This Day in Legal History: October ManifestoOn October 30, 1905, Tsar Nicholas II of Russia issued the October Manifesto in response to mounting unrest and revolutionary fervor sweeping the Russian Empire. The 1905 Revolution had erupted earlier that year following the Bloody Sunday massacre, in which unarmed protesters were gunned down by imperial guards. Strikes, peasant revolts, and mutinies within the military and navy intensified public pressure for reform. The October Manifesto promised several liberalizing measures: the creation of a legislative Duma (parliament), expansion of civil liberties including freedom of speech, assembly, and conscience, and a commitment that no law would be enacted without the Duma's consent.Though revolutionary factions remained skeptical, the manifesto temporarily quelled widespread unrest and led to the formation of Russia's first constitutional structure. It marked the first time autocratic power in Russia was publicly limited by law, at least in theory. However, the tsarist regime maintained significant control: Nicholas retained the right to dissolve the Duma at will and manipulate election laws. Conservative forces viewed the manifesto as a concession made under duress, while radicals criticized it as too limited and unenforceable.The October Manifesto also split opposition forces. That issue is structural: the global tax framework was built around physical presence, but today's digital economy allows companies to generate profits in countries where they have no offices, employees, or infrastructure.As frustration builds in countries watching tech firms reap profits without corresponding local tax contributions, DSTs have become a tool to reclaim taxing rights. In response, nearly 140 countries have worked through the OECD to build a two-pillar international solution. Pillar One aims to reallocate taxing rights based on where users are located; Pillar Two introduces a global minimum tax. Yet, while other countries move forward, the U.S. continues to resist fully embracing Pillar One—out of concern for political optics and revenue loss.That resistance is counterproductive. By refusing to commit to a multilateral framework, the U.S. is guaranteeing the very outcome it opposes: a fragmented global tax landscape where each country sets its own rules. The current whac-a-mole strategy—reacting to every unilateral move with threats—offers no long-term protection for U.S. companies and only heightens global instability. Borders are rarely born in conference halls. As thenewly edited book The Disputed Austro-Hungarian Border: Agendas, Actors, and Practices in Western Hungary/Burgenland after World War I, published this yearby Bergahn Books shows that the borders are created by wars and conflicts and then changed by clerks, soldiers, smugglers and villagers trying to make sense of a new world order. By focusing on one of the seemingly post-1918 quieter frontiers, the line separating Austria from Hungary, the bookchallenges the narrative that the Treaty of Trianon neatly decided everything with a stroke of the pen. As two of the editors, Hannes Grandits and Katharina Tyran underline throughout our podcast, the creation of Burgenlandwas a complicated process stretching over several years, entangling ideology, class and everyday survival. The volume's nine chapters, written by Ibolya Murber, Michael Burri, Ferenc Jankó, Sabine Schmitner-Laszakovits, Gábor Egry, Melinda Harlov-Csortán, Katharina Tyran, Hannes Grandits and Ursula K. Mindler-Steiner, explore this border-making through a tangle of sources from international commission reports, localtestimonies to administrative records. Hannes Grandits notes that although the decision to transfer parts of western Hungary to Austria was made in 1919, it remained unimplemented for nearly two years. In the meantime, loyalties shifted, black markets thrived, and even a brief Bolshevik experiment in Hungary complicated the decision-making process.Throughout this period, identities shifted. Katharina Tyran provides the example of Ivan Dobrović, a Croatian culturalactivist who changed the spelling of his name depending on context. As she emphasizes, this small act captures the fluid identities the new nation-states tried to erase. Other contributors trace the social consequences. The Esterházyfamily saw their estates shrink; local bureaucrats slipped down the social ladder; peasants and artisans, newly politicised, wavered between social democracy and nationalism. Minority communities, Croats, Jews, Roma, foundthemselves suddenly reclassified by powers that barely understood them. This book reads the border negotiation as an anatomy of transition. The conclusion of our conversation is that borders are not only documents, but lived experiences, shaped by people who rarely appear in diplomatic archives. The lesson ofBurgenland is that borders are performed, contested and reimagined every day.

