Fort Bragg to purchase property for three more reservoirs

December 1, 2022, Sarah Reith — The Fort Bragg City Council voted unanimously this week to purchase over 580 acres from the Mendocino Coast Recreation and Park District, for the purpose of building three 45-acre-foot reservoirs. That's about 14.7 million gallons each, which is also the capacity of the currently existing Summers Lane reservoir. John Smith, Fort Bragg's Operations Manager, reported to the Council that, even with that reservoir and the desalination plant, the city, which sells water to nearby communities, is likely to be dependent on stored water for quite some time. The city relies solely on surface water from the Noyo River and two spring-fed sources, Newman Gulch and Waterfall Gulch. Smith said production from the gulches is way down, and dry conditions are likely to continue. “Newman Gulch and Waterfall Gulch, as I've mentioned before, have been decreasing steadily in the last ten years,” he told the Council. “Most recently in the last five years, Waterfall has decreased by 67%, which is a lot. And Newman, as well, 42% down. Where we do gain some ground in the reverse osmosis world, we're losing ground elsewhere.” The city is now in the process of purchasing the six parcels in the property, which, including escrow, could take 4-6 weeks. The maximum amount the city agreed to pay for the land is just over $2.4 million. Though the reservoirs will be covered to reduce evaporation and algae growth, Smith plans to make accommodations for helicopters to pull water for fire suppression. He's optimistic about finding grant funding to build solar panel covers and a substation for each reservoir, but Smith was careful not to raise the council's expectations for that particular benefit. “The reservoir solar cover,” he specified; “that's not a promise. That's a hope, and something that we will definitely be pursuing.” In a brief interview after the meeting, Smith said that when he looked into the solar project in 2015, the estimated cost was $7-8 million for each reservoir, at $5 million per substation and $3 million for the solar panels. The whole array could generate a total three megawatts of energy, enough to power the city's facilities. Smith expects the reservoirs themselves will take thirty acres of land, leaving 550 acres for basic outdoor recreation. The property is currently zoned for timber production, but the city plans to annex it and place it in conservation. “Develop a community forest is what we expect to do with it,” he said. “Most of those sensitive species and habitat, you just can't touch it. You can't move it. There's no development, really, that's possible out there. It's so sensitive and so rare.” The reservoirs themselves will not be available for aquatic recreation. According to a staff report, the California Department of Fish and Wildlife has six recommendations to protect and rehabilitate the native plant life, which has suffered from illegal dumping and off-road driving. The recommendations include installing wildlife-friendly fencing, removing concrete rubble and barriers, placing boardwalks on the existing trails, removing invasive species, and installing an on-site manager to discourage illegal use of the property. “Water supply for the reservoirs,” Smith said: “We're going to fill them during the winter months, as mentioned. We've got the pump station at the water plant to help fill them.” He reported that he has spoken with LafCo (the Local Agency Formation Commission), which found nothing complicated about the city's plans to annex the property. He added that the water rights are based on the reservoirs' status as off-stream storage of diverted water, which is the same as the Summers Lane reservoir. “The Department of Drinking Water (is) always happy to see us add something that's going to help our water situation,” he noted. As for Fish and Wildlife, he assured the Council, the agency is “very excited about off-stream storage.” Mayor Bernie Norvell said he was glad to preserve the majority of the property, and be in a position to continue delivering water to other towns. “It was really difficult, certainly for me, last year, to have to shut off those outside water sales,” he said. “So this goes a long way in that direction. I'm really proud of that. So thank you.” Rain is in the forecast for Fort Bragg through the weekend, but the amounts have decreased drastically over the last ten years.During public comment, Shelley Green reminded the council that conservation is an important strategy as overall rainfall dwindles. “Folks in the community did conserve 30% of their water use this year,” she told the Council; “and when we had the Fort Bragg bucket brigade, I developed a simple spreadsheet where people could determine exactly where and how much water they were using in their homes, and learned simple behavior changes and perhaps adapt their plumbing, between $30-$50 per household, in order to cut their use by 50%. So that's another great resource we can always use, when or before necessary.” The city is currently working on several other water projects: an $11 million grant-funded overhaul of the water treatment plant and the $8.8 million raw water line project, also funded by a state grant. Work on building the reservoirs won't start until after the city annexes the property and lines up a contractor to design them. Smith doesn't expect to break ground on the project for another 18 months to two years.

