Jens Ludwig on American Gun Violence

Let's cut to the chase: “The overwhelming majority of murders in the United States involve guns,” says economist Jens Ludwig. “And in fact, most of the difference in overall murder rates between the United States and other countries are due to murders with guns.” This may seem intuitively obvious to outside observers, but studying guns within the United States has long been a fraught endeavor, and the amount of research isn't commensurate with the impact on U.S. society. That said, Ludwig has taken on exploring the roots of American gun violence, work that serves as grist for the Crime Lab he directs at the University of Chicago and for many of his books, including his latest, Unforgiving Places: The Unexpected Origins of American Gun Violence. What's he's found is that the folk wisdom around gun violence doesn't rally hold up to the evidence. In this Social Science Bites episode, he explains to interviewer David Edmonds how – using insights about ‘system one' and system two' thinking developed by Daniel Kahneman – cognition in individuals has more explanatory power than traditional variables like poverty, education and environment. “I think system one plays an underappreciated role in all interpersonal violence, all of the issues, and this way of seeing what is driving violent behavior among people is equally true for knife violence in the UK and on and on,” Ludwig says. “So I think this is really a universal thing about people's behavior. This sort of frame on the problem helps make sense of a bunch of patterns in the data.” Ludwig is the Edwin A. and Betty L. Bergman Distinguished Service Professor at the University of Chicago, Pritzker Director of the Crime Lab and codirector of the Education Lab at that campus, and codirector of the National Bureau of Economic Research's working group on the economics of crime. He and his labs are routinely recognized for their work. The Crime Lab in 2014, for example, received a MacArthur Award for Creative and Effective Institutions, while eight years earlier Ludwig himself was awarded the Association for Public Policy Analysis and Management's David N. Kershaw Prize for Contributions to Public Policy by Age 40. Some of the books he's co-authored or co-edited include 2000's Gun Violence: The Real Costs, 2003's Evaluating Gun Policy, and 2012's Controlling Crime: Strategies and Tradeoffs.

