About the Lecture: In 1991, Ukraine's independence set the tombstone for the USSR, and the U.S. regained its global primacy. Where are we today? How is it possible that In 2004, a top American expert argued, “stop criticizing Putin and start helping him”? Or that In 2021, Ukraine was not even mentioned in the new administration's Interim Global Security Guidelines? And what do our dealings with Moscow from the end of WWI through 1991 tell us? About the Speaker: Mr. Victor Rud practiced law for forty years and served as special counsel to a member of the U.S. Delegation to the Madrid Review Conference on Security and Cooperation in Europe. Before the fall of the Soviet Union, he represented, in the West, Soviet dissidents persecuted by the KGB. Mr. Rud has spoken, domestically and internationally, before various audiences on issues bearing on U.S./Russian relations, including specifically Ukraine. Among them are the State Department, West Point, American University Kyiv, and the UN. His analysis and commentary have been carried by The Hill, Center for European Policy Analysis, The Messenger, Kyiv Post, and Forbes, among others. Mr. Rud is past Chairman of the Ukrainian American Bar Association, and Senior Advisor to the Centre for Eastern European Democracy in Canada, and to Open Court, an NGO in Ukraine. He received his undergraduate degree from Harvard College and law degree from Duke University.

Mr. Janusz Bugajski will discuss the state of Russia today and the consequences a failed Russian state may have on the world. About the Lecture: The Russian Federation is a failed state. It has proved unable to transform itself into a nation-state, a civic state, or a stable imperial state. Moscow's full-scale invasion of Ukraine has accelerated the process of state rupture through economic decline, falling revenues, elite conflicts, military incompetence, and regional and ethnic disquiet. Russia confronts an existential paradox. Without economic reform and regional autonomy, the federal structure will become increasingly unmanageable. But even if democratic reforms are undertaken by a weakening central state several regions can exploit the opportunity to secede. The prospects for violent internal conflicts substantially increase if reforms are indefinitely blocked. Growing fractures in the Russian Federation will also have a major impact on all neighboring countries for which Western policymakers are not prepared. About the Speaker: Mr. Janusz Bugajski is a Senior Fellow at the Jamestown Foundation in Washington DC and host of television shows broadcast in the Balkans. Bugajski has authored 21 books on Europe, Russia, and trans-Atlantic relations. With a distinguished career at the UN and at the highest levels of Canadian politics, Ambassador Rae discusses how countries, like Canada and Ireland, can bring a strong voice on human rights, advancing peace and security and achieving the Sustainable Development Goals to the world stage through their engagement at the United Nations at this roundtable event. About the Speaker: Mr. Robert Rae is the Ambassador and Permanent Representative of Canada to the United Nations in New York. He served as Premier of Ontario from 1990–1995, interim Leader of the Liberal Party of Canada from 2011–2013, and was appointed as Canada's Special Envoy to Myanmar (2017) and Canada's Special Envoy on Humanitarian and Refugee Issues (2020). From 1996 to 2008, he was a partner at Goodmans LLP and wrote government reports on the Air India bombing and higher education in Ontario. Mr. Rae also served as Chair of the Toronto Symphony Orchestra, the Royal Conservatory of Music, the Institute for Research in Public Policy, and the Forum of Federations. Mr. Rae taught law and public policy at the University of Toronto and in the VicOne programme at Victoria College, and was a partner and senior counsel to the law firm OKT LLP from 2014 to 2020, specialising in indigenous law and constitutional issues. Mr. Rae is a Privy Councillor, a Companion of the Order of Canada, and a member of the Order of Ontario.
In his address to the IIEA, Amandeep Singh Gill, the United Nations (UN) Envoy on Technology, discusses the UN's work in relation to the digital transformation and how digital technologies can affect peace and security, human rights and sustainable development. Mr Gill also discusses plans to create a Global Digital Compact at the UN Summit of the Future that is scheduled to take place in September 2024, which would outline shared principles for an open, free, and secure digital future for all. About the Speaker: Mr. Amandeep Singh Gill was appointed by the United Nations Secretary-General as his Envoy on Technology in June 2022, and he joined the Secretary-General's senior leadership team as Under-Secretary General in mid-July 2022. Before this, Mr. Gill was the Chief Executive Officer of the International Digital Health and Artificial Intelligence Research Collaborative (I-DAIR) project, based at the Graduate Institute, Geneva. In 2018-2019, Mr. Gill was Executive Director and co-lead of the United Nations Secretary-General's High-Level Panel on Digital Cooperation. Between 2016 and 2018, he was India's Ambassador and Permanent Representative to the Conference on Disarmament in Geneva.

