Gen. McGonegal most recently served as the Division Chief for Strategy and Policy in the Joint Manpower and Personnel directorate for the National Guard Bureau. The Strategy and Policy division provides personnel accountability of National Guard Service members during Domestic Operations. The division develops and coordinates Congressional, OSD, CNGB, JS-J1 and NGB-J1 products on National Guard manpower and personnel readiness concerns.Brig. Gen. McGonegal enlisted in the Virginia Army National Guard in September 1997. Upon completion of Basic Training, she attended the Virginia State Officer Candidate school in Ft Pickett, VA. She was one of 15 to graduate out of 54 candidates and was the only female to graduate with her class in June 1999. She was branched Military Police and assigned to the 229th Military Police Company, which she later commanded from September 2004 to August 2006. While serving with the 229th Military Police Company, she deployed in support of Operation Noble Eagle in 2001, Operation Iraqi Freedom in 2003, and put on State Activation in support of Hurricane Katrina in 2005. During this time, she spent four years working as a county police officer but was deployed two years of that time. In April 2005, she was hired by the Army National Guard Bureau's Comptroller directorate as a Budget Officer.In 2012, Brig. Gen. McGonegal transitioned from the Virginia Army National Guard to the West Virginia Army National Guard to command the 151st Military Police Battalion. After battalion command, she served in a joint assignment with the Office of the Secretary of Defense, Policy, Homeland Defense and Global Security from 2014 to 2018. From August 2019 to July 2021, she served as Brigade Commander to the 77th Brigade Troop Command in the West Virginia Army National Guard. BUFFALO, NY - November 27, 2024 – A new #editorial was #published in Oncotarget's Volume 15 on November 12, 2024, entitled “Persistence landscapes: Charting a path to unbiased radiological interpretation.” In this editorial, Yashbir Singh, Colleen Farrelly, Quincy A. Hathaway, and Gunnar Carlsson from the Department of Radiology, Mayo Clinic (Rochester, MN), introduce persistence landscapes, a mathematical method designed to address biases in medical imaging and artificial intelligence (AI). Persistence landscapes build on persistence images, which track how patterns in data appear and disappear across different scales. By transforming this complex data into simpler, more manageable forms, persistence landscapes create a format that is easy to analyze and compare. This makes it a valuable tool for identifying and correcting biases in medical imaging. Medical imaging plays a critical role in healthcare, but it is not perfect. Biases, caused by differences in equipment, technology, or even the patient population, can lead to inaccurate diagnoses. Persistence landscapes offer a way to identify and fix these hidden issues. "[...] persistence landscapes have the potential to play a crucial role in identifying and mitigating biases in radiological practice, whether these biases stem from demographic factors, equipment variations, or the limitations of AI algorithms.” Persistence landscapes are particularly effective at reducing random noise in medical images while preserving important details. This makes it easier for clinicians and researchers to focus on the most meaningful parts of an image. The method also improves AI tools by addressing common problems, such as when models are too focused on specific details or when they miss important information. Additionally, persistence landscapes also simplify the integration of data from different scan types, like positron emission tomography (PET) and magnetic resonance imaging (MRI), without introducing new errors. Despite its potential, the use of persistence landscapes in real-world medical imaging comes with challenges. It requires powerful computers to process large data, which can be costly and time-consuming, and expert interpretation for meaningful use. Better tools are needed to make this method more accessible for clinicians. While integrating this method into clinical settings will take effort, the benefits could be transformative. Authors Yashbir Singh, Colleen Farrelly, Quincy A. Hathaway, and Gunnar Carlsson from the Department of Radiology, Mayo Clinic (Rochester, MN), provide a detailed explanation of how persistence images uncover hidden biases and advance fairness in healthcare AI. AI is becoming a major part of healthcare, helping clinicians analyze X-rays, magnetic resonance imaging, and computed tomography scans. However, if the data used to train AI systems is biased, it could lead to unfair or inaccurate results. Derived from topological data analysis (TDA), persistence images transform complex medical scans into simple, stable visuals. Mary Ellen Callahan, Assistant Secretary for the Department of Homeland Security's Countering Weapons of Mass Destruction (CWMD) Office, tells host Tammy Haddad AI has not yet made creating a chemical or biological threat easier but following the new DHS report, but it is time to put in the governance, structure and baseline standards (including the the Department of Commerce's AI Safety Institute) so model developers can apply the right standards to keep as much of the novel chemical and biological threats off of AI as possible.

