Pennsylvania Motor Truck Association and four trucking company members are suing two commonwealth agencies over the automatic adoption of California heavy-truck emission standards, contending only their legislators can create state laws. PMTA President Rebecca Oyler said, “The trucking industry and PMTA members in Pennsylvania have no control over — or even input into — these regulations because they're from California. The cost increases our members are facing will make it difficult for them to upgrade to new, cleaner trucks.”

欢迎收听雪球和喜马拉雅联合出品的财经有深度,雪球,国内领先的集投资交流交易一体的综合财富管理平台,聪明的投资者都在这里。听众朋友们大家好,我是主播匪石-34,今天分享的内容名字叫做对近期电子烟市场和政策的8点解读,来自一手大股东_成嘉源。1,国标是突然出来的吗?不是。相信大家也看到最近的消息了,不了解来龙去脉的朋友可能会觉得这个事情是政策的重大转变。其实根本不是,电子烟国标在19年的时候就已经定的差不多了,基本上是照搬了欧盟的标准,产业链上下游很多厂家也都参与了讨论。但后来遇到美国PMTA和疫情,进度就慢了下来。自始至终都不是突然出来的,行业内的人都知道这是板上钉钉,水到渠成的事。2,国标会议是怎么回事?国标起草的过程中有一个征求意见环节,前段时间国标起草组,组织产业链上下游厂家参加的那个会,其实就是在走这个流程。会上提出的版本跟2年前的没有太大区别,就是按照欧盟的标准来的。3,征求意见就是要收集大家的意见,大家都是什么意见呢?据我所知,目前产业界对标准中122种添加剂白名单的意见比较大,认为限定的太少了,因为卷烟的添加剂白名单是500多种。还有就是对2%尼古丁含量的意见比较大,因为美国FDA已经批准了4.8%尼古丁含量的产品,就说明尼古丁含量高低并不是评价电子烟危害程度的标准。4,国标出台是否意味着政策全部落地?不是。国标主要是规定生产厂家什么能干、什么不能干,什么样的产品是合格产品,什么样的产品是不合格产品。至于合格产品是不是就能卖、怎么卖、这个还真不一定。比如是规定了122种添加剂是合法的,厂家也根据这个名单做出了20中口味,但市场上只让卖烟草味和薄荷味可不可能呢?当然可能!5,国标出台后对出口产品是否有约束力?没有。出口产品需要满足目的地国家的标准,只有在国内市场销售的商品才需要满足国标。6,322征求意见稿什么时候落地?快了。可能就是一两天,也可能是一两周,也可能是一两个月,反正就是快了。7,322征求意见稿会有什么具体政策?大概率不会。首先大家要明确一点,322征求意见稿的核心是什么?就是把电子烟纳入卷烟管理,并且明确管理部门。可以预见,在征求意见以后的结论就是纳入卷烟管理,同时明确中烟主管部门地位。至于其他的具体细则,比如终端怎么管、牌照怎么发、税怎么加这些具体的政策都是今后管理部门来定的,不属于322征求意见的范围。其实如果大家仔细看了我半年前发的文章《全面梳理电子烟监管可能的方向及路径》这半年躺着睡觉就可以,根本不用关注这些噪音,每天的心情跟着消息和股价七上八下的。当时我就明确说了,从322公告和措辞就可以看出电子烟合法化那是板上钉钉的,只是时间和形式问题。目前随着各种政策和消息的落地,事情越来越明朗化。如果半年前你就能分析到这一步,不是有更好的投资机会吗?投资比的就是谁看的远、看的准、敢重仓。我们挣得一定是认知的钱,努力提升自己的认知水平才是股市投资的不二法宝。8,电子烟Q3下滑原因?根据近期数据,整体电子烟市场Q4相比Q3有20%左右的上升。至于Q3为什么会下滑,目前有三种声音:一种认为Q3是暑假,大学生们都回家了,抽的少了;一种认为Q3是夏天,夏天北方地区可以室外抽卷烟,电子烟抽的就少,冬天都出不了门,只能买电子烟在室内抽;一种认为Q3舆论有负面,很多人放弃了电子烟。反正就是一个专家一个说法,大家都是盲人摸象,摸到哪块估计连他们自己都不知道。

As well as current breaking news from the world of vaping, nicotine and tobacco harm reduction. Let's get educated and fight the good fight together! Today's topics include. Re-Framing our fight for tobacco harm reduction. This isn't about party lines or ideologies. Harm reduction and public health have to rise above partisan arguing. We have spent the last 4 years attempting to appeal to Trump and the Republicans with little success. Flavor bans are still happening across the country including the national flavor ban on pods rolled out by Trump. The bi-partisan supported vape-mail-ban is still working it's way through the system. Small vapor businesses are still dealing with Trump appointed Azar at HHS and Tump Appointed Haan at FDA and their overburdensome PMTA regulations. Now we have the possibility of Kamala Harris, an ex-cop / California prohibitionist ( who thought Trump was weak on his bans and regulations ) possibly getting into the White House. There are a LOT of cards up in the air right now and today we're going to discuss how to be appealing to all sides of the isle. Vaping has to win, science has to win, we have to ensure it. If we can't see past party lines, this battle is going to take a lot longer, and be a LOT more painful.

:33 FDA commissioner Gotlieb made an announcement regarding tobacco and nicotine regulation. 1:20 Proposed new deadline for submission of newly deemed tobacco products. A more than 4 year entension. 2:02 Revisiting the PMTA and MRTP process. 2:30 The application and approval process as it stands is really not clear to anyone. 4:00 This extension is not going to affect any other rules as written. Submitting is a very in the dark sort of thing,since no one knows how or what to submit this,there is no checklist.