Washington and its allies must respond resolutely to the growing North Korean threat while simultaneously seeking ways to reduce the potential for stumbling into war. _About the Lecture_ This event was recorded live on September 8, 2022 at The Institute of World Politics in Washington, D.C.. With one year going by after the Taliban's seizure of Afghanistan, the fundamental question remains in the minds of the people most affected: is the Taliban able to bring stability to the nation and form a legitimate government in the country? A short introduction covering The Bonn Agreement (Post-9/11 and the U.S.'s sacrifices and achievements in Afghanistan) and The Doha Agreement (Failures of the peace process, the withdrawal of American forces, collapse of the Afghan government, and violent return of Taliban) will begin the lecture. The first part of this lecture will focus on “a blind spot in the world and a voiceless nation,” addressing questions of what happened to the government, the democratic institutions, and values that led to the culminating point of the Taliban's takeover and their rule thus far? How has the Taliban behaved toward women; ethnic, religious, and political groups; and former members of government and ANDSF in the past year? Topics of unemployment, poverty, and the current security situation including the resurgence of ISIS and other terrorist groups' activity over the past year will be discussed. The second part of the lecture will focus on the reaction of the Resistance forces in opposition to the Taliban, which includes former government members, and defense and security forces in their ranks. The final part of the lecture will address the salient question of whether the Taliban has fulfilled its end of the Doha Agreement's commitments. These commitments can be categorized into three parts: the Taliban and its connection to international terrorist organizations; the establishment of a genuine Intra-Afghan peace process; and the Taliban's (as a would-be legitimate governing entity) relationship with the surrounding region and its actors. The lecture will conclude with suggestions and solutions for the failings of the Taliban and their governing system in Afghanistan. _About the Speaker_ *Mr. Mohibullah Noori* is a modern and moderate politician resisting on behalf of democracy and regional integration within Afghanistan. He is the leader of the Heart of Asia Nations Integration Movement and former Policy Director at the National Security Council of the Islamic Republic of Afghanistan. Mr. Noori has written several books on regional integration policy and has been an advocate for this idea since 2001. He is known in Afghanistan for his ideas on the Fajristan Civilizational Region, Heart of Asia Regional Order, and Government of Peace. This presentation will look at the various aspects of influence operations in cyberspace. We will look at how the basic human neural processes are impacted in a wired world and how they impact our interactions, moods, and thinking. Not only do nation-states utilize this intelligence, but advertisers, and our closest associates do as well. With the information provided in this lecture, not only will you be able to recognize the influence operations targeting you, but you will also be able to understand how you can use it yourself. About the Speaker: Mr. Debbins has 20 years of experience and knowledge in intelligence, national security, strategic planning, CBRNE (Chemical, Biological, Radiological, Nuclear, enhanced Explosives), cyber and cyberspace, hybrid warfare, business, economics, finance, world geopolitical environment, and science and technology (S&T). He possesses native fluency in Russian. Mr. Debbins served as an officer in the U.S. Army and has also worked in commercial businesses in Ukraine and Russia. He was a Russian Cyber Analyst for the U.S. Government and later a Cyber Operations instructor. About the Lecture: The Trump administration quietly undertook a range of counterterrorism efforts during its first year, allowing President Trump to rightfully claim at the State of the Union address in January 2018 that, under his administration, ISIS suffered substantial territorial loss to its physical caliphate. But, that alone is not enough. This presentation aims to update the terrorism challenge going forward in light of policy choices, a new National Counterterrorism Strategy, and international pressure on terrorist actors. Going forward, the United States must also consider adapting its approach to counter a broader (and sometimes underground) jihadist movement by working with the right foreign partners to institutionalize better governance and support stabilization efforts. Failure to do so will risk yet another jihadist terrorist group rising to threaten the United States and its broader interests. In addition, senior leaders and policymakers must attain a better understanding of the complex “Grey Zone” dynamics ongoing in the Middle East, where the United States and its partners must be willing to invest in a long-term counter-strategy to contest the competing forces — both state and non-state in that vacuous space. This dynamic is now complicated by United States military forces essentially pulling out of Syria, as well as the continuance of a strained relationship with Iran. Lastly, we can't ignore domestic terrorism or homegrown violent extremism (HVE) – those would-be terrorists that are at risk of radicalizing and mobilizing for violence. Effective measures to counter these threats require a range of capabilities — not solely those related to law enforcement, but also with the capabilities of the private sector and civil society. About the Speaker: Mr. Costa served as the Special Assistant to the President and Senior Director for Counterterrorism on the National Security Council (NSC). At the NSC, he was responsible for coordinating counterterrorism policy and strategy as well as U.S. hostage recovery activities. Mr. Costa had 34 years of progressive national security experience and well‐documented success in strategy, policy, special operations, counterintelligence, and human intelligence, deploying on multiple contingencies and to combat operations in the Republic of Panama, Afghanistan, and Iraq. Mr. Costa's last assignment with the United States Special Operations Command (USSOCOM) was as Program Director in the Operations Directorate. Preceding USSOCOM, Mr. Costa served as a Department of the Navy civilian at the Naval Special Warfare Development Group – with US Navy SEALs, and as a Senior Adjunct Instructor with Norwich University's Bachelor of Science in Strategic Studies and Defense Analysis Program; with Norwich University, he taught on topics related to national security, strategy, and counterterrorism. He holds an M.A. in Strategic Intelligence from American Military University; an M.A. in National Security and Strategic Studies from the U.S. Naval War College; and a B.A. from Norwich University. His military awards and decorations include the Defense Superior Service Medal, Legion of Merit, and two Bronze Stars. In May 2013, Mr. Costa was inducted into USSOCOM's Commando Hall of Honor for extraordinary and enduring service to Special Operations Forces. Most recently, Mr. Costa joined the International Spy Museum as the Executive Director where he will play a leading role in building on its extraordinary success as a Washington attraction and speaking responsibly on current counterterrorism and intelligence issues.
About the Lecture: This lecture is a part of the 12th Annual Kościuszko Chair Conference that was held on November 23, 2019, at The Institute of World Politics. This year is the 100th anniversary of Herbert Hoover's visit to Poland as head of the American Relief Administration: he went in Woodrow Wilson's stead. The significance of the relief is still little-known in the Polish public consciousness, even among historians. It may have been one of the finest episodes in U.S.-Polish relations and is worthy of more recognition.