The Internet Watch Foundation has been tracking the increasing trend of perpetrators grooming children online and coercing them into sexually abusing themselves on camera. The foundation has recognised a lot of what they are seeing as Category A, the most severe kind of sexual abuse, due to it including penetration with an object. Some of the child victims of this online sexual abuse are as young as 7 years old. Over the years it has worked to support girls who have experienced difficulties at home from domestic violence, exploitation or sexual abuse to newly arrived refugees. Getaway Girls has received funding from BBC Children in Need since 2010 and this year in partnership with BBC Radio 2 it has a new home thanks to the DIY SOS the Big Build team. Alia Nessa, Operations Manager at Getaway Girls talks about the project. We speak to Judith Kilshaw who was once seen as Britain's ‘most hated woman'. She caused outrage internationally after she and her husband paid a fee to adopt twin babies in the US. The case led to a change in UK adoption law and now she is speaking out in a new documentary which tells the stories of the three mothers involved. Naomi Angell, head of Adoption, Surrogacy and fertility law unit at Osbornes Law explains how the legal situation has changed. Last edited: November 7th 2022 This guide was written by the Pineapple Operations team with inputs from several operations staff at various organizations to provide an overview of considerations for entering operations work at EA orgs. We think it'll be especially useful for people new to EA and/or operations who are considering working in this space. We think it could also be valuable for people looking to hire for these roles to understand the perspectives of candidates but it has less directly relevant advice (we may write up something in the future). We've chosen to publish this now because it seems like it could be useful to many people. We may make updates in the future and will keep a change log in the appendix. 1. What is operations in EA? TL;DR it's come to mean “everything that supports the core work and allows other people to focus on the core work” (this is not normally what operations means outside of EA, administration may be a more appropriate term). Operations in EA is a very broad area that can mean a lot of different things. This guide focuses on most operations roles (excluding PA/ExA roles and operations leadership roles). There are a few roles that we've seen open positions for in the last year (2022). Note that many roles will include several items from this list: Operations Manager (most often at small / new organisations) Implementing and maintaining general systems & processes Managing Accounting, Payroll & Legal Fundraising Marketing & Communications PA tasks for the team Other ad-hoc projects Office & Community Manager People Ops/HR Recruiting Coordinator Special Projects Associate / Project Manager (usually helping incubate new projects or do project management) Events Associate (events planning & execution) Logistics/Supply Chain Some roles will also have operations staff doing direct generalist work - such as research or program development - as needed, and generalist roles at smaller orgs will also involve operations work. Generalists can do many different things, well outside the ops domain - could be research, sales, and even having inputs on strategy. Generalist work that involves research will be often very different in nature to operations where task switching is common, or external facing work vs back-office admin tasks which don't require much human contact. If you are hired as an operations person, keep in mind that this will likely be your top priority - it's literally what keeps the lights on. Read the job description for each role carefully before applying - roles with the same title might have very different responsibilities, and be clear about what proportion of your time could actually be spent on generalist work if that's mentioned in the JD (and that orgs may not be able to always predict this ahead of time). "In my current EA role, which is generalist but more explicitly ops-focused, my responsibilities have included ops, communications, and research, and shift based on my comparative advantage relative to the rest of the team. In this type of role it's important to have a clear sense of priorities and boundaries, because your work could easily encompass. everything. It's also important to learn to communicate clearly across functions and outside of your org, and to be flexible and excited about learning new things!" The concept of marketing segmentation isn't new, but what may be new, is the idea of generational segments within the Medicare market. Until recently, messaging to the senior market has involved painting  a picture of a peaceful and relaxing retirement. The Silent Generation, born between 1925-1945, responded very favorably to this messaging. And many of the older Baby Boomers, born between 1946-1954, also respond well to this promise of peace, although not all.  The younger Baby Boomers have absolutely challenged the norm and the expectation of what it means to age, and they're not resonating with this ideal of retirement. They feel they're just getting started and respond best to the promise of adventure and exploration.  A 2018 Columbia University study found "considerable evidence for age-group dissociation" meaning today's older adults don't see themselves as old.  And it's not just messaging that's changed with the younger Boomers. The tactics and channels have changed too. Whereas older Boomers still prefer word-of-mouth, traditional marketing, and in-person opportunities, like agents; younger Boomers prefer a transactional relationship that maximizes value and efficiency. Another concept not widely considered in the Medicare market but certainly avant-garde, is messaging aimed towards Generation X and the Millennials. As the insurance space becomes increasingly more digital, it may be perceived as confusing or intimidating to aging-in seniors. In many cases, seniors are looking to their children and even their children's children to help them navigate online platforms and even the growing complexities of health insurance. Generation X is not the first generation to help their parents through the aging process, but they are the first generation to understand things that their parents may not. They're essentially taking the place of agents in some cases. This aspect of Medicare marketing is an under explored area of opportunity. There are some data points that can indicate whether you're interacting with a proxy, although this concept is in its infancy. My guests on this segment are Thomas Iezin Marketing Communications, and Assistant Operations Manager of the Park City Compost Initiative And Andrew Tyrrell, the Operations Manager for Park City Compost Initiative where they want to create a non-profit commercial composting site for Bridgeport and the surrounding cities and towns. Andrew Is a Master's Composter. Park City Compost started composting their neighbor's food scraps in 2019 and it now has over 100 participants from which they collect weekly food scraps, create compost with it and give it back to the community. They have diverted more than 30,000 pounds of food waste and spread 15 cubic yards of compost throughout Bridgeport.

After we discuss the BIG news out of Boston, we are so excited to kick off our fall marathon series!  With so many of our runners preparing for fall marathons, we decided to interview the race directors of five upcoming fall marathons!  In this episode, the first of five interviews, we interviewed Rob Mullett, the Events and Operations Manager for Indy Monumental Marathon, which happens to also be Lisa's fall goal race.  We ask all of the questions about the course, logistics and behind-the-scenes tips about this PR-friendly race.  Rob also has an interesting backstory!   Prior to joining the Indy Monumental team in August 2021, Rob was an Event Manager at the Atlanta Track Club where he oversaw race operations for running and walking events, was an integral part of the operations for the 2020 U.S. Olympic Team Trials.  Rob grew up in Sussex, England, and competed for Lewes Athletics Club. Rob earned a scholarship at Butler University where he became the first sub-four-minute miler in school history before graduating with a Master's in Effective Teaching and Leadership.  Rob's athletic career was highlighted by representing Great Britain in the 3,000-meter Steeplechase at the 2016 Olympic Games in Rio de Janeiro. He set the course record for the CNO Financial Monumental 5K in 2015.
