The Animal Welfare Department (AWD) at Rethink Priorities supports high-impact strategies to help animals, especially where suffering is vast and largely neglected. Therefore, one of our focus areas is wild animal welfare (WAW), where uncertainty about tractability makes identifying cost-effective interventions particularly challenging. While much of the current WAW work rightly focuses on academic field-building (see Elmore & McAuliffe, 2024), it is worth determining whether there are viable, near-term interventions that are already available or close to implementation. With this goal in mind, we have developed the Wild Animal Welfare Intervention Database (WAWID). This project evaluates an array of interventions that may be promising for improving WAW in the (relatively) near term, evaluating them relative to criteria of interest to funders, advocates, researchers, and potential implementers across the WAW space. Mike Elmore was born in Illinois into a family with a legacy of military service. He joined the U.S. Army in 1987 with no immediate intention of pursuing special forces. But he loved the idea of a new challenge, passed selection and qualifying, and earned his Green Beret. By the time of the 9/11 Al Qaeda terrorist attacks, Elmore was part of Operational Detachment (ODA) 595, a group that would later become known as the Horse Soldiers.In this edition of Veterans Chronicles, Elmore walks us through qualifying and explains why being mentally tough is just as important as physical toughness in Special Forces. He also explains how his ODA's training in the months leading up to 9/11 turned out to be perfect prepartion for the fight against the Taliban.Elmore takes us up into the Afghan mountains, explains how he and others in his detachment worked alongside Afghan General Abdul Dostum and elements of the Northern Alliance, how he adjusted to the small horses needed to navigate the mountains, and what combat was like approaching Mazar-i-Sharif. He also explains the huge advantages of U.S. air power in their mission and some of the challenges involved in coordinating those air strikes.

The voters of Lonoke County, Arkansas just chose a murder defendant to be their Republican nominee for sheriff. Aaron Spencer won 53.5 percent of the vote, crushing the thirteen-year incumbent whose deputies arrested him in October 2024.Spencer is charged with second-degree murder for shooting Michael Fosler—a sixty-seven-year-old man who was facing forty-three felony charges including sexual assault, child pornography, and internet stalking. The alleged victim in those charges was Spencer's thirteen-year-old daughter.On the night of the shooting, Spencer discovered his daughter missing from her bedroom. He found her in Fosler's truck at one in the morning—despite Fosler having court orders to stay away from minors and have no contact with the girl. Spencer forced the truck off the road, and after an altercation, shot Fosler fifteen times.The trial was set for January 2026, but the Arkansas Supreme Court removed Judge Barbara Elmore from the case after she imposed restrictions the court deemed an abuse of discretion. It was the second time the high court reversed Elmore in this case.Retired Judge Ralph Wilson has taken over. A new trial date will be set at the March 18 pretrial hearing.The collision of timelines creates an unprecedented situation. Spencer faces Democrat Brian Mitchell Sr. in November's general election. If convicted before then, he can't serve. If acquitted, he's likely the next sheriff of a deep-red county. The Arkansas Supreme Court removed Judge Barbara Elmore from Aaron Spencer's murder case 48 hours before trial was set to begin. This is the same judge who released Michael Fosler on bond after he was charged with 43 felonies including alleged rape of a minor. The same judge whose gag order the Supreme Court already struck down as a "plain, manifest, clear, and gross abuse of discretion." The same judge who ignored their warning and restricted public access again. Now 14 state legislators have filed a formal complaint with the Judicial Discipline Commission. The Supreme Court granted a Writ of Certiorari to review every ruling Elmore made. And retired Judge Ralph Wilson—31 years on the bench, known as an advocate for children—is taking over one of the most watched trials in Arkansas. Aaron Spencer is the Lonoke County father charged with second-degree murder after killing Fosler. According to the defense, Fosler showed up with Spencer's 14-year-old daughter in his vehicle at 1 a.m. after she went missing from her bedroom—despite being charged with sexually assaulting her and ordered to stay away from minors. Spencer told authorities he rammed Fosler's truck off the road and shot him after Fosler allegedly lunged at him. The dashcam footage that could have supported the defense's version of events reportedly vanished—the SD card gone weeks before trial. But the bodycam from three months before the shooting, showing Spencer's grief when he learned about his daughter? Prosecutors kept that. They want it in front of the jury.