As the First World War drew to a close and regimes began to collapse across Europe, British officials plotted a daring campaign to send an unlikely band of maverick soldiers, diplomats and spies to the chaotic region around the Caspian Sea. Their mission: to block the advance of the Turks, to hold back the rising Bolsheviks and prevent a Turkish-inspired jihad overwhelming India, and to secure the vital supply of oil from Baku.It was an almost impossible task, but Mavericks: Empire, Oil, Revolution and the Forgotten Battle of World War One (Bloomsbury, 2025) by Nick Higham tells the gripping stories of the remarkable and enterprising characters at the centre of it all, who would be tested to the limit. It's not exactly news that the Nazis didn't like the Jews. But according to the Rutgers historian Jochen Hellbeck, author of World Enemy Number One, the Nazi obsession went so far as to believe that the Soviet Union was owned and operated by a global cabal of Jews. And so, Hellbeck argues, it was not the Western powers but Communist Russia that Nazi Germany viewed as an existential threat—in fact, “World Enemy No. 1.” Jewish revolutionaries, the Nazis believed, had seized power in 1917 and were preparing the Soviet state to destroy Germany and the world. This paranoid delusion drove Nazi Germany's most catastrophic decision: launching Operation Barbarossa in 1941. While Hitler made tactical alliances and fought on multiple fronts, Hellbeck demonstrates through his meticulous archival research that the destruction of “Judeo-Bolshevism” remained the Nazis' primary ideological mission. Drawing on overlooked Soviet sources, including war correspondent Ilya Ehrenburg's writings, Hellbeck shows how this twisted worldview shaped not just propaganda but military strategy, ultimately leading to both the Holocaust and Germany's catastrophic defeat on the Eastern Front.1. The Nazis saw “Judeo-Bolshevism” as one unified threat The Nazis genuinely believed Soviet communism was a Jewish conspiracy for world domination. They conflated Russians, Bolsheviks, and Jews into a single enemy - viewing Karl Marx's Jewish heritage as proof that communism itself was a Jewish plot to destroy Germany.2. This obsession drove Nazi military strategy, not just propaganda Hitler's decision to invade the Soviet Union wasn't merely opportunistic. German military planning for attacking the USSR, including detailed preparations for different rail gauges and propaganda leaflets, began in the mid-1930s - showing this was a long-term ideological priority, not a tactical decision.3. Soviet sources deserve serious historical consideration Western historiography has often dismissed Soviet wartime accounts as propaganda. But Hellbeck's research, particularly examining war correspondent Ilya Ehrenburg's work against German documents, shows these Soviet sources accurately documented Nazi atrocities and mindsets without fabrication.4. Ordinary Germans, not just the SS, committed atrocities The Wehrmacht's brutality on the Eastern Front wasn't limited to special units. Hellbeck found that whenever German soldiers felt threatened, they defaulted to extreme racial violence - a pattern that intensified as the Red Army approached Germany in 1944-45.5. The war's memory continues shaping current conflicts The different ways Eastern and Western Ukraine remembered WWII (Soviet liberation vs. Soviet occupation) contributed to the country's political divisions. About the Lecture: In the summer and fall of 1919 not only the fate of Russia, but also that of Europe and the world, was hanging in the balance as the White anti-Bolshevik forces approached Moscow from the south. Lenin's Bolshevik regime was teetering on the edge and appeared increasingly close to total collapse. However, the Red Army eventually counter-attacked and, turning a fighting retreat into a full-scale rout, pushed the White armies into the Crimea, thereby taking the decisive upper hand in the Russian Civil War. The sudden White defeat, and the survival and strengthening of Soviet communism, is generally attributed to White inflexibility, imperialistic rhetoric, failure to build a viable state apparatus and make national or economic concessions where necessary, and general lack of political sophistication and realism. However, the staunch hostility of Polish head of state Jόzef Piłsudski to the Whites, and his refusal to help the Whites, was an equally important factor. About the Speaker: Paweł Styrna was born in Poland and earned a PhD in history from American University in Washington, DC, writing a dissertation on the attitudes of the Russian Whites towards Poland and Poles in 1918 – 1921. He is also a graduate of the Institute of World Politics and the University of Illinois Chicago, holding MA degrees from both institutions. Dr. Styrna works in immigration policy and has written numerous articles on history, current affairs, and mass migration.

