The motivations of the various governments are examined as are the chief victims of the WMA: relatively new immigrants, Japanese Canadians during 1942-45 and dissidents. Yesterday, Trudeau's Justice Minister David Lametti threatened on CTV News that “if you are a member of a pro-Trump movement who's donating hundreds of thousands of dollars, or millions of dollars to this kind of thing, you ought to be worried” about your bank account being frozen. The settlement comes over seven years after the families sued the maker of the Bushmaster XM15-E2S semiautomatic rifle that was used in the 2012 mass shooting in Newtown, Connecticut. The rifle (Adam) Lanza used was Remington’s version of the AR-15 assault rifle, which is substantially similar to the standard issue M16 military service rifle used by the U.S. Army and other nations’ armed forces, but fires only in semiautomatic mode. In this episode, I open with more astounding details from the recent court filing by Special Counsel John Durham. For a political opponent from any party to feel justified in weaponizing various agencies to not only spy, but also to squash opposition should shake all Americans to our core. When radical Leftists acquire power, we are seeing just how far they are willing to go to get or remain in power. Just look at what Prime Minister Justin Trudeau decided to do yesterday. After convening an emergency meeting, he has decided, for the first time in the history of Canada, to invoke the Emergencies Act. Prior to it's change in the 80's, it had been called the War Measures Act. The Emergencies Act is defined as "an act of the Parliament of Canada to authorize the taking of special temporary measures to ensure safety and security during national emergencies." Think about it. For two years, the worst crisis of our supposed lifetimes has been the Covid pandemic and even the power-hungry Trudeau did not invoke the Emergencies Act. Instead, when the people are exercising their rights to peacefully protest, the man-child dictator of Canada wants to declare martial law! This move it not just about law-enforcement. Essentially, Trudeau has stripped any protesters of the protections of Canadian Law, confiscating their bank accounts, assets and more. If this is happening in a country I affectionately refer to as America-lite, it can happen anywhere tyrants have ascended to power. Ironically, I pulled a few sound bites of police officers from just a few day ago who support the Freedom Convoy. One goes so far as to say she is always told you should not follow an unlawful order. Let's see what happens in the coming days. Also, a trucker in the crowd spoke about a Fed or a Narc who was going around trying to incite violence. It sounds far too familiar, does it not? A corrupt government scared of the people so they plant agents in the crowd to cause chaos? So far, the Freedom Convoy has not fallen for any attempts by the government or mainstream media to behave poorly. Finally, Goldie Hawn came under fire for daring to say that the brains of children are not as developed as the brain's of adults and we should do more to protect them from fear and harm. How dare she!! She says what should be blatantly obvious and so the answer is to come down on her and demand she be silenced. It's the same pattern happening over and over again. We need to all be aware of just how dangerous it is for any government to weaponize it's agencies to squash the opposition. This goes against the very tenants that made our nation the envy of the world. If we allow this continued assault on our democratic principles, we are going to lose to very fiber of what it has meant to the world to be that shiny beacon on the hill. So I opted for the 20 L size, which is very manageable for me, even when filled with gas. Next time I have room in my monthly budget, I will add another 1 or 2 cans, and by the end of summer I should have 100 L extra in my garage! At a news conference on Parliament Hill, Prime Minister Justin Trudeau delivers remarks and responds to questions from reporters. The federal government is invoking the federal Emergencies Act in an effort to address ongoing convoy protests that have affected border crossings and cities across the country. The prime minister is joined by Deputy Prime Minister Chrystia Freeland as well as ministers David Lametti (justice) Marco Mendicino (public safety) and Bill Blair (emergency preparedness). This is the first time the Act has been invoked since it replaced the War Measures Act in 1988. Trudeau also announces that Canada will offer an additional $500-million loan to Ukraine and provide $7.8 million in lethal military equipment and ammunition in response to threats of a Russian invasion.

Patrice Dutil discusses the uses of the War Measures Act in twentieth century Canada with Xavier Gelinas, the curator of political history at the Canadian Museum of History in Gatineau and the co-author of Lost Liberties: The War Measures Act, published by the Canadian Museum of History. The discussion examines the origins of this legislation and its application during the First World War, the Second World War and during the October Crisis of 1970. The motivations of the various governments are examined as are the chief victims of the WMA: relatively new immigrants, Japanese Canadians during 1942-45 and dissidents. During the First World War, Ukrainian Canadians and others from Eastern Europe were labelled enemy aliens and robbed of their freedom. Canada's first national internment was brought about by the War Measures Act and didn't end until well after that War.

