Steve H. Hanke is a Senior Fellow, Contributing Editor of The Independent Review, and a Member of the Board of Advisors at the Independent Institute. Hanke is professor of applied economics and founder and co-director of the Institute for Applied Economics, Global Health, and the Study of Business Enterprise at the Johns Hopkins University in Baltimore, senior adviser at the Renmin University of China's International Monetary Research Institute in Beijing, and a special counselor to the Center for Financial Stability in New York. Hanke is also a contributing editor at Central Banking in London and a contributor at National Review. In addition, Hanke is a member of the Charter Council of the Society for Economic Measurement.In the past, Hanke taught economics at the Colorado School of Mines and at the University of California, Berkeley. He served as a member of the Governor's Council of Economic Advisers in Maryland in 1976–77, as a senior economist on President Reagan's Council of Economic Advisers in 1981–82, and as a senior adviser to the Joint Economic Committee of the U.S. Congress in 1984–88. Hanke served as a state counselor to both the Republic of Lithuania in 1994–96 and the Republic of Montenegro in 1999–2003. He was also an adviser to the presidents of Bulgaria in 1997–2002, Venezuela in 1995–96, and Indonesia in 1998. He played an important role in establishing new currency regimes in Argentina, Estonia, Bulgaria, Bosnia‐Herzegovina, Ecuador, Lithuania, and Montenegro. Hanke has also held senior appointments in the governments of many other countries, including Albania, Kazakhstan, the United Arab Emirates, and Yugoslavia.

With President Donald Trump bent on initiating a trade war by hiking tariffs on imports from major trading partners such as China, Mexico, and Canada, an infamous piece of legislation passed in 1930 is piquing Americans' curiosity. The Smoot-Hawley Tariff Act imposed the highest duties in U.S. history on roughly one-fourth of all imports. It contributed to a steep falloff in global trade and exacerbated the Great Depression. Just when world commerce needed stimulation, many countries erected tariff barriers, often in retaliation for Smoot-Hawley. In this episode, economic historian Phillip Magness of the Independent Institute delves into the reasons why U.S. leaders once believed high tariffs were beneficial and how the executive branch obtained broad power to manipulate tariffs in the decades since. In August, FIRE posted a viral X thread, arguing that Woodrow Wilson may be America's worst-ever president for free speech. Despite the growing recognition of Wilson's censorship, there was a professor who wrote a recent book on FDR's free speech record, arguing that FDR was worse. Representing the Wilson side in our discussion is Christopher Cox, author of the new book, “Woodrow Wilson: The Light Withdrawn.” Cox is a former member of the House of Representatives, where he served for 17 years, including as chair of the Homeland Security Committee. “Ethnic studies” is an ideological battleground in higher education, and now California is bringing its 1.6 million high school students into the fray. Every one of them must take an ethnic studies course to graduate, starting in the fall of 2025. But what will the course teach them? The State Department of Education's original model curriculum—now candidly dubbed the “Liberated Ethnic Studies Curriculum”—was criticized for its anti-capitalist agenda, embrace of critical-race themes, and alleged antisemitism. Reaction was so intense that Governor Gavin Newsom vetoed the original curricular mandate legislation. A second State Model Curriculum toned down some of the original emphases. The final legislation signed by the governor had a local-option twist: school districts are free to determine the ethnic studies curriculum used in their schools. As a result, the skirmish over ethnic studies can now be replayed district by district. Independent Institute has created what it calls a balanced curriculum for the consideration of districts throughout the state. The “Comparative Cultures Ethnic Studies Curriculum” portrays the full tableau of American ethnic history, dark moments as well as instances of triumph and personal success. It explores contending schools of thought. Animated not by ideology but by balance, this curriculum builds on years of research and pedagogical insight. This panel will include a survey of California's ethnic studies controversy, and presentation of the "Comparative Cultures Ethnic Studies Curriculum" by its project leader Williamson M. David T. Beito's most recent book, and the subject of this conversation, is The New Deal's War On the Bill of Rights: The Untold Story of FDR's Concentration Camps, Censorship, and Mass Surveillance (buy it through the link!), published by the Independent Institute in 2023. The presidency of Franklin Delano Roosevelt and the New Deal have now largely passed from living memory. When I was in junior high school in the 1970s, however, many of the teachers had not only lived through the New Deal but remembered it as an almost sacred moment. We watched scratchy black-and-white movies in class about the great success of FDR's New Deal in ending the Great Depression, the soundtrack blaring with “Happy Days Are Here Again.” David Beito's book is about the dark side of all that, the almost crazy abuse of American civil liberties under FDR's administration. FDR's Congressional allies, including future Supreme Court Justices Hugo Black and Sherman Minton, rifled through individual tax returns and more than 3 million Western Union telegrams to find dirt on outspoken opponents of the New Deal. They proposed criminalizing "false" news. They used regulatory power and private coercion to drive virtually any criticism of the New Deal from the new medium of radio. And, finally, they put more than 100,000 Americans of Japanese descent into concentration camps built by the famous Works Progress Administration, and kept them there long after any argument for military necessity had passed. And that isn't the end of it by any means! But if you look for examples of where socialism has been successful, you can look, but you won't find many if any. The effects of socialism aren't just a poor standard of living, but massive human misery, that history has shown, has led to the establishment of dictators and small rich oligarchies who rule the masses under the thumb of socialism. At the same time, the concepts of socialism have long had a certain appeal to young people and oppressed peoples. Socialism has a certain seductive quality for some. President Biden unveiled his latest attempt to cancel student loans during a visit to Wisconsin on Monday to energize young voters. The announcement comes as millions of high school seniors across the country await loan offers due to technical glitches with the new FAFSA program. Federal Student Aid and College Expert Mark Kantrowitz testified at this week's Congressional hearing on FAFSA issues. He explains why the complications behind this year's FAFSA process and discusses the end goal for federal student loan applications. Later, he reacts to President Biden's plan for student loan forgiveness. Taxes are becoming a key campaign issue as Trump-era cuts from 2017 are set to expire at the end of next year. The former president promises to extend them if elected for a second term, yet President Joe Biden promises a new, improved plan to make the ultra-wealthy "pay their fair share" if he returns to the White House in 2025. Biden claims Trump's tax cuts contributed to the nation's crippling debt, however, if they do expire the middle class will be hit the hardest - the demographic the Biden campaign aims to help the most.