I stället ville han använda samma beteendevetenskapliga lärdomar, som kommit fram inom fältet ”behavioural economics”, för att förstå sig på hur skjutvapenvåldet sker - hur de som skjuter fattar sina beslut och vad som ligger bakom.Forskningen visar att snabbt, automatiskt, ofta ganska omedvetet beteende väldigt ofta ligger bakom skjutningarna. Tjafs och gräl som lika gärna kunde ha stannat av om inte de som bråkar hade haft tillgång till vapen. Men beteendevetenskapliga metoder som går ut på att lära sig alternativa mer medvetna sätt att agera har visat stor framgång, säger Jens Ludwig.Som också tror att hans kunskaper om det hjälpte honom när han själv blev rånad under pistolhot. Since 2020 firearms have been the leading cause of death in the US for youth. One of the most promising models to address gun violence is Community Violence Intervention (CVI). CVI programs use a localized approach, identify those who are at the highest risk and work to reduce violence through targeted interventions and peer outreach. Emily Cohen speaks with Chico Tillmon, PhD, of the University of Chicago's Crime Lab and a leader in the CVI field, as well as Nick Wilson, a senior director for Gun Violence Prevention at American Progress, where he leads the organization's efforts to reduce gun violence and shrink the footprint of the criminal justice system while improving public health and safety. D.C. Mayor Muriel Bowser says the city will provide funding for additional SNAP benefits, ending a month-long saga between her administration and D.C. Council. Last month, Mayor Bowser argued the extra revenue from city taxes to increase SNAP benefits was needed for other city services. This decision went against D.C. Council-passed legislation that required her to do so. Then, earlier this week, a resolution supported by several Council members started kicking around that suggested the D.C. Council could sue the Mayor for not adhering to the law. After Legal-Aid D.C. also threatened suit this week, Bowser's administration changed course. At-large D.C. Councilmember Robert White joins the show to walk us through what happened and why he supported a potential lawsuit against the Mayor. Plus, he explains why the partial reaccreditation of D.C.'s beleaguered crime lab is a big deal. Description: Discussion with longtime driving under the influence (DUI) prevention partner the California Office of Traffic Safety (OTS) about how the organization works to protect the safety of all those on our highways and roads as well as pedestrians.  Show Notes:  Guest Deputy Director of Marketing & Public Affairs Tim Weisberg from the California Office of Traffic Safety (OTS) and Lead Deputy District Attorney Gregory Hayes introduce themselves – their backgrounds and current roles.   Weisberg describes his past professional background and his current role managing all OTS marketing, media campaigns and outreach programs.    Hayes explains his past professional background and current role related to DUI cases and the DUI/DUID prosecution and Education Outreach program.  Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.    Weisberg provides background on OTS – its mission, history and how it's working to keep people safe on our roads and highways.  He also details what types of organizations OTS most often partners with and how they support them.  One of the ways OTS supports organizations is through grants. Host, Shelly Orio, discusses how OTS has supported the Sacramento County District Attorney's Office for many years – with grants totaling nearly $8.75 million since 2010. These grants have funded the prosecution of DUI/DUID cases, training for law enforcement officers on DUI/DUID investigations, prevention programs, Crime Lab purchases of specialized equipment to test for certain drugs, many new breath alcohol testing devices and an instrument to analyze alcohol (gas) in blood samples.  OTS grants have also funded Crime Lab staff overtime costs to provide on-site assistance at DUI checkpoints. Hayes shares his experience facilitating the OTS grant, how he has seen these grant dollars put into action and the impact the grant work has had on prosecutions and student education. Weisberg explains the other types of grants OTS funds and for what types of organizations as well as how organizations can apply for OTS grants. Weisberg and Hayes talk about new issues and challenges with DUI/DUID trends.  They both agree driving under the influence of drugs is the most pressing challenge.  Hayes adds that the legalization of marijuana also poses challenges to cases of driving under the influence of marijuana.  Weisberg then explains how OTS sets mission priorities and counter measures to different issues impacting road safety.  Weisberg shares what outreach OTS is currently conducting -including PSA campaigns and safety programs such as Go Safely. He also shares other resources available through OTS on driving safety information. Hayes and Weisberg close by giving their key takeaways from this discussion. However, there are many ethical issues surrounding its implementation, such as use of public and private databases (like 23 and Me) to identify a suspect. The Policing Leadership Academy will focus on just that: training police leaders and supervisors. But even though it's here in Chicago, the lesson plan won't be based on practices within the Chicago Police Department. As the academy welcomes its first cohort, Reset turns to Roseanna Ander, Executive Director of the Crime Lab, Kenneth Corey, Former New York Police Chief of Department and Director of Outreach and Engagement at the University of Chicago Policing Leadership Academy, and Charlie Beck, former LAPD Police Chief and interim Chicago police superintendent in late 2019 to early 2020, who helped design the six-month program.

Minnesota's premiere crime lab, at the Bureau of Criminal Apprehension in St. Paul, has nearly 4,000 criminal cases waiting for analysis and has a 140 day wait for results. That's word today from BCA Superintendent Drew Evans, who joined Ramsey County law enforcement officials to call for more than $11 million in new funding to add 30 staff to the BCA, including 10 new DNA analysis technicians. Police and prosecutors say it's a key part of fighting crime and can't wait any longer. MPR News reporter Tim Nelson was there and joined MPR News host Cathy Wurzer to talk about what's going on. Case #1: On July 3, 2014, 15-year-old Ruby Rubio was walking with her sister in Santa Ana when a man approached and asked her for the time. Ruby pulled out her phone to see the clock, but the man grabbed the phone and ran away - Ruby chased the man who got into a waiting car. As the car sped away Ruby jumped onto the trunk lid and held on, the driver swerved until Ruby was thrown off the car. She landed on the pavement and later died at a hospital. Case #2: We follow up on the Danah Rojo-Rivas murder with new information and a one-on-one interview with Danah's mother. Case #3: We get a firsthand look at the LA County Crime Lab and speak with the lab's director about DNA and the role it plays in solving cold cases.