My next guest has endured sexual assault, bullying, and retaliation in and out of the military.  She now shares her story to help others heal and make systemic change. I often observe people who have endured incredible hardships and become beacons of change. They seem gifted with a superpower to go against the tide, shining light in the darkest parts of society, places most prefer to stay hidden. Her story is one of many overarching themes—how powerful people silence others, how she fights against the system for what she believes is just, and how she sets an example for others and her children. Master Sergeant Crystal C. Romero retired after serving 16 1⁄2 years in the US Army National Guard, serving full-time Active-Duty Operational Support primarily in her home state of New Mexico. Today, she is an activist for veterans' causes and has had a significant role in passing legislation related to military sexual assault and veterans' mental health.  Crystal obtained four Military Occupational Specialties (MOS), held various positions, and successfully ran many programs, such as the DoD Innovative Readiness Training Program, throughout her military career, beginning in logistics and later transferring to a Public Affairs Detachment. She then transitioned to the 64th Weapons of Mass Destruction-Civil Support Team as a Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) Specialist. There, she helped run operations and was activated for the Space Shuttle Columbia recovery efforts in 2003 and Hurricane Katrina, Rita, and Ike. Concurrently, she served with the New Mexico Counter Narcotics Task Force, serving as the Finance and Executive Assistant to the commander. In her final years in the military, she was a Senior Human Resources Specialist, Platoon Sergeant, Sexual Assault Victim Advocate, member of the Safety Council, National Guard Bureau Counterdrug Program Evaluation team member, and the Joint Substance Abuse Program Coordinator for the State of New Mexico where she ran the drug testing program for all National Guard service members.  After her honorable discharge in 2014, Crystal struggled to adjust to civilian life and found herself battling depression and PTSD. In the largest survey of its kind, Convergence Analysis surveyed 2,779 malicious actors on how they would misuse AI to catastrophic ends. In previous work, we've explored the difficulty of forecasting AI risk. Existing attempts rely almost exclusively on data from AI experts and professional forecasters. As a result, the perspectives of perhaps the most important actors in AI risk - malicious actors - are underrepresented in current AI safety discourse. This report aims to fill that gap. Methodology We selected malicious actors based on whether they would hypothetically end up in "the bad place" in the TV show, The Good Place. This list included members of US-designated terrorist groups, convicted war criminals, and anyone who has ever appeared on Love Island or The Apprentice. Results This survey was definitely an infohazard: 19% of participants indicated that they are likely to misuse AI to catastrophic ends. However, the most popular write-in answer was: "Wait, that's an option?" "Just ask" is not an effective monitoring regime: 8% of participants indicated that they were already misusing AI. When we followed up with this group, none chose to elaborate. Move over, biohazards: Surprisingly, 92% of respondents chose "radiological" as their preferred Chemical, Biological, Radiological, or Nuclear (CBRN) threat. Dear God: 1% of respondents selected "other" as their preferred CBRN threat. Our request for participants to specify "other" yielded answers that were too horrifying to reproduce here. Even malicious actors have limits: Almost all malicious actors said they'd stop short of permanently destroying humanity's future. One representative comment reads "anything greater than 50% of the global population is just too far." All press is good press: The most evil survey responses (1.2 standard deviations above the mean evilness) were submitted by D-list celebrities vying to claw their way back into the public eye. A majority of participants agreed to reflect on their experience in a follow-up survey if they successfully misuse AI. Unfortunately, none agreed to register their misuse with us in advance. This week we speak with Michael Gary, a former Army National Guard Deputy Commander for the New England Chemical, Biological, Radiological, and Nuclear Enhanced Response Force Package. He was also part of the very specialized 11th Weapons of Mass Destruction Civil Support Team. Being a Hazmat specialist for  fifteen years, Mike had specialized training, knowledge and experience with material like Covid. He and his team knew that mask narratives were laughable, yet not one of his peers were bold enough to speak out. As a man of faith, Mike could not let this untruth stand, and using his knowledge and know-how, he conducted his own experiments and showed people that what they were being told was not correct.  He was ultimately fired from his job in 2021, and currently works at the Truth for Health Foundation. In this role, he is responsible for providing the research, development, acquisition management, and joint service integration for products transitioning from the technology base through full life cycle management of U.S. Food and Drug Administration (FDA)-approved medical countermeasures against chemical, radiological, and nuclear threats. Previously, LTC Roberts served as the Product Lead for Vaccines, Therapeutics, and Enablers for the Joint Program Executive Of­ficer for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND), Joint Assisted Acquisition (JA2). In this capacity, LTC Roberts was responsible for domestic and global vaccine requirements, and the $56 billion joint Department of Defense (DOD) and U.S. Department of Health and Human Services (HHS) program ensured the President's COVID-19 response