We're joined by Podcast High principal and Mount Royal University historian Roberta Lexier (@rlexier) to discuss Licia Corbella's postponed knee surgery and the only thing a Trudeau has done that she supports, invoking the War Measures Act to militarily occupy Quebec. While hospital workers went on a wildcat strike across Alberta, winning the hearts and minds of working people, Corbella writes in the Calgary Herald that she'd love to support them but was mildly inconvenienced, so alas she cannot. Meanwhile, NDP leader Jagmeet Singh and Bloc Quebecois leader Yves Francois-Blanchet have called for Canada to issue an apology for the October Crisis, in which Pierre Elliot Trudeau suspended civil liberties for all of Quebec in October 1970. In another piece, Corbella says we should never apologize for hardcore militarism against the French Menace. Roberta, who happens to be teaching a course on the October Crisis this semester, tells us why Corbella is engaging in crude historical revisionism. On the 50th Anniversary of the War Measures Act, Phil interviews Robin Philpot, publisher (Baraka Books) of "Pierre Trudeau's Darkest Hour - War Measures 1970." The book is a stunning revelation of hitherto private memoirs and testimonies that show that, far from Pierre Trudeau's claim of responding to an "apprehended insurrection" in Quebec, Trudeau deliberately and cynically set out to criminalize the sovereigntist movement in Quebec, particularly Rene Levesque's Parti Quebecois. The victims of Trudeau's War Measures Act were the occupants of 36,000 homes in Quebec that were raided in the early hours of an October day in 1970; the 500 political activists, labour leaders and artists arrested in the roundup and held in jail for months; and the people of Quebec whose territory was occupied by 12,500 federal troops. As then-NDP leader Tommy Douglas correctly stated at the time, it was "overkill on a gargantuan basis."
In response to the kidnappings of James Cross and Pierre Laporte, the federal government invokes the War Measures Act. And when the body of Pierre Laporte is discovered, popular sentiment turns against the FLQ and leads to the collapse of the group.

732 At the Battle of Tours near Poitiers, France, Frankish leader Charles Martel, a Christian, defeats a large army of Spanish and North African Moors, halting the Muslim advance into Western Europe. Abd-ar-Rahman, the Muslim governor of Cordoba, was killed in the fighting, and the Moors retreated from France, never to return in such force. Victory at Tours ensured the ruling dynasty of Martel's family, the Carolingians. His son Pepin became the first Carolingian king of the Franks, and his grandson Charlemagne carved out a vast empire that stretched across Europe. 1845 The United States Naval Academy opens in Annapolis, Maryland, with 50 midshipmen students and seven professors. Known as the Naval School until 1850, the curriculum included mathematics and navigation, gunnery and steam, chemistry, English, natural philosophy, and French. The Naval School officially became the U.S. Naval Academy in 1850, and a new curriculum went into effect, requiring midshipmen to study at the academy for four years and to train aboard ships each summer–the basic format that remains at the academy to this day. 1911 The building of railways by foreign powers in China stokes nationalistic fervor, and unfair financial gain for those same foreign powers leads to violent protests. Today's Wuchang Uprising will start the Xinhai Revolution, the overthrow of the Qing dynasty, ending more than 2 millennia of imperial rule, and establishing the Republic of China. The Revolution begins with a bomb explosion and the discovery of revolutionary headquarters in Hankow. The revolutionary movement spread rapidly through west and southern China, forcing the abdication of the last Qing emperor, six-year-old Henry Pu-Yi. By October 26, the Chinese Republic will be proclaimed, and on December 4, Premier Yuan Shih-K'ai will sign a truce with rebel general Li Yuan-hung. 1964 The Tokyo Summer Olympics Begin, as 93 countries participated in the first Olympics to be held in Asia. As a tribute to the horrors of the Second World War, Yoshinori Sakai, who was born in Hiroshima on August 6, 1945, the day an atomic bomb destroyed the city, was chosen as the torchbearer to light the Olympic flame during the opening. The Tokyo Olympics was also the first Olympic Games that used satellites - Syncom 3 in the United States and Relay 1 in Europe - to telecast the games. Some of the games were also broadcasted in color for the first time. 1970 The paramilitary group Front de libération du Québec is demanding independence for Canada's primarily French-speaking province of Quebec and has already kidnapped British Trade Commissioner James Cross. Now its members kidnap Quebec's Labour Minister, Pierre Laporte, ratcheting up tensions in this 'October Crisis.' In response, Prime Minister Pierre Trudeau invoked the only peacetime use of the War Measures Act, deploying Canadian soldiers on the streets of Ottawa and Montreal. Police were also given more power in arrest and detention, which is ambiguous to say the least. The kidnappers would murder Laporte one week later.
