Rabbi Arnie Resnicoff's life took a fateful turn on October 23, 1983, when he found himself amidst the chaos and devastation of the Beirut barracks bombing, a bombing that took the lives of 241 U.S. servicemembers in one of the largest non-nuclear explosions in history. Rabbi Resnicoff was in Beirut to conduct a memorial service for Staff Sgt. Allen Soifert, a Jewish Marine killed by a sniper. Due to his observance of the Jewish Sabbath, he remained in Beirut following the service. When the bomb exploded, he was in a nearby building and immediately rushed to the site, becoming one of the first rescuers on the scene. Rabbi Resnicoff spent the entire day pulling survivors from the rubble and providing comfort to the dying. During the rescue, he lost his yarmulke, and Father George Pucciarelli crafted him a new one from the camouflage cover of a helmet. His actions that day were later chronicled in a letter to his wife and mother and in a report used by President Reagan. Today, Rabbi Resnicoff shares powerful memories of October 23, 1983, in the last episode of our limited series: Beirut Survivors. Rabbi Arnold E. Resnicoff began his naval career as an enlisted man in the reserves during high school and served as a Navy line officer in Vietnam, where his ship was the first to enter Cambodia in 1970. After Vietnam and a stint with Naval Intelligence in Europe, he left the Navy to study at rabbinical school. Returning to the Navy Chaplain Corps, he served on active duty for nearly 25 years, earning the Defense Superior Service Medal for his work with military and civilian leaders throughout Europe, Africa, and the Middle East. Rabbi Resnicoff also served as the National Director of Interreligious Affairs for the American Jewish Committee and continues to be a consultant on interfaith values and interreligious affairs. His life of service, both in and out of uniform, reflects a deep commitment to faith, humanity, and the enduring bonds forged in moments of profound challenge. We do not see Turkey backing away from its support of the GNA in Libya.  In Russia, we believe that low oil prices, the impact of COVID, and struggling overseas campaigns in Libya, Syria, and Venezuela will not deter Putin or erode his grip on power.  In Venezuela, while the U.S. does not intend to interdict Iranian shipping carrying fuel to the country, the stakes are high as the goal is an eventual transfer of power.     Major General (Ret.) The Institute of World Politics
The Global Counterterrorism Fight Since 2017

The Institute of World Politics

Play Episode Listen Later Jan 21, 2020 70:16

About the Lecture: The Trump administration quietly undertook a range of counterterrorism efforts during its first year, allowing President Trump to rightfully claim at the State of the Union address in January 2018 that, under his administration, ISIS suffered substantial territorial loss to its physical caliphate. But, that alone is not enough. This presentation aims to update the terrorism challenge going forward in light of policy choices, a new National Counterterrorism Strategy, and international pressure on terrorist actors. Going forward, the United States must also consider adapting its approach to counter a broader (and sometimes underground) jihadist movement by working with the right foreign partners to institutionalize better governance and support stabilization efforts. Failure to do so will risk yet another jihadist terrorist group rising to threaten the United States and its broader interests. In addition, senior leaders and policymakers must attain a better understanding of the complex “Grey Zone” dynamics ongoing in the Middle East, where the United States and its partners must be willing to invest in a long-term counter-strategy to contest the competing forces — both state and non-state in that vacuous space. This dynamic is now complicated by United States military forces essentially pulling out of Syria, as well as the continuance of a strained relationship with Iran. Lastly, we can't ignore domestic terrorism or homegrown violent extremism (HVE) – those would-be terrorists that are at risk of radicalizing and mobilizing for violence. Effective measures to counter these threats require a range of capabilities — not solely those related to law enforcement, but also with the capabilities of the private sector and civil society. About the Speaker: Mr. Costa served as the Special Assistant to the President and Senior Director for Counterterrorism on the National Security Council (NSC). At the NSC, he was responsible for coordinating counterterrorism policy and strategy as well as U.S. hostage recovery activities. Mr. Costa had 34 years of progressive national security experience and well‐documented success in strategy, policy, special operations, counterintelligence, and human intelligence, deploying on multiple contingencies and to combat operations in the Republic of Panama, Afghanistan, and Iraq. Mr. Costa's last assignment with the United States Special Operations Command (USSOCOM) was as Program Director in the Operations Directorate. Preceding USSOCOM, Mr. Costa served as a Department of the Navy civilian at the Naval Special Warfare Development Group – with US Navy SEALs, and as a Senior Adjunct Instructor with Norwich University's Bachelor of Science in Strategic Studies and Defense Analysis Program; with Norwich University, he taught on topics related to national security, strategy, and counterterrorism. He holds an M.A. in Strategic Intelligence from American Military University; an M.A. in National Security and Strategic Studies from the U.S. Naval War College; and a B.A. from Norwich University. His military awards and decorations include the Defense Superior Service Medal, Legion of Merit, and two Bronze Stars. In May 2013, Mr. Costa was inducted into USSOCOM's Commando Hall of Honor for extraordinary and enduring service to Special Operations Forces. Most recently, Mr. Costa joined the International Spy Museum as the Executive Director where he will play a leading role in building on its extraordinary success as a Washington attraction and speaking responsibly on current counterterrorism and intelligence issues.