effort was capable of developing and producing more than one billion doses of COVID-19 vaccines, 19 million therapeutics doses, and over two billion needles and syringes. His work resulted in nearly 600 million doses being safely administered in the United States, and more than 200 million doses donated around the globe. LTC Roberts has served in the U.S. Army for 21 years in various command and staff level positions within the military health system, medical logistics, and acquisition communities. In the Republic of Korea with the U.S. Army, his various roles included Battalion Medical Platoon Leader, HHC, 2/72 Regiment, and Deputy SPO, 16th Medical Logistics Battalion. Upon completing his tour, he was assigned to the 45th Sustainment Brigade Schofi­eld Barracks, Hawaii, where he served as a Medical Operations Planner and later deployed in support of Operation Iraqi Freedom. Following deployment, LTC Roberts was assigned to Scho­field Barracks Health Clinic, serving as Chief of Logistics and subsequently selected to command, B Company, Tripler Army Medical Center, Hawaii. Following command, LTC Roberts attended the United States Army Medical Department's Acquisition and Procurement Internship Program (APIP) at Joint Base San Antonio in San Antonio, Texas, and was assigned to serve as the first-ever Chief of Contracting for the Defense Health Agency's National Capital Region. He has completed Command and General Staff College and is Defense Acquisition Workforce Improvement Act-trained in Contracting and Program Management. LTC Roberts is also the Deputy Consultant for Medical Acquisitions to the Army Surgeon General. This episode of the Lessons Learned for Vets podcast kicks off our 4th Season! We are excited to host Charlene Wilde who served as a US Army Chemical, Biological, Radiological and Nuclear (CBRN) Officer for six years. As a veteran and military spouse, Charlene is now the Senior Vice President of Operations at American Armed Forces Mutual Aid Association (AAFMAA). This podcast focuses on how she transitioned back into the civilian workforce after an 11-year break and the strategies she used to expand her opportunities at AAFMAA. We are grateful to AAFMAA for sponsoring this episode.  Charlene made the decision to separate from the military after she had her first child. With her husband recently deployed to Iraq and a short 6-week maternity leave over, Charlene persevered as a CBRN officer for awhile before realizing she wanted to prioritize her new role as a mother. Unfortunately, her command and unit were not supportive of military women who wanted to continue serving after becoming a mom. After Charlene separated, she found the support she needed through the military spouse community.  As a veteran and military spouse, Charlene spent a significant amount of time overseas with her husband. At the time, remote work was not as prevalent as it is today. Charlene had the desire to continue learning and serving, so she volunteered as much as she could through military organizations and spouse groups. Volunteering was an opportunity for Charlene to gain new skills - skills that helped her gain future employment. Charlene encourages mil spouses to take a strategic approach to volunteering in order to build a resume. Taking classes or pursuing certifications are also great ways to fill gaps on a resume. When Charlene began applying for roles after an 11-year break, she tailored her resume to focus on her organizational and leadership skills. She took advantage of Fort Belvoir's military spouse employment office and began networking. AAFMAA hired her as a team leader in 2015. Charlene admits that when she first reentered the workforce, she viewed her role as just a job. A year later, she shifted her mindset from job to career. With this mental shift, Charlene began to look for new opportunities to grow within the company.  AAFMAA has a long and solid history of serving the military community. It is the longest standing not for profit association to provide military families with affordable financial solutions, including life insurance, investment management, residential mortgages and Survivor Assistance Services. The Pruitt Igoe housing complex in St. Louis that was built in the 1950s and infamously demolished in the 1970s has been touted by many as a cautionary tale against public housing projects. But its history is complex. In 2012 it was reported that Pruitt Igoe was in a region targeted by the Military for secret tests that were part of a radiological weapons development program. According to government documents obtained by sociologist and researcher Dr. Lisa Martino-Taylor, the Army referred to the test area a “Densely Populated Slum District.”Now Pruitt Igoe is back in national headlines. Ben Phillips and Chester Deans, both former residents of the Pruitt Igoe housing complex, are spearheading efforts to have the government recognize its wrong doing, release more information about the its covert actions, and compensate residents of Pruitt-Igoe and surrounding areas. They hope to have residents of the area added to a bill working its way through congress that seeks to compensate residents that were exposed to radiation during cold war era production of nuclear weapons in St. louis.In this episode of Breaking Green we will talk with Dr. Lisa Martino-Taylor, the sociologist and researcher who examined the St. Louis open-air experiments for her doctoral dissertation at the University of Missouri Columbia, and after more than a decade of research wrote a book called Behind the Fog: How the US Cold War Radiological Weapons Program Exposed Innocent Americans. We will also talk with Ben Phillips who prior to spearheading the recent push for justice for former residents of Pruitt Igoe, received a degree in sociology from the University of Missouri at St. Louis. Phillips had a distinguished career in public service as well as St. Louis and Missouri politics.
