deploy his software. Adam, with the help of the Beacon Center of Tennessee, is challenging the Board’s determination. This week we take a closer look at a local issue. On May 1st, Nashville will be voting on a mass transit plan that promises to fix the crippling gridlock that’s plagued its citizens for the last several years. Yes you heard it right, government thinks it’s the answer to fixing gridlock. All they need is more money, and they can for sure fix the problem. Assuming they are the first government in history to come in within the budget and on time, it should only cost about $9 billion and be finished by 2032. We brought on a very special guest to help us understand the plan in more detail. Hannah Cox from the Beacon Center of Tennessee, joins us to drink whiskey, make sarcastic jokes, and maybe discuss “Let’s Move, Nashville” a little too. Armand Lauzon created a cutting-edge business called Project Belle. Belle is a service that connects consumers directly with health and beauty professionals for in-home or at-work care in Tennessee. A Tennessee salon owner who “found this type of competition highly disturbing” reported Lauzon’s business to the Tennessee State Board of Cosmetology. The Board determined that Belle had run afoul of a regulation that makes it illegal in Tennessee to practice cosmetology outside of a brick-and-mortar salon. The Board issued Lauzon a $500 penalty and a cease-and-desist notice. HomeAway, Airbnb, and other short-term rental platforms are at war with cities across the country. Nashville's Downtown has the highest hotel rate in the U.S. — even pricier than New York and San Francisco. Despite that, the city council passed a law capping the number of second homes in a neighborhood that can be rented out to tourists. In a lawsuit brought by the Beacon Center, a local think tank, the judge ruled against the city but left the door open for lawmakers to rewrite the bill. Will litigation drag on, or will the Tennessee state government step in and nullify city laws? Elsewhere, in Colorado, a patchwork of regulations illustrates the different approaches that cities are taking. I am pleased to introduce you to Olivia Malabuyo Tablante, currently the Administrative Manager at the Wallace Alexander Gerbode Foundation where she also manages the arts commissioning awards program in partnership with William and Flora Hewlett Foundation. Prior to joining as Gerbode Foundation’s Program Assistant in 2006, Olivia had served as Los Cenzontles Mexican Art Center’s Administrative Manager and the Production Manager for its PBS series Cultures of Mexico in California, from 2004 to 2006. She was also a Managing Director of San Francisco’s black box theater, Bindlestiff Studio, and worked over five years with tenants and owners, development corporation in senior and affordable housing development.