He is running for Congress as a candidate for CA-7. Among Patterson’s literary efforts include two New York Times best sellers, Dereliction of Duty and Reckless Disregard. His most recent books include War Crimes and Conduct Unbecoming. Patterson served 20 years as a pilot on active duty in the United States Air Force and saw tours of duty world-wide including combat operations in Grenada, Bosnia, the Persian Gulf, Somalia, Rwanda, and Haiti. From 1996 to 1998, Colonel Patterson was Military Aide to President Bill Clinton. During that time, he served at the right hand of President and Mrs. Hillary Clinton and was responsible for the President's Emergency Satchel, otherwise known as the "Nuclear Football," the black bag with the nation's nuclear capability that accompanies the president at all times. As such, Patterson had an office and a bedroom in the White House and accompanied the First Family at all times. In addition, Colonel Patterson was operational commander for all military units assigned to the White House, which included Air Force One, Marine One, Camp David, and the White House Transportation Agency.  It was during these years that Colonel Patterson, disgusted and appalled with what he’d personally witnessed in the Clinton White House, developed his conservative vision. Today, he believes in restoring our nation’s constitutional principles and returning our nation to its rightful place as the “shining city on a hill.”Among his many military commendations, Patterson received the Defense Superior Service Medal for accomplishments while at the White House and was awarded the Air Force Air Medal for flying combat support missions during the Bosnian War in 1994. Jeffrey Noble of Dublin, Ohio: U.S. Army, Vietnam War