The Famine of 1932–1933 in Ukraine: An Anatomy of the Holodomor (CIUS Press, 2018) is a distillation of thirty years of study of the topic by one of Ukraine's leading historians. In this account, Stanislav Kulchytsky ably incorporates a vast array of sources and literature that have become available in the past three decades into a highly readable narrative, explaining the motives, circumstances and course of this terrible crime against humanity. As the author shows, the Holodomor was triggered by the Bolshevik effort to build a communist socioeconomic order in the Soviet Union. For the peasant majority of the population, this meant the forcible collectivization of individual farms, the seizure of livestock and farm implements, and the conversion of independent farmers into agricultural laborers. Excessive requisitioning of grain and other foodstuffs in the collectivization drive led to famine and deaths in grain-producing regions of the USSR by early 1932. In Ukraine, punitive measures authorized by the Kremlin's top leadership greatly worsened the famine in late 1932 and turned it into the Holodomor, which claimed more than three million lives in the first half of 1933. Identifying key events and decisions that produced the Holodomor, Kulchytsky analyzes economic and political factors, including the national dimension in Ukraine. The book begins with the author's address to the reader, presenting his view of the Holodomor as genocide. In addition to the main text, the volume includes a preface, afterword, glossary, list of abbreviations and acronyms, bibliography, and a short essay on the author and his writings. “Comrade Stalin, now that he is general secretary, has concentrated immense power in his hands, and I am not sure whether he will always be capable of exercising this power with sufficient caution.” This is the story of Joseph Stalin's path to becoming the dictator of the USSR. Ioseb (Joseph) Jughashvili, or little “Soso,” is a good student. A choir boy, in fact. But that changes as the Orthodox Georgian increasingly puts his faith in the Bolshevik branch of Russia's Social Democrats. Under Vladimir Lenin's leadership, Soso, now going by Joseph Stalin, becomes a true revolutionary. One who embraces violence and murder as an acceptable means to an end amid Russia's shift from revolution to civil war. With Lenin's passing in 1924, it's clear that someone has to step into his shoes, and Stalin deftly outmaneuvers Leon Trotsky to be that someone. But he won't just lead it. Is it possible to do independent journalism in today's Russia? “The short answer is no,” James Rodgers tells me in our conversation about his insightful and scrupulously researched book Assignment Moscow: Reporting on Russia from Lenin to Putin (Bloomsbury Academic, 2023). Rodgers is a former BBC correspondent in Moscow. We first talk about Western coverage of the Russian Revolution and the early years of the Soviet Union, when many foreign correspondents, famously John Reed, openly identified with the Bolshevik cause and cheered it on. We discuss, too, the dubious example of New York Times reporter Walter Duranty, who infamously denied the reality of famine in Ukraine in the Stalin period. And we close with a discussion of journalism in the Putin era and the challenges that all journalists, including Russians, face. As Rodgers acknowledges, much of the best reporting on what is happening inside of Russia comes from Russian exiles with good internal sources. Such reporting does not get wide attention in the West but represents a valuable dissident Russian journalism tradition that took root in the glasnost era of the 1980s and has endured. Clocking in at over 600 pages, this volume collects essays, reviews and reflections published over almost two decades, and offers readers a glimpse into Wald's attempts to map the lefts literary intelligentsia, all the while raising questions about the tensions and ambiguities of its many members and fellow travelers.