Canada evacuates Japanese Canadians from the West Coast. The moment Japanese pilots bombed Pearl Harbour on December 7, 1941, the Canadian government stepped up actions against Canadians of Japanese descent. At first Japanese Canadians were ordered to register with the government, but on August 12, 1941 they were required to carry photo registration cards complete with thumbprint. The paranoia and prejudice continued to escalate with Privy Council Order 1486 giving the government the right to remove all people of Japanese ancestry from the West Coast. A mere two days later, on February 26, 1942, the Canadian minister of justice ordered the removal of all people of “the Japanese race” from the “protected area” of the Pacific coastline. They were to be transported to areas at least 160 kilometres inland. Officials imposed a dusk-to-dawn curfew while confiscating all property and valuables from Japanese Canadians. Property was sold and never returned, ostensibly to provide funds for the internment camps in which they were forced to live. Altogether, the activation of the War Measures Act displaced 21,000 Japanese Canadians. Less well known is that even after the Allies had won, the government sent thousands of these Canadians “home” to Japan – a country in which many had never lived. Eventually, the outrage of churches and labour groups put an end to the process. However, it would take until 1988 before the Canadian government would apologize for its actions. When Canada went to war with the Central Powers in 1914 all of a sudden tens of thousands of Ukrainians who had come to Canada from the Austro-Hungarian Empire were deemed enemy aliens. Of these, several thousand were interned under the War Measures Act and forced to live in detention camps while performing manual labour.
Ottawa acknowledges its unjust treatment of Ukrainian Canadians during World War I. When World War I started, the Canadian government worried about the allegiance of Canadian citizens who had come from regions around the Austro-Hungarian empire. So the government interned 8,579 “enemy aliens” in 26 camps across Canada under the War Measures Act. More than 5,000 of these were Ukrainians. Another 80,000 – mostly Ukrainians – had to register as enemy aliens and report regularly to local authorities. Inmates of these internment camps were forced to work on infrastructure in mining and logging camps, and on government terrain such as Banff National Park. Even when the war ended, the government maintained the camps for another two years, until 1920. They justified this by referring to their free labour source as “Bolsheviks” rather than “enemy aliens,” and indicating concern about these Canadians’ allegiance to the new Soviet Union. Meanwhile, Ukrainian Canadians who were not interned faced discrimination and public ridicule. It took more than 70 years for the Canadian government to admit the unfairness of its policy. But finally, on September 27, 1991, the Canadian House of Commons unanimously approved a private member’s bill submitted by Member of Parliament Peter Milliken. The bill acknowledged the unjust treatment of Ukrainian Canadians between 1914 and 1920, instructed the government to erect markers in all 26 internment locations and initiated negotiations between the government and Ukrainian Canadians to redress the injustices. On August 24, 2005 Prime Minister Paul Martin met with Ukrainian Canadians at a ceremony in Regina signing an agreement to spend $2.5 million on markers, plaques and educational materials. On July 14, 2007, Mary Manko Haskett, died. She and her family had been imprisoned in one of the camps in rural Quebec. Haskett was believed to be the last survivor of Canada’s camps. Prime Minister Brian Mulroney apologizes to Japanese Canadians. During World War II, the Canadian government moved Japanese Canadians away from the west coast, confiscated their land without compensation and held thousands as prisoners in internment camps. Even before the war ended, Japanese Canadians urged their government to right this horrible wrong. After years of negotiations and compromise, Prime Minister Brian Mulroney issued a “formal and sincere apology” on September 22, 1988. On behalf of the Canadian government, he told Japanese Canadians he was sorry for their treatment during the second world war. The apology was issued along with a settlement of a $291 million compensation fund designed to pay each of the estimated 12,000 survivors of the internment camps $21,000, tax-free. Included in the entire compensation package was money to rebuild the infrastructure of destroyed communities and $24 million to fund a Canadian Race Relations Foundation. As well, pardons were offered to persons convicted under the War Measures Act for disobeying orders. As for Canadians deported to Japan in 1946, they were offered Canadian citizenship. Montreal Mayor Camilien Houde arrested for sedition. While most Canadians take pride in the role their country played during both world wars, many Quebecers saw the wars as unnecessary British colonial battles. That made World War II conscription contentious to men like Montreal Mayor Camilien Houde. He had a political career at the provincial, federal and municipal levels. From 1929 until 1932, Houde was leader of the Quebec Conservative Party. In 1949 he became an independent Member of Parliament after unsuccessfully running as a federal Conservative. But Houde was also mayor of Montreal, elected in 1928, 1934 and 1938. A long time opponent to conscription, Houde was quoted urging his constituents to ignore the National Registration Act. Three days later, on August 5, 1940, Houde was arrested under the War Measures Act for sedition. He was held at internment camps in Petawawa, Ontario and Gagetown, New Brunswick. On his release on August 18, 1944, Houde was met by thousands of cheering Montrealers. He won the 1944 mayor’s election and kept that job until 1954. Houde died in 1958.