Jeffrey D. Noble, 74, of Dublin flew an Army helicopter gunship during the Vietnam War with Company B, 9th Aviation Battalion, 9th Infantry Division, and went on to have a 25-year career in the Army. “I wouldn’t trade one day of the 25 years for anything in the world,” he said. After graduating from high school in Florida in the early 1960s and taking courses at the College of Wooster, Noble tried to join the Navy as an aviator. He was told if he wanted to be a pilot, he had to get a college degree first. After a brief return to college and getting a private pilot’s license, he joined the Army in 1966 and became a helicopter pilot. In 1968, he was flying a UH-1 Huey helicopter gunship in South Vietnam, based at Bear Cat and Dong Tam. “Getting shot (at), first time, always exciting,” Noble said. “You look down; you see a little green dot. By the time that baby gets close to your helicopter, it’s about the size of a medicine ball.” Unlike the two-man AH-1 Cobra gunships that came into widespread use later, the UH-1 had a four-man crew. The extra eyes on board, he said, were handy in spotting enemy fire from the ground. Noble’s missions during the war included locating and targeting sites that were sending mortar or rocket fire toward U.S. or allied ground troops or bases. Other missions included supporting U.S. boats working to stop communist supplies moving in rivers and canals. Communist troops were adept at avoiding trouble, he said. They could sink their boats intentionally, hide on shore and raise the boat after the coast had cleared. River operations might involve Navy boats, Air Force planes and Army helicopters and artillery, Noble said, thereby creating challenges in coordinating the different elements. Because the Army and Navy used different radio systems, Army soldiers would ride the boats to communicate with helicopters and artillery, he said. During one engagement, he asked a soldier on a boat if he had called for other support. Apparently reluctant to see the gunship leave, the soldier said no. Then U.S. artillery began to land nearby, unexpected by Noble and his crew. The soldier on the boat knew about the artillery “but wasn’t telling us,” Noble recalled with a laugh. Noble returned to the scene when artillery subsided, asking the soldier if any other support had been called. Again the soldier said no, just before a B-57 Canberra bomber arrived carrying what Noble called “the biggest bomb I’ve ever seen.” Noble’s unit operated in the southern part of the country, where the enemy was the Viet Cong (local guerrilla fighters), while the North Vietnamese Army was more active in the north. That was the situation until the Tet Offensive broke out in January 1968, when the communists launched surprise attacks against towns and bases all across South Vietnam. An immediate effect for Noble was that he was operating in urban areas for the first time. Cho Lon, an area of the South Vietnamese capital of Saigon, was a hotbed of combat with “Viet Cong all over the place.” Noble’s helicopter flew missions in Cho Lon for two weeks. About 80 percent of Noble’s missions were flown at night. In a Third World country like South Vietnam at the time, there is no ambient light at night in rural areas, he said. It was “a big black field out there.” By abandoning hit-and-run tactics used earlier, communist forces were overwhelmed during Tet by the Americans and South Vietnamese, along with allies from Australia and Thailand. “We won Tet,” Noble said. “There were no more North Vietnamese soldiers in South Vietnam after Tet, nor were there any Viet Cong. They were literally decimated.” North Vietnamese literature admitted, he said, “militarily, they had no ability to respond anymore.” American troops at the time believed putting military pressure on North Vietnam after the Tet Offensive could have forced the communists into talks to end the war. It was not until he had returned to the United States, Noble said, that he learned the American public saw the Tet Offensive as a failure of U.S. policy, increasing erosion of public support. Depleted Viet Cong forces eventually would be replaced by the North Vietnamese Army. Toward the end of his tour, Noble said, the NVA attacked the base where he was stationed. A year earlier, he said, the enemy would have been “nothing but Viet Cong.” When his time in Vietnam ended, Noble said, “they told you, when you got to the states, take your uniform off (because of growing public opposition to the military). Which we did.” Back in the United States, Noble completed his college education and served at locations that include Fort Benning, Fort Knox and Fort Hood. He also was stationed at Baumholder in then-West Germany and at Fort Buchanan in Puerto Rico. He performed a variety of duties, including leading an armored unit and working as an inspector general and in military finance. Noble worked for Huntington Bank for 15 years after leaving the Army. He serves on the Franklin County Veterans Service Commission and is active in several veterans organizations. At the veterans service commission, “we see the issues every week,” he said of former military personnel readjusting to civilian life. “When they get out of the service, if you can get them into a career or a job that they enjoy and are interested in and give them enough money to live on,” he said, “you’ve got a good answer.” Noble’s decorations include the Defense Superior Service Medal, Bronze Star Medal, Meritorious Service Medal, Air Medal (10th award), Army Commendation Medal (three oak leaf clusters), Joint Service Achievement Medal, National Defense Service Medal, Vietnam Service Medal (4 bronze stars), Republic of Vietnam Campaign Medal, Republic of Vietnam Gallantry Cross Unit Citation with Palm, Overseas Service Bars (two), Army Service Ribbon and Overseas Service Ribbon (two). He and his wife, Jane, have been married 47 years. They have two sons, Dr. Gregory Noble and Kevin Noble, and 10 grandchildren. Prior to becoming director, he was a resident senior fellow with the Center. On March 28, 2012 President Obama conferred on Hof the rank of ambassador in connection with his new duties as special adviser for transition in Syria. Hof was previously the special coordinator for regional affairs in the US Department of State's Office of the Special Envoy for Middle East Peace, where he advised Special Envoy George Mitchell on the full range of Arab-Israeli peace issues falling under his purview and focusing on Syria-Israel and Israel-Lebanon matters. He joined the State Department in 2009 after serving as the president and CEO of AALC, limited company, an international business consulting and project finance firm formerly known as Armitage Associates LC. Hof's professional life has focused largely on the Middle East. In 2001 he directed the Jerusalem field operations of the Sharm el-Sheikh Fact-Finding Committee headed by former US Senate Majority Leader George Mitchell and was the lead drafter of the Committee's 2001 report. In 1983, as a US Army officer, he helped draft the "Long Commission" report, which investigated the October 1983 bombing of the US Marine headquarters at Beirut International Airport. Both reports drew considerable international praise for fairness and integrity. A 1969 graduate of the Georgetown University School of Foreign Service, Hof began his professional career as an Army officer. He is a Vietnam veteran and served as a US Army Middle East Foreign Area Officer, studying Arabic at the Foreign Service Institute in Tunisia and receiving a master's degree from the Naval Postgraduate School. He served as US Army attaché in Beirut, Lebanon and later in the Office of the Secretary of Defense as director for Jordan, Lebanon, Syria, and Palestinian Affairs. Hof has written extensively on Arab-Israeli issues. He is the author of Galilee Divided: The Israel-Lebanon Frontier, 1916-1984 (Westview Press, 1985); Line of Battle, Border of Peace? In this episode of the ABA Law Student Podcast, host Sandy Gallant-Jones speaks with General Jack Rives, executive director of the American Bar Association about his career as a military lawyer, his transition to civilian life, and his current role within the ABA. Jack reminisces about his passion for the legal profession from an early age, his undergraduate time at The University of Georgia on a Reserve Officers Training Corps Scholarship, and shares that he originally only planned to spend four years in the Air Force. After an educational delay that allowed him to attend law school, he entered the military as a judge advocate general (JAG). Jack provides a breakdown of the various occupational and travel opportunities that changed his initial plans and led to a 33 year long career as a military lawyer. He provides insight into the personal values, like integrity, strong work ethic, and service that aided him in becoming the first military lawyer to ever achieve the rank of three star general and emphasizes how these values are necessary for the success of every attorney. Jack takes time to commend veterans who are pursuing law degrees, discusses ways that law schools can better support these particular students, and talks about his journey transitioning from the military to civilian practice and his work with the ABA. He closes the interview with tips for law students on how to manage the stress and demand of their studies and the many benefits that joining The American Bar Association can have on their flourishing careers. General Jack Rives is originally from Rockmart, Georgia. Upon graduating from the University of Georgia School of Law, he began a 33-year career in the United States Air Force as a judge advocate general (JAG) where he became the first military attorney to attain the three-star rank of lieutenant general. During his time in service, General Rives led 2,600 lawyers and was awarded both the Distinguished Service Medal with oak leaf cluster and Defense Superior Service Medal.
