A recent survey shows alarming rates of tobacco use with 33.9% of the population smoking and 13.5% of young people using e-cigarettes. Experts are urging urgent action to reverse the trend. Cette année, Maurice a reçu le WHO Director-General's Special Recognition Award à l'occasion de la Journée mondiale sans tabac. Cette distinction prestigieuse a été officiellement remise le 19 mai au ministre de la Santé et du Bien-être, Anil Kumar Bachoo. Maurice figure parmi les deux seuls pays à avoir reçu cette récompense en 2025, aux côtés de la République des Maldives. Dr Beedassy, point focal pour la lutte contre le tabagisme au sein du ministère de la Santé, souligne que les actions ayant conduit à cette reconnaissance comprennent diverses interventions nationales, notamment la réforme des lois existantes et la mise en place d'une taxation visant à décourager la vente de cigarettes. Il a également mentionné qu'un plan d'action est en place au sein du ministère pour lutter contre le tabac. Il est essentiel de renforcer les mesures, telles que l'interdiction de la vente de cigarettes aux mineurs, et de veiller au respect des dispositions de la Public Health Act – Restriction of Tobacco Products.

Although the United States has made great strides in reducing tobacco-related disparities, commercial tobacco use is still the leading cause of today's biggest health challenges. The Centers for Disease Control and Prevention's (CDC) Office on Smoking and Health (OSH) has been leading tobacco prevention, cessation, and control. The office's director joins us to discuss the progress the team has made in decreasing tobacco use, as well as the challenges and work ahead.  While CDC has found that smoking and e-cigarette use are down, new nicotine products threaten progress. OSH works to protect future generations by addressing these evolving threats to reduce preventable tobacco-related death and disease in the United States. Dr. Deirdre Lawrence Kittner is the director of OSH. She has more than 20 years of public health experience, with a focus on global tobacco control, tobacco and health behavior science, and preventative policy development. I've had a bit of time now to look at the so-called 'independent advice' released by Casey Costello on the efficacy of heated tobacco products which she's so curiously and steadfastly supported. To remind you, there is one company that has been providing these heated tobacco products in New Zealand: Philip Morris. That company's external relations manager is the former chief of staff for New Zealand First and while Casey Costello says she has no links to the tobacco industry and that the tobacco industry has nothing to do with the policies she supports, she insists the heated tobacco products have a 'similar risk profile to vapes,' and so she wanted to see the excise tax on these products halved. What did the official advice say? First of all, the tax side - Philip Morris had a monopoly on the market, so it was hardly surprising that Treasury pointed out there was nothing that would make Philip Morris pass on excise tax cuts to consumers. And then, the health side. The Ministry of Health could find "no compelling evidence of the devices helping to stop smoking" So then to justify such a move, halving the tax, you'd think Casey Costello would have to have some compelling evidence that Heated Tobacco Products were really effective as a smoking cessation tool, for people who weren't simply vaping instead. Except, she didn't. Her evidence included an opinion piece, an article which says heated tobacco products *might* help smokers quit but could also attract non-smokers, an outdated study that doesn't mention heated tobacco products, a study of snus (which isn't a heated a tobacco product), an article talking about Japan, which doesn't have vaping and relied on data from Philip Morris International and the Tobacco Institute of Japan, one of whose founding members was Philip Morris International. I mean, come on - I can't recall a time when such a poor standard of evidence has been cited by a Minister advocating for this kind of legislative change. Associate Health Minister, Casey Costello, is pushing for smokers to switch to Heated Tobacco Products, otherwise known as HTPs, as an alternative to other forms of smoking, for what she says is a part of a solution to try work towards Smokefree 2025. The plan, which aims to get 7000 people to switch to HTPs, will result in a cut of 50% to excise tax to the products at a cost of up to $216 million. Currently, tobacco giant, Philip Morris, owns a Monopoly of HTPs in New Zealand, which would mean that this company will solely profit off of the tax cuts. Many are concerned that Costello is prioritising profits over actually working towards lowering tobacco usage within Aotearoa. As well as this, Philip Morris' HTPs, known as IQOS' have recently been pulled from shelves over being classified as vapes, and therefore going against Labour's vaping regulations, which require vaping products to have child safety mechanisms, as well as having removable batteries.  News and Editorial Director, Joel, spoke to Professor of Health Economics at the University of Auckland, Paula Logelly, on Costello's push for HTPs, and whether she believes that Costello is putting money over people's health.

On July 1st, the excise tax on heated tobacco products (or HTPs) was dropped unannounced by fifty percent.  Speaking on the change, Associate Health Minister Casey Costello sez the reduction will help the government test the effectiveness of HTPs as a tool to help people quit smoking.  However, given Costello's previous parroting of tobacco industry talking points, there are worries that this change could also be coming from industry backed research. In addition, the scientific research to support the use of HTPs is slim to nonexistent.  Wire host Castor to professor of public health at the University of Otago and co-director of the Aspire Aotearoa Research Centre, Janet Hoek, about heated tobacco products and the evidence to support them.

Associate Health Minister Casey Costello has delivered a fifty percent cut to the excise tax rate on Heated Tobacco Products - where tobacco is heated to a vapour rather than burned - as she aims to make the products a more attractive alternative to smoking. The New Zealand First Minister is also considering allowing the sale of oral nicotine products, such as snus and nicotine pouches. But Ministry of Health advice shows officials are opposed to the idea. Guyon Espiner has the story.

The campaign aims to prevent youth from using tobacco through powerful messaging and real-life stories, but how has The Real Cost remained relevant as the media landscape, young people, and the market of tobacco products all evolved rapidly? In this episode of Empathy Affect, we explore these questions and dive into the methods and public health impact of The Real Cost.April Brubach is the acting director of FDA's Center for Tobacco Products' (CTP) Office of Health Communications and Education (OHCE) and has worked at CTP since 2010. She joined CTP in 2010, working across a portfolio of tobacco prevention campaigns, education initiatives, and communication science and policy. She has previously built and managed the Health and Human Services' COVID-19 Public Education Campaign, and she has served as deputy for FDA's COVID-19 Joint Information Cell and communication program manager at the National Cancer Institute.Merrybelle Guo is a social scientist at FDA CTP's OCHE. A bill in the Oregon House of Representatives would ban the sale of all flavored tobacco products, including menthol cigarettes, flavored e-cigarettes and hookah. Five states have enacted similar bans, including California, which allows an exception for hookah sales. In Oregon, Washington and Multnomah counties both voted to ban flavored tobacco sales, but a state circuit court judge ruled in 2022 that only the state has that authority. Here to tell us more about the bill is Dr. James Bishara, a pediatric cardiologist at OHSU's Doernbecher Children's Hospital.
